Report of the Library Director concerning Activities at the Library:
James gave highlights of the Director’s Report. The 101st Conference of the Texas Library
Association will be held in San Antonio April 8-11. Bill Buckner will present a program with Sara
Hayes of the Texas State Library. The Public Library Association semi-annual conference was in
mid-March, library staff were able to attend the Virtual Conference March 13 and 14.
Call meeting to order and determination of a quorum:
Roger Fuller called the meeting to order at 4:00 P.M.
E-Rate paperwork for the July 2014-June, 2015 funding year was submitted with a total funding
request of $85,592.34.
South Waco Library is holding a Spanish Language Storytime on Fridays. The African American
Genealogy Workshop in February was a great success 46 people attending. Photos of the program
are included in the Director’s Report. Under the Listening Tree is a new program in cooperation with
the Waco Poets Society. This is a monthly program of spoken word performance will be held the
second Sunday of the month in the Central Library’s courtyard.
John Peterson longtime employee passed away in early February.
James reported that Dale Fisseler became the new City Manager for Waco on March 1.

Discussion of Library Building Projects:
The hazardous materials abatement for the building being purchased for additional parking at the
Central Library will take place in early April. Following this, demolition of the building will take place
at a cost $8,800. David Lacey of Community Bank & Trust has offered a contribution to assist with
some of the landscaping cost.
East Waco Library- James said that the architect is working on the design plan and the presentation
will be presented to the City Council in May.
Central and West Waco Libraries – Norma, Roger, Sara and James met to discuss the staff Facility
Survey. Roger reported that this is work in progress. They will meet again on April 17 at 5:15 pm
and on April 24 at 4 pm to review the results.

Presentation of the Waco-McLennan County Library’s Annual Report to the Texas State
Library and Archives Commission for the fiscal year ended September 30, 2013:
James reported that the Annual Report for fiscal year 2012-13 is complete. He pointed out two
things that might be interesting. On page 4, the Collection had increased from last year. On page 13
the Circulation of physical formats showed a slight decrease; decreasing to about 390,000 items, but
circulation of e-books and e-audiobooks increased. Overall 30,000 more items were checked out
from the previous year. The report is required and the libraries must abide by minimum standards in
order to remain accredited in the State Library System.

Discussion of the American Library Association’s Declaration of Right to Libraries program:
Christina Chan reported that the American Library Association’s Declaration of Rights to Library will
be available for signing beginning during National Library Week. The public is invited to show their
support of libraries by signing the declaration. Signing sheets placed at each library. Christina will
report at the next meeting with the results.

Discussion of Cooperative Activities with Other McLennan County Libraries:
James reported that he and the County Librarians met with Terry Holtkamp, City of Waco’s
Homeless Coordinator. Terry spoke about programs to end Homelessness. Terry said by the end of
this year there will be no homeless veterans in McLennan County. The city of Waco adopted a 10
year Plan to end homelessness and they are on track to meet this goal in about 2 or 3 years. James
said at their next meeting Ashley Thornton will do a program on poverty.

1. Cyber Bullying.
2. Facility Survey for Central and West Waco Libraries.

Report of Library Support Groups concerning their activities:
 Friends of the Waco-McLennan County Library – James reported that Kenneth
Moerbe became Friends President at their January meeting, but had surgery and
was unable to attend the Commission meeting. The Mini Book Sale will be June 6
and 7 at West Waco Library from 10am–6pm each day. The Little Free Libraries
program will be expanding and the Friends will also be giving 25-40 books for each
new home that Habitat for Humanity builds.
 Central Texas Genealogical Society- The African American workshop was very
well attended. The Society has a total of 300 members. CTGS is involved in the
Cultural Heritage Preservation Week program finding volunteers that lived in
McLennan County in the 30s 40s and 50s to share their stories.
10.
Hearing of any visitor concerning Library Commission business:
DLR Mayes shared regarding noise from cell-phones usage at the West Waco Library.

Summer Reading Clubs
Children’s
Teens and Tweens
Adults
Summer Reading Clubs for Children, Teens/Tweens and Adults begin at the Library on
June 2, though most schools will not start summer breaks until the end of that week.
The Children’s and Teen/Tween clubs has a science theme that fits into the emphasis
being placed on STEM education in schools. Many of the programs and activities planned
for the summer have a science or technology component.
One such program will be on Saturday, July 19 when the library will host a field trip to the
Lake Waco Wetlands for Teens. Wetlands manager Nora Schell will lead the group in
gathering specimens and students will then view plankton or insects under microscopes,
do water testing and enjoy a Water Olympics.
Summer Showcase programs for Children will feature guest performers at each library
location.

Wednesday, West Waco at 10:30 and 1:30
Thursday, Central at 10:30 and 1:30
Friday, South Waco at 10:30 and 1:30
Family Night programming will allow children whose parents work to attend summer
showcase type programming in the evening. On Tuesdays June 17, 24 and July Family
Night programming will be at the Central Library at 7pm and on Thursdays, July 10, 17, 24
and 31 at the West Waco Library from7-8pm
At the Library Commission meeting I will have a variety of promotional materials and
calendars listing all of the summer programs and events for children and teens/tweens.
While readers can sign-up starting on June 2, summer will get in high-gear on Saturday,
June 7 with a Summer Reading Kick-Off Party at the Central Library from 1-4pm. Tables

will be set up to sign-up families for the summer reading clubs. Zooniversity, a traveling
wildlife education company that introduces children and adults to the fascinating world of
animals, will have a performance at 1:30. Fun Science Experiments will be set up at
stations in the courtyard. Snowcones, face painting and building a 5 foot paper
rollercoaster are just a few of the fun things to do that day.
Online Events and Program Calendar
The Library has added an online calendar to its website – just in time for all of our summer
activities. Provided by subscription by a third-party service based in Plymouth, Mass, the
calendar allows for listing of library programs and if needed has the ability for patrons to
reserve a place for programs that have limited enrollment. A link to the calendar is
located in the upper right corner of the Library’s internet homepage.

Texas Library Association Conference
A number of Library staff attended the Texas Library Association Conference in San
Antonio in late April.
Edna Glass and Linda Howell from Technical Services attended a variety of sessions on
Cataloging with RDA, Acquisition and Vendor relations, protecting the collection using
various surveillance methods, Disaster Preparedness and Outreach and Making Flyers for
positive results.
Bob Kelley of the South Waco Library attended programs about health resources on the
Internet, celebrations of Dia de los Niño’s / Dia de los Libros and the updated features of
the Learning Express Library 3.0 database.
Barbara Frank from Reference and Children’s Services Manager Linda Bogusch attended
several sessions dealing with the Makerspace movement including a tour of Geekdom in
downtown San Antonio, a community think tank and technology learning center, and a
pre-conference on “Make a Makerspace” taught by Todd Humble from the North Richland
Hills Library. Humble’s library has just received a grant for $45,000 to create a
Makerspace in their library.
Allison Scheu, Interlibrary Loan Librarian, attended meetings with the TexNet Interlibrary
Loan state representatives for updates on the new Texas Group Catalog and its Navigator
product. In February, the Library launched this new system to request Interlibrary Loans.
This year the Conference featured many popular Young Adult Authors. Allison had the
idea to ask for signatures from these popular authors and then offer these signed copies
as prizes for this summer’s Teen Reading Challenge. Allison scheduled her time to meet
many of these authors and bring home signed copies of their latest books for the teens!
Reference Librarian, Gillian Wiseman, turned in her cape at the end of the conference as
her term on the Maverick Committee came to an end. The Texas Maverick Graphic
Novels Reading List (TMGNRL) is a recommended reading list developed by public and
school librarians from the Young Adult Round Table (YART). The purpose of the list is to
encourage students in grades 6-12 to explore a variety of current books. Gillian recently
applied to Library Journal to be a Science Fiction & Fantasy book reviewer and was
accepted.
The Genealogy Center’s annual Genealogy Lock-in was the topic of a program presented
by Bill Buckner “Genealogy After Dark: Digging up the Dead” with Sara Hayes of the
Texas State Library discussed their Genealogy Lock-in programs. The program was well
attended by over 73 participants. Bill shared his outreach goal to connect via technology
libraries/societies with genealogy collections across the State of Texas on the third Friday
in October as part of Family History Month. Last year we were able to link-up with eight
libraries/societies across Texas. The 2014 Genealogy Lock-in will be held October 17.
Central Adult & Teen Services
Schools are winding down their school year and the library is getting ready to pick up with
reading and education for the summer (in a fun way). Connally ISD Reading Literacy
Coaches and Reading Intervention teachers from all grade levels have partnered with the
library with their Passport to Summer Reading program. Middle School students were

bused to the library to learn about the Summer Reading Club and programs and activities.
An Open House for parents and students at the Connally Junior High featured the WacoMcLennan County Library’s Summer Programs.
The Maker Movement is a community that celebrates learning, and freely shares ideas. A
community that forms in many areas (computer groups, electronics groups, robotics
groups, craft groups, sewing groups, etc.) – and needs something to bring them all
together. These groups need physical places to meet, share ideas, learn, and work
together. A community makerspace has sprung up across the street from the Central
Library. Makers Edge will open in August with membership fees for participants and the
organizers have already been in contact with staff at the Central Library.
Amber Jekot with the Texas Hunger Initiative Waco office invited the library to partner with
Texas Health and Human Services Commission to be part of a program where community
based-organizations assist people learn how they can apply for benefits on
www.YourTexasBenefits.com site. This new streamlined site allows people to apply for
food, cash and medical assistance and manage their cases. Cynthia Rosser has had
experience working with patrons on many government sites and is completing the training
to use this new portal that includes state and federal assistance programs.
Cindy just finished a webinar from the Texas State Library, “Beyond an Apple a Day:
Providing Consumer Health Information at Your Library.” Health and wellness is a
component of the City of Waco’s Prosper Waco Initiative. People seek out the library for
many reasons related to health, wellness and safety. In addition to reference and other
types of educational materials, libraries provide a range of programs and services – often
in partnership with other community organizations to help people manage medical issues,
and advance healthy lifestyles, including the preventive activities that ensure people’s and
community well-being.
Central Youth Services
Only a couple of weeks left until summer starts and staff is busy with behind-the-scenes
preparations. Most of the start-up supplies have been sent out the branch libraries and a
webpage with summer activities is nearly complete. Spring Storytimes ended on May 23.
In addition to the generous funding of over $13,000 from the Friends for the Summer
Showcase, STEM and fitness programs and summer reading club t-shirts, some local
merchants are providing coupon for the reading club, including McDonalds, Auntie Anne’s
Pretzels, Whataburger, Wendy’s, Rosa’s Café, and Chick-Fil-A. Most of these sponsors
are providing a only portion of the number of coupons they have previously given.
Interested staff ordered the Fizz, Boom, READ summer reading club t-shirts that will be
offered as an award to those who complete the children’s reading club. It is lime green
with a robot holding a beaker and a book.
Outreach community activities for the staff included National Day of Puppetry at Baylor,
Connally ISDs Family Literacy Night and the Community Booth at the Waco Downtown
Farmers Market on May 24 to promote our summer programs.

East Waco Library
Staff is getting ready for the Summer Reading Clubs for Children and Teens/Tweens and
the different activity patterns that occur during the summer. Interviews for the vacant fulltime Library Technician position from Nancy Reedy’s retirement in April will be next week
with hopefully a new staff member starting in mid-June. Part-time Library Technician
Sylvia Hernandez will be leaving at the end of the summer. She has received a full
scholarship to attend the University of Pittsburgh where she will study for a Master’s
Degree in Information Science.
The East Waco Library will host one of the Waco ISD’s Meals on the Bus buses for the
summer feeding program at lunchtime Monday to Friday. The bus will be at East from 1
to 1:30pm for area children to come have a hot lunch.
South Waco Library
Whereas South’s total circulation each month between June 2013and February 2014 had
been down at least 25 percent when compared with that of 12 months earlier, total
circulation was down just 14.1% in March, 2014, compared with March, 2013, and 14.49%
in April, 2014, compared with a year earlier. Starting with March, 2014, the comparison is
now being made to a month for South Waco Library in which Central Library was already
in full operation after its reopening. So the difference in circulation comparisons is not as
great as in the previous 10 months.
Positive circulation totals for March, 2014 in comparison with March, 2013 were in adult
music (up 186.84%), interlibrary loan (up 180%), and young adult books (up 21.35%).
Positive circulation totals for April, 2014, compared with April, 2013 were in young adult
audiobooks (up 125%) and adult audiobooks (up 15.23%).
DeLayne Sorrow moved to the South Waco Library from West Waco.
West Waco Library
West is also preparing for summer programs. West typically has the largest enrollment of
all library locations in the Children’s portion of the Summer Reading Club. Summer
Showcase programming will be on Wednesday’s at 10:30am and 1:30pm, as well as a
Family Night Program on Thursdays in July. The Minecraft program for Teens will be held
at West on Saturday, June 21.
Part-time Library Technician Tabitha Rosenbaum left her position at the Library on June
16. She graduated from Baylor the next day, has a full-time job and will also be planning
for her wedding which will be a year from now when her fiancé will graduate from Truett
Seminary.
Genealogy Center
Providing educational opportunities for the public is a priority for the Genealogy Center as
well as promoting the collection and services we offer family history enthusiast. Bill
Buckner presented “1890 Census Substitutes: Bridging the Gap” as the monthly program
of the East Bell County Genealogical Society in Temple in May. 25 members enjoyed a
discussion of what resources can be used as census substitutes or alternative sources to
help bridge the gap of the missing 1890 Census which was consumed in a fire in 1921.

On April 24, eleven members the Bosque County Genealogical Society traveled to Waco
for a tutorial on the Fold3 database which is offered by the Library. Fold3 is owned by
Ancestry.com and is considered the premier resource for military personnel records
research. Bill Buckner gave an overview of the product, how to best search the product
and how use key features of the database. After the program, CTGS volunteers and
Genealogy Center staff helped participants one-on-one with the database. Interestingly
enough our Fold3 April stats average doubled this past month.
Bill Buckner took his skill at teaching beginning genealogists and presented “Core 101 :
Fundamentals for Beginning Genealogy Research” to a sold out crowd of 100 participants
at the first annual Genealogypalooza workshop sponsored by the Texas General Land
Office and Texas State Genealogical Society on May 17 in Austin, Texas.
The second quarter offering of the Genealogy Beginners class on May 10 attracted 11
participants. However it was one of the better classes we have presented in part due to
the small size. The next class will be August 9 at 10:30 a.m.
As part of Preservation Week 2014, the Genealogy Center partnered with Baylor
University Libraries for the fifth year and agreed to host an oral history project as the
shared project to promote awareness of preserving personal and cultural heritage. The
Baylor University Institute for Oral History (BUIOH) assisted both libraries by providing
training, advice, equipment, transcription service and to digitally host the interviews
recorded during the week.
Baylor University Libraries collected interviews to document the story of the university’s
Moody and Jones Libraries in anticipation of upcoming anniversaries for both buildings.
For WMCL our project “I Remember When… McLennan County Before 1960” recorded
personal memories of citizens from Waco and the surrounding area who lived in
McLennan County at some point during years of 1935-1960. In all 29 interviews with 30
individuals we conducted during the week.

With warmer weather, five members of the McLennan County Cemetery Interest Group
set out May 9 to work on inventorying the Liberty Grove Cemetery outside of West. The
first outing was primarily spent in working with the Liberty Grove Cemetery historian,
Gayle Russell and reviewing his work and collection of records. Roughly 70 of the 300
plus graves were recorded. The next outing is scheduled for May 23.
Library Technician, Lisa Smith moved to a new position in the City of Waco’s Human
Resources Department. Her last day at the Library was April 30. She will be missed.
Circulation Services
March circulation was 56,542, a 0.8% decrease from March 2013. April circulation was
51,827 a 9.5% decrease from April 2014. For the 2013-14 fiscal year, circulation is
362,497 items, an increase of 2.5% from the previous year.

No waivers/adjustments were made indicating no patrons were discovered as having
unforeseen extenuating circumstances. Since the beginning of the fiscal year, $13,241.32
has been recovered through the collection agency from 329 accounts.
April saw the addition of one new staff member, one returning staff member, and the birth
of a future staff member. Will Ritchie joined us filling the vacancy created when DeLayne
Sorrow accepted the full-time position at the South Waco Library.
Mike Mallick was able to rejoin us as a part-time temporary position to replace Cathy
Gremminger.

Edna Glass, Tara Reid and Linda Howell attended a workshop on MarcEdit a free
software program to do bibliographic record clean up in Horizon. It is much more efficient
than the Horizon programs.
Tara continues to work on the OCLC cleanup list and has completed a group of records
from 2005. Kimberly Lee is cataloging newly purchased materials and cleaning all Gift
DVDS.
Jo Ann Kearley will retire at the end of May. She has worked for the Library since
September 1998 starting in Genealogy and moving to Technical Services in 2001.
Kimberly Lee will move to JoAnn’s position in June.
Volunteer Services
The Teen Library Crew volunteer program has reviewed and accepted applicants for the
summer program. This was the first year to have an application process and the results
have been above expectations. Teens 14-17 are accepted into our program with
application, two references and an essay on why they want to volunteer at the Library.

Teen received an orientation on Saturday, May 17 and will begin assisting with summer
programs in early June.
The Grants Resource Center held a Beginners program on Saturday, April 26 with 15
people in attendance. The next training will be held at the end of July. The Grant
Resource Center received a $1000 matching grant for expansion of nonprofit materials
collection from the Waco Foundation. These funds will be used to purchase materials
needed as shown through a community survey recently done by the Waco Foundation.
A collaboration of five community partners, World Hunger Relief, Brazos Higher Education
Foundation, Caritas, Avance and the Waco-McLennan County Library are applying for a
grant of $38,807 for a Social Media Manager. The social media manager will work with
the organizations to oversee, train staff and conduct social media to benefit the
organizations. The goal of the grant is to increase each agency’s social media traffic by
50% during the first 18 month.
Total volunteer hours for March and April were 1331 hours with a dollar value of
$31445.40.
