Building a Life
One of the best parts about putting together our annual report is that it gives Plymouth staff a
great reason to come together and talk about our work in a unique way. This year, like every year,
the conversations were firmly rooted in the lives of the men and women who live here.
After listening to her colleagues share stories of inspiring tenants, one staff member said, “Plymouth
creates an investment in stability; even tenants who hadn’t lived anywhere else for more than a few
months fight hard to stay here. And they stay here for years.”
Another responded, “It’s because we dig deeper. As we demonstrate our investment in the tenants,
they step up, too. Personal things that connect to their spirits—photos, books, art—appear in their
apartments. They join activities and connect with neighbors. What we’re all saying is, people build
lives here.”
And with that, we had the theme of this report.
In 2013, Plymouth helped 1,111 men and women turn a safe, permanent home into a secure, stable
life. That’s because we do dig deeper. Our support is assertive, comprehensive, and available 24/7.
Like our housing, there’s no time limit. The path to a stable life is different for each person, so our
tenants receive services tailored to their specific needs and goals.
Last year, we offered intensive support to new tenants who had been homeless for many years,
easing what is often an overwhelming transition from the streets to permanent housing. People
with serious medical and mental health conditions, those fighting addiction, and veterans dealing
with post-traumatic stress all received specialized services. Tenants who had worked hard to achieve
sustained success with round-the-clock support were offered a rewarding growth path to more
independent living.
Plymouth focuses on meeting the complex basic needs of our tenants, but we also nurture their
spirits. In each of our 13 buildings last year, residents partnered with us to foster companionship,
creativity, health, and community. The elements of a life.
The following pages share highlights of Plymouth’s work in 2013. We hope you’re inspired by the
outcomes you made possible and the lives you helped build.

Plymouth provides solutions that transform our community
and the lives of its most vulnerable adults. The men and women
who reside here have few other options for housing and care.
They live with serious physical and mental illnesses and the
lasting effects of abuse, trauma and chronic poverty. Before
coming to Plymouth, they had suffered on the streets for many
years … for some, decades.
With so much working against them, it’s not surprising that they
once struggled to find and keep a home.
Scott
One in five of Plymouth’s formerly-homeless
tenants is a veteran. Scott M. is among them. He
battles PTSD and depression, and the treatments
he receives have left him with severe memory loss.
Yet he’s steadfast in his commitment to staying
clean and sober, and when people talk about him,
the word “sweet” comes up a lot. A gifted artist,
Scott’s paintings brighten his own home and those
of community members who purchased his work at
Plymouth’s Tenant Art Fair. He’s also a proud new
grandfather (but, like many of us, not quite ready to
admit he could possibly be old enough). Kimberly
Harrell, Plymouth building assistant, is Scott’s
biggest fan. “I watch him fight so, so hard every
single day to remember, to relearn everything, and
to stay in recovery. He’s a warrior in the very best
sense. He inspires me to keep going.”

What do we mean by
“permanent supportive housing?”
In between life on the streets and stability in housing, a lot needs to happen. A permanent place to live is an essential first step. It gives men
and women exhausted from years of struggle a safe haven and a secure foundation. Intensive wraparound support gives them the tools to
win their fight for stability.
What does that support look like? It depends on each tenant’s goals and needs, and might include nursing; chemical dependency counseling;
medical, dental, legal or mental health referrals; veterans support; access to income and food assistance benefits; community companionship;
reconnecting with family; and classes on diverse topics such as computer skills, budgeting, art, yoga, resume writing, and cooking.
In every Plymouth building and throughout the year, a rich life of socials, outings, art fairs, performances, and celebrations nurture healthy
relationships and vibrant community.
Both Plymouth’s housing and Plymouth’s support services are permanent, with no time limit. When we welcome new residents, we look
forward to helping them build a life here.

Mary’s search for shelter and

Plymouth, she is excited to have
sanctuary within a caring and
compassionate community.
At age 12—before she’d spent even a day in school—“Mary” was sold
by her brother. She became the property of sex traffickers who took
her from her home in Africa and eventually brought her to the U.S. In a
foreign country where she didn’t understand the language or the rules,
deeply traumatized and not sure whom to trust, Mary fought to survive on
the streets. Her search for shelter and refuge from danger led to nights
sleeping in doorways and arrests for trespassing. Now, at Plymouth,
Mary is excited to have sanctuary within a caring and compassionate
community. But her painful history—and the very strategies that helped
her survive on the streets—make her transition to permanent housing
very challenging. Unfortunately, this is true of many of Plymouth’s new
tenants. Our hope is that Mary can now begin to heal.

Many people assume that once a person has a safe, permanent home, the
hard work is over. It might be surprising to hear that the first year off the
streets is often extremely difficult. We’re proud that 96% of the formerlyhomeless tenants who moved into Plymouth’s supportive housing in 2012
were still stably housed at their one-year anniversary in 2013. The average
residency in Plymouth’s supportive housing in 2013 was four years (60%
higher than a decade earlier), with over one-third of tenants calling Plymouth
home for more than five years.

Plymouth resident R.W. Hays receives hospice care to support him in
the late stages of cancer. Just mention his name and smiles spread
across the faces of his case managers and nurses. They talk about his
“supersized” love of life, his gentle and utterly disarming humor, his
fierce intelligence and the soothing beauty of his guitar. R.W.’s gift for
vivid storytelling draws visitors into happy childhood memories of
trout fishing among giant sequoias and searingly honest reflections
about his journey through heroin addiction. He’s now intensely
focused on leaving a positive legacy. Michele Gomez Gamino, R.W.’s
case manager, helped him get a laptop so he can write about his life.

For some of Plymouth’s front desk staff, 2 am and 8 am are the
best parts of every day. That’s when Richard quietly passes by with
a friendly greeting on his way to or from the historic Rendezvous
Restaurant in Belltown. Richard has been the only night janitor
at the Rendezvous day in and day out across 20 years and three
owners. That Seattle landmark gets the same meticulous care he
gives to his famously spotless Plymouth apartment. Phong Le,
building manager, describes Richard as “a model tenant, the peg
that holds the building together. Things just seem solid whenever
he’s around. All of the tenants think of him as their cornerstone.”

Who Built a Life at Plymouth in 2013?
In 2013, we welcomed 209 new supportive housing tenants (a 30% increase over 2012) and provided
safe, affordable, permanent homes to 1,111 people. These men and women lived in 13 buildings owned
and operated by Plymouth Housing Group in and around downtown Seattle.
Among our supportive housing tenants in 2013:
• 90% had at least one disability
• 64% lived with mental illness
• 74% had incomes below the Federal Poverty Guideline
• 10% had no income at all
• 19% were veterans
• 41% were over age 55
• 30% identified themselves as African-American or of African
heritage; 8% as Native Americans or Alaskan Natives;
4% as Hispanic or Latino; and 3% as Asian or Pacific Islander
• 10% participated in Plymouth’s new Recovery Support
Program, including 100% of the tenants of the Pat Williams
Apartments (half of whom are veterans).
An additional 1,178 low-income people were served through Plymouth’s Shelter Plus Care program, which provided them with housing in
apartments throughout King County.

Now that she has permanent housing, Searetha feels she has a real
home. That means she finally has the proper place to display her
cherished family photos. It also means she has a community to take
part in and nurture. Committed to staying clean and sober and active
in Plymouth’s recovery support program, Searetha says, “I volunteer
at Plymouth to stay busy doing something positive and to give back
for a beautiful, warm, clean, comfortable and safe place to live.” Anna
Boenish, building coordinator, speaks with great fondness. “Searetha
goes out of her way to be sweet and understanding. She serves
her Plymouth neighbors through countless acts of kindness. When
another tenant was dying, she made meals for him and gave him a
little money whenever she could. Searetha just radiates compassion.”

at Fremont Studios gave both longstanding
and brand new donors an exuberantly fun way
to donate $482,000 to Plymouth’s programs

Nothing more poignantly captures the caring community
at Plymouth than the Memorial Quilt Project. In 2013,
tenants, staff and volunteers began creating fabric swatches
representing the legacy of each Plymouth tenant that
passed away while living here. The swatches are lovingly
stitched into quilts to be displayed in Plymouth buildings,
and an accompanying book will tell the story of the tenant
who inspired each swatch.

Building for Life
The Pat Williams Apartments in South Lake Union recently
celebrated its first anniversary. This LEED Platinum, all-recovery
building is home to 81 tenants, half of whom are veterans.
In 2013, we completed our remodel of the Lewiston and Pacific
Apartments. This project preserved 157 units of energy-efficient
affordable housing for formerly-homeless men and women and
ensured that both buildings continue to enhance their downtown
neighborhoods.
We will soon begin construction of our 14th building, “Sylvia’s
Place,” at Third & Virginia. All 63 units in this development (named
for Sylvia Odom, the Plymouth Congregational Church member
who was instrumental in creating Plymouth Housing Group 34 years
ago) will be reserved for tenants in our Housing Options Program.
These residents have worked hard to achieve long-term success in
our supportive housing after many years of homelessness and are
equipped for more independent living.
And in 2013, we began to plan our 15th project. This development will
serve the fastest-growing segment of our wait list: elderly homeless
individuals. Right now, over 200 seniors are waiting for housing at
Plymouth. Our 92 existing senior units do not meet this need, and our
other buildings do not provide the specialized services these men
and women require.
