Ministry of Micro, Small & Medium Enterprises conduct census of Micro, Small &
Medium Enterprises (MSME) in the country and District Industrial Potential Surveys for having
scope of manufacturing & service enterprises in particular district through respective
MSME-DI functioning in the state. The objective of these Potential Surveys is to assess the
availability of resources required for Industry in the form of agricultural land & production of
agro horticulture produces, status of electricity, road & rail connection, demand supply gap etc.
and accordingly to assess the scope of new manufacturing & services enterprises in the district.

Institute (MSME-DI), Okhla, New Delhi has prepared District Industrial Potential Survey
Report of District Gautam Budh Nagar. The objective to prepare this Report is to compile the
information readily available in respect of location, administrative set up, infrastructural &
natural resources, incentives of Central & State Govt. for industrial development, existing
industrial status, prospect of new industrial development & also scope of modernization in the
district. It is expected that this Survey Report may be useful for reference to the Government &
non-government organizations engaged in promotion & development of MSMEs in District
Gautam Budh Nagar & adjoining areas of the district.

CHAPTER - I
INTRODUCTION
Gautam Budh Nagar (GBN) district has been formed vide Govt. Notification No. 1249/15/97/82/97 – R.A.5 dated 6th May 1997, by combining the block Dadri, Noida & Greater Noida
(parental district Ghaziabad) Bisrakh & block Dankaur, Jewer & partial area of block
Sikandrabad (parental district Bulandsheher)
OBJECTIVE OF THE SURVEY
The main objectives of the survey are:
1. To asses the available resources of the district
2. To asses the existing industrial infrastructure of the district
3. To identify products which can be taken up for development in the MSME Sector
4. To identify growth centers in the district
5. To identify the export potential for MSME sector in the district
6. To asses the present status of existing MSME units in both organized & unorganized
sector of the district & scope for development
SCOPE OF THE SURVEY
The scope of the survey was mainly confined to the industries falling under Micro, Small
& Medium Enterprises in the district.
METHODOLOGY OF THE SURVEY
The survey involved collection of data both primary & secondary sources. Data collected
from various govt. departments (like District Industries Centre, Employment Exchange,
Education Office, Dept. of Agriculture)development agencies, financial institutions & few
individual industries. Discussions were held with officials of various Government departments &
other agencies for collection of information/data.

CHAPTER - II
GEOGRAPHY & ADMINISTRATIVE SET UP
LOCATION
Gautam Budh Nagar (GBN) is a district of U.P. State in Northern India. The Yamuna
river separates the district from Haryana State & Delhi to the West. The district is bounded by
Ghaziabad District to the North, Bulandshaher district to the East & Aligarh District to the
South. The total area of the district is 1442 sq. km.
ADMINISTRATIVE SET UP
The District is newly created in the year 1997 from portions of Bulandshaher &
Ghaziabad districts. The district has 3 Tehsils Dadri, Jewar & Sadar and four blocks namely
Bisrakh, Dadri, Dankaur & Jewar. For administrative convenience the district is divided into 16
Police Stations, each under a Station Officer. The strength of the staff in a police station varies
according to the area & the amount of work.
Gautam Budh Nagar is one of the five districts of the Meerut division of U.P.
Surajpur,(Noida) a nearby town is the Administrative Headquarters of the district, however the
senior Government official the District Magistrate (DM) stays in Noida. The district falls under
the Noida Dadri Legislative Assembly seat (Vidhan Sabha) and Khurja Parliamentary seat (Lok
Sabha)
CLIMATE & RAINFALL
The climate of the district is sub-humid and quite moderate. Throughout the year, its
temperature remains as like Delhi. Summers are quite warm with maximum temperature ranges
from maximum 48°C to minimum of 28°C; winters are quite cold with minimum temperature
fall down 3 to 4°C at the peak of winters. Winter period is from October/ November to February/
March & summers are from April to June. The climate conditions remain very good in the
month of February, March, October & November in the district. Monsoon season prevails
during mid June to mid September with an average rainfall of 632.7 mm. During the southwest
monsoon season the relative humidity is high and after the withdrawal of the monsoon humidity
decreases.
SOIL
The soil is rich loamy, sandy & clay mixed (Khaddar) & is suitable for growing seasonal
vegetables, grains like wheat & cash crops like sugarcane upto some extent. With the advent of
urbanization mostly vegetables & fruits are now grown.
RIVERS
Yamuna and Hindon are the two rivers that flow in the district. Both are seasonal rivers.
FORESTS
Though there are no thick forest in the area, yet there is an area of 2000 hectare that is
covered under forest in year 2012-13. Out of total area covered under forest, the area of 1940
hectares is in rural area and area of 46 hectares is in the urban area of the district. Thus, only
1.59% area is covered under forest area of the total area in the District that is negligible. The
efforts are being made by the forest department to increase the plantation in the district that will
help in pollution control to some extent.

CHAPTER - III
RESOURCES
Natural & human resources play a significant role in the economic development of an
area. Natural resources provide raw materials for industries & human resources supply labour
force, skills & the entrepreneurs. Both are complimentary & supplementary for the development
& growth of an area.
HUMAN RESOURCES
Human resources indicate the number, characteristics, aptitude & quality of the people
living in an area, while the size of the population determines the market for the goods &
services. The quality of manpower available determines the qualitative change that could take
place in the economic structure of the area.
POPULATION
The total population of the district as per 2011 census is recorded as 1,648,115 out of
which 890,214 are males & 757,901 are females. The sex ratio in the district is 851 females per
1000 males. The density of population in the district as per 2011 census is 1,286 per sq. mt. The
population growth rate is 37.11% and average literacy rate is 80.12%. The rural and urban
population is 40.88% and 59.12% respectively

AGRICULTURE
Agriculture is the main important occupation of the people in this district. Though, due
to fast industrialization land size under cultivation is decreasing day by day. The availability of
land for agriculture is also decreasing due to acquisition of land by the Yamuna Express Way,
Greater Noida Development Authority and Noida Development Authority to land . Eventhough
agriculture occupies a prominent place in the economy of the district.

Thus, the net sown area of the district is 65164 hectares and the gross sown area under
the various crops is 100068 hectares.
Wheat, Paddy, barley, Jawar, Bajra, Corn, etc. are the main crops cultivated in the

NUMBER & CAPACITY OF FOOD GODOWNS IN THE DISTRICTS
There were two Godowns of Food Corporation of India, five Go downs of Central
Stores Corporation and one Go down of Co-operative Store in the District in year 201213having the total storing capacity of 3550 metric tonnes. There is also one cold store having the
storing capacity of 303 MT.

IRRIGATION
There are three main sources of the irrigation in the district i.e. wells, tube wells and
canals. The total net irrigated area in the district was almost 62588 hectares of land and gross
irrigated area was 100243 hectares in year 2011-12.

FISHERIES
Fishing comes under economic activity. It is one of the important sources of
supplementary income to the farmers & unemployment problem can be solved to a great extent
by this occupation. According to the information available from Department of Fisheries, apart
from fish farming other linked farming is also being encouraged like Fish cum Pig farming, Fish
cum Duck farming, Fish cum Poultry farming, Fish farming cum Dairy.

LIVESTOCK
Livestock rearing is an important occupation next only to farming. This occupation is
complementary to agriculture. Not only it provides employment opportunities to youth but also it
is the source of nutritious food and also provides leather as raw material to industries. The milk
and milk product industries also relies on it.
Most of the people in Gautam Budh Nagar district are interested & habituated in rearing
cattle, pigs, goats, poultry etc. the category wise live-stock population of the district is given in
the table below:

There were 19 Veterinary Hospitals in the district, 8 Animal Husbandry Service Centers
and 25 Artificial Breeding Centers in the district in the year 2010-11.
HORTICULTURE
It has been felt since a long time to shift to diversification of crops and adopt the
Horticulture in a big way to increase the growth rate of agriculture sector. As Gautam Budh
Nagar is an urbanized area, there is good demand for horticultural products in the district. There
is a tremendous scope of horticulture development on account of the proximity of the State to the
National Capital Region. It will help in boosting the farmer’s income, checking the receding
water level, providing gainful employment, and contributing the overall development of the
District.
The land and climate of the district is also suitable for the production of horticultural
products. Out of the total land in the district, area of 2025 hectares is covered under Horticulture
crops, area of 6025 hectares is covered under the vegetables / spices crops, area of 100 hectares
is covered under potato crops and area of 555 hectares is covered under the flower crops.
The various schemes are operational in the district since the formation of the district for
horticultural development under which the area under the vegetables, fruits & spices is being
extended. The horticulture department is operating the various schemes i.e. National Mission
on Micro irrigation, Diversified Agriculture Support Project (DASP), Agricultural Technology
Management Agency (A T M A) and National Agriculture Development Scheme for promotion
and development of Horticultural activities.

CHAPTER - IV
INFRASTRUCTURE FOR INDUSTRIAL DEVELOPMENT
The growth & development of the industries in a particular area generally depends upon
several factors, namely availability of infrastructure, resources, demand for manufactured goods
and class of entrepreneurs who can utilize these resources. If adequate local resources are not
available, these can be procured. If adequate local demand is not there adjoining markets can be
explored. But however there is no substitute for infrastructure facilities and it is an essential
component for economic development of a region. Higher the level of infrastructure available
greater is the growth of development and vice-versa.
It plays a vital role in economic and industrial growth of an area. Adequate infrastructure
facilities attract the prospective entrepreneurs to set up new industrial ventures.
LAND
Among the various factors of production like land, labour, capital & organization
availability of suitable land is very important for industrial development in a region. There are 4
authorities providing land/ factory accommodation for industrial units. These are

WATER
The quantum of water is also considered as an important factor for industrial
development. The district is fed by a number of rivers. Water is easily available in all the places
of the district. There is sufficient water supply through hand pumps, pipe lines etc. provided by
the govt. under various schemes. There is no scarcity of water both for drinking & industrial use.
A 850 km pipeline which will provide 2 lakh kiloliters of clean drinking water from river Ganga
to inhabitants of Noida & Greater Noida. Water is sweet, portable and water table is high. At the
moment a company can have a boring on fixed prices and have 24x7 supply. Water supply is
adequate and has been supplemented by water from the River Ganga. An ambitious plan is also
under way to set up rain-water harvesting facilities in the district as an alternate source through
advanced and indigenous technology.
POWER
Electric power is the most essential input for an industrial development. Provision of
adequate uninterrupted power supply is crucial for industrial production. The supply of
electricity is comparatively good in the district. Noida has been declared free from all power cuts
zone by the U.P. Govt. to ensure sustainable industrial industrial growth. The Present demand of
electrical load is 950 MW against the supply of 750 MW. The power demand by 2014 is
expected to rise to 1200 MW. Presently the electric load is being met through one no 220 KV
s/s, 4 number 132 KV transmission line , 28 no. 33KV s/s, 5 no. 33 KVs are under construction.
Five new power sub-stations of 440 KV, 220 KV, and 132 KV will be stalled in sectors 123,
148, and 115 to meet out the future requirement of power demand of the area. The UP State

Electricity Board will install these power sub-stations by 2014. Locations have been earmarked
for 440KV and 220 KV electric sub-stations. Noida, Greater Noida, Yamuna Expressway and
UPPCL jointly proposed to establish a power station for power generator of 2000 Mega Watts.
This power plant will help in meeting the power requirements of these towns in future.

RAILWAYS
The Howarh – Delhi railway line is passing through the district. The district is connected
to Delhi through the EMU Service with stoppage at Dadri, Boarki, Ajaibpur & Dankaur & the
district is only 35 kms away from New Delhi & Delhi Railway Stations. RITES has conducted a
transport study to connect, Noida & Greater Noida with Mass Rapid Transit System) (MRTS)
Delhi. The length of railway line which passes through the district is 36 km. the second terminal
of Container Depot has come up in Greater Noida, which is an extension of the Tughlakabad
Depot. There are a total of 7 railway stations in Gautam Budh Nagar district.
DELHI METRO
Noida has been put on the fast track for the Delhi Metro. The Metro, which was earlier
slated to enter Noida in 2011, opened officially on 12 November 2009, 10 months before the
Commonwealth Games. Through Delhi Metro, Noida is now connected to Connaught Place,
New Delhi, via Barakhambha Road, IP Estate and Akshardham Complex. The Metro connects
NOIDA to Vaishali, through the Yamuna Bank interchange station. A part of this link opened on
11 November 2006. Metro will be further expanded in the city and will go to Greater Noida.
Recently, two new extension of Noida Metro has been approved up to 'Sector 62, Noida' from
'Noida City Center' and up to Jasola in New Delhi from 'Botanical Garden, Noida'.
Noida and Greater Noida Authority are planning to develop the Metro Rail link from
City Centre, Noida to Greater Noida via Sector 50, 78, 142, and then along the Noida-Greater
Noida Expressway in Noida and Pari chowk and Golf Course in Greater Noida. This metro link
will enhance easy mobility through the area which will help in the establishment and
development of employment generating activities all along the Metro corridor. The development
of Yamuna Expressway from Greater Noida to Agra is under progress and once this is
completed it will boost up the connectivity as well as the development process in Noida and
Greater Noida.

ROADS
Road is important infrastructure facility for the social and economic development of the
district.it is important for production, marketing and supply of consumer goods from one place
to another. Gautam Budh Nagar is well connected by road to Delhi & other adjoining areas. All
the towns and villages are well connected by road in the district. It is also well connected by the
other parts of the country also. Noida is well connected to the Delhi and other towns and cities of
Uttar Pradesh. Within Noida, the entire township has wide roads.
The total length of roads in the district is 1784 km. Various departments have been
assigned the job for construction and maintenance of these roads. Road position in the district is

The total length of pukka road per thousand sq. kms is 1158.8 kms and total length of
pukka road per lakh population is 110.7 kms in the district. All the administrative centre, tehsil
and blocks are well connected with pukka road in the district.
Besides, Noida features three main expressways. One is the DND Flyway, which
connects Noida and Delhi, runs across the river Yamuna, and receives heavy patronage from
office-goers in the city. The second is the Noida-Greater Noida Expressway and the third is the
Yamuna Expressway which connects Noida to Agra via Mathura.
ROAD TRANSPORT
The development of road transport system is one of the important factors for the
industrialization. The inter district/State as well as the internal road transportation are well
maintained by U.P. Transport Corporation and other private /public owned vehicles. Various
road transport organizations of All India repute are also operating in the district and thereby
linking with all big cities and other places and carry goods to and from these places. State Road
Transport bus services play throughout the township and provide regular and frequent
connectivity to the people to and from Noida and Delhi, Ghaziabad and other major cities of
Uttar Pradesh. There are approx. 177 bus stops in the district. Recently, the Express highway has
been constructed to connecting the two important tourist places in UP i.e. Agra & Mathura.
AIR TRANSPORT
At present there is no facility of air transport in the district. The nearest airport is the
Indira Gandhi International Airport, Delhi, which is just 35 km. from Gautam Budh Nagar.
However there is a proposal to construct an international airport in the district, with all the
world-class modern facilities.

COMMUNICATION
There were 4526 PCO, 173881 Basic Telephones in the Distrct in year 2012-13 The
district is covered by nearly 102 post offices and 05 telephone exchanges. Noida & Greater
Noida area in the district is connected with one of the best telecommunication networks in India.
Both are connected to All the exchanges in District are electronic and are connected with
National Telecom Network on optical fibre cable and digital microwave system. Digital and
optical fibre- based telecommunication facilities are the key to local call connectivity with Delhi,
Gurgaon, Faridabad, Ghaziabad and other neighboring towns, at reduced communication cost.
Plans are under consideration for bringing more towns into the local connectivity network. There
is an earth station at STPI in place at close-by Noida. There also is a state-of-the-art high-speed
data communication services including leased line connectivity and optic fibre backbone
network.
CREDIT FACILITY & FINANCIAL INSTITUTIONS
Various financial institutions namely commercial banks, U.P. Financial Corporation,
Govt. of U.P. provide credit facilities to micro & small-scale industries in the district. Syndicate
Bank is the lead bank of district Gautam Budh Nagar. Apart from this there are 230 branches of
nationalized banks in the District from which 192 branches are in urban area and 38 branches are
situated in rural area of the district providing financial assistance to prospective entrepreneurs as

KNOWLEDGE PARK
GNIDA is developing a "Knowledge Park' with the aim of providing quality institutional
facilities for education and research. The underlying idea is to develop educational and
knowledge base for its basic-educational, technical, vocational, research and cultural needs.
The Greater Noida Authority has earmarked 1400 acres for the Knowledge Park.
Allotments have already been made to 340 institutions. These institutions range from schools,
management institutes, vocational training institutes, institutes for the handicapped, maritime
institutes, etc.
Nine Engineering colleges are already functional and ten more are under construction. IT
campus of Roorkee IIT is coming up. 1870 acres of land has been developed as a Knowledge
Park I, II, III and IV of the Master Plan. Another 1000 acres is being developed as Knowledge
Park V. Already a number of reputed educational institutions - Secondary Schools, Institutes for
Technical Education and Vocational Guidance and also Hospitals and Medical institutions are
already here.
MEDICAL FACILITIES
There are 4 Allopathic hospitals, 12 Ayurvedic hospitals, 12 Homeopathic hospitals in
the district. Besides this, private and unaided health centres are also providing medical facilities
to the people in the district. Kailash healthcare Ltd., Fortis Hospital, Metro Hospital & Heart
Institute Apollo Hospital, Max Hospital, Jagdamba Super Speciality Hospital, Green City
Hospital, Sharda Hospital, Shri Krishna Hospital, Naveen Hospital etc. are the reputed & leading
health care centers in the District. The state government had approved the proposal to open a
medical university in Greater Noida and a medical institute in Noida to "boost education
facilities and health services across Gautam Budh Nagar district".

CHAPTER - V
INCENTIVES FOR INDUSTRIAL DEVELOPMENT
The Uttar Pradesh Government has initiated several incentives in the various policies
formulated time to time for the development & promotion of industries by the State. Following
are the major incentives for industrial development taken by the State government:
 INFRASTRUCTURE & INDUSTRIAL INVESTMENT POLICY 2012:
HIGHLIGHTS
In view of major transformation of industrial environment globally and within the
country, Government of Uttar Pradesh has approved and announced new Infrastructure and
Industrial Investment Policy-2012 with an objective of attaining the target of 11.2 per cent
industrial growth in Uttar Pradesh.
Significantly, to make policy execution transparent and effective all supporting
Government Orders, Notifications, amendments in Acts, rules and regulations have been made
part of policy document. Main features of new policy are as follows:
 INFRASTRUCTURE DEVELOPMENT
 Creation and expansion of land banks by U.P. State Industrial Development Authority
and other industrial development authorities through utilisation of barren, unused and
un-irrigated public land.
 Compilation and dissemination of land bank information to investors through webenabled facility as well as simplification of land allotment procedures and land use
change.
 Encouragement to Public Private Partnership (PPP) for infrastructure development.
 Encouragement and facilitation to private sector for development of Industrial areas
and estates along with permission to foreign direct investment in infrastructure
development.
 Development of roads, expressways, eco-friendly metro or rapid transit systems, 4lane roads connecting all district headquarters to State capital and development of new
industrial areas along these roads and expressways.
 Full cooperation in implementation of Delhi Mumbai Industrial Corridor (DMIC) &
Dedicated Freight Corridor (DFC). Development of industrial areas and zones in 250
kms on both sides of DMIC. Multi-modal logistics hubs, investment zones and early
bird projects have been proposed on 1483 km DMIC and 1011 km of DFC connecting
Uttar Pradesh to sea-port at Mumbai.
 Development of Airports on PPP model – near Agra in the vicinity of DMIC to
provide facility of dry-cargo transport along with aircraft maintenance hub & at
Kushinagar in eastern Uttar Pradesh to promote industrial development and tourism.
 Setting up one National Manufacturing Investment Zone each in Bundelkhand,
Eastern and Central Uttar Pradesh.
 Expansion & improvement in water supply and drainage system.

 Boost to setting up of IT Parks, Mega Food Parks,Logistic hubs, Plastic city, Biotech
Industrial parks, Integrated Industrial Townships.
 To ensure swift and smooth transmission of information and data, State government
shall facilitate modern cutting edge information technologies such as- Broadband,
High-speed communication and data connectivity & 4-G.
 Strengthening and augmenting energy infrastructure, viz. Generation, Distribution &
Transmission through a multi-pronged strategy including state, joint and private sector
participation.
 Encouragement to non-conventional energy resources & setting up of captive power
plants. Solar power generation plants shall be granted status of 'Industry' and will be
entitled to all incentives specified in this policy.
 Industrial units getting power supply from 220/132 kv substations will be exempt
from rostering except to save national power grid.
 33/11 kv feeders with more than 75% industrial load will be exempted from load
shedding and separated from other consumers.
 Dedicated power feeders built by industrial units at their expense shall not be tapped
and used for other purposes.
 Simplification of procedures for power load surrender, upgrading or reduction by
industrial units.
 Expansion of CNG/PNG network along the industrial hubs for clean energy supply to
industries.
 PUBLIC-PRIVATE PARTNERSHIP
 Public-Private partnership (PPP) will be encouraged on priority basis in the
development of infrastructure.
 Apart from Viability Gap Funding, PPP projects through Annuity based model and
other models will also be encouraged.
 Under the Viability Gap Funding scheme, State government will make available grant
of 20% of project cost from central government and a maximum of 20% from its own
resources to make the project viable.
 INDUSTRY-FRIENDLY ENVIRONMENT
 Simplification of procedures and processes related to departments of Labour, Energy,
Environment, Commercial Tax, Registration, etc.
 Sprucing up web-based Single Window system for investment and implementation of
e-Biz mission mode project of Government of India to provide single-stop shop for all
kinds of departmental services, clearances, etc.
 Strengthening and improvement in working of Udyog Bandhu (a State government
agency for facilitating Industries) and U.P. Investment Centre.
 Steps to ensure security of entrepreneurs.

 Creation of IT enabled interactive information mechanisms for making available
crucial investment opportunities and speedy redressal of problems and complaints of
entrepreneurs.
 Skill & Management development, Bar-coding especially in classified industries, such
as Food processing, Leather, Textile, Hosiery, etc.
 Nodal officers of the rank of Principal Secretary to Special Secretary will be
nominated to hand-hold large industrial investment projects.
 Entrepreneurs contributing significantly to industrial growth of the State shall be
rewarded.
 ENCOURAGEMENT TO MICRO, SMALL & MEDIUM
ENTERPRISES (MSME)
 Encouragement to industrial associations of MSME sector to set up industry specific
clusters through Special Purpose Vehicles so that the basic infrastructure facilities
may be developed according to the requirement of MSMEs.
 U.P. is a major export centre for handicrafts; therefore, special steps will be taken to
promote development of export and artifact specific clusters in towns as well as
development of infrastructure, marketing, branding, design and packaging under
ASIDE, small enterprises cluster development, micro-small technology upgradation
schemes.
 Constitution of special cell in Directorate of Industry to undertake various studies for
improving overall environment for MSMEs growth.
 Based on the demand of micro and small industries, UPSIDC and related industrial
bodies will identify land right down to Tehsil level to develop mini industrial areas for
such units.
 MSME development schemes of Government of India will be implemented in right
earnest by appointing an officer-in-charge in Directorate of Industries for each of
these schemes.
 Non-polluting units will be allowed to be set up in residential areas and multi storey
apartments also.
 Rehabilitation Policy for economically viable but sick units and new Exit Policy for
unviable closed units.
 FISCAL INCENTIVES

Exemption in Stamp Duty
 100 % on purchase, lease or acquisition of land by industrial units proposed to be set
up in Eastern U.P., Central U.P. and Bundelkhand region.
 100% to new IT, Bio-tech, BPO, Food processing, Food park, Alternative energy
resources.
 100% to private sector infrastructure development excluding PPP projects.
 Reimbursement of 25% of stamp duty, if a private developer completes development
of industrial estate or area within 3 years after purchase of land and a minimum of
50% land is sold.

 Exemption from land transfer fee, sub-divisional charges, and levy charges to such
manufacturing units that make available their additional land for industrial purpose
after 5 years to any other company or agency in which they have at least 51% equity.
 Reimbursement of stamp duty on land transfer to such subsidiary company which
starts production within 3 years of the said land transfer from its parent company
having 51% share in it.
 75% to other new units on government land & 50% on private land.
 In case of attachment of assets of a closed unit by UPFC, PICUP or bank, stamp duty
shall be payable on sale price fixed by competent authority instead of circle rate.

Exemption in Entry Tax & Other Taxes
 Exemption from Entry tax to iron & steel to be used as raw material.
 Facility of input tax refund or set-off will be allowed to manufacturers who export
outside India by sale to export houses in the course of export under subsec.(3) of Sec.
5 of Central Sales Tax Act 1956.
 Maximum kinds of raw material, processing material and packaging materials will be
enlisted and list of schedule II part C will be expanded for a tax liability of only 4 per
cent.

Exemption From Mandi Fee & Development Cess
 For 5 years on purchase of raw material to all new Food processing units with
investment of ` 2 crores or above in plant, machinery and spare parts.

Investment Promotion Scheme
 Eligibility criteria to avail incentives has been brought down from Rs. 10 crore to Rs.
5 crore for for new industrial units set up in Poorvanchal, Madhyanchal, Bundelkhand
and all food processing units, livestock based units & IT units while, it has been
reduced to Rs. 12.5 crore from Rs. 25 crore for the rest of State.
 Interest-free loan equivalent to VAT and Central Sales Tax paid by industrial units or
10 percent of the annual turnover whichever is less will be provided for a period of 10
years repayable after 7 years from the date of first disbursement.

New Capital Subsidy Scheme
 New industrial units to be set up in Poorvanchal, Madhyanchal and Bundelkhand shall
get reimbursement at the rate of 5 per cent on interest rate of loan taken for plant and
machinery, maximum upto Rs. 50 lakhs per annum for a period of 5 years.
 New Textile units to be set up in Poorvanchal, Madhyanchal and Bundelkhand, shall
get reimbursement at the rate of 5 per cent on interest rate of loan taken for plant and
machinery, maximum upto Rs. 100 lakhs per annum for a period of 5 years while this
facility is available in the tune of maximum upto Rs. 50 lakhs per annum in the other
region of the state.

Infrastructure interest subsidy scheme
 Under Infrastructure interest subsidy scheme, industrial units take loan for developing
infrastructure facilities for self-use, such as – road, sewer, water drainage, power line
etc., will get reimbursement at the rate of 5 per cent on interest rate of loan taken for
this purpose, maximum upto Rs. 1 crore for a period of 5 years.

Industrial Quality Development Subsidy Scheme
 Reimbursement will be provided to the industrial association, group of industrial units
at the rate of 5 per cent on interest rate of loan taken for establishing testing labs,
quality certification lab, tool-rooms, etc. maximum upto Rs 1 crore for a period of 5
years.

EPF Reimbursement Scheme
 To generate new employment opportunities, this scheme includes provision of
reimbursement of 50 per cent of EPF contribution for their workers for a period of 3
years by new units after 3 years from the date of establishment of the units, if the new
units give employment to 100 or more unskilled workers.

Special Facilities for Mega Projects
 Mega projects with the investment more than Rs 200 crores will be provided with
special incentives on case-to-case basis and priority shall be given for development of
infrastructure facility.
 OTHERS
 Exemption from Electricity Duty for 10 years to new industrial units and 15 years to
Pioneer units and to captive power generation for self consumption by unit.
 New units will have to pay only for the actual power consumption for first 5 years
instead of minimum monthly load and demand.
 ONLINE FILING OF EM PART I & II
 Memorandum Part-1 and 2 of Industries will be issued online on the basis of selfdeclaration. Under the Micro, Small and Medium Enterprises Act, arrangements will
be made for District Industries Centers to deliver receipts with auto generated number,
for forms submitted online. In this manner, after the receipt of Memorandum-1, the
industry related recommendations and approvals of related departments will be issued
on a weekly basis within the stipulated time through a single table system and all
Memoranda -1 will be monitored regularly. Likewise, resolution of problems,
providing facilities under different schemes and regular monitoring will be ensured for
units obtaining Memorandum -2.

 UDYOG BANDHU & NIVESH MITRA
'Udyog Bandhu' is an IS/ISO 9001:2008 certified agency of Pradesh to facilitate
industrial and infrastructure investment in the State. It works as a bridge between the
entrepreneurs and government by providing advisory services to entrepreneurs desirous of
investing in Uttar Pradesh. 'Udyog Bandhu' is a proactive contributor in policy formulation for
creating congenial business environment leading to industrial growth. It helps different industry
related departments to simplify and deregulate their processes of clearance.
To ensure effective and timely resolution of issues of entrepreneurs, 'Udyog Bandhu'
organises Tripartite Meetings involving entrepreneurs and government departments concerned. It
works at three tiers of district, division and State to redress the grievances of industries.
State level Udyog Bandhu is headed by Hon'ble Chief Minister and an Empowered
Committee has been constituted under the Chairmanship of Chief Secretary to decide on policy
matters and coordination of interdepartmental issues for facilitating the investment in the State.
'Udyog Bandhu' has implemented 'Nivesh Mitra' - a web-based seamless interface to
facilitate investment in Uttar Pradesh. 'Nivesh Mitra' is an online single window clearance
facility available 24x7 to investors willing to apply for setting up industry or enterprise in the
State.
Application through 'Nivesh Mitra' is mandatory for establishing all kinds of enterprises
except for micro enterprises. Facility of online payment of relevant fee is also available through
this web portal. 'Nivesh Mitra' is currently providing services of 12 departments concerned with
industries, it works as a single point mechanism for timely issuance of approvals and clearances
required for setting up enterprise anywhere in the State.
 UTTAR PRADESH STATE INDUSTRIAL DEVELOPMENT
CORPORATION
Uttar Pradesh State Industrial Development Corporation, the premier industrial promotion
and infrastructure development undertaking of the State Government has been the driving force
behind scores of industrial ventures since 1961. Its major promotional and development
activities are:

Development of Industrial Areas equipped with all the necessary industrial infrastructure.
Identification and promotion of infrastructure-related and industry specific projects.
Execution of civil construction works for govt. and public sector organisations on deposit
basis.

EXPORT PROMOTION INDUSTRIAL PARKS
Export Promotion Industrial Parks (EPIP) Greater Noida is one of the Major Industrial
Infrastructural project of Uttar Pradesh State Industrial Development Corporation (UPSIDC).
EPIP Greater NOIDA has been developed at about 35 km from Delhi on 200 acres of land at a
cost of 2000 lacs with infrastructure facilities at par with international standards. The Park has

Greater Noida Industrial Development Authority (GNIDA) is the nodal agency
responsible for overall development of the Greater Noida City. GNIDA is responsible for
developing international-standard infrastructure in Greater Noida. Greater Noida is strategically
located close to four important industrial hubs: Noida, Ghaziabad, Faridabad (35 kms away) and
Meerut (75 kms). This region boasts of the single largest direct investment by transnational
companies.The initiatives taken by GNIDA for the industrial development and promotion in the
district are as follows:
ECOTECH
Ecotech is Greater Noida's exclusive Industrial area where rights of admission are
reserved. In fact, polluting industries are prohibited from setting up here. However, for those
allowed in, the Authority ensures not just speedy clearances and approvals but also incentives to
promote early commissioning of projects. An effective single-table functioning guarantees
project clearance within a month and an empowered committee continuously monitors the
progress of these projects. Industrial investment taking place in Greater Noida is now over Rs.
10,000 crores. It has now become one of the favoured locations for good industrial investment
specially of multinational investment because of its good infrastructure near Delhi and effective
single window system of speedy decision making and clearances.
HI TECH CITY
The Hi Tech City at Greater Noida would be an integrated campus, which would house
not only a cluster of technology companies but along with it provide up market housing and
social infrastructure. It would be a mini city in itself with all the basic requirements.
 The Hi-Tech City would be spread over an area of between 100 acres to 500 acres
depending on the configuration, i.e. the proportion of Built-up space and developed
plots
 Depending upon the size, the investment would be of the order of Rs. 100 - 1500
crores for buildings, site development & utilities and common facilities

GNIDA is planning the development of an Infotech Park in the city to cater to the
specific infrastructure requirements of the IT industries.The Infotech Park is planned to have
everything that, India's best IT resorts have. It will not just be an IT park or an IT resort, but
would be a fully integrated, self-contained and designed to offer international-quality, ready-to
use office space and social infrastructure for IT industries and IT enabled services. In addition to
the policy framework, there are several other criteria that are critical inputs into the decision
process for determining the suitability of a particular locality for setting up an IT enterprise.

 National Capital Region (NCR) ranks no. 3 in terms of the number of software firms

A project for setting up a world - class Biotech Park at Greater Noida has been initiated.
This park is proposed to be spread over 100 acres and would cost around Rs. 31 crores.
 The park will primarily promote projects in Healthcare, Industrial biotechnology,
Agricultural biotechnology both in the areas of manufacturing as well as research.
 It will consist of a Technology Incubator to enable the technopreneurs develop
commercially viable technologies.
 The Incubator will have laboratory spaces with all the utilities like gas connection,
power, water etc.
 The tenants will also have access to various common facilities like animal house,
green house and common cold storage facility.

 A bonded warehouse has also been conceived.
 Access to some of the India’s reputed research institutes like All India Institute of
Medical Science (AIIMS), National Institute of Immunology (NII), Center for
Biotechnology (JNU), Center for Biochemical Technology (CBT), National Brain
Research Center, International Center for Genetic Engineering & Biotechnology
(ICGEB), Tata Energy Research Institute (TERI), IIT-Delhi and Indian Agricultural
Research Institute (IARI).
EXPOSITION MART
This will be India’s first state-of-the-art Exposition Mart for Cottage and Handicraft
sector at Greater Noida, set up by Export Promotion Council for Handicrafts, Ministry of
Textiles, Govt. of India for the promotion of the exports of handicrafts from India for the cottage
sector i.e. handicrafts, handlooms, carpet and jute etc.
This is based on the pattern of Shanghai Mart and other International Marts. The entire
Exposition Mart will have permanent contact throughout the year reliable supply, quick
turnover, capacity to absorb new technologies and design and round the clock international
marketing.
NOIDA AUTHORITY
The Special Area Schemes like Noida Export Processing Zone (NEPZ), Software
Technology Park (STP) were initiated in Noida. Reserved for 100% export-oriented units, these
schemes also offer several other incentives to entrepreneurs. The brief description is as below:

Noida Export Processing Zone (NEPZ):
Set up in 1985 by the Ministry of Commerce, Government of India, this special area is
one of the country's seven export processing zones and the only one located off shore. As
India's fastest growing special economic zone, this home to diverse industries like electronics,
textiles, engineering and computer software. On-site customs clearance, warehouse with
clearing and forwarding facilities, nationalised banks and a post office are also functioning
here.

Software Technology Park (STP)
Spread over 4000 sq. mts in Sector 29, the STP was established for the development
and export of computer software and professional services using data communication lines in
the form of physical media.
Objective:
To build such infrastructure resources as data communication, core computer facilities,
structure creation and common amenities. To provide services for exporting Indian import
certifications, software evaluation and project approval to users. To provide development of
software and software services. To train professional and encourage R&D.
Facilities:
Single-window clearance. 100% foreign equity. Duty-free imports including telematic
infrastructure. Re-export of capital goods permitted. Datacom services in and around Delhi
and Noida through its own satellite Earth station.

The major thrust as identified for the park are telecommunications, consumer
electronics and computer software related downstream industry and organisations engaged in
R&D related to information technology or having a close business interaction with the
software and hardware segments could also be accommodated.
SPECIAL ECONOMIC ZONE NOIDA
Special Economic Zone, Noida is the process of awarding development right to M/s
Reliance One World Ltd. for development of Multiproduct Special Economic Zone on 2500 acre
of land along the Expressway SEZ will attract prestigious industries in this area which will give
boost to the economy of the District and the state.

INDUSTRIAL STATUS OF DISTRICT GAUTAM BUDH NAGAR
District Gautam Budh Nagar was established in May, 1997. This area is really very
important from industrial angle. It has got ample industrial development potentialities because it
is hardly 15 kms away from the NCT Delhi. In the east of the district there are two development
authorities Noida and Greater Noida established in 1976 & 1990 respectively, playing an
important role in the development of new industries. The principal objective of Noida was to
create a new planned industrial town which would attract industry from non-conforming areas in
Delhi. The main aims of both authorities were commercial, community and residential areas
alongwith the industrial development.
District Gautam Budh Nagar is spread in 1442 Sq. kms consisting of a population of
16.48 lakhs. In the district Gautam Budh Nagar there are 2 areas namely Noida & Greater Noida
which were specially earmarked for industrial development of the area and they have shown
rapid growth.
After the implementation of new policies of economic incentives, industrial competition
and globalization, Noida and Greater Noida have set new standards, not only in the industrial
sector of the country but have created a new identity in the world map by doing a commendable
job. Greater Noida is one of the largest township in Asia. A brief description of various
industrial development authorities established in Distt Gautam Budh Nagar is given below :-
NOIDA INDUSTRIAL AREA
New Okhla Industrial Development Authority (NOIDA) was created by the UP
Industrial Area Development Act 1976 on 17th April 1976, NOIDA has succeeded in creating a
21st century landmark in urban development . It is a planned, integrated industrial city well
connected to Delhi. All this is supported by a reliable power supply, abundant ground water with
Gangajal, outstanding residential, educational and medical facilities and presence of highly
skilled and semi-skilled manpower.
The New Okhla Industrial Development Area, which is analogous to the Planning
Area/Notified Area of Noida city falls entirely within the district of Gautam Budh Nagar. It
covers 81 revenue villages and a total of about 20,316 hectate of land. The development of
industrial sectors in Noida has proceeded in a phased manner. In the first phase, 393 hectares of
industrial land extending over 12 industrial sectors was developed. This provided 4,800
developed industrial plots. In the second phase, 127 hectares of industrial land was developed
which provided 260 developed industrial plots. Simultaneously, under the extension scheme of
development of Noida, Phase-II, 132 hectares of industrial land was developed which provided
for 462 developed industrial plots. In the third phase, sectors 57, 58, 59, and 60 were developed
wherein 206 hectares of industrial land was developed which provided 922 developed industrial
plots. During this phase, the export promotion zone was established in an area located close to
Noida Phase-II Industrial Development Area in which about 115 hectares of industrial land was
developed leading to the development of 214 plots. As a result, a total of 973 hectares of
industrial land were developed leading to the provision of 6,658 plots under Phases-I, II, II
(Extension), III and Export Promotion Zone Development Schemes.

DEVELOPMENT OF INDUSTRIAL AREAS
THE CURRENT STATUS OF INDUSTRIAL DEVELOPMENT IN NOIDA
Total Area earmarked for industrial development in the Master Plan 2021 is 2993 (20%)
hectares and Total Developed Area Under Industrial Use: 1309 hectares. Presently the Authority
is developing
324 hectares in Sector 63,64,65 (Phase III)
245 hectares in Sector 80 and 81 (Phase II)
235 hectares in new sectors 83, 84, 87 and 88, 18 sectors have been exclusively planned and
developed for industrial use and 7 more sectors are being planned to cater for future needs. Out
of these sectors, Sectors 1 to 11 form the Phase I Industrial Area here mostly small-scale
industries have been established. Phase II is about 13 kilo meters towards the south-east and also
includes the Export Processing Zone and Hosiery Complex. Export oriented industrial units and
software units are, in abundance in this area. Phase III comprises of sectors 57 to 60 and here
some of the medium scale industries have come up. 7 new sectors namely Sectors 63, 64, 65, 83,
84, 87 and 88 have recently been planned and are in the process of development. Noida now has
around 8956 units with a gross turnover of approx. Rs. 7000 crores per annum. The above units
have an investment of Rs.19,340 Crores and employ over 11 lakh people. Multinationals li SGS
Thomson, Samsung Electronic India Ltd., Motherson Sumi Systems Limited, Tokyo Seats,
Willamer Schawbe, L & K Software etc. have put up their production units in NOIDA. Big
Indian groups like Flex, Tata, Bhartiya, Bhilwara, Phoenix and Mafatlal have invested in
NOIDA. Industrial infrastructure like electricity, water supply, sewage disposal, drainage etc.
have been adequately taken care of by the Authority.
A total of about 1267 hectares of industrial area had been developed till 2010 and by the
year 2031 a total area of about 2806 hectare is planned to be developed as industrial area. Noida
is already emerging as a major location for IT industry which will continue in the future. In
addition to IT, need for providing for other industries is also felt. These industries in addition to
the industrial component also have major research and development requirement. Thus some of
the industrial sectors (as part of the SEZ) will also be developed as clusters of industries related
to biotechnology and Information Technology etc. These industrial clusters will have
independent industrial plots for entrepreneurs, multi-storeyed small units (flatted factories),
research and development centers with common facilities and ancillary commerce, housing and
recreational activities.
Noida Export Processing Zone (NEPZ) is developed close to the industrial area phase II.
The zone is one of the six zones in the country. In the first phase about 217 hectare of land has
been developed for plots and flatted factories. In the second phase it is proposed to develop
another 500 hectare of land for expansion of the zone. Keeping in mind the proximity of Noida
City to Delhi it is envisaged that activities related to production of T. V. and Film media
programs would be attracted here. For this purpose 8.25 ha area has been provided for a Film
Centre in Sector 16A, where film centre for T.V and Film media is fully developed . Almost all
the important T.V channels have their establishment in sector 16A.
Industrial Activities are dominant economic functions of Noida. Since its infancy, Noida
has been envisaged predominantly an Industrial township. It has necessitated to the reservation
of more land for Industrial uses. The Noida Master Plan -2021 had proposed about 20% percent
land for Industrial use. With slight modification about 18.37 percent land is proposed under
Industrial uses for 2031.

A new Yamuna Express way Authority has already been functional to launch industrial,
institutional, commercial and residential schemes along with 165 km long expressway. The
authority covers six district including 1187 villages of Gautam Budh Nagar District. The
authority has planned to open up avenue for industrial & urban development of the region and
providing the base for tourism and other allied industries.
Apart from above, District Industry Centre, Gautam Budh Nagar has also developed an
industrial estate named Mandi Shyam Nagar in Greater Noida. 4.95 acres land has been acquired
and developed in the estate. There are ten sheds and seven plots in the estate that have been
allotted.

The export potential is very good in the district. The products and services which are
exported from this district include electronics items, electric equipment, textiles, engineering
goods, computer software, IT & IT enabled services, etc. The range of products being exported
from this district is widening every day and foreign market for the same is expanding. This is
due to the fact that products manufactured here are technically superior and incorporate the latest

Government of India & State Govt. has taken following initiatives to explore the export

(STP) ranks second in the country in terms of export turnover and the Infotech Park
(ITP) on 100 acres of land with state-of-the-art infrastructure, housing about 152-200
units make NOIDA the epicenter of IT Revolution.
 Exposition Mart for Cottage and Handicraft sector at Greater Noida, set up by Export
Promotion Council for Handicrafts, Ministry of Textiles, Govt. of India for the
promotion of the exports of handicrafts from India for the cottage sector i.e. handicrafts,
handlooms, carpet and jute etc.
 Special Economic Zone is also being developed to explore the export opportunities of
goods & services in the District.
A large number of industrial units have collaborations with foreign countries apart from

Gautam Budh Nagar has been the hub of industrial activity of the state of Uttar Pradesh.
Noida and Greater Noida are the fast growing planned industrial town in the district, equipped
with excellent infrastructure facilities due to which Gautam Budh Nagar has made tremendous
progress in the field of industrial development. It is the most leading and highly revenue earning
district of Uttar Pradesh. The district has surpassed the development in other NCR town like
Gurgaon and Faridabad owing to world class infrastructure facilities. The district is not only well
known in the industrial map of the country but it has created an international image on the global
platform also. Being close to Delhi and other industrial towns in NCR, Noida has become a
favourable place for entrepreneurs for industrial investment for multinational companies.
Blessed by a most conducive atmosphere for industrial growth, the district has attracted

FUTURE PROSPECT
Apart, as per initiatives taken by the Govt. of India and State govt. for the industrial &
infrastructural development in the district, the type of industries will also experience a gradual
shift from the traditional small and medium scale industries to hi-tech industries like Information
Technology, Bio- Technology etc. and their ancillary R&D platform. District has world class
infrastructure facilities due to which it has become a favourite choice as an alternative location
for medium scale industries and this eventually would lead to growth of sizeable small-scale
industrial sector for the regional population.
Noida is already emerging as a major location for IT industry which will continue in the
future. In addition to IT, need for providing for other industries is also felt. These industries in
addition to the industrial component also have major research and development requirement.
Thus some of the industrial sectors as part of the SEZ will also be developed as clusters of
industries related to biotechnology and Information Technology etc. These industrial clusters
will have independent industrial plots for entrepreneurs, multi-storeyed small units (flatted
factories), research and development centers with common facilities and ancillary commerce,
housing and recreational activities.
The export potential is also very good in the district. An Export Processing Zone has
already been developed in the district. With the liberalisation policy of the Central Government
and enabling the small sector also to have a share in technology up-gradation through
collaborative ventures, there is every possibility of export oriented industrial and allied support
activities to get accommodated in the district in a big way, calling for the provision of
warehousing, inland container depot, helipad, etc., Apart from traditional manufacturing units,
high tech industrial units which are likely to converge in the District would demand provision of
institutional support system to accommodate diverse institutional facilities from finance and
banking to information technology. Modern rail road transhipment and goods handling facilities
would also be essential along with warehousing complex and air freight handling depot.
ANCILLARISATION OF INDUSTRIES
Noida area of the district is a major hub of industry. Noida has quickly emerged as a hub
for automobile ancillary units, with companies like Escorts, Honda-SIEL, Moriroku Technology
India Pvt. Ltd and New Holland Tractors (JV of FIAT with Ford).Various MNCs and major
manufacturers like Alstom, ISGEC, LG, Samsung, Barclays, Ericsson and music company
T-Series also have their corporate offices in the city. There are almost 377 large and medium
industries in the district so there is good opportunity available for MSMEs to develop as
ancillary units in the area of Auto parts & accessories, Readymade Garments, Steel fabrication,
Automobile parts, Information Technology, Software Development, electrical and electronic
units.

PROBLEMS FACED BY THE MICRO, SMAll & MEDIUM ENTERPRISES
IN THE DISTRICT
MSME Entrepreneurs are facing some problems that are adversely affecting the industrial
growth in the district i.e.:
1. There is problem of connectivity between Noida & Greater Noida and other part of
Delhi-NCR. District is not connected by railways directly. The connectivity problem in
Greater Noida is more severe;
2. The entrepreneurs also facing the problem of law & order in the district;
3. There is problem of traffic congestion due to heavy traffic volume between Noida and
Delhi. DND Flyover over Yamuna has improved the linkage of Noida with Delhi.
However, in the long run, it is likely that the bridges across the river Yamuna, even
though widened and increased in number, would experience heavy traffic and it may not
remain easy to cross the river within reasonable time, unless the area is connected to
Delhi by Mass Rapid Transit System (MRTS). Thus transportation across the river
Yamuna may become a major limitation for the development of Noida in the long run, if
not addressed properly;
4. Noida is also facing the problem of Parking as the vehicle/employee rato is very high.
The standing vehicles on the roads will be hindrance to moving traffic, goods & services,
as they will reduce the effective carriageway width. So in view of mounting parking
accumulation, there is a need of reviewing of existing parking policies for further
development;
5. Although Industrial area of the district has been declared free from all power cuts zone
by the U.P. Govt. to ensure sustainable industrial growth, however the entrepreneurs of
the district are facing the problem of irregular and insufficient power supply due to
demand-supply gap, especially in the summer season;
6. Common Tool Room is not available in the district;
7. Insufficient testing facilities in the District;
8. Inadequate flow of market information for MSME entrepreneurs;
9. Micro & Small entrepreneurs are facing difficulties in getting Bank loans due to
cumbersome procedures & lacking of awareness;
10. Fear of cutthroat competition from the competitors;
11. Slow Technology up gradation ;
12. Weak linkages between Enterprises and Institutions;
13. Low level of labour productivity due to lack of proper training;
14. There is still scope for widening the demand for products of MSME Units.

PLAN OF ACTION FOR PROMOTING INDUSTRIAL DEVELOPMENT
IN THE DISTRICT
Considering the vast potential of Gautam Budh Nagar for establishing new MSME Units,
Faridabad needs the following action to be taken by the authorities:

Concerted efforts should be made by the state Govt. to facilitate regular and sufficient
power supply in the district. Besides, theft of electricity should also be stopped;

Law enforcing authorities in the District should be more vigil to eliminate crimes and
make a safe and secure environment for the industrial units to work;

The project of Extension of Metro Rail upto Greater Noida and other transportation
projects should be completed timely to ensure the faster and smoother transport
facilities providing the better connectivity in NCR attract more and more skilled work
force from other parts of NCR into the district;

Scope for product diversification with less modification in machines and outlay;

The state government should make effort to encourage new sector to diversify the
Industrial structure in the District.

Technology upgradation should be promoted in the District to face the increasing
competition;

More skill development programmes should be organised for skill upgradation;

Common Tool Room and Testing Facilities should be provided in the district;

More awareness and sensitization programme/Workshops should be organised to aware
the entrepreneurs about the latest technologies and supportive Government schemes &
policies;


Adequate and timely credit facilities should be ensured;
Govt. should promote environment friendly ecologically sustainable growth in the
district to ensure clean & green environment.
To foster all-round inclusive growth in the district, the concerned authorities should take
immediate action in this regard.
INITIATIVES TAKEN BY THE GOVERNMENT & THE AUTHORITIES
The Government of India and the State Government are continuously involved in the
improvement of facilities essential for the smooth functioning of the enterprises in the State.
Both the Government has taken several steps to explore the potentials in the State.
The following projects which are underway/in the pipeline are pointers to the potential of
infrastructural development in the District and the initiatives taken for the promotion and
development of entrepreneurial activities in the District:

The Delhi eastern peripheral Road, Upper Ganga Canal Expressway and the Ganga
Expressway are the three proposed expressways which will be passing through the
District. Apart, to provide access to NH-24 from Greater Noida, a 60 m wide road from
industrial sector Ecotech- III to NH-24 is under construction. This shall facilitate the
industrial development of the area and shall also provide an alternate route to National
Capital.

Gautam Budh Nagar is also included in the proposed Delhi-Mumbai Industrial Corridor.
The Delhi-Mumbai Industrial Corridor Project is a State-Sponsored Industrial
Development Project of the Government of India. It is an ambitious project aimed at
developing an Industrial Zone spanning across six states in India. The project will see
major expansion of Infrastructure and Industry – including industrial clusters and rail,
road, port, air connectivity – in the states along the route of the Corridor. Greater Noida
Authority has planned to develop Industrial Township on 600 acres, the Multi Model
Logestic Hub near Boraki, Multi Model Transportation Hub in Boraki to speed up the
Project. Authority also planned to implement a new industrial act for promoting
industrial activities in the projects.

The project of Yamuna Expressway which connects Noida to Agra via Mathura has
become functional. It will boost up the connectivity as well as the development process
in Noida and Greater Noida.

Noida-Greater Noida Metro line will start soon as the state Govt. has approved the Noida
Metro Rail Corporation (NMRC). The project is likely to complete by 2017.

Five new power sub stations of 400 KV, 220 KV, and 132 KV will be installed to meet
the increasing power requirement in the District by the authorities.

Two Bridges are proposed to be built across the Yamuna River to improve the
connectivity between Noida and Faridabad. The first Bridge will be constructed between
Ghaziabad, Noida and Faridabad (FNG). The bridge will link Noida`s sector 168 with
Faridabad`s Badoli village.

To further upgrade the infrastructure to global standards, constant efforts are on with
private sector, where major road projects are: a) Link Road along Yamuna River,
b) Noida-Greater Noida Expressway. c) NOIDA Toll Bridge, d) Greater Noida Mathura - Agra Expressway, e) Agra Lucknow Expressway, f) Dadri-TuglakabadBallabhgarh railway line.

Greater Noida Authority intends to develop an integrated transportation Hub in the city
spread across approx 600 acres to enable the mobility of people & goods and faster
economic development. The proposed transport Hub will provide services for the range
of transportation modes including an Inter State Bus Terminus and a Railway Station It
will function as a major transfer point for bus and rail transit operations. The site
identified for the integrated Transportation Hub is the existing Boraki Railway Station,
which is along the northern railway main line connecting Delhi and Kolkata.

Gr. Noida authority has plans to construct a heliport in KP-3 over 25 acres

International Airport hub has been planned closed to Gr. Noida city to facilitate tourism,
cargo, aviation and non-aviation facilities.

Muti level parking is proposed to solve the parking problem.

The Noida and Greater Noida authorities in the district are developing new industrial
sector to meet the land requirement for the development of new industries in the district.
Multi storyed (flatted factories) will also be developed for Micro and Small units. A total
of about 1267 hectares of industrial area had been developed till 2010 Noida authority
and by the year 2031 a total area of about 2806 hectare is planned to be developed as
industrial area.

Single window system provides fast and efficient clearances

The State government has implemented The Infrastructural & Investment Policy, 2012 to
foster the overall development of the industrial sector in the State. The policy aims to
strengthen the industrial capacity and diversification of exports in the state taking into
account the current economic scenario and prospective development ensuring the better
economic environment for the industrial Sector.

Recently the online filing of EM part II has been implemented in the state that will
enhance the growth of MSMEs in the District

Govt. of India have notified the Public Procurement Policy for Micro & Small
enterprises, 2012 that has come into force w.e.f. 1st April, 2012. It will provide
marketing support to Micro & Small Enterprises. Apart, NMCP & MSE- CDP Scheme of
Govt. of India may be useful for MSEs to become competitive and technologically
upgraded.
Thus, the State Government and Noida, Greater Noida and Yamuna Expressway
authority has taken a lot of initiatives for infrastructure & industrial development in the district
that will give new dimension & height to the industrial development in the district. Noida and
Greater Noida authority has developed the Ecotech, Infotech and Biotech Park that is giving the
balance and sustainable industrial development in the district. Software Technology Park, EPZ
and SEZ are exploring the export potential in the district.

CONCLUSION AND RECOMMENDATIONS
Gautam Budh Nagar is the most industrialized, developed & leading district of Uttar
Pradesh. The District is well known not only in the industrial sector of the country but have
created the identity on world map also. It has shown tremendous industrial growth since the
creation of the district and has become a model of development for other district also. It has
surpassed the development in other NCR towns like Gurgaon and Faridabad owing to world
class infrastructure facilities. Noida and Gr. Noida Indl. area of the district are fast transforming
into an industrial and IT hub with many MNCs and domestic blue chip companies setting here
every year.
The district has very good prospects for the future industrial development also due to its
proximity to the national capital of Delhi; having excellent infrastructural facilities and
initiatives are being taken by the Govt. of India, U.P. Government and Noida, Greater Noida &
Yamuna Expressway authority to strengthen the infrastructure facilities and strong industrial
base in the District. The latest schemes & incentives provided by the Govt. of India & State
Government and the initiatives taken by Noida, Greater Noida & Yamuna expressway Industrial
Development Authority for infrastructural and industrial development in the district described in
earlier chapters such as Infrastructural & Investment Policy 2012, Infotech Park, Biotech park ,
Exposition Mart , Yamuna Expressway, Noida-Greater Noida Expressway, Delhi – Mumbai
Industrial Corridor etc. will boost the industrial growth in the District especially for micro, small
& medium enterprises. Further, Noida Export Processing Zone, Software Technology Park and
Special Economic Zone will explore the Export opportunities in the district. There is good scope
to attract foreign giants to invest in the District. Thus, the district has potential to become
India’s one of the most industrialized and developed district.
There is ample scope for further growth for micro, small & medium enterprises in the
district also. With presence of large and medium industries in the district, there appears to be
potential to develop vendors among the MSEs units to cater to the needs of stores and services of
these industries. Besides, providing the marketing support to the existing MSEs, this is also
instrumental in promoting new entrepreneurs based on the requirements of medium and large
industry and thereby promoting self-employment. The demand of the various products being
manufactured by the micro & small enterprises is expected to be much more in near future.
The State Government may explore the potentials for the industrial development of the
district. The following suggestions may be proposed for the further industrial development of the
District:

The State Government may focus on strengthening the infrastructural facilities upto the
international level to attract the domestic and international investors to invest in the
district. The project under the pipeline must be completed within specified time;

Technology upgradation may be promoted in the district to face the increasing
competition;

Adequate and timely credit flow to MSME sector must be ensured;

Common Tool Room and Testing Facilities may be provided within the district;

More Entrepreneurship development programme & Management Development
Programmes may be organised by various promotional agencies to develop managerial
and entrpreneurial skills in the youth, to motivate them to face the challanges in the
changing economic scenario and to develop as successfull entrepreneurs;

More skill development programmes may be organised for skill upgradation to prepare
skilled workforce;

The state government may also focus on diversification of the industries for further
growth of MSME sector in the district. New areas may be explored which may have
potential in near future;

More export oriented products may be promoted to explore the export potential in the
district;

More awareness and sensitization programme/Workshops may be organised for the
existing entrepreneurs with regard to the latest technologies and supportive Government
schemes & policies.
The Infrastructural & Investment Policy 2012, of the state government and National
Manufacturing Competitiveness Programme, MSE-Cluster Development Programme, Public
Procurement Policy, 2012 of the Government of India may play the important role in unilateral
development of the District. Recently, the online filing of EM part II has been implemented in

Schemes of Ministry of Micro, Small and Medium Enterprises (MSME),
Govt. of India for the promotion & development of Micro, Small & Medium
Enterprises
ISO 9000/14001 Certification Fee Reimbursement Scheme
To enhance the competitive strength of the MSEs the Government introduced a scheme
to incentives technological upgradation, quality improve3ment and better environment
management by the MSEs. The scheme reimburses 75% of the fees, subject to a maximum of
the fees, subject to a maximum of Rs. 75,000/-, for acquiring Quality Management System
(QMS)/ISO 9000 certification and /or Environment Management System (EMS)/ISO 14001
Certification by the MSEs.
Micro and Small Enterprises-Cluster Development (MSE-CDP)
The MSE-CDP Scheme is being implemented for holistic and integrated development of
micro and small enterprises in clusters through Soft Interventions (such as diagnostic study,
capacity building, marketing development, export promotion, skill development, technology
upgradation, organizing workshops, seminars, training, study visits exposure visit, etc.), Hard
Interventions (setting up of Common Facility Centres) and Infrastructure Upgradation
(create/upgrade infrastructural facilities in the new/existing industrial areas/clusters of MSEs).
Under the Scheme, financial assistance is provided for preparation of Diagnostic Study
Report with a maximum grant of Rs. 2.50 lakh, upto 90% of the project cost of maximum Rs.
25.00 lakhs for Soft Interventions, upto Rs. 5.00 lakh for preparation of Detailed Project Report
DPR), upto 90% of the project cost maximum Rs. 15.00 Crore for Hard Intervention (Common
Facility Centre), upto 80% of the project cost of maximum Rs. 10 Crore for Infrastructure
Development
Under the Scheme, there is infrastructure development component which has provision
for development of infrastructure facilities in new/existing industrial areas/estates or existing
industrial areas/estates/cluster of a eligible project cost upto Rs. 10 crore (excluding the cost of
land) the cost of land) with Government of India assistance 60% of the project cost ( Rs. 6 crore)
in general cases and 80% (Rs. 8 crore) for NE & Hill States, industrial areas/estates with more
than 50% (a) micro, (b) women owned and (c) SC/ST units. The remaining amount will be loan
from SIDBI/Banks/Financial Institutions or equity from State/UT Government.
Credit Linked Capital Subsidy Scheme
The Credit Linked Capital Subidy Scheme (CLCSS) aims at facilitating technology
upgradation by providing 15% upfront capital subsidy w.e.f. 29TH September, 2005 to
manufacturing MSEs, on institutional finance up to Rs. 1 crore availed of by them for induction
of well-established and improved technologies in the specified sub-sectors/products approved
under the scheme.

National Manufacturing Competitiveness Programme (NMCP)
The National Manufacturing Competitiveness Programme is the nodal programme of the
Government of India to develop global competitiveness among Indian MSMEs. Conceptualised
by the National Manufacturing Competitiveness Council, the Programme was initiated in 200708. There are ten components under the NMCP targeted at enhancing the competitiveness for
the entire value3 chain of the Micro, Small and Medium Enterprises (MSME) sector. These are:

 Scheme for Providing Support for Entrepreneurial and Managerial Development of

Credit Guarantee Fund Scheme
The Credit Guarantee Fund Scheme for Micro and Small Enterprises (CGMSE) was
launched by the Government of India to make available collateral-free credit to the Micro and
Small Enterprise sector. Both the existing and the new enterprises are eligible to be covered
under the scheme. The Ministry of Micro, Small and Medium Enterprises and Small Industries
Development Bank of India (SIDBI), established a Trust named Credit Guarantee Fund Trust for
Micro and Small Enterprises (CGTMSE) to implement the Credit Guarantee Fund Scheme for
Micro and Small Enterprises.
The Guarantee cover under the scheme is for the agreed tenure of the term
loan/composite credit. In case of working capital, the guarantee cover is of 5 years or block of 5
years. The guarantee cover available under the scheme is as below:
 85% for loans up to Rs.5 lakh
 75% for loans from Rs.5 lakh to Rs.50 lakh
 Above Rs.50 lakh up to Rs.100 lakh: Rs.37.5 lakh + 50% for amount above Rs.50 lakh,
to a max of Rs. 62.5 lakh
The fee payable to the Trust under the scheme is one-time guarantee fee of 1.5% and
annual service fee of 0.75% on the credit facilities sanctioned. For loans up to Rs.5 lakh, the
one-time guarantee fee and annual service fee is 1% and 0.5% respectively. Further, for loans in
the North-East Region, the one-time guarantee fee is only 0.75%.

PMEGP Scheme
Government of India have introduced a new central sector credit link subsidy scheme
called Prime Minister's Employment Generation Programme (PMEGP) from 2008-09 onwards
for helping first generation entrepreneurs to set up micro enterprises both in rural and urban
areas across the country by merging two schemes of Prime Minister's Rojgar Yojana (PMRY)
and Rural Employment Generation Programme (REGP) which were in operation till 31.3.2008.
It is a significant initiative with attractive subsidy levels for promoting self-employment
through setting up micro enterprises with special focus on rural areas. The subsidy levels under
PMEGP are as under:

The upper limit of the project that could be setup in the manufacturing sector is Rs. 25
lakhs while that in the business/service sector is Rs. 10 lakh. The scheme will be implemented
by Khadi & Village Industries Commission (KVIC), a statutory organization under the
administrative control of the Ministry of MSME as the single nodal agency at the National level,
it will do so in respect of the targets for rural areas, as defined in the KVIC Act, through its State
offices and State Khadi and Village Boards (KVIBs). Implementation of PMEGP in urban areas
and other rural areas will be done through the State Governments (District Industries centers
(DICs).
Public procurement policy for Micro, Small & Medium Enterprises, 2012
The Govt. of India has notified the Public procurement policy for Micro, Small &
Medium Enterprises, 2012 that has been effective from 1st April, 2012. The main features of the
policy are as under:
i. Every Central Ministry or Department or Public Sector Undertaking shall set an annual
goal or procurement from Micro and small Enterprises from the financial year 2012-13
and onwards, with objective of achieving an overall procurement of minimum of 20
percent, of total annual purchases of products produced and services rendered by Micro
and small Enterprises in a period of three years.
ii. Annul goal of procurement also include sub-contracts to Micro and Small enterprises and
consortia of Micro & small enterprises formed by National Small Industries Corporation.
iii. After a period of three years i.e. from 1st April, 2015, overall procurement goal shall be
mandatory.
iv.
The Central Ministries, Departments and Public Sector Undertakings which fail to meet
annual goal shall substantiate with reasons to the Review Committee headed by Secretary
(MSME), constituted in Ministry of MSME, under the policy.
v. Special provision for Micro & Small enterprises owned by SC & ST, out of 20% target
of annual procurement from MSME, a sub target of 20 percent (i.e. 4% out of 20%) shall
be earmarked for Procurement from Micro & Small enterprises owned by SC & ST
entrepreneurs. Provided that, in event of failure of such Micro and Small Enterprises to
participate in tender process or meet tender requirement and L1 Price, 4 percent subtarget for procurement earmarked for Micro and Small Enterprises owned by SC or ST
entrepreneurs shall be met from other Micro and Small Enterprises.
