The telltale shadows descending from the carriages and men dressed in top hats and fedoras disclosed the weather conditions on that summer day. The photograph was shot facing north by northwest in Belvidere on a day of celebration that marched into the pages of history and is no longer recognized. The event being commemorated was the annual “Good Neighbors Parade.” Though no actual date of the photograph was give, the parade was likely staged sometime in the 1870s. There were no rails running down south State Street and that would place the relative time in the 1870s or perhaps later during the 1880s. The pole in the foreground was one of the new electrical power poles that were being erected to create a network in the city to provide this new form of energy. The era of the photograph marked an age of change across the nation and in Belvidere. The village was advancing from a small collection of people and families into an incorporation that began to resemble a town. Decades later many in Belvidere would mark the settlement as a small city. The result of the 2010 census count of residents elevated the city to a “home rule” status under Illinois law. The “Good Neighbors Parade,” as can be seen in the photograph, allowed the residents to don their Sunday best suit for a purpose other than to go to church. In those days men wore celluloid collars on their shirts under black wool suits. Women wore those airy lacey cotton dresses with the high collars, the wrist-length sleeves and the ankle length skirts. Unless the community celebration accommodated a specific date during the year, most such celebrations occurred in the core of the summer when warm and sunny conditions could be better relied to occur than in February. Men of that era wore their all wool black suits and endured the heat and humidity while the women, as they often are, appeared to be comfortable and unfazed by what could have been upper 90º temperatures. The purpose of the “Good Neighbor Parade” was to develop and expand civic pride. The purpose was also to afford downtown merchants the opportunity to present their wares to a large audience and to realize a strong week of sales. Many towns and villages create similar annual events that are designed to expand civic pride and to enhance the sales of downtown merchants. In the 1870 and later, civic pride was perhaps a bit more important to the city than today. There was in those days an enhanced willingness of people Reviewing County Committees By James Middleton In the Monday meeting of the Boone County administrative and legislative committee, a subject arose that has appeared for debate from time-to-time. The subject focuses on asking if Boone County governmental committees could be combined to diminish the total number of monthly meetings that must occur to manage the needs of the county. In total, the Boone County Board has seven committees with one of those seven combining the county with the city in city and county coordinating. When the agenda was considered for approval Monday night County representative Cathy Ward (District 2) asked that discussion of the committee arrangement be discussed. Ms. Ward did not plan for action to occur but what she wanted was for there to be an exchange of ideas among the assembled representatives to find if there was any interest to consider the creation of a new relationship between the committees. She acknowledged that the subject of committee reconfiguration comes for discussion but to date, few to participate in their community. This was then the case, not so much from a political perspective, but more within a social and cultural context. In order to engage the community or to participate people had to leave their homes in the late 19th Century. There was, of course, no TV, no radio and no Internet. As seen in the photograph, the village was then becoming interlaced at the time of the parade with a network of wires and poles to provide for what would soon be described by many as “the wonders of electricity.” It is perhaps impossible for many today to imagine an age when electricity was not a public service to be taken-for-granted. The men assembled in the foreground of the photograph were a military marching band of that day. The entire procession appears to be awaiting the arrival of a drum major to raise a baton and start the proceedings. It is unknown today but perhaps this photograph was a testshot the photographer captured to frame his exposure. In the early days before digital instant photographic reproductions, photographers would frame their images with multiple shots using varying F-Stops or iris openings. The men aligned behind the band were the surviving Civil War veterans from Belvidere and Boone County. Many of those men marched with General Stephen Augustus Hurlbut and fought in Vicksburg, Chattanooga and down to Atlanta. Some followed General Hurlbut when he left the ranks of General Grant and General Sherman’s divisions. General Hurlbut went to Mobile, Alabama where he quelled disturbances there while Grant marched toward Richmond and Sherman burned Atlanta and everything else in his wake except for Savannah. Legend has it that the “gentlemen” of Savannah left their city and encountered Sherman as he was leaving Augusta in ashes. The gentlemen invited Sherman and his 50,000 or more troops into town to dine and to drink like kings and leave the city untouched by flames of guns. There is an old expression from the Deep South that separates people from Atlanta and Augusts from those in Savannah. The saying goes, “Those from Atlanta will ask, ‘What do you do for a living?’ Those from Augusta will ask, “Who’s your family?’ and those from Savannah with ask, ‘What are you drinking?’” The deal was struck and Savannah survived General Sherman and his Union forces. Some of the men shown here likely marched with generals Hurlbut, Grant and Sherman. On this day, they marched with their neighbors and their brethren to celebrate what it meant for them to be a “Good Neighbor.” The city today might likely enjoy a rebirth of the “Good Neighbor Parade.” Perhaps a parade and maybe a few bargains from the few remaining downtown merchants might entice people on a warm Sunday afternoon from their TV baseball game, Internet dating on their computer or maybe even the outdoor grille and a rack of ribs. She said, “I cannot say that any reconfiguration would save any money but I would offer that we could look to the committees to see what or if any could be combined.” It was pointed out that on Monday, two committees met. The first was the public safety committee and the second was the administrative and legislative committee. The reason for the two committees meeting was a function of the calendar. It is typical that the administrative and legislative committee meets on the first Monday of the month. Ms. Ward suggested that perhaps health and human services could be combined with public safety. County representative Paul Larson (District 2) suggested that perhaps the County Board could hold shorter meetings. He made reference to the shortened length of meetings that has occurred with the new administration elected to manage Belvidere. County representative Bill Pysson (District 1) asked if the county administration had ever formally evaluated the current committee structure. County administrator Ken Terrinoni said, “There has been periodic discussion of the committee structure and possible changes.” He suggested an alternative to making a formal change and said, “You can set aside a portion of the year and combine some of the committees. However, if you were to change the structure you would have to change the County Code. But, there are many ways that this could be done.” Ms. Ward said she though a possible alteration of the committee structure was an idea that should bear further consideration. Mr. Terrinoni added, “The work is often very similar from month-to-month and perhaps an alteration of the structure could mean fewer evenings out. There are many ways to go and to combine these meetings.” Every month the County Board meeting is held on the third Wednesday of the month and that date effectively dictates when the committee meetings would need to occur. Regarding any possible changes to the committee structure, Mr. Terrinoni added, “The addition of ‘Board Docs’ has helped.” Board Docs is a computer application that allows for the myriad documents that must accompany every county meetings are today available digitally and delivered via the county Internet website. The use of Board Docs saves the county administration office time and money with the documents delivered via online transmission and the copying of multiple copies of those documents is avoided. Tindle Mother and Son Arrested On Multiple Drug Charges By James Middleton On Tuesday April 1 Belvidere Police arrested a mother and son on multiple counts drug charges. The mother is Valerie M. Tindle (48) of Belvidere and her son, Anthony J. Tindle (21) also of Belvidere. Ms. Tindle was charged with three counts of unlawful delivery of a controlled substance within 1,000 feet of a school. That substance was alleged Xanax. Each count is a Class 2 felony and Ms. Tindle remains in custody in the Boone County Jail under a $10,000 bond. Mr. Tindle was charged with two counts of unlawful delivery of a controlled substance within 1,000 feet of a school. The controlled substance was alleged to be Xanax. Anthony J. Tindle Mr. Tindle had previously been arrested and held in the Boone County Jail until he was released after he posted a 10 percent bond on $5,000. The arrest of the mother and son team concluded a onemonth investigation led by the Belvidere Police Department Narcotics Unit. Police indicate that their investigation is ongoing and additional charges and arrests could follow. A Class 2 felony is punishable by serving from three to seven years in the Illinois Department of Corrections if the defendant is convicted by a jury of his peers. The Belvidere Police Department encourages anyone with information about a crime or has witness the commission of a crime to contact the Police Department at (815) 544-2135. Or, anyone with information of a crime can also contact Crime Stoppers at (815) 547-7867. The call can make the call and remain anonymous. If the tip results in an arrest the caller could receive a reward of up to $1,000. The Parish Priest, Father Brian Geary said after the dirt was overturned, “This is a very good day for St. James.” Monday marked a mythical end to the first phase of a major undertaking by the church Parish Council to respond to the need for more space for parishioners. The congregation had grown over the years while the walls and rooms of the church and the sanctuary remained unchanged. Because of the increased number of Sunday parishioners, the Parish had to provide multiple Masses to accommodate all of those that wanted to worship. The initial plan was for the church to raze the existing building and to build a new church. However, that option encountered significant opposition within the congregation so as to split the parishioners between those that supported a new church in town and those that supported the construction of a new church on the west edge of Belvidere on land that had been bequeathed to the church. To accomplish that goal the parish had to apply to the city for special use zoning and to obtain pledges and contributions to fund the construction. The zoning was obtained but the pledges were not in sufficient amount to begin the construction. As the anniversary of the zoning changes was near, the church applied for an extension that was granted. However, by that time, a remodel and expansion of the existing building became a more popular move. That move also required city approval that was approved but without the controversy that had accompanied the original request. With that step accomplished the parish then sought to obtain the pledges and the funding necessary to begin the remodeling and expansion project. On Monday, the applicant for the city special uses, Jeff Linkenheld, a parishioner at St. James said, “The entire project is estimated to cost about $5 million. We have about $3 million in pledges and contributions in the house and the balance will be provided in the form of a loan from the Rockford Dioceses.” Rockford Structures won the construction contract to handle the project and they have already begun their work. The Parish anticipates an ambitious building schedule and Father Geary said, “We expect that we will be in the new structure by Thanksgiving Day, that is our plan.” From the outside, it is evident that some of the stained glass windows have been removed. Mr. Linkenheld said that the stained glass windows are expected to be used in the newly expanded church. Inside the old building, all of the pews have been removed. The floor is now covered by sheets of plywood. The altar and all of the elements that hung on the walls have also been removed. For a period of time, two walls will be removed to accommodate the expansion of the building. Weather conditions have improved to the extent that the project can move forward but for the possible delay of spring showers. When the ceremony began, Bishop David Malloy presided over the ceremonies. He said, “We are all here for one of those moments in history. All of you here, school kids and others should remember this day as a moment in history.” The Bishop moved forward with prayers and responsive readings with those that stood outside in the cool early spring afternoon. He offered thanks to Father Geary for the thought, the hard work and the prayers that were a part of the work he did to make the expansion project come about and to begin. The Bishop then took a container of holy water with a scepter and doused the ground as he said a prayer. With that, six men including Bishop Malloy, Mr. Linkenheld and Father Geary and others manned shovels marked “Rockford Structures” and overturned the shovels of dirt. Work outside has also been underway with grass and shrubs that were on the west side of the church having already been removed. There is a slight depression in the ground where the footings for the addition will be laid to anchor the addition. With the turning of the dirt the formal ceremony of the groundbreaking was finished. Perhaps as many as 50 or more people attended and witnessed the ceremony. Members of the Knights of Columbus served as a ceremonial honor guard for the event with their full uniforms as they stood in front of the church. With the ceremony finished those present were invited to walk through the church to see what work had been done. Father Geary said that, over the ensuing months as the construction is underway regular Sunday Masses are being held in the gymnasium on the church campus. It is presumed that the services will continue there until the construction and expansion is finished according to the Parish’s target date of Thanksgiving Day, 2014. www.boonecountyjournal.com In Our 18th Year 815-544-4430 The Boone County Journal April 11 th., 2014 3 Making Up For Lost Time The White Rabbit in the Lewis Carroll classic, Alice’s Adventures in Wonderland started all of this. It was the White Rabbit donned in his waistcoat holding a pocket watch who met Alice at the rabbit hole and led her into a new world. The White Rabbits was seen muttering to himself “Oh dear! Oh dear! I shall be too late,” but Carroll never made it clear for what the Rabbit was late. Illinois municipalities and Belvidere leaders resemble the White Rabbit regarding the condition of the city police and fire worker pension funds. Belvidere is spending a lot of property tax revenue to make up for lost time as city leaders scurry about eying their pocket watches muttering, “Oh dear! Oh dear! I shall be too late!” One reason why there is of such concern is because a clock is ticking. The ticking clock relates to policy initiated decades ago that allowed the governor and state leaders in the General Assembly to underpay state worker pension accounts. With the state underpaying their pension obligations it was soon available for municipalities to follow suit. Legislation passed in 2010 mandated that by 2040, the state and all municipalities must have pension plans for workers funded to 90 percent. This is why the clock is ticking. The result of this ticking clock is witnessed in Belvidere as the city is allocating funding to make up for lost time in funding these plans. For example, in Belvidere, if the proposed city budget for Fiscal Year 2015 is approved, the city will allocate $890,000 to fund the police pension plan and $960,000 to fund the fire department pension plan. A bit of history is needed to understand how municipalities fell into the abyss. According to a report, “Fiscal Focus, Illinois State Pension Systems: A Challenging Position,” prepared by Illinois comptroller, Judy Baar Topinka, the need to play catch up with pension payments dates back to 1981. She wrote that a funding problem for pensions were aggravated by a change in policy. “Up until 1981, the budgetary policy for funding pensions was to have employees’ contributions and investment income dedicated to building a reserve for future payments,” she wrote. However, she added, “That policy was abandoned in Fiscal year 1982 during a period of fiscal stress. As a result, the state contributions declined sharply in fiscal years 1982 and 1983 and increased modestly through fiscal year 1995.” Because the state was underfunding pensions, the policy was adopted by municipalities, including Belvidere. Funding that should have gone to pensions went elsewhere and into other areas for other uses. Yes, this money that should have funded pensions from the municipality was used for other purposes and it is likely that prior executives and prior collections of city aldermen, if questioned might willingly cite a wide variety of public programs that they might claim went for the collective public good. The real problem for Belvidere, Belvidere taxpayers and Belvidere residents is that in Fiscal Year 2015 the city will send in excess of $1,850,000 to fund pension plans. Part of that amount provides current funding and part of the check is paid to make up for lost time. This $1,850,000 cannot be used to maintain the Main Street or the State Street Bridge. That money can also not be used to fund the second phase of the Columbia Avenue project or to improve other infrastructure needs, or to fund a renovation of the Leath Building or to initiate a capital improvement plan that the mayor has said is a vital element of his platform. Every municipality and Belvidere receives a finite amount of revenue every year. Aldermen debate how that revenue will be spent and the city cannot create new revenue unless the city engages some very creative ideas to move the city in a direction that has not been explored or even imagined. The equalized assessed valuation of real property in Belvidere, according the administrators and advisors of Belvidere School District #100, will not improve, appreciably, until 2024 or sometime later. That is a long time and there are many years remaining until 2040 when state law requires that Belvidere must have police and fire pension funded to a 90 percent level. Though the city is making progress toward that goal, there are years of “catching-up” ahead to avoid penalties that the state will assess for noncompliance. In addition to the annual catch-up contribution, the city also must hire an actuarial firm to set the scope of the contribution and how much more space remains to be filled before the city reaches 90 percent funding. For years to come the city must continue to carve out approximately one month of expenses to play catch-up with the police and fire pensions. Some local taxpayers will lament, “Who’s responsible for this policy?” The parties responsible retired long ago dating back to the 1980s when inflation ran at or about 13 percent, unemployment was at or above 10 percent, the computer age was becoming entrenched in business and some homes had their own desktop computer. It is difficult to remember those days but the personality of that age imagined real estate values would continue to inflate at a 5 to 7 percent rate forever. However, in 2014 municipalities are just now emerging from the long cold winter that many believe was the second-coming of the “Great Depression.” Many more years lay ahead with large pension contributions being removed from annual budgets in Belvidere and little can be done about that. However, this situation should move city elected officials to move with determination to calculate how employment can be improved here where the rate is the highest in the state. Instead of worrying if funds are “earmarked” or not a wiser approach would be to focus on how to improve the local economy. It remains uncertain if the current collection of elected officials in the city and county has the creativity, the political willingness and the imagination to analyze the situation and to make needed changes. There is no reason why this area should have such a high unemployment rate and also, there is no reason why no one is offering any ideas or solutions. We may soon see city aldermen dressed in waistcoats carrying pocket watches as they scurry about reciting, “Oh dear! Oh dear! I shall be too late.” However, a far better approach would be to resolve this pension situation as soon as possible so that taxpayers and residents may benefit to a broader extent from the tax revenue that they willingly give to the city every year. In fact, the name is a play on the words “Bald” and “St. Patrick’s Day.” “On July 4, 1999, Tim Kenny issued a challenge to colleagues John Bender and Enda McDonnell: How will you give back in return for your own good fortune in business? Enda’s thick head of hair gives John the big idea-shave their heads for donations to raise funds for kids with cancer.” On March 17, 2000, “The annual reinsurance industry’s St. Patrick’s Day Party, held at Jim Brady’s pub in Manhattan, became the first St. Baldrick’s event. The goal of shaving 17 heads and raising $17,000 turns into 19 bald heads and $104,000 donated to fund the research of the Children’s Oncology Group. In 2004 Founders make the leap—the St. Baldrick’s Foundation is created to maximize this volunteer–driven effort. The priorities: spending as little as possible to raise each dollar, and making sure every donation goes to the best research to find cures for kids fighting cancer. That will be followed by the St. Baldrick’s Head-Shaving Event & Silent Auction from 12 p.m. until 3 p.m. The day will be filled with colorful fun and head-shaving craziness to benefit the St. Baldrick’s Foundation for Childhood Cancer Research. Brady DeNio is a teacher at Belvidere High School and the event organizer. He was asked why he started the 5K event. “It actually started with the St. Baldrick’s event. My parents started their first St. Baldrick’s head shaving event to raise funds in memory of one of their friend’s children. Their first year they raised about $4,000 but they thought they could do more. This year they will raise over $150,000 for a grand total of over $300,000 in 8 years.” He added, “Then I decided to do an event and I had a group of students who wanted to help, but the girls didn’t want to shave their heads. They wanted to have fun while raising money so they suggested a Color Run. So we did it, we rented the Boone County Fairgrounds, made our own corn starch and had an amazing event last year. There were over 700 runners. The test doesn’t count, and parents and teachers will never see the results. Nearly 680 school districts, 1,900 schools, and 125,000 students across Illinois will take the PARCC practice exam, the first test for Common Core. It’s sort of a test for a test. “Feedback from Illinois schools will make this a more accurate and meaningful assessment system that will give families and educators information they can put to use,” Illinois State Superintendent Chris Koch said in a statement announcing the test. PARCC — the Partnership for Assessment of Readiness for College and Careers — is the Common Core test for 16 states, including Illinois and the District of Columbia. Other states will take the SBAC — Smarter Balanced Assessment Consortium — exam. Alaska, Nebraska, Texas and Virginia opted out of the Common Core State Standards. Minnesota adopted the English standards, but not the math. The exams, one in March and the other in May, are expected to expose weaknesses, of which there are many. “There isn’t a textbook written that has Common Core in it,” McLean County Unit 5 Superintendent Gary Niehaus told Illinois Watchdog. “Common Core is that new. It takes 18 to 24 months to produce a text book.” Most won’t even be taking the PARCC test on the Common Core Standards properly. “It is designed to be an online test, not just pencil and paper,” ISBE spokeswoman Mary Fergus said “(There is) more writing, really reflecting what Common Core demands in the process.” But Fergus figures just 50 percent of Illinois’ schools can handle an online test. The others will take an exam designed to be a real-time digital test, but with a pencil and paper. “What we really need is three years of pencil and paper before we got to online,” said Niehaus. He said ISBE is generous in its testing estimates. “There are 25 percent of schools in the state of Illinois capable of doing it online.” Unit 5 has enough computers and sufficient broadband capability to support online testing. In addition to being slower, the pencil and paper tests are also more expensive. ISBE numbers show the online PARCC test for Common Core costs $29.50 per student; the pencil and paper test, $33 per student. Every Illinois student grades three through 11 will have to take the PARCC test next year. Critics say if the state cannot pay for the test and the new computers and Internet, local schools will ask for tax increases. Joy Pullman, a Common Core expert and editor for School Reform News and the Heartland Institute, said those looming tax hikes are where local problems with Common Core become national worries about centralized control. “School districts around the country are basically having their ability to do their jobs … they can’t do it anymore because there is somebody else coming in and saying, ‘We’re in charge, now. Forget who elected you to make decisions about tax dollars, we’ll make those decisions on your behalf’,” Pullman said. School Bonds Explained By James Middleton Even those that understand the elements of school bond funding are at times confused by policy regarding the management of bonds that a school district sold to fund the construction of a building. However, though there are differences between obtaining a mortgage to buy a house and funding school construction with bonds, there are also similarities. Belvidere School District #100 passed through a period of significant growth from 2004 through 2007. During that period a middle school, an elementary school and a high school were all built. Two of those buildings were built after a referenda were given to the voters for their approval to allow the district to exercise their bonding authority to create and sell bonds to fund construction. The elementary school was built without a referendum but bonding authority was used to erect that building, the Seth Whitman Elementary School. However, over the next few years District #100 has a number of bonds that are coming due for final payment. However, the district, by 2019, must amass in excess of $19 million to pay for those bonds that were sold. These and others are coming due and the district must now develop a strategy to allow for some of those bonds to be paid out and for some to be refunded and advanced for a few years into the future before they would have their final payment due. Administrators and members of the Belvidere School District #100 Board of Education are moving through a period to determine the best direction to pursue. School bonds that are sold are tax free municipal bonds, in most instances. The principal is protected because of the taxing ability of a school district. Default on school bonds can be avoided either by refunding those bonds and extending the repayment term or by raising property taxes to pay off the bonds. A Monday business services meeting of the school board occurred with District #100 finance manager Greg Brown, explaining what the administration has been thinking regarding how to manage those bonds due for payment. He presented a PowerPoint program that referred the seven regular issues of bonds that remain outstanding. He said that five of those issues were for original construction and one was a debt certificate that was used for the conversion of the bus garage in 2008. Another was for debt service for life safety matters associated with Washington School that was issued in 2009. Finally, the district also owed for the bond refunding that occurred in 2011 and 2013. Mr. Brown added, “The district abated real estate taxes with the levy in 2012 and December of 2013 that reduced A Phone Book By Any Other Name . . . Is Not LOCAL! Published by the Boone County Journal the tax collection by almost $6.8 million.” The anticipated check from the State of Illinois for collections of the school facility sales tax should be received soon. He said, “That amount should be about $2.3 million annualized.” Mr. Brown reported that the refunding that has been done to date would keep the bond and interest tax increases, essentially, at a lower rate through Fiscal Year 2015. However, “Large bond and interest tax increases are needed by Fiscal Year 2016 and beyond if debt management strategies other than the sales tax abatement are not initiated.” He also said that the bond and interest levy will need to increase from approximately $6.8 million in Fiscal year 2015 to $9.15 million in Fiscal Year 2016 and to $13.25 million in Fiscal Year 2017. It is expected by district administrators that the bond and interest levy to manage the outstanding bonds would remain high through 2024. Mr. Brown then referenced the bond issue of May 1, 2005 that contains $18.23 million in bonds. He said, “This issue has a call provision and the first call date is January 1, 2015.” He added that the entire issue does not need to be called and partial redemptions are allowed. He also said that the call feature provided the district with the opportunity to consider a more permanent debt management solution than the annual current refunding activities. Mr. Brown went on to say that the Board must decide if a partial call or payment or refunding of the May 1 issue is a direction to pursue. If the Board would choose this path then administrators in the district would need to consider in detail provision in the federal Dodd-Frank Act. “That Act is expected to be finalized by July 1 of this year,” Mr. Brown said. One element of the Act provided for a difference to exist in the work of financial advisors and underwriters. Mr. Brown said, “They can work in both areas but a financial advisor must work as an advisor and an underwriter must also only work as an underwriter.” He said that DoddFrank seeks to differentiate between both parties. Mr. Brown estimated that the cost of working with a financial advisor could amount to from 10 to 50 basis points added to the cost of the bonds to coordinate the process. He also said that an underwriter could add a cost of from 50 to 100 basis points to the refunding offering. He added, “The district has never worked with a financial advisor but that professional would tend to look at the bonds outstanding and set a long-term strategy for management.” The President of the Board of Education, Mike Rathbun asked Mr. Brown, “So then do you want for us to give you direction, in the May meeting?” Mr. Brown answered “Yes.” Mr. Rathbun followed, “I like the idea of an outside party looking at this.” No action was taken by the committee but for the question to be considered further in the May school board meeting. The question that board members should consider is the best interests of the district and the community are met by hiring a financial advisor to consult on the bond situation in the district or to consult with an underwriter. No direction was discernable from what the board members said during Mr. Brown’s PowerPoint presentation.
