both sides of Main Street, Upper Marlboro, Maryland and
cheer and clap as the clowns,
parade, entertainers, and fairies
walk down Main Street. Join
the residents of Upper Marlborough, MD as they celebrate the
accomplishments and successes
of the businesses and residents
of Upper Marlborough area.
We will again transform our
town into an all day street festival. Main Street and the surrounding area will be decorated
and the streets will be filled
with people laughing, singing,
and dancing.
What better time to enjoy your
town, with lots of great entertainment, tasty food and wonderful arts and crafts. Starting
at 10:00 A.M. the Boy Scouts
of America will lead the parade
on Main Street . Over 40 groups
will join the Boy Scouts in the

Prince George’s District Boy Scouts of America
On February 8, 2010 the Boy Scouts of America celebrated their Centennial. The United States Congress chartered
this fine organization on February 8, 1910. The Marlborough Day shirt this year for the Marlborough Day Parade has
the Boy Scout National Memorial, which is located near the Ellipse in Washington, D.C. The Scouting movement
was started by a retired British General Lord Robert Stephenson Smyth Baden Powell (BP) based on a book he had
written and published in 1908, “Scouting for boys.” BP had based his book on his military experience (mainly in
Africa) and he published a number of other books prior to writing “Scouting for boys” in England. These books had
become best sellers in England and particularly with young boys. BP then began to experiment with the idea of
scouting by forming a training session (experiment) and the movement began.
Scouting came to the United States of America via William D. Boyce in 1909. Boyce was lost in a pea soup thick
London Fog when a young man offered to assist him in finding his way. Boyce offered to pay the young man for his
service. The young man explained that he was a “Scout” and could not take payment for a “good turn done daily”.
Boyce later met with BP and brought the movement to the United States. A statue was later erected in Gilwell Park,
in London, England to commend the “Unknown Scout.”
The present day Prince Georges District covers the entire County. There are, as of today, 52 Cub Scout Packs, 51
Boy Scout Troops, 3 Boy Scout Teams, 9 Venturing Crews, and 1 Sea Scout Ship in the Prince Georges District. Except for three Professional Scouters all of the Scouts and Scouters in the District are volunteers.
There are numerous Centennial events occurring in this area and across the Nation to celebrate the event. Please

Girl Scouts
Girl Scouts are 98 years old this year. It sought to promote the social welfare of young women and was formed as a
counterpart to the Boy Scouts of America (BSA). It was founded by Juliette Gordon Low in 1912 and is based on the
Scouting principles developed by Robert Baden-Powell. GSUSA uses the Scout method to build self-esteem and to
teach values such as honesty, fairness, courage, compassion, character, sisterhood, confidence, and citizenship through
activities including camping, community service, learning first aid, and earning numerous badges by acquiring other
practical skills. Girl Scouts' achievements are recognized through rank advancement and by various special awards. The
Gold Award is the highest honor earned.
We are service unit 21-2 serving the southern corner of Prince George's County

South: over to 382 to the river
West: 381 to Eagle Harbor
There are a total of 10 service units serving Southern Prince George's County. Our regional office is located on Rt. 301
in Waldorf. If you live in the greater Washington, DC metropolitan area, there is place for you in one of the 4,000

Boy Scout Memorial
The bronze statue picture on page 1 of this program consists of three figures. The Boy Scout represents the aspirations of all
past, present, and future Scouts throughout the world. The male figure exemplifies physical, mental, and moral fitness, love of
country, good citizenship, loyalty, honor, and courage. He carries a helmet, a symbol of masculine attire. The female figure symbolizes enlightenment with the love of God and fellow man, justice, freedom, and democracy. She holds the eternal flame of
God's Holy Spirit
The memorial to the Boy Scouts of America stands on the site of the first Boy Scout Jamboree in 1937. It is one of the few memorials in Washington, D.C. commemorating a living cause. The funds to build this memorial were raised by Scout units
throughout the United States, and each donor signed one of several scrolls that were placed in the pedestal of the statue. The
memorial was unveiled in a ceremony on November 7, 1964. The statue was accepted for the country by Associate Supreme
Court Justice Tom Clark, who noted that the day marked his fiftieth anniversary as an Eagle Scout.

Biographies
Bill Milligan—Bill Milligan’s involvement in the Marlborough Day Festival began in the mid-1990s. Before assuming the role
of this year’s Marlborough Day Festival Chairman, Bill served as the Festival Planning secretary and the Traffic and Safety
Committee lead. He left the area to serve in the Navy during the Vietnam War. He returned to the area and worked until he
retired. Now that Bill has retired, he devotes more of his time to various public safety organizations in the Prince George’s
County area. You might spot Bill volunteering his services in the Prince George’s Sheriff’s Office, the Prince George’s County
Police Office or the Maryland State Police Office. In addition to volunteering in various public safety organizations, Bill is active in the American Legions and he serves on the Prince George’s County Citizen Corps Council. Bill can be found
HAMming with other Amateur Radio Emergency Services volunteers supporting the Prince George’s County Office of Emergency Management.
Ayla West opens the Marlborough Day Festival with the Nation Anthem. Ayla West is one of the definitive female soul singers
of the new era. She began her publicly at the tender age of six in her grandmother’s church choir. Ayla expanded her singing to
include R&B, the innovation of jazz, and the precision of pop. After she hit her artistic and commercial stride in 2001, she
moved toward the pop mainstream. The “Voice of An Angel” has been heard in Hong Kong, China, and Jakarta. Ayla’s
versatility and angelic voice has opened for artists such as the Chi-Lites, Martha Reeves, Naomi Campbell, Taylor Dane, Vicki
Winnans, and Twinkie Clarke, and De La Soul. She has performed along with Michael Manson, Tom Brown and many others,
at one of the President Obama’s Pre-Inauguration ceremonies. Ayla made her first national televised appearance on Showtime at
the Apollo. The Voice of an Angel is a multi-faceted upcoming star and is notable for her vocal range, versatility and stage
presence. She is currently working on her R&B debut album, “The 5th Element,” that will be released in 2011. Venues: Lincoln Theater, Verizon Center, MCI Center, Constitution Hall, Kodak Theater, and Showplace Arena

The annual Marlborough Day Festival is held each year on the Saturday before Mother’s Day. The festival is a non-profit event
held in celebration of our town, community, its people, its rich diversity, and its history. Upper Marlboro residents work with
various Prince George’s County groups and sponsors to plan, develop, and coordinate Marlborough Day festivities. Members
from the following Prince George’s County groups provide support to the Marlborough Day Committee: Prince George’s
County Police and Sheriffs’ Department, the Town of Upper Marlboro Commissioners, and the Maryland National Capital Park
and Planning Commission.

Marlborough Day is the annual Festival held in the historic town of Upper Marlboro, MD. This is the event where you just
have to ask yourself “Where else can you find so much fun with so much to do and still be so close to home?” The festival
is a non-profit event held in celebration of our town, community, its people, our rich diversity and our rich history. It’s a
time to enjoy some good old fashion fun with your family, friends and neighbors. This is your festival! Spring is in full
bloom and its time to enjoy this wonderful town and all it has to offer.
This year will be our 32nd consecutive year. Why not plan to be part of next year’s festival by volunteering to help plan
this event. Events of this type can only continue through both community support and the active participation of community volunteers. We look forward to adding your name to the list of volunteers. This is an opportunity for your child to earn
