The transition from English Braille American Edition to The Rules of Unified English Braille for the
transcribers at the Michigan Braille Transcribing Fund has been challenging to say the least.
Challenging, because after applying the rules based on EBAE for so many years the transcribers at
the MBTF have grown accustomed to the system and were afraid that changing it would somehow
implicate the quality of the services that we have traditionally offered.
Personally, reading The Rules of Unified English Braille from an EBAE perspective hindered my
ability to concentrate and appreciate what I was reading. Initially, the changes upset me because I felt
as if the ambiguity of the new rules would create constant problems for all students. My mind set of
EBAE created many roadblocks when it came to internalizing the symbols of UEB; I just could not
grasp it. With so much frustration building on my mind, I put UEB away.
I did not open the code book and begin to study UEB again until several weeks later. I had to relax
my mind and remove my preconceived notions of EBAE so that I could fully comprehend the order of
UEB. I had to look at UEB as being a brand new code as opposed to being a network that was
changing my current system of braille. Once I did that, UEB started to make more sense to me.
The pronunciation and contractual changes that I struggled with early on had become clearer. My
mind allowed me to see UEB from its individual perspective and I became fluent in it. Although I am
far from saying that I have mastered UEB, due to the constant changes and inconsistencies that
others and myself have located.
I earned my Letter of Proficiency in UEB and I have transcribed several books using UEB thus far.
I would simply say to each of you, learn UEB independently and you will give yourself a greater
chance at success. You will never truly lose EBAE, but it must take a backseat because according to
the National Braille Association, UEB is the future of Braille. I have created a few examples of rough
spots that I ran into within a UEB transcription. Hopefully, they will answer some of the questions that
you may be having difficulty finding solutions for. These examples are based on Braille Formats
(2011).
Note: Not having a braille dictionary based on the UEB code to look up certain words will
create many problems for the transcriber when it comes to contractions and pronunciation. I
utilized my understanding of the UEB rules when dealing with contractual and pronunciation
usage and it cleared a lot of things up for me. Follow print, understand the bridging of
prefixes, and use your experience.

The Special Symbols Page is listed with all required and optional symbols in this workshop (optional
symbols are marked with an asterisk). In UEB all symbols are listed in braille order, not by categories or
the order in which they appear in print. The 63 braille characters with dots are grouped in a table of seven
lines. This table is used to establish "braille order" for listing braille signs.

All of the symbols in the rst six lines (except dots 3456) are known as
"roots." Dots 3456 (#) and all of the characters on line 7 are known as
"prexes". The prexes are used to begin symbols that occupy more than one
braille cell. In braille order, all of the symbols that start with a given prex are
listed together, in order of their roots according to the arrangement of lines 16. For example, the at sign (@A) in braille order would be followed by the cent
sign (@C), then the euro sign (@E) the franc sign (@F) and so on. Presenting
the symbols in braille order, grouped by their prexes, allows for easier
location by the braille reader of the meaning of an unfamiliar symbol in the
special symbols list.
Using the list format (1-3), braille each symbol preceded by the dot locator
for "mention" (.=) and followed by a space and its meaning or name. The rst
word of the meaning or name should begin with a capital letter.
If more than one page is required, do not repeat the heading on subsequent
pages.

Advances in Learning Arab scholars made
remarkable contributions to mathematics, medicine, and
astronomy. They helped develop algebra and later
passed it along to Europe. Arab astronomers measured
the size of Earth, supporting the Greek belief that Earth
was a sphere. Arabs also made important advances in
technology. They built ships with large, triangular sails
that allowed captains to use the wind even if it changed
direction.

Line 1: The italic passage indicator is used. A passage is three or more
symbols-sequences. A symbols-sequence is an unbroken string of braille
signs, whether alphabetic or non-alphabetic, preceded and followed by a
space. (UEB 2.1 Terminology)
Line 2: The ble contraction has been eliminated, along with com, dd, to, into,
by, ation, and ally contractions, and the o'clock shortform word. (UEB 1.3.2)
Line 7: The underline indicator was used for the reference note. A note was
placed on the Transcriber's Note Page letting the reader know the
Vocabulary Builder Words are all underlined and have reference notes
attached to them. The initial letter contraction is used in the word sphere.
Use the initial-letter contraction for “here” when the letters it represents are
pronounced as one syllable unless other rules limit its use. (UEB 10.7.5)
Line 16: The underlining is retained for the reference note and contractions
can be used in syllabized words. See Braille Formats 2011. Also, UEB rules
tell the transcriber to constantly follow print when it comes to contractual
use.

The next challenge we had were with colored fonts, unmarked references, and
diacritics.
Temperance, for example, was by some conned to
eating and drinking, while by others it was extended
to mean the moderating every other pleasure, appetite,
inclination, or passion, bodily or mental, even to our
avarice and ambition. I proposed to myself, for the
sake of clearness, to use rather more names, with
fewer ideas annexed to each, than a few names with

The grade 1 indicator is vastly more dynamic than the ELI, although they're the same
symbol. The grade 1 word indicator, and the grade 1 terminator are totally different from any
symbols in EBAE.

Line 1: A grade 1 indicator is used to set grade 1 mode when the grade 1 meaning of a
symbol could be misread as a contraction. (UEB 5.1.1).
Line 5: The grade 1 indicator is used because the letter "d" could be mistaken as the
number 4. (UEB 5.1.1)
Line 6: A grade 1 word indicator is used to indicate that there are no contractions in the
next word or symbols sequence. It is used to reduce the number of indicators that
would otherwise be needed. The grade 1 terminator is used to terminate the effect
of the grade 1 indicator before the end of the symbols-sequence. (NLS Instructional

Another challenge we faced were the Typeform Indicators. There were a lot of
confusion about how to apply it to single letters. The UEB method is greatly improved.
1. Established in 1958,³ the South American Internal Commission provides a
policy and forum for Canada, Mexico and the United States to discuss and
address internal issues on a South American Sp basis.

Line 1-2: The superscript indicator was used for the number 3. The typeform
symbol indicator was used for the bold letters. Contractions are used
because the indicator only extends to one letter. The typeform symbol sets

This workshop presents a few problems we've encountered
during our first year transcribing Nemeth Braille within a
UEB context. It then gives a solution that meets code and is
acceptable to most readers. Some of the Examples will give 2
or 3 Methods of handling the material. This was done for one
of three reasons: [1] to show the progression of our thinking
(Examples 1 and 6 for instance), [2] there is a major
disagreement on how to transcribe the material (Example 2)
or, [3] we feel that it can be transcribed in different ways
correctly (Examples 3 and 6).
It has been a confusing, often frustrating, process trying to
mesh Nemeth and UEB [with an edition of Braille Formats
based on EBAE]. All efforts must be made to knit seamlessly
these codes, for to do otherwise would be a disservice to the
braille reading community, students of math and science,
and our customers.
As a reminder, this is a work in progress and we're all
trying to produce the best, cleanest braille possible
consistent with code.

Problem: You need to key Nemeth Code items for a tactile graphic. How is the
encapsulation done within the UEB key and graphic? (NOTE: All tactile
graphics at MBTF are done in Nemeth Code until BANA updates the tactile
graphics code.)
We've tried three different ways to switch inside keys: In the first method we
switched in and out of Nemeth and left the numeric key in UEB. This was to
confusing, with too many switches, and didn't completely adhere to Code. In
the second method we switched to Nemeth before the key and used Nemeth
Transcriber Grouping Symbols to enclose the keyed items. This was much less
confusing, however, it might not be allowed by the Provisional Guidance, and
the grouping symbols could be confused with the one word switch indicator.

There's really no reason to switch in and out like this. The NC (sec 187) and
TC (5.8.2.5) allow for upper case numbers for keyed items. Also, the excessive
switch can be confusing. PG warns against overdoing switching.
So why are we showing you this Method if it's wrong? ... Well, this was the
first method we used on the first UEB books we transcribed, and we felt that
an explanation of this could be beneficial.

This method has the fewest switches and at first seems to be the easiest to
read however, the student may confuse the Nemeth transcriber's grouping
symbol with a one-word switch indicator (especially in the future). It also
seems to violate PG Formatting #2, and while PG does not specifically tell us
not to do TNs in Nemeth Code it hints at it.

The NC (Sec. 187) and the TG (Unit 5.8.2.5) allow for literary numbers for keyed items
in the Nemeth Code, and it's much easier to read this way than to continuously open and
close Nemeth mode. In our opinion, this is the best method. Combining readability and
code. Unless, of course, BANA will allow TNs within Nemeth mode.
Lines 11-21: On the vertical axis, dots 25 should be aligned with the grid line or tick
mark on the vertical axis line and be spaced 1/8 inch (3 millimeters) from the tick mark or
axis line. [TG 6.6.4.5]
Line 22: On the horizontal axis, dots 456 of the first cell of the value should be lined
up with the vertical grid line or tick mark and be spaced 1/8 inch (3 millimeters) from the

Line 23: The heading label for the horizontal values should be placed below the values

Problem: You have a word printed in italics within encapsulated Nemeth. (Notice
the words “left” in the numerator and denominator in the fraction). How do we treat
the typeform? UEB ( :1LEFT ), Nemeth ( ,': LEFT :,' , :LEFT ), or do we
describe it inside a TN?
UEB typeform is not a viable option. The PG says "UEB emphasis indicators are
used in the surrounding text, and Nemeth emphasis indicators are used only if it is
necessary to indicate emphasis inside the Nemeth Code switches."
A look at The Nemeth Code does not leave us with a clear answer either.
Rule V Section 33b states ... "When the ink-print shows an italicized word or an
italicized phrase consisting of one or more items which both begins and ends with a
word, the rules of English Braille concerning italics must be observed. ..." EBAE
emphasis isn't an option anymore.
Nemeth Code type-form? Since it's only one word we cannot use either NC typeform indicators: ,': LEFT :,', :LEFT , while the dots (46) appear to be
symbol same as the EBAE emphasis indicator it is not. This symbol isn't used on a
word or words but for letters, numbers and compound expressions. The only option
left is a TN describing the emphasis. However, some transcribers disagree,
contending that the symbol dots 46 is the Nemeth indicator for italics and should be
used.

Problem: You have a table with tally marks. Are tally marks done in UEB
or in Nemeth?
The word Number is enclosed in quotation marks in problem 3. Wasn't
there something about the non-specific quotation marks and a TN?
We've been told that there isn't a direct ruling on tally marks yet.
Here's what we've been told thus far: "The tally mark is the same in UEB
as it is in Nemeth. The only difference is that we are given the option to
use dots 25 or dots 456 for the cross mark in UEB. (UEB Technical
Material 4.2) Since we can use dots 456, the same as in Nemeth, why
not keep it simple? Then there is no need to indicate the code."
And yes, there is something about the one-cell (nonspecific) quotation
marks that isn't mentioned in the Instruction Manual.UEB Section 7.6.1
says "Use one-cell (nonspecific) quotation marks :. and .: for the
predominant quotation marks in the text in all instances where the
specific form of the quotation marks ("double", "single", "Italian" or
"nondirectional") has no significance, that is, in the great majority of
cases. Indicate the print form of the nonspecific quotation marks on the

Problems:
#1 Should the number line be done in UEB using line mode, or in Nemeth Code
using existing number line construction?
#2 Should the checkmark be transcribed in Nemeth mode or in UEB? A few
pages later in this textbook this same symbol is used before problems that are
not transcribed in Nemeth, and the handling of symbols should be consistent,
if possible, throughout a transcription.
Again we can't find anything concrete on number lines, but we're treating them
as Nemeth across the board.
The checkmark is a problem. We had to use the Nemeth checkmark next to
Nemeth items and the UEB checkmark next to UEB items, explaining this in a TN.
If you're wondering where we came up with the UEB checkmark: The symbol is
not in any UEB Code books (at least as a checkmark, it's the radical without the
vinculum). We noticed it used in the UEB proposed changes for Braille Formats.

what about next to punctuation? It could be misread as "sub 1" or "sub 2",
etc., even though its not in Nemeth mode. For this reason it may be advisable
to switch in these instances.

Problems:
#1 How do we transcribe a table that is a mixture of words and Nemeth Code
characters?
#2 Are the column separation lines done in UEB line mode?
#3 Do we switch for all the dollar signs?
The numbers in the "Projected amount" column should be done in Nemeth Code-they're being added and totaled, then used in an equation in the next paragraph.
Again we're left with a similar problem as with the key. Do we switch in and out at
each number or do the entire table in Nemeth mode?
The column separation lines are UEB line mode. UEB Section 16.1.2 says "Use
line mode for features such as lines separating column headings from items in the
column and for horizontal lines before and after text set apart in boxes." Braille
Format 2015 Appendix G says to list UEB line mode indicators on the SSP.
At MBTF we have not been switching at each dollar sign encountered. The UEB
dollar sign is the same as the Nemeth dollar sign, the only difference is the numeric
indicator is required in UEB and the numbers are, of course, in the upper part of the
cell.

Because this table requires the adding of entries in the "Projected amount
spent" column, the numbers within that column are not a mere mention of a
number and need to be transcribed in Nemeth. Instead of switching in and out of
Nemeth mode, the table in its entirety is in Nemeth. No contractions are used and
the numbers are aligned as in print.
Lines 6-17: This table has no title and is not enclosed in a box. A blank line is
required between the open Nemeth indicator and the column headings. [BF
11.2.4b.]
Line 9: The column headings are followed by the separation line across the
width of the column [BF 11.4.2b]. The Rules of Unified English Braille section
16.1.2 requires that line mode for features such as lines separating column
headings be listed on the SSP.
Line 15: For the "Total" the separation line is repeated at the end of the final
column [BF 11.6.2.]
