Overview of Public Consultation Process
On March 10, 2014, a public notification package was mailed out to landowners within a radius
of 183 metres (3 times the height of the tower) from the tower site; capturing a total of two (2)
properties (including subject property). A copy of the notification was also provided to the
Regional District of Okanagan-Stikine and Industry Canada. Copies of the public notification
package and notification boundary map are attached.
Since the proposed tower is over 30 metres in height, notices were also put into the local
newspaper as per Industry Canada’s CPC guidelines. A notice appeared in the March 26, 2014
and April 2, 2014 editions of the Osoyoos Times. Copies of the tear sheets have been attached.
Outcome of Public Consultation
Within the consultation timeline of 30 days, only one (1) was received from the public (nearby
property owner in regards to the tower proposal. Attached is a consultation log which provides
details on the property owner and a brief summary of the discussion held over the phone.

Background and Purpose
TM Mobile Inc. (TELUS) is proposing to build a n e w telecommunications facility in Osoyoos,
BC at the above-noted property as part of its commitment to providing superior wireless
services to all of its customers for safety and reliable coverage. TELUS has identified the
coverage area based on customer input and the proposed site will satisfy the demand for wireless
coverage in the Anarchist Mountain area.
TELUS’ Proposal
TELUS is proposing a 61.0 metre self-support structure with antennas for wireless communications
(measured to the top of the lightning rod). All of the equipment necessary to operate this facility
will reside within an equipment shelter located at the base of the facility (see Elevation of
Proposed Tower and Equipment Shelter). The compound will be secured with a chain-link fence
enclosure. Access to the facility will come from the south of the site off of Sasquatch Trail (see Site
Plan).

Rationale for a New Tower Site
TELUS is responding to the demand of the community for improved wireless phone service for
personal and business communication, convenience and personal security. TELUS is proposing this
tower as a direct result of the community’s request for service in the Anarchist Mountain area and
along Highway 3.
Health Canada
Industry Canada requires all wireless carriers to operate in accordance with Health Canada’s
safety standards. TELUS attests that the installation described in this notification package will be
installed and operated on an ongoing basis so as to comply with Health Canada’s Safety Code 6,
as may be amended from time to time.

Municipal Consultation
Industry Canada has exclusive jurisdiction over the placement of wireless telecommunications
facilities, and it requires service providers to consult with the municipality and the general public
regarding new installations. The municipal consultation process is intended to provide an
opportunity to address land use concerns while respecting federal jurisdiction over the installation
and operations of telecommunications systems.
Any inquiries that are received as a result of this notification will be logged and submitted to the
Regional District of Okanagan-Similkameen and Industry Canada as part of TELUS’s application.
Environment
TELUS attests that this facility is excluded from environmental assessment under the
Canadian Environmental Assessment Act.
Structural Considerations
TELUS attests that the proposed telecommunication structure described in this notification
package will be constructed using good engineering practices to the standards of the National
Building Code.

A coalition of business stakeholder groups
representing several major sectors of the British Columbia economy announced the launch
of a massive province-wide advertising campaign in 130 provincial newspapers to protest
regulatory changes involving the recycling of
printed-paper and packaging (PPP).
The campaign calls on British Columbians
to contact Premier Christy Clark and ask her
to rethink a plan, which turns over BC’s Blue
Box recycling programs to an Ontario-based
group governed by large multinational corporations
“For months British Columbia business
owners have tried unsuccessfully to convince
Minister of Environment Mary Polak to rethink the flawed plan her ministry put forth,”
says Mike Klassen, BC director of provincial
affairs for the Canadian Federation of Independent Business (CFIB). “Now business
groups representing significant parts of BC’s
economy have come together to ask the Premier to step in to prevent this new red tape
that will kill jobs and cause many businesses
to fail.”
Newspapers Canada and a group of eight
business associations representing tens of
thousands of BC small businesses and their
employees in the agriculture, newspaper publishing, landscaping, printing and custom
manufacturing, retail, wholesale, food, and
waste collection sectors are launching a first
series of ads to inform the public about B.C.’s
new recycling plan.
By running in every edition of 130 newspapers across the province and on social media – tagged #RethinkItBC – it will be one of
the largest public awareness campaigns ever
mounted in BC’s history.
“We are not disputing that the ultimate goal
of the government to maximize recycling of
paper and packaging to reduce materials going
into the waste stream,” said Marilynn Knoch,
Executive Director, British Columbia Printing
and Imaging Association. “B.C. businesses
are already working to make our province get
even more clean and green, so let’s start talking to people from B.C. about how to achieve
this. First we must delay the May 19th start of
the legislation, and then get businesses back to
the table to share their ideas with the government.”
The program set out by Multi Materials
BC (MMBC) will annex most municipal and
regional district curbside/discarded material
collection and will cause great harm to the
economy: in job losses, business failures and
increased costs for BC households.
The confusing Ministry of Environmentendorsed program creates a veritable monopoly to control much of B.C.’s currently thriving and competitive waste recycling industry.
MMBC is governed by a Board made up of
international business interests with Ontario/
Quebec representatives from: Unilever Canada, Metro Inc., Walmart, Tim Hortons Inc.,
Loblaw Companies Limited, Coca Cola Refreshments Canada and Procter & Gamble.

high school students by donating $1 or more
at the cash register to the Support Dry Grad
campaign until March 31.
Contributions by B.C. Liquor Store customers and staff top up funds raised by parents,
students and teachers who work throughout
the year raising funds for alcohol-free grad
celebrations. Customers receive a small token
of appreciation in recognition of their donation
to the Support Dry Grad campaign.
More than 250 high schools in 56 school
districts are participating in the campaign this
year. All Support Dry Grad donations from
stores go to their local school district, which,
in turn, provides the funding to the local grad
committees.
Last year, B.C. Liquor Stores customers

Bus company selected to
provide shuttle service will
be announced by end of April

The announcement of which transportation
company will provide services to operate the
shuttle service between Kelowna International
Airport and Osoyoos is less than one month
away.
“Four companies have indicated expressions of interest and they are all quality providers with an excellent history of service and
success in the business,” said Robert Linttell, the transportation chair with the South
Okanagan Chamber of Commerce who has
been spearheading the campaign to start the
shuttle service in the South Okanagan for
more than a year.
“We expect to make the final announcement
on April 30.”
A Request For Proposal (RFP) was issued
several weeks ago that detailed the obligations
that will be required by the bus company that
will eventually be awarded the contract to provide the shuttle service between Kelowna and
Osoyoos.
The contract provides a stipulation that the
service must offer daily service between the
airport in Kelowna and Osoyoos – with stops
in all towns and cities in between, including
West Kelowna, Peachland, Summerland, Penticton, Okanagan Falls and Oliver – must commence at the beginning of June, said Linttell.
Linttell will be appearing before Osoyoos
town council next Monday and before Oliver
town council the following week asking for
financial contributions to generate a “$50,000
start up fund” to provide marketing services
promoting the new shuttle service across the
South Okanagan.
Linttell has approached community leaders
in every community that would benefit from
the service asking for contributions to this start
up fund.
Linttell wanted to make it clear that the
company that wins the contract to operate the
shuttle service would not be receiving any taxpayer dollars, but this “one-time only fund”
would be used for marketing, advertising and
promotion across the service area.
“This will be a separate marketing fund and
it will in no way be a contribution to the private operator,” he said.
The original goal to start the service for the
beginning of May was simply unattainable
considering all of the circumstances involved
in the RFP process, said Linttell.
“The winning contractor is going to have
to make a substantial commitment in terms
of purchasing new equipment, hiring drivers
and other staff and finalizing all of the details
that are necessary to operate a quality shuttle
service,” said Linttell. “Because of this commitment, we, as a board, made the decision to
initiate the service for the beginning of June.”
Full details of the shuttle contract have not
been divulged, but it’s believed the shuttle
would have to offer several daily return trips
between the Kelowna International Airport
and Osoyoos. It’s expected the cost of a oneway trip between Osoyoos and Kelowna will
be in the $30-$40 range.
There has been a lot of support for the shuttle service from business owners across the
South Okanagan, not just chamber members,
said Linttell. Being able to jump on a bus in
Osoyoos and travel to Penticton or Kelowna
without having to take your own vehicle and
drive is very appealing to a lot of residents as
well, he said.
Full details about scheduling and pricing
will be announced when the contract is granted, he said.
