City Council Information Letter February 21 , 2014 Implementation of Various Capital Improvements to the Federal Aviation Administration Facility With last week's execution of the lease amendment with the United States General Services Administration to further commitments for the Federal Aviation Administration to continue and expand operations of its Southern United States regional headquarters at 1701 Columbia Avenue, city administration is currently working to engage a schedule of activities necessary to achieve related goals As referenced in the attached electronic mail and objectives. message from Keenan Development Principal Mike Penland, this effort involves the coordination of construction services and related transactions, with specific improvements to be committed annually for a five year period. This arrangement also acknowledges the role of the Department of Finance and Accounting in processing payments and related financial disbursements. Additional information to this effect, to include initial details necessary to implement carpet replacement, wall coverings, roof replacement, minor landscaping, electrical enhancements, and restroom renovations, are to be specifically scheduled. Once these items have been initiated, arrangements to engage improvements necessary to accommodate expansion of FAAs employment base at the facility will be achieved. Additional information regarding our efforts to this effect will likewise be offered publicly by Colliers' leadership in the coming weeks, as part of project completion goals and objectives via the Fiscal Year 2014-2015 Proposed Budget process. City Council Information Letter February 21 , 2014 Page 2 Future Considerations for Camera Services In light of the current situation involving Iron Sky, Inc. and questions relative to their ability to effectively fulfill obligations under the City of College Park's maintenance agreement for community camera services, please be advised that direction is presently being offered to engage a formal selection process necessary to transition to another service provider. As the existing agreement with Iron Sky is scheduled to expire in July, both the Department of Information Technology and the College Park Police Department are working collaboratively to maintain current levels of support, including applicable system monitoring and troubleshooting. Staff therefore hopes to offer recommendations regarding a more established service provider well in advance of the aforementioned expiration date. Meanwhile, although representatives of Iron Sky have been advised of our needs and concerns respectively, they continue to work diligently to provide adequate services. Status of Sanitary Sewer Evaluation Study Although tremendous progress has been made relative to completing the College Park Sanitary Sewer Evaluation Study as first authorized in 2006, the Department of Public Works is being advised by Prime Engineering that a temporary suspension of this project will be necessary due to various inaccessibility challenges. As referenced in the attached memorandum from Director of Public Works Mike Mason, approximately 90°/o to 95°/o of the closed circuit television and manhole mapping in each of the five basins in College Park have been completed. Direction is therefore being offered to commission on demand contractors during the next several weeks to make repairs and/or remove any existing obstructions in remaining sewer lines that will need to be evaluated as part of the study. Once these tasks have been completed, the evaluation will resume. We therefore anticipate a public update relative to progress and completion of the study in the next few months. City Council Information Letter February 21 , 2014 Page3 City of College Park Marketing of State of Georgia's First Time Homebuyers Assistance Program Given city administration's interests to encourage additional homeownership in our community, as well as to support efforts to revitalize ·existing substandard housing in College Park, both the Office of the City Manager and the Department of Economic Development recently made contact with the Georgia Department of Community Affairs concerning the Georgia Dream Homeownership As referenced in the attached program summary, Program. opportunities for down payment assistance are available for first time homebuyers who meet certain income criteria. Additionally, ancillary opportunities to this effect are possible for public protection, military, health care, and education professionals in Georgia. Direction is therefore being offered to the Department of Economic Development to market and promote the availability of the Georgia Dream This will likewise include engaged Homeownership Program. discussions with local financial institutions, as well as referrals to City of College Park employees who might be interested and inspired accordingly. Calendar of Activities, Meetings, Tasks, and Functions In addition to the typically diverse array of meetings, activities, and engagements hosted and directed by the Office of the City Manager, a significant amount of time and energy was devoted to prepare for next steps associated with College Park's present status as a finalist to become a Google Fiber community. This includes assigning related tasks and responsibilities to various department directors, who will begin interfacing with Google representatives next week. Given the City of College Park's infrastructure, daytime population activity, hotel and motel presence, Woodward Academy, Coca-Cola, Hartsfield Jackson Atlanta International Airport, the Georgia International Convention Center, and numerous other features of our community, I wish to support the notion to designate College Park a City Council Information Letter February 21 , 2014 Page4 Google Fiber community to be a no brainer. I hope that you folks have begun to thaw out and to get back to some sense of normalcy. I traveled from Columbia to Athens this weekend and parts of Aiken and Augusta eerily looked as if a tornado or hurricane had cut a swath across the 1-20 corridor. Perhaps Columbia, Atlanta and College Park dodged a bullet this time around. I received the attached email during the "blizzard" from Scott Ayers at GSA. I am to speak with him tomorrow; however, I wanted to get your input prior to that discussion. Additionally, as a follow-up to our discussions from a week or so ago, we would like to get together with you , Richard, and anyone else that you may want to participate from the City's standpoint, and senior leadership from both our contractor and design folks. This purpose of our getting together would be to ensure that two separate and distinct projects that are moving forward are doing so with as great of a degree of alacrity as possible, while at the same time, doing so in a manner that meets all of the City's requirements and needs. We would like to get together briefly either late morning this Wednesday or Thursday if it is convenient for you folks. We would envision two separate meetings such that we one, address project technical/schedule matters with the technical team, and two, address financial and management reporting matters with only the internal Keenan/City management team. If this approach meets with your approval, we would propose that the two meetings cover the following: 1. Technical Team Meeting: • • • • • Timing of work to be completed on the first project, the Lease Renewal Project that is detailed in the draft SLAin Scott's attached email; Issuance of a Notice to Proceed (NTP) by the City that will allow the technical team to begin its work on the Lease Renewal Project; Timing of work to be completed on the second project, the Blocking and Stacking Project; Issuance of a Notice to Proceed (NTP) by the City that will allow the technical team to begin its work on the Blocking and Stacking Project. GSA/SLA required schedule of meetings on each project and who does or does not need to have representatives in each meeting. 2. Management Team Meeting: • • • • • Timing and administrative process for execution of lease novation documentation wherein Keenan is removed from the lease as previously agreed; Timing of obtaining signatures for SLA #36 for lease renewal and Lease Renewal Project upfit work; Timing of availability of funds for payment of the above work to ensure we do not do anything contrary to yours or Richard's planning; Process for submittal of progress payments invoices, etc. for payment; Timing of obtaining signatures for a to-be-drafted SLA #37 for the Stacking and Blocking Project and, • Process for, and City Manager's requirements of reporting, cost vs. budget tracking, and any other information that the City may need or want to be include in. Terrance, we would envision that meeting #1 participants might include yourself, Richard, myself, Dave Pfrommer (Keenan's Director of Pre-Construction), Ron Wilkerson and one representative each from the general contractor and the design firm . We would envision that meeting #2 participants might only include yourself, Richard, myself and Dave Pfrommer. We see no need to include the technical team in management and financial discussions.
