Employment
Resignations/Terminations
Matthew Porsche, Computer Technical Support Specialist, submitted his resignation effective
March 4, 2005. Matthew has been employed by the College since March 2004.
Recruitment – Support Professionals
Clerk IV – Financial Aid, Fond du Lac Campus. This part-time vacancy was created when
Katrina Edgren accepted another position. This position provides technical assistance and
performs receptionist and administrative duties for the Financial Aid Office. After screening
and interviews, Michele Eggers was selected. Her start date was February 28, 2005.
Clerk/Typist, West Bend Campus. This part-time vacancy was created when Melissa Gough
submitted her resignation. This position serves as evening West Bend Campus receptionist
and switchboard operator, performs general clerical functions, and provides support for the
front office as required. After screening and interviews, Cynthia Warnier was selected, and
her start date is March 21, 2005.
Student Involvement Specialist, Fond du Lac Campus. This full-time vacancy was created
when Sarah Radtke resigned. This position plans, coordinates and oversees social, cultural
and academic-related activities, and assists the Community Relations Partner in coordinating
Marketing activities. This position was posted internally/externally with a closing date of
February 3, 2005. Interviews were held March 11, 2005.
Clerk V, Fond du Lac Campus. This full-time vacancy was created when Anne Jesko
resigned. This position performs processing, verification, registration and fee collection
services in the Registration Office on a District-wide basis, and works with students and staff
to meet customer needs. This position was posted internally/externally with a closing date of
March 4, 2005. Interviews will be held March 24, 2005.
Housekeeper, Fond du Lac Campus. This part-time vacancy was created when Michele
Eggers accepted another position. This position performs custodial duties for an assigned
area at the Fond du Lac Campus, and performs heavy duty cleaning throughout the
Fond du Lac Campus as needed. This position was posted internally/externally with a
closing date of March 9, 2005.

Recruitment – Management/Instructional Staff
Barber/Cosmetology Instructor, Fond du Lac Campus. This full-time vacancy was created
when Melissa Brainerd resigned. This position provides classroom instruction in the
Barber/Cosmetology Program. After screening and interviews, Amy Poshepny was selected.
Her start date is March 28, 2005.
Amy received her diploma in Cosmetology, as well as her Barber/Cosmetology Instructor
certification, from Milwaukee Area Technical College. Amy was most recently employed as a
part-time instructor at MATC – Milwaukee, and as a part-time Manager at Express Yourself
Hair.
It is recommended that the Moraine Park Technical College District board offer a contract to
Amy Poshepny in the BS/8 salary level for the March 28, 2005 – June 30, 2005 year, and
offer a renewal contract for the July 1, 2005 – June 30, 2006 year.
Economic and Workforce Development Instructor, West Bend Campus. This full-time
vacancy was created when John Horvath accepted another position. This position’s primary
teaching responsibility will be in leadership, supervision, team building, manufacturing, lean
manufacturing, Six Sigma, and geometric dimensioning and tolerancing. This position was
posted internally/externally with a closing date of January 13, 2005. Interviews were held
February 14, 2005.
Vice President – Enrollment Management, Fond du Lac Campus. This new full-time position
is accountable for all student services functions, including retention, enrollment management,
and recruitment of students. This position will oversee the Student Affairs Unit, which
includes registration, admissions, financial aid, student life, support services, careers,
diversity relations, placement, and student records. This position is posted
internally/externally and will close when the position is filled. Initial interviews were held
February 24 and March 1, 2005.
Organizational Development Associate, Fond du Lac Campus. This full-time vacancy was
created when Mark Eisner resigned. This position is responsible for managing new staff
orientation and the College’s mentoring program, and conducting “soft skills” training for staff.
This position assists in the coordination of key Organizational Development events
throughout the year. This position also provides support for the College’s team-based
structure, and facilitates processes that assist teams with decision-making and continuous
improvement. This position was posted internally/externally with a closing date of
February 10, 2005. Interviews were held March 3, 2005.

February was 2.29%, an increase from the previous month of 2.11%. Last year the February

VI. ACTION ITEMS
A.
Approval of District Negotiating Team
The contract between the Moraine Park Technical College District Board and the Moraine
Park Educational Support Professionals expires on June 30, 2005. This is a three-year
contract and, in keeping with the Wisconsin Statutes and this agreement, it is now
appropriate to begin planning for negotiations with the Support Professionals. These
negotiations will begin in March 2005. Therefore, it is necessary that a District negotiating
team be identified for this purpose.
The appointment of the negotiating team is the first step in the negotiation process. The
team will begin a revision of the contract, which will include the interest and economic factors
pertinent to the formulations of a new one. Their findings will be shared at future Board
meetings, with the Board being asked to provide their guidance, direction and goal setting.
In order to initiate the process, the Moraine Park Technical College District Board needs to
appoint a District negotiating team. It is recommended that the following individuals serve as
the Moraine Park District negotiating team: Kathy Broske, Vice President – Human
Resources, chief negotiator and team leader; Beth Mendoza, Associate Director – Human
Resources; Bonnie Baerwald, Vice President – Financial Management; Karen Zuehlke,
Financial Aid/Student Systems Associate; and Larry Pasquini, Registrar.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board appoint the following
individuals to the negotiating team for negotiations with the Moraine Park Educational
Support Professionals: Kathy Broske, chief negotiator and team leader, Beth
Mendoza, Bonnie Baerwald, Karen Zuehlke, and Larry Pasquini.

Approval of 2005 Summer Hours of Operation
Planning for the summer of 2005 operational hours of business is currently underway. In the
past, this planning has included the closing of the campuses on selected Fridays. The
practice of closing on selected Fridays during the summer began in 1987 as part of an
overall budget reduction effort and, therefore, is again being recommended for selected
Fridays during the months of June, July and August 2005. In 2005, it is recommended that
all three campuses be closed on Fridays beginning June 10, and ending August 12, 2005.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board approve the closing of
the three Moraine Park campuses on Fridays, beginning June 10 and ending
August 12, 2005.

Approval of Lease Renewals

Lowther Brothers, LLC
Since August 1, 1992, Moraine Park has leased 1,800 square feet of space at the Greentree
Mall in Berlin, Wisconsin. Of this 1,800 square feet, the District subleases one-half
(approximately 900 square feet) of the area to the State of Wisconsin Department of
Workforce Development (formerly Job Service), Fox Valley Workforce Development Board,
and Green Lake County Department of Health & Human Services (DH&HS).
The location is contiguous to the sublessee agencies, and the collaboration of the members
of the four staffs serves this farthest corner of the District well. Many of the students served
would not be able to travel to the Fond du Lac Campus and, therefore, would be unable to
improve their academic and life skills without the Berlin Center.
Following are 2004-05 (July 1, 2004 – January 31, 2005) services provided:




48 (unduplicated) students in the Learning Center
16 High School Alternative students served
102 GED tests administered
74 Individuals enrolled in Group Dynamics classes
The cost to continue to lease the premises at Greentree Mall is $9.75 per square foot, plus
an additional approximately $1.60 per square foot for common area maintenance costs (real
estate taxes, insurance, snow removal, and other maintenance-related expenses), for a total
of $20,430 per year. There is no cost increase proposed for 2005-06. The subleases to the
Department of Workforce Development, Fox Valley Workforce Development Board, and
Green Lake County DH&HS of 900 square feet would also be continued for 2005-06.
The GPR Basic Skills Grant provides $7,220 toward the rent and $1,400 toward cleaning at
the Berlin Center.

Industrial Properties, Inc.
Since 1990, Moraine Park has had an agreement with Industrial Properties, Inc. of
West Bend to lease 2,400 square feet of space located in the Grand Avenue Mall at
666 Grand Avenue in Hartford, Wisconsin. This facility is known as the Hartford Workforce
Development Center.
Through a partnership agreement with the WOW Private Industry Council and the
Washington County Department of Social Services, a variety of services are provided at this
location. In addition, the Hartford Workforce Development Center has been increasing the
facility usage for the last year. More clients are using the services provided by Moraine Park,
Workforce Development, and Department of Social Services.

The base rent for the Job Center for 2005-06 is $1,365 per month, an increase of $65 over
2004-05. The total lease cost for this facility would be $6.83 per square foot, for a total of
$16,380 per year, with an additional $1.70 (approx.) per square foot for common area
maintenance costs. An AEFL (Adult Education and Family Literacy) Grant covers $9,200 of
this lease cost. The Basic Skills GPR project provides $2,600 for cleaning services at the
Center. Operational costs are shared through an agreement with the WOW Private Industry
Council and the Washington County Department of Social Services.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board continue its lease with
Industrial Properties, Inc. for the premises located at 666 Grand Avenue, Hartford,
Wisconsin for the period of July 1, 2005 through June 30, 2006 at a cost of $6.83 per
square foot, or an annual cost of $16,380, plus common area maintenance costs.

Approval of Lease Renewals

School District of Ripon
Ripon High School has provided office and storage space for Moraine Park Technical
College for over twenty (20) years. This location has served as the Ripon Regional Center
office for the past thirteen (13) years. In August 2001, the School District of Ripon (SDR)
and Moraine Park entered into a formal agreement for Moraine Park to lease this space.
Ongoing benefits derived by the College from this lease include:








A strong and continuing partnership with SDR in the delivery of education to area
adults and to high school students. Communications are frequent and open.
The Ripon Regional Center continues to be a visible and effective provider of adult
education programs to Ripon and the surrounding communities and the school
districts of the region.
Moraine Park extensively uses Ripon High School computer labs for adult courses.
SDR technology staff provides support for software installation and maintenance.
Ripon High School allows Moraine Park to offer weekend and ITV classes at the
facility. Other school districts are unable or unwilling to accommodate this need for
nontraditional hours. SDR makes their IP video equipment available as well.
SDR provides a location for storage of books and materials to be sold to Moraine
Park students.
SDR custodians provide service and assistance to Moraine Park on weeknights,
opening and locking classroom doors, providing direction and assistance to Moraine
Park students, and by participating in coordination of room usage scheduling.
SDR offers Moraine Park computer network connectivity over their existing cabling.
The Moraine Park office is conveniently located beside the SDR Career Lab.
The initial term of the lease was from from July 1, 2001 through June 30, 2004, which
included one-year renewal options at the beginning of each fiscal year. The cost for the
lease in 2004-05 is $350 per month. It is proposed that this amount be increased to $375 for
2005-06. It is the staff’s recommendation that this lease be renewed.

SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board continue its lease with
the School District of Ripon (SDR) for the period of July 1, 2005 through June 30, 2006
at a cost of $375 per month, for rental of Room 161 and the adjoining storage room at
the Ripon Senior High School located at 850 Tiger Drive, Ripon, Wisconsin, for the
purpose of housing the Ripon Regional Center Office.

Approval of Authorization to Prepare Design Development Drawings 2005-06 Capital Projects
In order to prepare the necessary design documents for inclusion of the 2005-06 capital
projects into the District’s Three-Year Facility Plan update, which is subsequently submitted
to the State Board for their review in June; and to begin schematic design work for the 200506 capital projects, it is necessary to seek the services of the architect to begin the
preliminary design work.
The planning for this work should begin now, in order to prevent significant disruption to
students and the school calendar, as well as to coincide with the most favorable competitive
bid timeframes for the construction of capital projects.
It is recommended that the Moraine Park Technical College District Board authorize the
President to enter into a contract with the Brummel Architectural Group, for the preparation of
design development drawings for the 2005-06 major capital projects, as needed.

Approval of Changes to Student Intake Fees
The following information is being presented for the purpose of the District Board monitoring
of their Desired Outcomes Policy #1TSI0300, Student Intake, in which MPTC student fees for
the coming academic year need to be approved by the District Board.
At the present time, the WTCS Board is scheduled to take up the matter of program (tuition)
and materials fees at a future meeting this Spring.
Moraine Park Technical College is proposing the following changes to user fees:

Standardizing testing fees:
$15 for all testing fees, including placement and GED/HSED per
test/re-test. Eliminate the $65 fee for the full battery of GED/HSED tests.

Increase Graduation Fee
Increase the graduation fee from $15 to $25.
The proposed increase to the graduation fee is intended to cover the costs associated with
the rental of academic regalia.
It is proposed that all other fees remain constant.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board approve the student
intake fees for 2005-06 as proposed.

Approval of Program Name Change – Engine Technology to Engine
Research and Development Technician (10-602-2)
The following information is being presented for the purpose of the District Board monitoring
of their Desired Outcomes Policy, #1TOA0100, Student Success – Program Outcome
Assessment.
Moraine Park’s Engine Technology Program is the only one of its kind in Wisconsin.
Graduates learn skills in the areas of engine performance, durability and efficiency. They
work with test equipment and test cells to gather, record and analyze data for the design and
development of engines. The Engine Technology Advisory Committee, its deans and
instructors, recommend a change in the name from Engine Technology to Engine Research
and Development Technician, to better describe the skills that learners perform in this
program. According to our advisory committee, this proposed name change would also
better represent the types of positions that the graduates fill, as well as differentiate the
program from automotive or other types of service technicians. The advisory committee
members were surveyed and, out of the responses received, there was no opposition to the
name change. The State consultant was contacted and agrees to support the proposed
name change with the Wisconsin Technical College System Board.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board approve the submission
of the Engine Technology name change to Engine Research and Development
Technician to the WTCS Board for review and approval for implementation in August
2005.

The following information is being presented for the purpose of the District Board monitoring
of their Desired Outcomes Policy, #1TOA0100, Student Success-Program Outcome
Assessment.
Moraine Park offered the Automotive Detailing and Minor Auto Body Technical Diploma
Program (31-404-6) since 1992. From 1992 to 1996, this program was offered as a lessthan-one-year technical diploma program and, from 1996 to 2001, as a one-year technical
diploma program. Until 1999, the program was titled “Automotive Detailing” and, in
November of 1999, was changed to the present title. Curriculum changes, a name change,
and other recruitment efforts did not increase enrollment in the program. The Moraine Park
District Board approved action to suspend the program and the State suspended it in
November 2001. Since the three-year sunset for this suspension ended in November 2004,
and there has been no documented need to reactivate this program, it now needs action for
discontinuance.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board approve the
discontinuance of the Auto Detailing and Minor Auto Body Program (31-404-6)
effective immediately.

Dental Technician, 30-507-1 (Offered in the Department of Corrections)
The following information is being presented for the purpose of the District Board monitoring
of their Desired Outcomes Policy, #1TOA0100, Student Success-Program Outcome
Assessment.
The Department of Corrections has requested that Moraine Park offer a Dental Technician
Program at Taycheedah Correctional Institution. Moraine Park has been given approval from
the Wisconsin Technical College System to teach four of MATC-Milwaukee’s Dental
Technician courses at Taycheedah for the 2004-2005 school year. Moraine Park proposes
to begin its own Dental Technician Program at Taycheedah Correctional Institution beginning
in 2005-2006. The Wisconsin Technical College System did not require a Needs
Assessment because the request came from the Department of Corrections.

Emergency Medical Technician – Paramedic, 30-531-2
The following information is being presented for the purpose of the District Board monitoring
of their Desired Outcomes Policy, #1TOA0100, Student Success-Program Outcome
Assessment.
The Wisconsin Technical College System Board has identified a State-wide need for
paramedics throughout Wisconsin. Moraine Park proposes to offer the Emergency Medical
Technician – Paramedic Program. Because of the need for paramedics, the State is not
requiring a formal needs assessment in order to start this program. Moraine Park has
received letters of support for this program from Lifestar Emergency Medical Services, LLC
(West Bend), Fond du Lac area EMS services, Fond du Lac Fire Department, and North
Fond du Lac EMS & Fire Department. Some of these EMS agencies have indicated they will
need to get training elsewhere if Moraine Park does not offer this paramedic training. The
Statewide curriculum is below.

Approval of Resolution Authorizing the Issuance of $1,850,000 General
Obligation Promissory Notes, Series 2004-05B
Included in the 2004-05 budget, as adopted by the District Board on June 16, 2004, was a
plan to issue a series of promissory notes to finance various capital projects and equipment
needs of the College. A calendar was drafted for each of the individual projects, and a
finance plan for the fiscal year was created. This particular issue will finance the acquisition
of $450,000 of movable equipment, $1,000,000 for the construction of buildings at the
Beaver Dam Campus, and the remaining $400,000 will finance all, or a portion thereof, of the
remodeling projects identified in the plan for the Beaver Dam, Fond du Lac and West Bend
campuses.
We have reviewed the process with our financial consultant, and bond counsel has prepared
the appropriate legal resolution. The timeframe for this issue includes the acceptance of bids
on Wednesday, April 20, with presentation to the Board that evening.
Bond counsel has prepared the following resolution for Board action. Mr. John St. Peter, as
the Board’s attorney, is working with the legal counsel of Quarles & Brady to prepare all
relevant documents.
SUGGESTED MOTION:
I move that the Moraine Park Technical College District Board adopt the following
resolution authorizing the issuance and setting the sale of $1,850,000 General
Obligation Promissory Notes, Series 2004-05B, for the public purpose of financing
building construction, building and remodeling improvement projects, and financing
the acquisition of movable equipment.

WHEREAS, Moraine Park Technical College District, Wisconsin ("District") is presently in
need of $400,000 for the public purpose of financing building remodeling and improvement
projects, $450,000 for the public purpose of financing the acquisition of movable equipment
and $1,000,000 for the public purpose of financing the construction of buildings at the
Beaver Dam campus; and
WHEREAS, the District Board deems it necessary and in the best interest of the District to
borrow the monies needed for such purposes through the issuance of general obligation
promissory notes pursuant to the provisions of Section 67.12(12), Wis. Stats.;
NOW, THEREFORE, BE IT:
RESOLVED, that the District shall issue general obligation promissory notes in the amount of
$400,000 for the public purpose of financing building remodeling and improvement projects;
and be it further
RESOLVED, that the District shall issue general obligation promissory notes in the amount of
$450,000 for the public purpose of financing the acquisition of movable equipment; and be it
further
RESOLVED, that the District shall issue general obligation promissory notes in the amount of
$1,000,000 for the public purpose of financing the construction of buildings at the
Beaver Dam campus; and be it further
RESOLVED, THAT:
Section 1. Note Authorization. The District shall issue the general obligation promissory
notes authorized above in the aggregate principal amount of $1,850,000 and designated
"General Obligation Promissory Notes, Series 2004-05B" (the "Notes"), the proceeds of
which shall be used in the amounts and for the purposes specified above.
Section 2. Notice to Electors. The District Secretary shall, within ten (10) days hereafter,
cause public notice of the adoption of these resolutions to be given to the electors of the
District by publishing notices thereof in the Fond du Lac Reporter, Beaver Dam Daily Citizen
and The Daily News, the official District newspapers published and having general circulation
in the District, which newspapers are found and determined to be likely to give notice to the
electors, such notices to be in substantially the forms set forth on Exhibits A, B and C hereto.
Section 3. Sale of Notes. The Notes shall be offered for public sale. At its April 20, 2005
meeting, the District Board shall consider such bids for the Notes as may have been received
and take action thereon.

Section 4. Official Notice of Sale. The District Secretary shall cause an Official Notice of

prepared by the District's financial advisor, Robert W. Baird & Co. Incorporated. The
appropriate District officials shall determine when the Official Statement is final for purposes
of Securities and Exchange Commission Rule 15c2-12 and shall certify said Statement, such
certification to constitute full authorization of such Official Statement under this resolution.
