PRESIDENT’S MESSAGE
Hard to believe that 2013 is almost over and my term
as HBASE President is nearing completion. I have learned
so many things this year and have met a lot of great
people too.
In celebration of my year as your President, I would
like to encourage you to mark your calendars for our Holiday Gala on
Friday, December 13. The formal event will be at the downtown Holiday
Inn with a social beginning at 5:30pm.
Builder deadline is
November 27, 2013
Event is July 24 to 27 & July 31 to
August 3, 2014 in Arbor’s Edge
Development near Willow Run
Golf Course.
A participation fee of $1,000 along
with the signed agreement and a
$1,000 deposit is due to the
HBASE by Nov. 27 ($500 late
applies). Forms are online at
www.hbasiouxempire.com.
We’re going to try something new this year at the big event. Between
now and then I am visiting with local restaurant owners to encourage them
to donate a dessert for this occasion. All of the donated desserts will be on
display that evening and during the dinner. I will lead a live auction for
these tasty treats.
The goal is to raise funds for the Toys for Tots charity which provides
Christmas gifts for children whose family can’t otherwise afford gifts. The
holiday season is time to give back and is also a time that we get so
engrossed in the gift giving process that we forget to give back.
If you’re able to attend the Holiday Gala, I encourage you to visit with
those sitting at your table and consider pooling your money together for
this auction. I assure you… we’re expecting to have some really tasty desserts to bid on!

leadership role for Associates, most will need to do a
local bylaw change to allow for the change.
Regarding the ICC Code Hearings that had just
concluded prior to our meetings, NAHB Chairman
Rick Judson reported to us that we “hit a home run”
when it came to residential codes. Over 85% of
these proposals went our way….NAHB started out by
claiming a win in the area of accessibility, and then
went on to score victory in wind exposure, stair and
ramp requirements and also sprinkler retrofits.

The NAHB Appraisal Working Group is exploring new construction data solutions to improve appraiser’s access to data on new construction homes.
The intent is to increase the quality of appraisal reports. This data could also be used by home builders
in a variety of ways we haven’t even thought of yet.
The AWG met in Washington DC on Oct. 31
and Nov. 1 to discuss with CoreLogic and FNC with
an open dialogue on ideas that aggregated this data.
They spent the entire meeting addressing the
Appraisal issue. We had two companies present
proposals on national systems that could gather data
for appraisers so that they could produce more accurate appraisals for new construction. NAHB would be
involved with the system and gathering the data. It is
in the conception stages.

Builders’ Tax
Reduction
HBASE supported legislation that was
passed during the 2009 SD Legislative Session
which allowed single-family dwellings under
construction or listed for sale by contractors to be
classified as owner-occupied single-family dwellings for the purpose of taxation.
Being designated as owner-occupied
makes a property eligible for reduced tax savings. To qualify, an owner-occupied dwelling
contractor form (found at
www.hbasiouxempire.com) must be completed
and delivered to the County Director of Equalization at the County Courthouse
by March 15, 2014.

With home prices and household formations
rising and household balance sheets healing, the
ongoing housing recovery is expected to gain
momentum next year even as several challenges
remain, according to economists who participated
in the National Association of Home Builders
(NAHB) Fall 2013 Construction Forecast Webinar.
"The cards are in play for a decent and fairly
strong recovery in 2014 and particularly in 2015,"
said NAHB Chief Economist David Crowe. "From
the standpoint of GDP growth, housing has been a
plus, growing at two, three and four times the rate
of the rest of the economy in recent quarters."
Helping to spur the housing rebound was a
double-digit increase in home prices over the past
year, driven in part by tight inventories of new and
existing homes for sale and gradual gains in employment.
"We expect to see moderate price increases
in the next few years as we see additional inventory on the market and investors back away as the
bargains disappear," said Crowe.
Another bright spot is rising household formations that were delayed during the downturn as
college graduates and young professionals were
forced to move back in with their parents or double
up as roommates. At the height of the housing
boom, the U.S. was producing 1.4 million additional households every year. That figure plunged to
500,000 during the depth of the recession and
today is now back up to 700,000.
NAHB is forecasting 924,000 total housing
starts in 2013, up 18 percent from 783,000 units
last year. Single-family production is expected to
rise 17 percent this year to 629,000 units, jump an
additional 31 percent next year to 826,000 and
surpass the 1 million mark in 2015.
In another way of looking at the long road
back to normal, by the end of 2015 the top 20
percent of states will be back to normal production
levels, compared to the bottom 20 percent, which
will still be below 84 percent.
