in U.S. cities point to a series of systemic issues
that exist in our communities. While we cannot
change the past, we can and will create a better

17 Who is NOBLE?
NOBLE is the National Organization of Black Law Enforcement Executives; comprised of
59 chapters in six regions throughout the United States.
The NOBLE Purpose - http://www.noblenational.org
•  To unify Black Law Enforcement Officers at executive and command levels;
•  To conduct research in relevant areas of law enforcement;
•  To establish linkages and liaisons with organizations of similar concern;
•  To evaluate and recommend legislation relating to the criminal justice process;
•  To establish effective means and strategies for dealing with racism in the field of
criminal justice;
•  To develop communication techniques for sensitizing police executives, police
officers, institutions and agencies in the criminal justice system to the problems of the
black community;
•  To develop mechanisms that will facilitate the exchange of information among black
police executives;
•  To articulate the concerns of Black Executives in law enforcement.

Community meeting
WHAT: As a chapter determine the type of meeting you are able to conduct based upon
your available resources
•  Chapter meeting, community program, branch meeting, etc.
WHO: Schedule a planning meeting with your local NAACP and/or NOBLE chapters to
align meeting goals and assign tasks
•  In the event that neither organization is available, contact your local National Bar
Association or local police department
WHEN: Planning should take place in January with the community meetings occurring in
February and March. A webinar with NAACP and NOBLE leadership will be scheduled in
early January.
WHERE: Cities with more than one Zeta chapter should consider working together.
Community meetings can also be conducted on the state and regional level during
scheduled conferences
HOW: Details for conducting and promoting the meetings can be found in the Get
Engaged tool kit
Global Day of service
WHO: Local Zeta chapters and youth auxiliary groups
WHAT: The Centennial team is calling for a Global Day of Service to ‘Get
Engaged.’ Chapters are encouraged to distribute at least 100 pamphlets on the
do’s and don’ts when youth encounter law enforcement
•  Pamphlets can be purchased from the NAACP; 100 for $15
WHEN: Martin Luther King, Jr. Day on January 19, 2014
WHERE: Chapters should identify local MLK Day events where youth and/or
parents will be in attendance
HOW: Sorors should dress in business casual, wearing our letters or colors
