July 14, 2015
CALL TO ORDER
Chair Lew Marks called the regular meeting of the Economic Development Commission to
order at 3:30 p. m. in the City Hall Third Floor Conference Room at 900 SE Douglas
Avenue, Roseburg, Oregon.

Present: Chair Lew Marks, Commissioners Tim Alien, Angela Brown, Alex Palm, Misty
Ross and Michael Widmer
Absent: Commissioners Don Baglien (excused), Gary Leif (excused), Mickey Beach
(excused) and Paul Zegers (excused)
Others Present: City Manager Lance Colley, Community Development Director Brian
Davis, Management Technician Debi Davidson and Staff Assistant Sandy Cook.
APPROVAL OF MINUTES - Alien moved to approve the minutes of the April 14, 2015
meeting as presented. Motion was seconded by Ross and carried unanimously.
TOURISM GRANT APPLICATIONS
6th Annual Urn ua Brew Fest - 4500
Davis reviewed the request and advised that the Review Committee suggested the portion
of the request to cover the cost of a local band does not meet the intent of tourism dollars.
Discussion followed regarding the concerns regarding funding the band. Staff recommends
only funding $2,750 of the request to be used only for the advertising.
Palm moved to award $ 2, 750 for funds for out of area marketing to Umpqua Watersheds
for the 6 Annual Umpqua Brew Fest. ; Alien seconded; motion passed unanimously.
Discover Rosebur
Geocache Series -
1 400
Davis advised that previous geocache events had been successful and continues to
account for multiple out of area visitors. The Commission commended the applicant for a
concise detailed report each year. The Review Committee recommended programing the
geocache series as a recipient of annual funding providing reporting requirements are met
and the statistical data continues to demonstrate the program is drawing out of area
visitors. Applicant Barbara Taylor was present to answer questions and show the most
recent geocoin. Alien moved to grant $1,400 for funds to design and mint 200 trackable
and unique geocoins for the Winter 2016/17 program and to program this amount to
provide for the continued annual funding of the program. Ross seconded; motion passed
unanimously.

Staff advised the applicant needs to complete the ground work to develop this property
including but not limited to applications and approvals of required permits. Public funds
should not be invested in this project until additional work has been completed by the
applicant.

Staff advised the applicant needs to complete the ground work to develop this property
including but not limited to applications and approvals of required permits.
Public funds
should not be invested in this project until additional work has been completed by the
applicant.
Davis explained that Staff has been working with the applicant and will continue to do so to
resolve the preliminary work necessary to move forward with development of this property.
There are many steps to be completed including multi-agency permits that have not been
acquired. Palm recused himself from voting on any actions involving this project.
VISITORS CENTER REPORT
The April, May and June reports were provided in the packet. Staff will follow up with the
Chamber to assure a representative is in attendance at the October commission meeting.
THE PARTNERSHIP REPORT - Campbell was not in attendance to review the report.
Therefore, as a member of The Partnership Board, Colley updated the commission on a
few items of interest - 1) working with industrial development board in Sutherlin; 2)
Received report from Site locator/selector who visited this area a few months ago; 3)
progress on the Medical University is on hold. Additional discussion followed regarding the
site selector report and Staff offered to forward copies to the Commissioners.
Ross expressed concern that RFP recently decided to move their executive offices to the
Eugene/Springfield area.
TOURISM GRANT REPORTS Follow-up Reports presented by the following:
Glide Wildflower Show - A written report was provided detailing the results of the
successfully completed Glide Wildflower Show. This event is growing and the $2,800
grant received in 2014 contributed to the printing of a four year supply of rack cards
advertising this annual show. Attendees came from as far away as France, Romania and
Puerto Rico.
Brew Ha Ha - Umpqua Valley Habitat for Humanity provided a written report. A $2,500
grant had been awarded for out-of-area marketing which was held at the Douglas County
Fairgrounds on May 16 . There was a slight increase of out of area participants over the
previous year.
Museum Tourism - Gardner Chappell provided a report of the Douglas County Museum's
purchase of a quality digital projector for $3, 995 with the previous grant award. This
projector will be used to increase the free summer drive-in series held in the Douglas
County Museum Auditorium.
Urn ua Brew Fest - Thomas McGregor submitted a report on the $3, 000 grant received
for the October 18, 2014 Umpqua Brew Fest. The grant monies covered the cost of the
musical act as well as outside advertising. There was a good turnout from around the state
as well as a good percentage of visitors from other states.

Discover Rosebur 's Geocachin - Barbara Taylor of the City of Roseburg provided a
detailed report of the fifth annual geocache event held on February 7, 2015. This event
not only brings visitors to the area on the kickoff date, but continues to do so throughout
the year until all 200 geocoins have all been distributed. Most visitors appear to be from
around the Northwest. The Commission commended Taylor for providing a clear report of
results and suggested her report may be used as a sample for future grant applications.
BUSINESS FROM COIVIIVIISSION - Ross advised she is organizing the next Douglas
County Chamber Summit on November 5 at the Paul O'Brien Winery. This event has
never been hosted in Roseburg.
BUSINESS FROM AUDIENCE - none
BUSINESS FROM STAFF - Marks commended Staff on the preliminary work done by
reviewing grant applications prior to Commission consideration. The process seems more
streamlined and easier for the Commission to consider each request.
The Partnership annual meeting will be held soon and Colley suggested Commissioners
contact him with anything they would like shared or questions answered. There will also be
a strategic planning session in August.
The Commission affirmed a desire to accept another round of tourism grants in January.
ADJOURNMENT - Meeting adjourned at 4:18 p. m. The next meeting is scheduled for
3:30 p. m. on October 13, 2015.

Funding Match for Place Making
NeighborWorks Umpqua recently received a $13, 500 grant to assist with arts integration
and place making. Roughly half will go to staff, leaving $6-7,000 to work with a consultant
to evaluate whether we could identify an area within the Central Business District and/or
Downtown Historic District that we could "target" arts, entertainment, artists, makers, lofts,
etc. into the area.
Staff is requesting Commission approval of up to $4,999 to go towards a match of this
effort. Staff has been working with the maker's guild group, the Umpqua Valley Art Center,
the Downtown Roseburg Association and NeighborWorks Umpqua to further the work that
was started during the branding campaign and public input project that was recently
completed.
Lance Colley has also made a preliminary inquiry to the Ford Family Foundation to
determine if some additional technical assistance resources might be made available for a
similar $5,000 amount. It is our intention to work with private and public property owners in
the area to identify potential incentives to help with attracting human and financial
resources to the core area, particularly the southern area of our Central Business District
This area is in the City's Urban Renewal District and properties would be eligible for
Facade improvement monies and if they are historical, they may be eligible for other
incentives. The area is also close to off street parking lots and is easily accessible.
Staff is requesting that the EDC move to approve the expenditure of $4,999 as matching
funds for consulting services and work with NeighborWorks Umpqua to secure additional
funding for this project.

1. July 2015 - Project Fire (In-house lead): Renewed interest from southern California-based
trucking company. Company visited for driver recruitment and toured possible locations in
August.
2.
June 2015 - Project Fab (State lead): International company looking for an existing
building, approx. 20k sqft expandable to 100k sqft. Cranes and rails necessary, within 500
mile radius ofBoise. Submitted Orenco/former Alcan Building (lease only portion of
building).
3.
June 2015 - Project Peeler (In-House): Lumber company looking for a west coast location
to place a peeler plant. Looking at 15-20 acres of land. Submitted, 4(194 Diamond Lake
Blvd., Sunshine Road, Quarry Lanes, Hasting Ave., andBackNine.
4. May 2015 - Project Tank (In-house Lead): Construction firm interested in new base of
operations. Limited employment impact. Interested in Oak Creek Industrial Park. Pursuing
possible County industrial land sale. Update: July 2015-Alex met with Project Tank
client on-site and provided additional property information.
Retention: Alex and Chris Claflin (Business Oregon) met with DR Johnson Finance Department to
discuss the CLT project. Alex and John McCafferty met with A&M Transport in Glendale. Alex
met with M&D Enterprises, McMillan Machines and Murphy Plywood. Alex and Chris Claflin met
with First Call Resolution. Alex met with Jonathan Wright (City Manager ofReedsport), also
Reedsport Marine and Fabrication and Fred Wahl Marine. Working closely with Fred Wahl Marine
on regulatory and permitting issues around a new pier/dock on Bolon Island. Also working with
City ofRoseburg on industrial retention project
Lean Link: LeanLink monthly lunch meetings are held on the 3ri Wednesday of each month at
Elmer's Restaurant in the Vineyard Room, open to the public. Lunch meetings included speakers
speaking on Lean Link practices or experiences. October 21 will focus on 5-S, with professional
organizer Rita Prothero.
Fam Tour: On September 24tn, Chris Claflin (Business Oregon) and numerous members of The
Partnership Board of Directors toured RFP EWP Plant, DR Johnson and C&D Lumber Company.
Entrepreneurship/Angel Investment:
Alex presented Wayne Patterson who gave a very interesting talk at the September YES! meetup.
The Concept and Launch Stage Competition applications are closed and A4/Ar investors are
narrowing candidates. Pitch Training workshop was offered on October 3, 2015 at UBC, with
about a dozen participants. Concept stage pitch-offwill take place on October 28, at the October

YES! meetup. The RAIN Conference will take place on Wednesday, December 9, 2015 at Danny
Lang Center (UCC Campus). To view more information on A4/Ar visit www. rainan el. or
Wine Tourism Lodging Study: An electronic survey went out to the Umpqua Valley Winegrowers
Association list. Over 200 responses have been received. In person intercept surveys took place
over the weekend of August 14-16 at Henry Estate, Wildlife Safari and other key visitor draws. A
draft report of the feasibilitymarket research findings is expected this month.
Strategic Planning: The Partnership board met for a strategic planning session on September 30.
Alex conducted approximately 30 background stakeholder interviews to prepare for the Board
Strategic Planning session (see attached). A draft strategic plan is being developed. Intense
discussions focused on the appropriate role for The Partnership to play with partner organizations
working on career and technical education and workforce training.

I apologize for the delay in returning the infonnationregarding the Grant that was given us in
May of 2014. 1 had resigned in November of 2014 and the newly elected Commander did not
follow up. I was re-elecfed this year. As for the success of the VFW REMEMBRANCE WALL,
here is what has happened since we received the Grant.
We spent= $66.00 for a logo permit from Oregon Travel Experience
$198. 00 in labor fees from Oregon Travel Experience for the signs to be placed on the
Garden Valley exit, southbound 1-5.
$264,00 for the sign to be made
City ofRoseburg= 2 small signs made and placed on Garden Valley Blvd and also Stephens st.

Ram Technologies=$ i 50.00 for infonmation flyers made and placed at Roseburg Tourist
infonnation booth.
FX Designs= $750.00 for needy veterans plaques made.
Sims Electric- lighting costs for VFW Remembrance v/all=$420. 00

Maintenance of wall= lighting and water + $ 400. 10

Visitors to the wall in one year 350 + Average visitor from out of town '/a. Of the visitors to the
waj. l about 65 purchased plaques for their loved ones. Curmtly have 184 plaques.
The overall response on the vfw remembrance wall has been very good with a lot of the visitors
surprised that the wall was here. Wished there was more advertising about the wall even though
there has been several interviews conducted, concerts provided, newspaper articles etc.
Your grant helped to put this project together.

brave men and women who put themselves in harm's way for the
cause of Freedom, but is also a history of America and her ideals.
It is a story of America's birth and independence, its fight against
tyranny through two World Wars, the forgotten War in Korea, a
divisive War in Vietnam, and the War in Iraq and Afghanistan.

Veterans of Foreign Wars Post 2468 ofRoseburg,
Oregon, is proud to host one of the first QR code
driven remembrance walls ever created.
Understanding that the small space allowed on a
Veteran's Memorial Wall was not enough to show
a Hero's full bio and accomplishments, we
decided to build a state of the art memorial
wall that integrated the latest technology of
QR codes so that visitors to the wall would have
access to the complete history of our Honored
Veterans,

On May 20, 2015 and again on July 15, 2015, our office forwarded reminders of the need to
present the Economic Development Commission with a report on the "VFW Remembrance
Wall" grant which was awarded to your organization in May 2014. This report was required
pursuant to Section 1.2 of the services agreement signed by you on May 22, 2014.
Unfortunately, the submission deadline of July 31, 2015 has passed and the report has still
not been received.
Please be advised that because of this failure to comply with the grant agreement terms, the
Veterans of Foreign Wars Patrick W, Kelley Post will not be eligible for any further City
funding.

TOURISM GRANT PROGRAM
PROCESS
1.
Depending upon availability of funds, the Economic Development Commission considers
applications for tourism related events or projects each spring and fall. Notice of grant
availability is disseminated through the City's website, the Roseburg Visitors Bureau and local
news media.
2.
Applications must be submitted to the City Manager's Office located at City Hall, 900 SE
Douglas, Roseburg, OR 97470 by 5:00 p. m. on the advertised submission closing date of
December 11, 2015. Any application submitted after this date shall not be considered.
3.
After the closing date, a review team shall evaluate all applications for compliance with the
City's tourism goals.
4.
The review team shall forward all applications and recommendations for funding to the City's
Economic Development Commission for consideration at their meeting on January 12, 2016.
5.
Applicants shall be notified as to the status of their application. Those that successfully pass
the initial screening are welcome to attend the Commission meeting. It is important that the
application provide all necessary information to support the grant request. Applicants shall not
be allowed to make a presentation to the Commission; however, if the Commission deems
necessary, five minutes shall be allowed to respond to specific questions.
6.
Upon completion of the Commission review, applicants shall be notified as to grant award or
denial.
7.
Successful applicants will be required to enter into a personal services agreement with the City
of Roseburg. In most circumstances, insurances are required to comply with this agreement.
Those are:
• Commercial General Liability. Throughout the term of this Contract, CONTRACTOR
shall maintain continuously in a broad commercial general liability insurance policy with
coverage of not less than $2, 000, 000 combined single limit per occurrence, with an
aggregate of $4,000, 000, for bodily injury, personal injury or property damage. The policy
shall also contain an endorsement naming the CITY as an additional insured, on a form
satisfactory to CITY, and expressly provide that the interest of the CITY shall not be
affected by CONTRACTOR'S breach of policy provisions. Such policy must be maintained
in full force and effect for the duration of this Contract, failure to do so shall be cause for
immediate termination of this Contract by CITY. Any additional insured requirements
included in this Contract shall both provide completed operations coverage after job
completion and coverage that is primary and non-contributory. Claims Made policies will
not be accepted.
• Automobile Liability Insurance. At all times during the term of this Contract, and at the
sole expense of CONTRACTOR, CONTRACTOR shall maintain "Symbol 1" automobile
liability coverage including coverage for all owned, hired and non-owned vehicles,
equivalent to a combined single limit per occurrence on not less than $1,000,000 for bodily
injury or property damage.
HOTEL/MOTEL TOURISM GRANT PROGRAM
INSTRUCTIONS
1.
Applications will not be considered if the instructions or format are not followed or they are
submitted after the published deadline.
2.
Applications must be typewritten and all portions and requirements of the application must be
completed, if only to note that it may not be applicable.
3.
Applications must be complete with budget and signatures of the Applicant representative and
any co-sponsors. The Applicant representative shall be responsible for executing the services
agreement with the City of Roseburg and providing the required insurance certification and
taxpayer identification.
4.
Applications shall only be considered from:
• registered businesses (Roseburg registration may be filed after grant award);
• registered 501(c)(3) organizations;
• other 501 (c) tax exempt organizations; or
• governmental

entities
The following is a partial list of activities that are not eligible for grant consideration:
• Funds to cover general administrative costs
• Funds to cover operational expenses
• Commercial
or for-profit organizations requesting funds for capital improvements or
projects
• Projects/Events promoting tourism outside the Greater Roseburg area.
• Projects/Events directed at the residents of Roseburg
• Applicants who did not complete required reporting for any previously awarded grant.

The Commission typically receives $40,000 annually for tourism purposes. Any grants of
$5,000 or more approved by the Economic Development Commission must also receive
approval from the Roseburg City Council.

Extra consideration shall be given to projects that will increase during tourism the off-season
(Labor Day through Memorial Day) and long-term capital projects with a life expectancy of at
least ten years.
8.
The City reserves the right to reject any and all applications.

Attached is the tourism grant report from Michael Eakin, Commander of VFW Post 2468,
which received $2,400 to produce brochures and publish advertising promoting the VFW
Remembrance Wall. Advertising was to focus on areas 50 miles and beyond from Roseburg.
It should be pointed out that some of the funds were expended for purposes other than those
expressed in the contract and are not in compliance with either the tourism grant
requirements or statutory requirements regarding expenditure of hotel/motel taxes.
The VFW did not provide the report in a timely fashion as required by the executed contract.
Therefore, Staff notified the Post that they would not be considered for future funding.
Commander Eakin provides an explanation of the situation in his report.
He verbally
requested that decision be reversed.
Please forward the report to the Economic Development Commission.
Should the
Commission have any questions regarding this report, we may ask Commander Eakin to
attend a future meeting to provide further information.

I apologize for the delay in returning the information regarding the Grant that was given us in
May of 2014. IhadresignedinNovember of 2014 and the newly elected Commander did not
follow up. I was re-elected this year. As for the success of the VFW REMEMBRANCE WALL,
here is what has happened since we received the Grant.
We spent= $66. 00 for a logo permit from Oregon Travel Experience
$198.00 in labor fees from Oregon Travel Experience for the signs to be placed on the
Garden Valley exit, southbound 1-5.
$264,00 for the sign to be made
City ofRoseburg= 2 small signs made and placed on Garden Valley Blvd and also Stephens st.
$ 267.80
Ram Technologies^ $150. 00 for information flyers made and placed at Roseburg Tourist
inlormation booth.
FX Designs= $750.00 for needy veterans plaques made.
Sims Electric^lighting costs for VFW Remembrance wall=$420.00
Ram Technologies^ $ 546. 00 for VFW Remembrance wall hosting and IT duties for website.
Maintenance ofwall^ lighting and water + $ 400. 10
Total expenditures + $ 2386.90
Visitors to the wall in one year 350 + Average visitor from out of town ',2. Of the visitors to the
wall about 65 purchased plaques for their loved ones. Curmtly have 184 plaques.
The overall response on the vfw remembrance wall has been very good with a lot of the visitors
surprised that the wall was here. Wished there was more advertising about the wall even though
there has been several interviewsconducted, concerts provided, newspaper articles etc.
Your grant helped to put this project together.

brave men and women who put themselves in harm's way for the
cause of Freedom, but is also a history of America and her ideals.
It is a story of America's birth and independence, its fight against
tyranny through two World Wars, the forgotten War in Korea, a
divisive War in Vietnam, and the War in Iraq and Afghanistan.
It is about "HONORING THOSE WHO SO NOBLY SERVED THE
CAUSE OF FREEDOM"

VFW Remembrance Wall
Veterans of Foreign Wars Post 2468 of Roseburg,
Oregon, is proud to host one of the first QR code
driven remembrance walls ever created.
Understanding that the small space allowed on a
Veteran's Memorial Wall was not enough to show
a Hero's full bio and accomplishments, we
decided to build a state of the art memorial
wall that integrated the latest technology of
QR codes so that visitors to the wall would have
access to the complete history of our Honored
Veterans.
Up to 6,000 Veterans Names and Bio information
can be placed on the wall on a laser etched
plaque. A 4" by 8" plaque with Name, Branch od
Service, Campaign, Veteran's Picture, and QR
Code linking to the website with complete
information of the veteran.
The wall is located next to the VFW Post 2468

Dear Commander Eakin:
On May 20, 2015 and again on July 15, 2015, our office forwarded reminders of the need to
present the Economic Development Commission with a report on the "VFW Remembrance
Wall" grant which was awarded to your organization in May 2014. This report was required
pursuant to Section 1. 2 of the services agreement signed by you on May 22, 2014.
Unfortunately, the submission deadline of July 31, 2015 has passed and the report has still
not been received.
Please be advised that because of this failure to comply with the grant agreement terms, the
Veterans of Foreign Wars Patrick W. Kelley Post will not be eligible for any further City
funding.
