MINUTES AZLE CITY COUNCIL MEETING JUNE 7, 2016 STATE OFTEXAS couNTrEs oF PARKER AND crTY oF TARRANT AZLE S s S S The City Councit of the City of Azle, Texas met in Regutar Session at 6:00 p.m. in the Council Chambers ol City Hall, 613 Southeast Parkway, Azle, Texas, on the 7th day of June 2016 with the following members present: Alan Brundrett Bill Jones William Chambers Rouel Rothenberger Lee Barrett Mayor Mayor Pro Tem Council Members Constituting a quorum. Councilman Paul Crabtree and David McClure were excused from tonight's meeting. Staff present was: Tom Muir Susie Hiles Norma Zenk Cara White Hick White Jimmy Duvall Kyle Culwell City Manager Assistant to City Manager City Secretary City Attorney Director of Public Services Storm Water and Streets Manager Parks Superintendent The following items were considered in accordance with the official agenda posted on the 3rd day of June 2016. SESSION REGULAR CALL TO ORDER 6:00 P.m. Mayor Brundrett called the regular session to order at 6:03 p.m. INVOCATION Pastor Glyn Murphy ol the Light Harbor Church gave the invocation. PLEDGE OF ALLEGIANCE Aledo Boy Scout led the Pledge ol Allegiance. PRESENTATIONS & PROCLAMATIONS 1 . A Proclamation proclaiming the week of June 20 - 26,2016 as Amateur Radio Week in the City of Azle. Mayor Brundrett read the proclamation and presented it to Amaleur Radio Relay League (ARRL) Representative Tom Kisner who thanked the Council and invited everyone to attend the twenty-four hour emergency preparedness exercise during the ARRL Amateur Radio Field Day on June 25 through the 26 at the Azle Emergency Operations Center located at the Azle Fue Departmenl. Mr. Kisner stated they would also be conducting a Boy Scouts of America Merit Badge Class during the field day exercises. 2. Presentation of a Certif icate of Appreciation recognizing Kyle Culwell, Parks superintendent for his 25 years of loyal service to the City ot Azle. Mayor Brundrett read the Certilicate of Appreciation and presented it to Parks Superintendent Kyle Culwell thanking him for his twenty{ive years of loyal service and extended his and the Council's appreciation for his many contributions to the city during his tenure such as overseeing the Music in the Park and Movre in the Park evenls as well as keeping the city parks in pristine order for the community to enjoy. Departmental Presentation: Office ol the City Secretary Mayor Brundrett recognized City Secretary Norma Zenk who gave an rn-depth revtew of the duttes and responsibilities associated with the olfice of the city secretary. CITIZEN PARTICIPATION No one spoke. ACTION ITEMS 4. Consider any action on the request by the Azle Ministerial Alliance to utilize Central Park; a lire truck; a waiver of the fees charged for the lire truck; a waiver of the fees for the rental of the Pavilion and Amphitheater; approving a Council Variance allowing a fireworks permit be issued and a waiver of the fireworks permit fee contingent on all requirements being met for the Follow the Flag event on July 4, 2016. Mayor Brundrett recognized City Manager Muir who stated this was the annual event of the Follow the Flag Fireworks for the 4th ol July celebration and introduced P.D. Chaplain Glyn Murphy who stated he was there to ask the Council to waive the fees related to the rental of the park, pavilion, firetruck, permit fees and any other fees associated with this event. ln response to Council's questions regarding the fireworks display, Chaplain Murphy stated the fireworks kept getting bigger and better with every year and invited everyone to attend. Consider approving the Minutes of the May 14, 2016 Work Session and the May 17, 2016 regular City Council meeting. Councrlman Rothenberger moved to approve the May 14, 201 6 Work Session and the May 1 7, 201 6 regular City Council meetings. Mayor Pro Tem Jones seconded the motion. The vote is as lollows: Ayes: Brundrett, Jones, Chambers, Rothenberger, and Barrett Nays: Abstentions: Mayor Brundrett declared the motion carried unantmously. DISCUSS. REVIEW AND DIRECT STAFF 6. Discuss, review and direct staff regarding the Traffic and Transportation Gommission. Council and staff discussed the pros and cons of continuing the Traffic and Transportation Commission considering this board was having trouble keeping board members and having to cancel meetings due to lack of quorum. ln response to Council's questions, Storm Water and Streets Manager Duvall stated crty stalf had been responsible for setting the five year plan lor street repairs as well as being good stewards of the street maintenance tax for many years, noting staff had been prepanng the list of streets for fiscal budgets. MINUTES AZLE CITY COUNCIL MEETING JUNE 7, 2016 Council directed statf to proceed with dissolving this board and to notify board members of the council's intent. Mayor Pro Tem Jones stated he would meet with the board at the next scheduled meeting on June 14, 2016 and advise them oi Council actions. MAYOFI/COU NCI L COMMENTS OF COMMU NITY INTEREST Mayor Brundrett stated Mayor Pro Tem Jones had attended the Tarrant County Mayors Council on June 6, 2016 in his place so that he could attend the Boys Scouts meeting. Mayor Pro Tem Jones and gave an update of items discussed noting the o/o, and national unemployment was at 4.7 7o with Tarrant County area at 3.7Y" and Texas unemployment came in al 4.2 stated there was a shortage of skilled labor workers. Mayor Pro Tem Jones stated a representative lrom the Tarrant County Health Department was in attendance and reported there had been ten cases of the Zika Virus in the Tarrant County area and forty throughout the state of Texas, and around three hundred nationwide with the first born Zika infected infant being born in Texas; he also noted Yellow Fever was on the rise on many countries and may soon be in the U.S. considering the ease of people traveling between countries noting the same mosquito that carries the West Nile virus also carries the Yellow Fever virus. Mayor Pro Tem Jones noted the vaccination for yellow fever works well but the current problem is that the vaccine is in low supply. He noted the importance of combatting lhe mosquito problem by not keeping standing water anywhere Mayor Brundrett reminded everyone of the mosquito's traveling patterns noting they normally live two hundred yards of where they breed and encouraged everyone to keep their yards clean, this way if everyone kept their yards clean, the mosquito population can be controlled. Mayor Brundrett reminded everyone of the Music in the Park event taking place on June 10, 2016 and invited everyone to attend noting the Liltle Skynard band would be playing. City Manager stated the Movie in the Park "Grease" had been rescheduled to Saturday July 9, 2016 at 8:30 p.m. ADJOURNMENT Mayor Brundrett adiourned the meeting at 6:51 p.m. PRESENTEDANDAPPROVEDthisthe dayof 2016. 3
