The Ohio Department of Education (ODE) recently released results of this year’s Ohio Achievement Assessment. Except for those with special circumstances, students had to score a minimum of 392 on the state reading test to move on to the fourth grade. The ODE reported that of the 363 Perrysburg School District thirdgraders, 344 or 94.8 percent scored at least the passing rate of 392. However, Kadee Anstadt, executive director of teaching and learning for the district, said the passage rate was actually a little higher. Some of the 19 students the ODE shows as not meeting the standard are likely exempt from testing. Some students who are classified as special needs and have an individualized education plan (IEP) may be exempt from taking the reading test. The state’s new third grade guarantee requires that in kindergarten through grade three, schools have to evaluate all children to determine if they are reading as well as they should be. The students will be able to take the test again during the week of July 9, she added. “We are also administering an alternative assessment that week,” Ms. Anstadt explained. “ODE identified three different alternative assessments that will also give students a chance to move to fourth grade in the fall.” Students also can participate in the district’s summer academic camp. “All students receiving reading intervention are eligible for summer reading support at either the Frank Elementary location or our eight-week Little Jacket Academic Camp at Perrysburg Heights,” she said. The Frank program operates two hours daily for four days each week through July 10. The Little Jacket Academic Camp is two hours each day of reading, and the balance of the day is a summer camp that includes weekly visits from the Challenger Learning Center plus field trips. According to the ODE, if a student remains in the third grade, the school Please turn to page 2➧ 75¢ SINGLE COPY Cruise-in Friday, July 4 Star Spangled Banner Celebration and 34th annual River Cities fireworks display Thursday, July 3 Thursday, July 3 The Independence Day fireworks display and Star Spangled Banner Celebration will be held on Thursday, July 3, at Fort Meigs Historic Site, State Route 65 in Perrysburg. The 34th annual River Cities fireworks display will take place as darkness falls Thursday evening. There is no admission for the fireworks. The firing site for the display will be on the Perrysburg/Maumee bridge. The fireworks will be preloaded on flatbed semi-trailers which will be driven onto the bridge at approximately 8 p.m., and removed by 11 p.m. The bridge will be closed to all pedestrian and vehicular traffic between those hours. (See traffic map on page 2.) Spectators can view the fireworks display from inside or outside the fort. In the event of inclement weather, the fireworks display will be held on Friday, July 4. Star Spangled Banner Celebration Prevention Partners, a program of Behavioral Connections, will host its annual Star Spangled Banner Celebration event on Thursday, July 3, at Fort Meigs Historic Site, Route 65, Perrysburg. The event includes a family carnival, musical performance, food, games, pony rides, raffles and more, culminating in fireworks hosted by the cities of Maumee and Perrysburg. The kids’ carnival will run from 3 to 7 p.m. Families can enjoy games and activities by the PASA Teen Board and the YMCA Fun Bus. From 4 p.m. to midnight, guests can enjoy various food vendors, carnival rides and games, pony rides, a 50/50 raffle and glow mer- chandise. At the June 23 board of education meeting, Superintendent Ron Matter said, “I’m very excited to announce that we received a Straight A grant.” The superintendent said the funds will be used toward equipment, renovations and electrical upgrades to the materials handling lab next to the advanced manufacturing program, training for staff and administration, instructional materials and the annual STEM (science, technology, engineering and math) camp. Items the funds may be used to purchase include robots for machining/welding; mechatronics; industrial maintenance equipment; 3D printers and software, and robotics project kits, he added. Penta applied for the grant along with eight other career centers that are members of RAMTEC (Robotics & Advanced Manufacturing Technology Education Collaborative) Statewide Advanced Manufacturing STEM/Career Technical Education Consortium. The consortium, led by Tri-Rivers Career Center, received $14.99 million through Ohio’s Straight A fund. The Tri-Rivers/ RAMTEC application was one of 37 grants recommended by the Straight A fund governing board for fiscal year 2015, according to the Ohio Department of Education. “Ohio’s Straight A Fund has given a big boost to the most innovative of Ohio’s local school districts who recognize that it takes bold, new approaches to equip our students for a more demanding workplace,” said Richard Ross, superintendent of public instruction. “Districts’ collaborations on these creative projects tells me we are becoming more cost-efficient.” The $250 million Straight A fund became part of the state budget last summer. More than 150 entities received $100 million last year, with $150 million earmarked for new grants this year. The fund is part of a $1.6 billion increase in state funding for education over the two-year budget cycle. There are several projects planned for the Perrysburg area in addition to normal road resurfacing projects. It may be wise to seek alternative routes to avoid delays. •SR 65 Resurfacing and Bridge Work Through November Lane restrictions will be possible on SR 65, from West Boundary Street (SR 25) to State Route 64 (Waterville Bridge) for resurfacing. Traffic will be maintained by flaggers. A 30-day closure of SR 65 bridge repair will be announced. •Cherry Street Sewer District 210 Storm Sewer/Water Main Construction The street replacement work begins this week and will continue for approximately three weeks. All streets and alleys within the sewer project will be involved–West Fifth, Sixth, Seventh, Pine and Findlay streets. Traffic will be restricted in certain sections at various times, however, homeowners will be able to access their homes. All streets will be accessible throughout the holiday. Drive with caution watching for construction equipment. •Interstate 475 Resurfacing Through October from 7 p.m. to 6 a.m. Lane restrictions are possible overnight on I-475 from SR 25 to U.S. 20A for resurfacing. Ramp restrictions and closures on the I475/U.S. 24 ramps will be announced. Weekend interstate lane restrictions will be announced. •State Route 582 Resurfacing Through August Intermittent lane restrictions are possible on SR 582, between SR 25 and SR 65 for resurfacing. Traffic will be maintained by flaggers. All work is weather permitting. Last week, Governor John Kasich signed into law legislation proposed by State Senator Randy Gardner to reform Ohio’s educator evaluation policies. Senator Gardner’s legislation was amended into House Bill 362, passing the Ohio Senate by a vote of 30-3 and in the House of Representatives by a vote of 94-1. Originally known as Senate Bill 229, the legislation provides more flexibility for school districts conducting teacher evaluations, saves schools and taxpayers an estimated $60 million each year, and helps school districts focus on teachers in their first four years or teachers who have failed to attain a designation of skilled or accomplished. A student can still take fourth grade classes in all other subjects, if he or she is ready. Schools also can move students to the fourth grade in the middle of the year, if the student’s reading improves. The law does not provide parents or guardians the right to refuse retention in the third grade, according to the ODE. If a student is retained in third grade, there are two new intervention requirements, according to the ODE. Districts and community schools must make available and pay for intervention or tutoring services if the parents request them. Fort Meigs Historic Site Fort Meigs Historic Site will celebrate Independence Day 1813 on Friday, July 4. Visitors will experience music, games, musket and cannon firings. Perrysburg Police announce traffic plan for annual fireworks display The Perrysburg Police Division announces the traffic pattern for the July 3 fireworks display. In an effort to avoid emergency vehicles being caught in traffic, an emergency traffic lane will be maintained on Fort Meigs Road again this year. The northbound lane of Fort Meigs Road will be closed to all traffic except emergency vehicles between Eckel Junction Road and West Indiana Avenue. The closure will begin at 9 p.m. and will continue until sufficient traffic has left the area. Southbound traffic on Fort Meigs Road will be maintained throughout the event. The Maumee-Perrysburg Bridge will be closed at 8 p.m. and will re-open after the fireworks display is completed and the bridge has been cleaned. Motorists should plan to use alternate river crossings on I-475 and I-75. All westbound traffic on West Front Street will be forced to go south on State Route 25, and northbound traffic on State Route 25 will be forced to go east on West Front Street. The map at right shows the traffic pattern that will be used for the fireworks. The special traffic pattern will go into effect at 9 p.m., and will remain in effect until the officer in charge determines that traffic has returned to normal. The Police Division recommends that guests make arrangements to arrive prior to 9 p.m. and plan on leaving the area after 11 p.m., to avoid the congestion and confusion. Perrysburg Schools SEEK enrichment program a success Perrysburg Schools sponsored a weeklong enrichment morning program at Fort Meigs Elementary from June 16 to 20. Named SEEK, or Summer Enrichment Experiences for Kids, the program was offered to students who just completed kindergarten through fifth grade. Parents paid a $100 fee, and students were able to select two sessions. A total of 80 students enrolled in the program. This was the first year SEEK has been offered. It was designed by teachers Kris Martz and Jeanna Heuring. The sessions included Paintbrush Rockets and Kids’ Chemistry for kindergarten and first grade students; Cryptography, Cute Critters and Creepy Crawly Things–This Camp Has Claws!, Grossology and Vive la France for students in grades 2-3, and From Trash to Physics—When Bananas and Eggs Collide, Puzzle Mania!, Not Your Average Myth, Adventure Stories with LEGOs for students in grades 4 to 5. In a telephone interview last Friday, Deputy Chief Mike Gilmore said Detective Sergeant James Gross was demoted and he, along with Detective Scott Moskowitz, were assigned to road patrol for conduct unbecoming a township officer. A third officer, whose name was not disclosed pending the result of a grievance hearing,WASH was terminated. “It’s in the appeal process, and we’re hoping to N have it done in July,” he said. The deputy chief emphasized that the incidents “were completely isolated, independent issues that came down in a week or two. We got a run of several disciplinary actions at the same time.” He believes the department acted quickly and appropriately, responding to each issue. Open Letter To City of Perrysburg officals and parents of children regarding bicycle safety: I was driving in the 100 block of Edgewood Drive (my former apartment) and was going the 25 mph speed limit, and always looking out for kids. When suddenly a child on a bike darted in front of me (he was crossing from a house to the townhouse across the street) and fell off his bike in the street in front of my car. Thankfully there was a car length in front of me, as I slammed on my brakes. There was no injury, or worse yet a fatality. He was not wearing a helmet. On Friday, May 23, my friend was driving into the post office driveway. She was completely in the driveway and a 12-year-old boy on a bike, again with no helmet, slammed into the passenger side of her car. (not the front of the car). This shows she was in the driveway first. The officer would not let her out of the car to look at her own car. The paint marks on the rearview mirror were from where my friend and I were testing maroon paint. The mirror was not damaged at all. Perhaps he was riding too fast? Late for school? I’m not saying what he did do, or didn’t do, but we were taught as children when you come to a driveway of a business or at an intersection to stop. Get off the bike. Look both ways. Maybe this needs to be taught again. A life may be saved. My friend was cited. She wanted to plead not guilty, but could not afford a lawyer, and marked against her insurance. I believe the child was in the wrong as well, by not stopping, getting off the bike, and looking both ways before crossing the driveway of the post office. This country does not provide enough headway without money. Patricia Fruchey Wood County Humane Society sponsors cat adoption special The Wood County Humane Society (WCHS) is offering a “pick-your-price” adoption event for all cats and kittens to help alleviate shelter overcrowding. In May, the WCHS took in 55 cats and kittens, nearly double the usual number of intake requests that the shelter receives on a monthly basis. The shelter’s free roaming cat room currently houses more than 70 cats. The WCHS also has almost 30 kittens in foster care and those kittens will soon need to return to the shelter. And on a daily basis the shelter is being hard hit with requests to take in owner surrenders, strays and kittens. Shelter Manager Erin McKibben said the current overcrowding is not a problem that is exclusive to the WCHS. “A lot of shelters experience this boom in population known as ‘kitten season.’ Kitten season was prolonged a little this year due to the harsh winter, but then it exploded on us all at once,” said Ms. McKibben. Spring is known as “kitten season” because warmer weather means more strays roaming freely and more cats in heat. Those two factors combined lead to a dramatic increase in the number of kit- tens born during the spring and summer months, and the number of felines that are brought into shelters. Spring and summer also typically are slow adoption months for shelters like the WCHS. The property will allow FedEx to straighten the access drive for better maneuverability by vehicles. The company expects to create 22 full-time and 145 part-time jobs at the expanded complex. In other business, the BZA approved a variance request submitted by Janine Avila of Gleneagles Road. Ms. Avila sought a variance to construct a 24-by 12foot covered deck that will replace an existing 24- by 8foot deck. The proposed deck encroaches 29 feet into the 35 foot required rear yard setback, necessitating the variance. –Jane Maiolo Two FedEx zoning requests received approval from the Perrysburg Township board of zoning appeals at the June 17 meeting. The conditional use and variance requests were granted one week after the township zoning commission approved the company’s site plan. FedEx officials sought a conditional use application for alterations to three detention ponds and a variance for a reduction in normal landscaping requirements. The conditional use permit will allow FedEx to fill in a portion of a pond, allowing for the access road to be straightened. They have one daughter who is a reporter in Phoenix. Residents must bring their own bags. •VIRGINIA CHURCH Virginia “Ginny” Klewer Church, 86, died June 25, 2014, in Northwood, Ohio. Born in Toledo, on December 6, 1927, she was the daughter of Louis Klewer and Pauline (Miller) Millard. She graduated from Devilbiss High School, earned her bachelor’s degree in education from the University of Toledo and her master’s degree in counseling from Bowling Green State University. She lived in Perrysburg for 35 years, where she raised her family and enjoyed remodeling the old school house on West River Road, where she lived. She taught school for many years in Columbus, Northwood and Toledo Public Schools. After retiring from teaching, she moved to Key West, Florida. She enjoyed traveling. Ms. Church joined the Peace Corps twice, the first time she was in Poland and then a few years later in El Salvador. She had visited all 50 states in the United States and more than 100 foreign countries. Her travels have included Earthwatch trips of Safaris in Africa, the Mayan Ruins in Mexico, counting whales in Alaska, explored the Outback in Australia, walking part of the Great Wall of China and birdwatching and banding in the Galapagos Islands. She has sailed twice around the world on container and freight ships and taken numerous windjammer trips. She was a member of Delta Delta Delta Sorority, World Wildlife, Green Peace, Daughters of the American Revolution, Reef Relief in Key West, Habitat for Humanity, the Sierra Club and the Toledo Zoo. Ms. Church is survived by her son and daughter-in-law, Richard and Jane Church of Okemos, Michigan; daughter, Jane (Church) Kaiser and fiancé, Todd Ritenour of Fremont, Ohio, and grandson, Chad Kaiser of Fremont. She was preceded in death by her sister, Kathleen Sturtz and former husband, Charles Church. Burial will be private at Roth Cemetery in Monclova. A celebration of life will be held at a later date. Memorials may be made to the family and sent to the funeral home. •PAUL HOFFMAN Paul Francis Hoffman, 84, died Wednesday, June 18, 2014, at his home. He was born June 30, 1929, in Perrysburg, to Sylvester and Regina Hoffman. His parents moved to Toledo and he went to St. Charles Parish, where he entered fourth grade, made his confirmation and graduated eighth grade. While attending St. Charles, Mr. Hoffman was an altar boy, served on the school board, was a Eucharistic minister and an usher. He went to Libbey High School and was drafted into the U.S. Army while in his senior year. He served during the Korean War and was stationed in Fort Jackson, South Carolina, for two years until he was honorably discharged as CPL Paul Hoffman. He then was employed at Allied Chemical Co., which later became Plaskon. He married Rosella “Mickey” Rectenwald on October 3, 1953, at St. Rose Catholic Church in Perrysburg, and they celebrated their 60th anniversary last October. Mr. Hoffman had many interests which included square and polka dancing and rooting for the UT Rockets and Detroit Tigers. He played many instruments “by ear” and was a member of the Toledo •STAN HUBBARD Stan Hubbard, 72, of Perrysburg, died June 24, 2014. He was born on May 30, 1942. As a young boy growing up in the country, he had a talent for being able to study anything and then take it apart and repair or improve it. He was fascinated by automobiles and was able to build successful businesses working at filling stations. He parlayed that knowledge into heavy construction equipment, beginning as a service technician and continuing into management of a large local Caterpillar repair facility. He valued all the people-skills he acquired while working for Peter Holt of the Caterpillar’s founding family. He was a friend and mentor to many young mechanics. He became locally renowned for his skills in building show-quality en- gines and refurbishing street rods and historical models. He also was handy at home remodeling and generous about repairing cars of friends and family. He was passionate about antiques and collectibles and an adept fisherman. Mr. Hubbard is survived by his son, Jeff (Lori) Hubbard; daughter, Sandy (Will) Stasiak; mother, Athole Hubbard; grandchildren, Adam (Nikki), Maddy (Kyle), Brittany, Megan, Jeffrey Jr., Brandon and Anya (Brett); four greatgrandchildren; brother, Gene (Ellen) Hubbard; sister, Sonia (Ernie) Quincy; in-laws, Donald and Angela Lauer; and special friend, Sandy Couture. He was preceded in death by his wife, Helen. A Memorial Service was held at the Sujkowski Funeral Home of Rossford. Interment was private. Charles Blaine Peterman Jr., 34, of Perrysburg died Wednesday, June 25, 2014, at St. Vincent’s Hospital. He was born on March 11, 1980, in Winfield, Illinois, to Charles and Darlene (Hirsch) Peterman. He graduated from Perrysburg High School in 1998. He served in the 82nd Airborne Division of the United States Army, serving two tours in Iraq as a Calvary Scout. He enjoyed the outdoors, especially hiking and boating. He had a creative side and was talented in woodworking, making pens, and won awards for his photography. He enjoyed spending time with his family, his dog, Billy, and his two nieces. Mr. Peterman is survived by his parents, Charles and Darlene Peterman Sr.; brother, Mark (Marisa) Peterman of California; grandmother, Rosalie Hirsch; two nieces; many aunts, uncles and cousins. He was preceded in death by his paternal grandparents, Glen and Ann Peterman, and maternal grandfather, Kenneth Hirsch. The route took the cyclists from the high school along the scenic back roads to Port Clinton. Riders had the option of four distances–35, 50, 75 or 100 miles. The two-day riders spent the night in Port Clinton and cycled back to PHS on Sunday. The one-day, 35-mile riders cycled to Pemberville and were transported back to the high school. Other distance one-day cyclists finished at Port Clinton High School. The Bike to the Bay ride celebrated its 25th anniversary with more than 900 cyclists devoted to helping people who are living with multiple sclerosis, a chronic and unpredictable disease of the central nervous system. “Bike to the Bay-Bike MS is a physical challenge for cyclists of every level, but it’s so much more than just a ride. The camaraderie, passion and memories that come from sharing this experience with your team will stay with you for a lifetime. It’s more than a ride, it’s Bike MS,” said Janet Kramer, chapter president of the National MS Society’s Ohio Buckeye Chapter. “All the funds raised will be used to provide for local programs, services and research efforts to support people living with multiple sclerosis.” The goal for Bike to the Bay was $445,962. Each rider was responsible for raising a minimum of $300. All riders were fully supported along the way with rest stops, bike mechanics, medical and safety volunteers, and support vehicles. The Perrysburg Exchange Club sponsored the Perrysburg Township rest stop on Sunday morning. Other Bike MS rides in Ohio include Bike MS Central Ohio Challenge which begins in New Albany and concludes in Utica. Bike MS Pedal to the Point begins in Brunswick and travels throughout the northern countryside and small towns to Sandusky. Summer concert series opens at Perrysburg Commons Perrysburg Commons Retirement Center and Heartland of Perrysburg hosted the first concert in their summer series on June 19. The Glass City Dixieland Band took the stage at 7 p.m. on the lawn of The Commons’ courtyard. One of our advisors, Lisa, gave us a few scenarios about bullying, and we had to pick what we thought was the right thing to do. Kids met in their committee groups. ‘Sound of Music’ programs slated at Way Public Library The community service committee is going to look into helping at the Wood County Dog Shelter, to see if we could help walk the dogs and play with them. The 4-H booth designing committee finalized what the booth is going to be at the Wood County Fair. The theme will be Disney. Make sure you stop by the fair and see Blue Ribbon Rangers’ awesome booth. About the Photographer Car show set Featured on the front page of this week’s Messenger Journal is a photograph titled “Early Morning July 3” by Perrysburg resident Norman Fairman. Originally from western Pennsylvania, Mr. Fairman came to Ohio for his university education in 1964. He holds a bachelor’s degree in sociology/Spanish and a master’s degree in urban curriculum and instruction. His post-master’s work was in instructional deign and educational technology. He completed his work at Kent State, Cleveland State and Lehigh University. Mr. Fairman met his wife while both were teachers in Cleveland. They have been married 43 years and have been blessed with three lovely children and now four beautiful grandchildren. The Fairmans have lived in Perrysburg for 33 years. Professionally, Mr. Fairman has worked as a public school teacher, university professor/administrator and businessman in the manufacturing and insurance industry for 32 years in Toledo. Currently, he is a partner and senior executive with the Knight Insurance Group. Mr. Fairman is an avid and passionate amateur photographer. After college he began to dabble in black and white photography and with a friend, assembled a small darkroom for developing and editing black and white photos. As his career evolved and his family grew, he left photography as a hobby for 36 years because of his responsibilities. He rediscovered photography as a passion and hobby in 2008. The digital age had arrived and was new for him. Since 2008 he has been fortunate to visit various interesting places including Ireland, Spain, Malta, Aruba and parts of the western United States. He and his family also lived in Mexico for two years where he worked at a university southeast of Mexico City. However, his favorite venue is Perrysburg and Wood County. His preference is for works of nature and landscapes. He also loves to work in the early morning when the light is most gentle and perfect for nature scenes. Plans for retirement from his career are just around the corner. The photographer is looking forward to spending more time with his passion of image-making to share the beauty of nature with others. It is assured that Perrysburg and Wood County will remain at the top of his list of preferred photo subjects. It gives residents the opportunity to learn more about employees, services and township government. Perrysburg Township employs 64 full-time and 23 part-paid individuals who serve the more than 12,000 township residents. In the first article, the Perrysburg Township elected officials were featured. These elected officials fill their roles on a part-time basis and therefore an administrative staff is appointed to handle daily tasks and responsibilities. In the township form of government, the board of trustees can appoint a township administrator to act as administrative head under the direction of the trustees. Based on policies and priorities set by the Perrysburg Township Trustees, the administrator and office staff handle day-to-day oversight and monitoring of service delivery, planning and coordination of the budget, state and federal regulation compliance, and citizen requests. Perrysburg Township administrative staff includes the administrator, assistant to the administrator, and a payroll/financial specialist. Walter Celley currently serves as administrator. He was hired in January 2013 to succeed John Hrosko. Prior to his appointment, he served as township law director for four years. Tim Greenwood, with the law firm of Spengler Nathanson, currently serves as law director. Mr. Celley provides direct support to the township residents, employees, department heads and elected officials. “My door is always open and my direct dial telephone number is 419-887-6914,” said the administrator. “Anyone can contact me on any issue, great or small.” The administrator handles most of the routine legal work. The law director and his firm handle specialized matters such as labor and employment, litigation and worker’s compensation. Mr. Celley works closely with the police chief, fire chief, road superintendent and zoning administrator on the myriad of daily operational issues that arise in local government. He also represents the township at various organization meetings. Through these organizations, Mr. Celley networks with local government officials and discusses best practices. The administrator also is vice president of the Owens Community College Alumni Association. The assistant to the administrator is Rosanna Violi, who has been employed since 2008 and served as assistant since 2010. Ms. Violi works cooperatively with other staff members to provide quality services to residents. She manages the public affairs ventures including the website and social media sites, and drafting the Perrysburg Township Post (quarterly e-newsletter). Additionally, the assistant drafts agendas, requests for proposals and grant applications. Ms. Violi coordinates information technology related tasks to ensure employees are able to utilize technology when needed to provide services to the public. She administers the township employee benefit plans and workers’ compensation claims along with vendor contracts. Rounding out the administrative staff is Becky Johnson, payroll and financial specialist. Mrs. Johnson has served in this capacity since 1995 and is responsible for payroll for the approximately 90 township employees. She is the chief support person responsible to the fiscal officer. She is primarily responsible for vendor bill payment and balancing financial records. She supports the administrator and elected officials with financial and bookkeeping reports. Mrs. Johnson is generally the front line in assisting residents and others at the main office. The administration is there daily to serve township residents, businesses and the public. For needs or questions. call 419-872-8861. Closely tied to the administration is the planning and zoning office headed by Kelly Hemminger, who has served since 2012. The planning and zoning office is responsible for issuing zoning certificates, monitoring properties to ensure they are up to code, enforcing the zoning resolution and providing informational to the board of zoning appeals and zoning commission. A zoning certificate is required for construction, enlargement or renovation of structures including but not limited to a house, garage, shed, deck or pool. In 2013, more than 200 zoning certificates were issued–the majority for new single family dwellings. These certificates, along with site plan reviews, collected nearly $17,000 in revenue in 2013. In her two years at the township, Mrs. Hemminger has spearheaded efforts to streamline work processes. Through a new venture with eMerge, a Toledo area business, zoning certificates and supplemental documents will be scanned and digitally preserved. As this project progresses, Mrs. Hemminger will be able to access more than 50 years of files at her fingertips. This project will make the planning and zoning department more efficient and better serve residents. Mrs. Hemminger sets and manages the agendas for the board of zoning appeals (BZA) and the zoning commission. Both boards are comprised of township residents in the zoned area and are volunteer positions. The BZA is responsible for hearing and deciding appeals on zoning certificates, hearing and authorizing variances, and hearing and granting conditional use certificates. The zoning commission is responsible for establishing and amending the zoning resolution and reviewing and authorizing site plans. Perrysburg Township also employs a part-time individual whose title is recreation director but his tasks are far more than parks and recreation. Bob Warnimont, a volunteer firefighter for 50 years, has served as recreation director for more than a decade. He manages the ball fields at Fire Station No. 2 on Fort Meigs Road, the monthly recycling collection, and monthly food pantries held at the township complex. Presenting the award to Mr. Bidwell, State Program Director Jeffrey Kiliany read the following nomination letter submitted by Perrysburg Council 7978. “Bob Bidwell is married to his best friend Pat and they have two sons and seven grandchildren. The couple are members of St. Rose Parish in Perrysburg and Mr. Bidwell is a member of Council 7978 in Perrysburg, and also a member of Monsignor Robert J. Yates Assembly 2800. He is the owner of Robert L. Bidwell LLC, a manufacturer’s rep organization in northwest Ohio. “Since converting to the Catholic faith in 1999, Mr. Bidwell has been very active in the St. Rose Parish. He has served as chair for the American Cancer Society Perrysburg Relay for Life. Gardens at Hospice centers pay tribute to veterans Hospice of Northwest Ohio recently completed planting special gardens at both its Perrysburg and Toledo Hospice Centers that pay tribute to veterans. In addition to plants and flowers, each red, white and blue-themed garden is marked with an engraved river rock and stone bench. The gardens offer an additional space where families and visitors can reflect on the life of their loved ones and, at the same time, honor their military service. The veterans’ gardens are just the latest addition to the list of recognition events Hospice of Northwest Ohio offers for veterans. As part of the National Hospice and Palliative Care Organization’s We Honor Vets initiative, patients are asked about their military service upon admission and a special notation is made in their record. “We have educated our staff about the importance military culture has on the life of a veteran, whether they have served during war time or peace time. Each era leaves a mark and shapes experiences forever,” shares Executive Director Judy Seibenick. “In addition to awareness of potential adaptations to care, we also recognize vet- ‘Despicable Me 2’ erans for their service through a special pinning ceremony. The tree, a Crimson King Maple, is located along the walking path of trees on the north side of the park. Rhythm on the River concert to feature Russ Franzen July 6 The second program of the Rhythm on the River Arts Series will be presented by Russ Franzen on Sunday, July 6, at 4 p.m. The series is sponsored by the Grand Rapids Historical Society. An award-winning writer and amateur historian, Mr. Franzen will present a musical program entitled Great Lakes History in Song. His songs tell the stories of people, places, and ships that make up the history of the Great Lakes. His compositions are accompanied by his 12-string guitar. He recently finished his second CD which includes songs about northwest Ohio (Fallen Timbers, Roche de Boeuf and others). Five centers formed seven teams to compete against each other in the double-elimination tournament held at the Northeast Area Senior Center. The Pemberville Area Senior Center, Wood County Senior Center, and the North Baltimore Area Senior Center each had one team, and the Northeast Area Senior Center and Perrysburg Center had two teams each. There was competitive but friendly rivalry between the teams. This is the sixth year for the event. Two large screen TV’s made it easy for the participants to play several games and also participate as audience members and cheer on their friends. Each team had five participants who played two frames per game. This team concept produced event scores ranging from 128 to 215. The winners were the Perrysburg Area Senior Center Team B–the Perrysburg Wee Wonders. The winning team consisted of Marylou Trader, Kingston Rehabilitation of Perrysburg is offering land and water fitness programs for the community. Gather in the Gallagher on Friday, July 25, from 5 to 11 p.m. This event takes place at Gallagher Stadium on the campus of Central Catholic High School, and it features live music by Johnny Rodriguez from 5 to 7 p.m and Madison Avenue from 7 to 11. A $50 ticket includes admission for two, entry into a raffle with a first prize of $2,000 and a second prize of $500, and two beverage tickets. Proceeds will benefit Central Catholic scholarships. An Irish Athletic Golf Outing is set for Saturday, July 26, at Bedford Hills Golf Club, with a 9:30 a.m. shotgun start. This is a foursome scrambles event featuring 18 holes of golf with a cart, skins, prizes, hole-in-one contests, and food. Registration is $70 per golfer.
