Building Broadband Infrastructure in Rural America
The 2009 American Recovery and Reinvestment Act (ARRA)
calls for more than $7 billion in expenditures on rural broadband infrastructure. This is a huge opportunity for carriers to
extend broadband services to customers in rural areas. To make
the most of this opportunity, carriers will need a broad range
of network solutions that optimize broadband service delivery
while minimizing costs.
The specific infrastructure solutions chosen will vary based
on factors such as service provider type, available resources,
presence of existing infrastructure (brownfield/greenfield),
geography/topography and building/population density. The
good news is that carriers and other service providers have
many available options in deploying rural broadband networks,
including fiber-based, high-speed wireless and DSL solutions.
Fiber to the premises (FTTP) is the ultimate choice for supporting the bandwidth required for advanced services because
it offers the greatest scalability. Using today’s passive optical
networking (PON) technologies, carriers can cost-effectively
deliver 100 Mbps and more to each business and residential
customer. Carriers continue to recognize that without the high
capacity that fiber can deliver, the volumes of broadband that
are necessary to offer essential services can’t make their way
into customers’ enterprises and living rooms, much less onto
mobile devices.
To meet these demands, carriers must continue to upgrade
their networks to fiber to deliver high-bandwidth experiences. Always-on connectivity and bandwidth-intensive business
applications and mobile entertainment services are bogging
down traditional networks. As more people rely on these services to manage their businesses and lives, carriers are finding
themselves at a tipping point – upgrade their networks or lose
competitive ground.
Most major cities, even in rural states, are situated on fiber rings that have the potential to make FTTx deployments
a cost-effective reality. Thousands of miles of fiber lines have
been installed along rights-of-way across the country, and this
infrastructure is being used to deliver broadband-level capacity
from the central office to the customer premises, whether for
businesses or residences, including single-dwelling or multidwelling units. For the thousands of locations in America without access to nearby fiber rings, carriers can extend advanced
services via DSL (where existing infrastructure permits) or via
emerging 4G wireless technologies such as WiMAX and LTE
that can deliver per-customer bandwidth of several or even
dozens of megabits per second.
To ensure rapid, trouble-free and cost-effective deployment
of broadband services in rural areas, carriers will want to partner with vendors who support the requirements for broadband
services funding under the ARRA. Infrastructure partners

should have a broad portfolio of RUS-listed fiber, DSL and
digital wireless solutions that can be rapidly and cost-effectively deployed and support an easy migration to next-generation networks. Today, carriers must not only upgrade their

Agreement for New Fiber-to-the-Node Network
Launching AT&T’s newest fiber-to-the-node (FTTN) network development for a multiple-dwelling community in the
region, The Broadway San Antonio, the city’s most anticipated

communities), announced the signing of an AT&T Connected
Communities agreement. This agreement will bring cuttingedge, fiber-based AT&T U-verse TV, U-verse High Speed

1 GHz. Via the RFoG micronode, each RF port supports

• The 765G-R is a rack-mounted version of the widely deployed
765G ONT. With eight POTS, four GE, four T1, four RF

1.5 RU form factor, the 765-R fits easily in space-constrained collocation cages and huts and offers both 48- and

for installing telecommunication cables, employing a single
32-inch (813 mm) diameter capstan to provide a controlled
force to the pulling of rope or tape. The unit can be used as an
end-puller, or it can be placed at the midpoint of a section to
assist the pull, thus enabling longer pulls to be achieved.
The Sidewinder has a rope/tape take-up drum, which is
driven independently by a hydraulic motor. The take-up drum
has a detachable side, which allows removal of rope or tape
in a tidy coil. The drum can be declutched from the drive to
allow rope or tape to be pulled out manually when it is being
threaded into a duct system.
The Sidewinder weighs 1,400 pounds (635 kg) and is powered by a commercial-grade Honda GX390 gasoline engine
that drives fixed-displacement, tandem-mounted, hydraulic
pumps. The pumps are attached to the engine via a bell housing and flexible coupling. One pump powers the hydraulic motor through an in-line, planetary gearbox connected to the capstan. The second pump drives the rope take-up drum through

a hydraulic motor. The hydraulic oil tank is fitted with double
filtration protection, sight glass and filler/breather.
The pulling tension is displayed on a dial gauge, allowing
the operator to monitor the pull. Tension is adjustable from 0
to 1100 pounds (500 kg), with maximum pulling speeds up to
200 feet (60 m) per minute. The winch will stop pulling at the
selected tension without stopping the engine, thereby protecting the cable. The device is built on a robust steel chassis. The
trailer equipment complies with DOT standards, and features
a single axle and telescopic jockey wheel. A standard pickup
truck can easily pull the unit.

Verizon Enhanced Communities
Verizon Begins Deploying Indoor Optical
Network Terminals
As a pioneer in the development of fiber-to-the-premises technology, Verizon (www.verizon.com/communities) has broken
new ground again by initiating the development of new, much
smaller optical network terminals (ONTs) that it has begun to
deploy at new FiOS installations in apartment complexes.
The new ONTs, about the size of a basic home router, take
up a minimum amount of space in an apartment – they can be
placed under desks or on shelves – and simplify the installation
of Verizon FiOS Internet and FiOS TV services. The electronic
devices link Verizon’s fiber-optic network to the wiring inside a
customer’s home and convert light pulses into electromagnetic
signals that are fed to the broadband home router and TV settop boxes that provide the FiOS TV and broadband services.
One of the two new devices, the Alcatel-Lucent I-21 1M-K
indoor ONT, measures just 1.25 inches high, 8.5 inches wide
and 5.5 inches deep. The other device, the Motorola ONT
1000 GTI indoor ONT, is slightly larger.
“Space is a precious commodity in apartment buildings,
and these new, smaller ONTs were specifically designed with
that in mind,” says Eric Cevis, vice president of Verizon Enhanced Communities, the Verizon business unit that markets
and sells communications, broadband and entertainment services to single-family communities, multiple-dwelling-unit
(MDU)communities and small and medium commercial sites.
“We’ve downsized the equipment and minimized the hassles
for property owners, making FiOS an even more attractive service offering for residents of multidwelling units.”
The two versions of the smaller ONTs are being deployed
in parts of the New York, Southern California and Tampa Bay
markets. Alcatel and Motorola developed the equipment based
on Verizon specifications. The ONTs are being exhaustively
tested in product development laboratories and in customers’
homes and have the potential to be a powerful addition to the
FiOS experience.
According to Vincent O’Byrne, technology director at Verizon’s product and technology development labs in Waltham,
Mass., the new ONTs were designed to meet a challenging set
of specifications and were developed to better serve the MDU
market. “Building owners and residents alike will appreciate
the simplicity these new ONTs bring to the installation and use
of FiOS services,” he says. “By running fiber from the point of

entry to the new, smaller ONTs, installers can make fewer runs
of coaxial and computer cables. As a result, the whole installation experience will be cleaner and simpler for the customers.”

Walker and Associates Inc., a prominent woman-owned national distributor of telecommunications products and network deployment services based in Welcome, N.C., has agreed
to purchase the nonaffiliate operating assets of Windstream
Supply LLC, a subsidiary of Windstream Corporation, based
in Little Rock, Ark. The purchase will include the hiring of
Windstream Supply’s sales and marketing staff and inventories necessary to support Windstream’s substantial nonaffiliate
(non-Windstream telephone company) customers. In addition
to its existing operations in Welcome and Winston-Salem,
N.C., Walker will operate a satellite sales and marketing of-
fice in Alpharetta, Ga., which is the current location of the
acquired Windstream functions.
Following the transaction, Walker will be one of the nation’s largest services-oriented, telecommunications products
distributors, with more than 2,000 customers and more than
200 manufacturer relationships. Walker’s customers will include incumbent broadband providers, wireless broadband
providers, cable operators, competitive broadband providers,
government entities, installation contractors and value-added
resellers. Windstream Corporation will retain product procurement and warehouse facilities necessary to service Windstream telephone company properties.
Virginia Walker, CEO of Walker, says, “This great addition
will provide Walker with helpful market diversity and experienced sales reach. It also expands our opportunity to provide
our valuable network deployment services to more carrier and

Building the Business of FTTH
In 2009, the theme of the FTTH Conference & Expo shifts from technology
advancement to consumer services.

T
he North American FTTH Council is expanding and growing.
When it was founded in 2001,
the Council was predominantly a technology organization made up of engineers, network architects and equipment manufacturers who gathered to
share knowledge and build an industry
that would satisfy consumers’ need for
speed far into the future.
Joining us were a number of companies, municipalities and other organizations that already provided high-speed
Internet, television and voice services
over end-to-end fiber networks. They
were known as “pioneers.”
The picture is different today. Nearly
5 million North American households
are served by all-fiber networks, which
now pass nearly 15 percent of homes on
the continent. While many of them receive FTTH services thanks to Verizon’s
$23 billion investment in this technology, hundreds of other telecom providers have upgraded to fiber to the home
or are in the process of doing so.
These are companies such as the independent Hiawatha Broadband, which
is wiring small communities in southern
Minnesota with fiber to the home and
providing access to superior broadband
with its neighborly and communityoriented approach to customer service.
Then there’s Cameron Communications in southwestern Louisiana, which
emerged from the devastation of Hurricane Rita with a 21st-century business
philosophy (summed up as “bandwidth,
bandwidth and more bandwidth”) anchored with a plan to go all fiber, all the
way. And don’t forget Greenfield Communications, Zoomy and Connexion
Technologies, companies that make a
business out of building and operating

FTTH networks in planned communities where developers offer the best amenities to lure buyers and sell homes.
The membership list goes on. In
fact, well over half the FTTH Council’s
214 member companies and organizations provide fiber-to-the-home services,
marking a sea change in the makeup of
our association from just a few years ago.
The message coming through loud and
clear is that fiber to the home is no longer
just a good idea and a great technology;
it is also attracting real companies investing real money in solutions that will keep
them on the cutting edge of telecommunications for decades to come. Even
better, subscriber take rates continue to
exceed investment planning numbers.
Consumers Prefer FTTH
We’ve known for years that fiber-driven
bandwidth will bring far-reaching advancements to communities across the
planet. In countries such as South Korea and Japan, FTTH is already the infrastructure of choice. Because North
America now has a sizeable FTTH consumer base to survey and study, we can
envision the day when no end user will
accept – and no telecommunications
service provider will consider deploying
– anything other than a fiber network
all the way to the customer’s premises.
A survey recently commissioned by
the FTTH Council found higher satisfaction rates among FTTH users than
those who receive their telecommunications services over DSL or coaxial cable –
and no wonder! We know that the average Internet download speeds for FTTH
users is 51 percent higher than for cable
customers, while upload speeds are an
average of 380 percent higher. Fully half
of FTTH subscribers told us their fiberdriven service would be “the last thing”
to go if economic conditions forced them
to reduce household expenditures.

Consumer opinion is clear: Once you
go all fiber, there is no going back. That
doesn’t mean there aren’t still considerable challenges standing in the way of
universal, next-generation broadband.

This is why we have chosen the
theme Building the Business of FTTH for
our 2009 FTTH Conference & Expo in
Houston from September 27 to October 1.
This event continues to be the most comprehensive conference and trade show
focused on fiber to the home – and it
will continue to feature all the technology, engineering and product elements
that have earned it that reputation. But
the ever-growing interest in FTTH
among telecommunications companies
of all sizes has prompted conference
planners to add new program elements
aimed at helping service providers find
business success with FTTH.
Service provider attendees, many
of whom may be attending the FTTH
Conference & Expo for the first time, are
invited for lunch on the first day of the
conference to hear case studies, connect
with their peers and receive tips on getting the most out of the week’s events.
Many conferencegoers will find that
help useful. An extensive program, including more than 50 track sessions, numerous panel discussions and plenty of
networking opportunities, is designed
to give all attendees the opportunity
to advance their knowledge of FTTH
and its business potential in just a few
short days.
Information for StimulusFunding Applicants
The federal government’s broadband
stimulus programs, with their potential to help advance the deployment of
FTTH networks, have been at the center
of the FTTH Council’s efforts over the
past year as we sought to shape the programs’ development and then keep our
members informed about the application
process and its progress. Our efforts on
this subject will continue in Houston:
The conference program includes stimulus-program applicants talking about
their experiences; a Washington-insiders
panel, featuring key policy executives
from Verizon and AT&T, that will discuss the National Broadband Plan and
regulatory matters; and a keynote speech
from Jonathan Adelstein, Rural Utilities
Service administrator, who will share
the latest program updates and status of
the stimulus-funding program.
Verizon CTO Dick Lynch will be on
hand to deliver the conference’s opening
keynote address and give us all an inside
peek at how Verizon is staking its future
business success on being the nation’s
premier all-fiber provider.
Welcome to the Latin
American Council Chapter
Another new element in this year’s conference program is the budding FTTH
industry in Latin America. Last May,
the FTTH Council launched a Latin
American chapter to give telecom service providers, manufacturers and other
businesses and organizations opportunities to promote and advance fiber to the
home across South and Central America,
Mexico and the Caribbean. An organizing event in Brazil attracted more than
100 representatives from companies in
the region; the upcoming Houston conference will feature the chapter’s first official meeting in addition to a number
of track sessions offered in Spanish and
Portuguese. We believe our Latin American program will one day be regarded
as pivotal in the development of what
will be a robust FTTH industry in that
region of the world.
Of course, this year’s event in Houston will feature the industry’s most extensive exhibit hall, offering the widest
range of FTTH solutions and services
available anywhere. New to this year’s
EXPO is the Fiber Zone, which offers
interactive, educational demonstrations
of the high-bandwidth applications that
are expected to improve quality of life as
next-generation networks expand their
presence.
This industry is and has always been
about the future. The need for speed never
lets up, and we all know the demand for
bandwidth will continue to grow. I am
proud to be associated with the smart,
energetic and innovative people who are
driving the effort to deliver on the great
promise of all-fiber networks to homes
throughout the Americas. Come and
join them as we gather in Houston to
