clothes’ pockets.
However, its sophisticated feature is the latest
bluetooth accessories, that can function as

With plastic body wrapped in thin metal, HTC

elecommunication industry has had vast
development in Indonesia, particularly
in the last five years. In average, such
business value in the last 5 years has
reached IDR 80 trillion each year. It is safe
to say that frequency
management in Ministry
of Communication
and Informatics
(Kemenkoinfo) is a gold
mine for the state.
How can it not be? The
price of 5 MHz (1 blok)
frequency alone reaches
IDR 160 billion, not to
mention revenue from
all existing frequency
allocation.
From state non tax
revenue (PNBP) which
is mostly use right
(BHP) of frequency in
1998, when frequency
management was still
messy, PNBP only
recorded IDR 300 billion.
Such amount increased sharply in 2005 to become
IDR 2.6 trillion, in 2008 IDR 6 trillion, and in 2010
IDR 12.1 trillion. In 2011 there was a decrease
therefore the revenue was in the amount of
IDR 11 trillion, however this year we target
a PNBP in the amount of IDR
14 trillion. However the
spark of telecommunication
industry is not entirely enjoyed by Indonesia due
to the low number of local companies serving

as telecommunication operators, the less strict
regulations urging business actors in exercising
their obligations, including their use right fee
(BHP) obilgations of frequency which is one of non
tax state revenue elements (PNBP) of Ministry of
Communication and Informatics.
Consequently, tax that supposed to be enjoyed
by the state, must be reduced, it must even be
eliminated. PT Smart Telecom, for instance, declined
to pay BHP for three years.
The government or regulators even had to
voluntarily recalculate use right fee tax of frequency
from January 2011, despite such process has not
been completed to date.
The potential of loosing tax from use right (BHP)
fee of frequency on 2.5 GHz tape is in the amount
of IDR 2.4 trillion each year due to the large control
over broadcasting satellite which is 150 MHz.
Indonesia Wireless Broadband Secretary General
(Idwibb) Yohane Sumaryo said that on such tape
there was a broadcasting company which was in
control over 150 MHz and only paid BHP in the
amount of IDR300 million per year.
In addition to such 2.5 GHz frequency tape issue,
the government also loses frequency BHP potential
which is supposed to be paid by foreign satellites
working on orbit slot belongs to Indonesia, namely
Mabuhay from the Phillipines and SES SA from
France.
The governmet is also conceded by operational
Research in Motion through BlackBerry in Indonesia
which does not pay the Telecommunication Services
organizing right fee (BHP).
Now, the government will target larger PNBP
than frequency BHP, particularly after the sales of
two 3G channels and Long Term Evolution (LTE)

(SIMS) by Minister of Communication and Informatics
(Menkoinfo) Tifatul Sembiring recently provided

uncertainty level, create good corporate governance
and increase transparency.
At the present era, frequency is an important
resources, considering based on World Bank survey,
10% penetration will increase gross domestic

Tifatul joked that selling frequency was the
same as selling genies, even several ministers in
the cabinet have not understood frequency and
broadband matters.
To develop such SIMS, Kemenkoinfo claimed that
his department had invested only IDR4.8 billion to
buy applications, applications and servers.

Transparency
Until the present, Ministry of Communication and
Informatics has issued 300,000 licenses in which
the most issued licese in the last two years has
been cellular licenses.
In response to such SIMS, President Director of XL
Axiata Hasnul Suhaimi said such new system was
expected to facilitate operators in applying for new
licenses.
“We have had difficulties in applying for licenses,
let alone if there are document shortcomings,

n the era before 1983, Indonesian
community did not recognize internet. In
the early emergence of internet industry in
1994, internet business actors at the time
was underestimated, and they only had
determinations to survive.
It was at that time Internet began to grow,
since Indonet, astaga.com, kafegaul, detik.com
and kaskus started to be established, and
afterwards a number of internet webnews
started to emerge. Despite some of them
could not survive the rush of foreign contents
and died, some could continue until today,
just name detikcom, kaskus and the one that
will revive Indokini.com.
At the present, Internet development in
Indonesia is incredible. Based on Indonesia

higher than the previous year which was still 1:3.

certainly the development of local contents.

or a person who has not had a blog or
an account in social media will be called obsolete.
Generally electronic business and transactions
(e-Business, e-Government, e-Commerce,
e-procurement) are promising trends.
According to Saiful Hidayat, Head of Indonesia
Incorporated Project of PT telekomunikasi
Indonesia Tbk, electronic transaction is a series
of electronic device and procedures which
prepares, generates, manages, analizes, stores,
and/or distributes Electronic
Information.
Business actors who
offer products through
Electronic Systems must
provide complete and
accurate information related
to contract conditions,
manufacturers, and products
offered and they are
obligated to provide clear
descriptions on information
concerning contract or
advertisement offers.
Electronic system began
to be regulated by the government through
Government Regulation Number 82/2012. In
such regulation public service electronic system
in the fields of health, mining and transportation
is dealt with.
In electronic transactions, there are specific
standards stipulated by GR Number 82/2012,
namely hardware side, among others they must
fulfill connectivity and compatibility aspects,
obtain appropriateness from the Minister, have

enovo, Acer, and Asus have been known
as personal computer (PC) vendors. They
are actually also experts in producing
gadgets or cellular phones or tablets.
They target high market in smartphone
segments.
Lenovo
A new cellular phone from Lenovo will soon be
officially introduced to the public. Such android
cellular phone is Lenovo S750.
Such cellular phone is reported to use quad core
processor with the speed of 1.2GHz, which is
most likely to be Media Tek MT6589 processor.
There is no information on RAM capacity provided,
however such cellular may have RAM in the size of
1 GB.
On its screen Lenovo uses appearance with the
size of 4.5 inches. The screen is made of LCD
TFT having a resolution of 960 x 540 pixel. It is
interesting that this cellular phone is the first out
of the box jelly Bean 4.2.1 Android released by
Lenovo.
Acer
Acer which is more popular as a computer and
laptop producer, recently has launched several
newest Android smartphones. One of which is
Liquie E1 and Liquie Z2 presented on Mobile World
Congress 2013 Event.
However, Acer seems to continue producing its

After the Consumer Electronic Show (CES) 2013
Event, Asus has attempted to promote one of its
newest tablets, namely MeMo Pad.
This tablet has 7 inch screen and will be available
in three colors: Sugar White, Titanium Grey, and
Cherry Pink. Asus said that this tablet would be
sold in several countries last January. The price is
low, in the amount of US$150.

O
n this coming May 1, Indonesia Internet
Domain Name Managers (PANDI) will
add another second level domain to its
collection by launching desa.id domain.
The procurement of desa.id domain
is a solution considering the present applicable
minister regulation which stipulates that go.id
domain can only be used up to regency or city
levels.
Domain .id use development at this time
is indeed monitored since at this time a
public consultation on Minister Bill of Draft
regarding Domain Name Management
regulating international or national level domain
management is being implemented.
From statistical data published by Indonesia
Internet Domain Name (PANDI) in total up to
February the users of .id domain was 108,979.
This figure decreased compared to that of
late 2012 which was 109,695 users. From such
figure, the most domains used are co.id as many
as 43,409 users, followed by web.id as many as
42,583 users.
It is expected that by the inauguration of desa.
id use users of .id-based domain will increase.
REGULASI
The number of villages in Indonesia is
quite high, reaching up to 72 thousand
villages which is a potential large market,
since it would mean an additional users of
72 thousand .id domains.
Revolution Is Needed
What needs to be taken into account
in using .id domain for the first time is
incentive. Until today the government
has not provided any incentive for .id
domain use.
.id domain registration process is even
more difficult compared to that of .com
and .co that do not require any data
from users.
Other issues that cause .id domain
to be less prefered is that it is too
long compared to .com or .co since it
require additional co.id, ac.id or desa.
id. This needs to be revolutionized by
going straight to only .id, like a number
of countries such as Germany, it uses domain
name followed directly by .de.
If a large number of users are indeed intended
to be obtained in addition to village, district level
should also has a domain name. The even
larger potential is self name.
This is what needs to be sold and socialized
in order to increase users number, also to
increase Indonesian people participation to
upload documents which such
activity is lower than document
downloading activities.
Just imagine, if each person
has his/her own name site that
uses .id domain, we can also
imagine how many additional
sites will be resulted. Certainly this step needs
to be supported by simplifying domain or just by
using .id only.
Also, free or inexpensive
hosting incentive needs
to be added therefore
instead of creating blogs
on foreign sites, this user
potential is better utilized
to develop local contents

he emergence of a twitter account owned
by President Susilo Bambang Yudhoyono
@SBYudhoyono is a phenomenon. The
presence of social media in Indonesia is
like fungus in the rain season, growing
significantly, and twitter account has even become a
person’s new icon.
In this social media era, a person can establish
a media without complicated licensing, the most
important thing is it can be done by anyone, as long
as he/she has Internet access.
According to a social media activist
Nukman Luthfie, a person’s account
that aready has more than
50,000 followers can be called
as a new media, since each
of his/her writing can be
accessed by 50,000 people.
Imagine if the same
happens to print media,
this would mean a very
large number of readers,
let alone if the followers
has reached hundreds of
thousand, even millions.
According to Nukman,

Classic media such as radio and print media have
been on the internet therefore people start to leave
them due to the high penetration of smart gadgets
in the middle of community, therefore people can
access online news directly from twitter.
In the past when radio was invented, the
newspaper was worried to decrease , when TV was
invented radio was worried to decrease, however it
turned out they still exist, despite the slow growth.
The mostly affected media by internet development
is print media. Some print media in the US even have
been closed down.
Print media can still survive since its operational
fee is covered by advertisement, while if there is no
advertisement sooner or later it will die on its own.
Advertisement on print media has also been reduced
by by online media since on online media visitors and
readers calculation is measurable through various
applications including Google Analytics and Alexa,
and this is what attracts advertisers.
The vast information technology and internet
development causes advertisers to no longer focus
on large screen or television, but also to small
screen such as cellular phones and tablets.
Izak jenie from Nexian even said that television
commercials was no longer relevant this time, let
alone not often do people watch television three
hours a day.
“If using the internet on cellular phones or tablet,
many people do so for more than three hours and
the number will continue to increase in the future,”
