The N e t h e r l a n d s has been a
p i o n e e r i n t h e d e v e l o p m e n t of
automation. A s far back
a s 1956 w o r k was s t a r t e d on
an automatic s t r i p p r i n t i n g
system. T h e f i r s t o p e r a t i o n a l
s y s t e m ( S A T C O I ) was d e l i v e r e d
to A C C i n 1 9 6 0 a n d a c c e p t e d
I, o p e r a t i o n a l l y i n e a r l y 1 9 6 1 .
It w a s a r a t h e r b a s i c s y s t e m
ATC
(no automatic stripprinting)
that provided t h e processing
of r e v i s i o n s a n d c a l c u l a t i o n s
f o r boundary estimates.
T h e r e a f t e r followed d e v e l o p m e n t
of t h e second o p e r a t i o n a l
s y s t e m ( S A T C O T I ) w h f c h was
mainly c o n c e r n e d with F l i g h t
Plan Processing and r e s u l t e d ,
amongst o t h e r t h i n g s , in a
computerhsed flightprogress
board.
SATCO I 1 was developed m a i n l y
a s a p r o c e d u r a l concept, b u t
d u r i n g t h e p e r i o d of i t s
development (1961-19651 the
w h o l e philosophy of A T C c h a n g e d
f r o m t h e u s e of m a i n l y p r o c e d u r a l c o n t r o l , to t h a t of a

more advanced s y s t e m which
w o u l d e x p l o i t r a d a r - s e p a r a t f on
standards u s i n g sophisticated
equipment.
T h a t was why S A T C O X I was
virtually out-dated even before
i t b e c a m e operational!
F u r t h e r d e v e l o p m e n t s l e d to a
completely r e v i s e d system
w h i c h n e c e s s i t a t e d t h e aband o n m e n t of SATCO I F e a t u r e s
but w h i c h incorporated some
o f t h o s e of S A T C O 1 1 , n a m e l y
t h e 5 sector system u s i n g
automatic flightprogress
boards for t h e PLC a n d t h e
L i n k a g e b e t w e e n E H A M TWR/APP,

Kennedy a d m i n i s t r a t i o n gave

the right to organize a n d
b a r g a i n collectively, though
n o t to s t r i k e . T h a t a c t i o n ,
together with some l e g i s l a t i o n at t h e s t a t e l e v e l ,
led to a r a p i d expansion of
u n i o n i s m a m o n g public employees. But t h e p r o b l e m of
how b a r g a i n i n g could b e c o n d u c t e d e f f e c t i v e l y without
