The National Stadium held the International Design Competition for the New National Stadium Japan (preliminary design)
towards its renovation, and selected the first prize winner. Using this design as a preliminary plan, we are proceeding with
preparations for the National Stadium to be reborn as a next generation stadium, which is expected to be the base of sports
and culture in this country. The construction of the new stadium is also the wish of the sporting world. In terms of hosting the
President
2019 Rugby World Cup and bidding to host the 2020 Olympic and Paralympic Games, the new National Stadium is considered

to be the main venue for these events based on the premise of its construction. As a national project conducted once every
half century, we aim to build a stadium that will be recognized as a global model.
The JSC established the “Sports Innovation Department” in April 2013 with the objectives of providing support to improve Japanese international
competitiveness in sports, as well as implementing cooperation initiatives, research studies and other activities with relevant organizations and agencies
both in and outside Japan. We will continue to make further efforts to realize the establishment of “Sports Nation” through the following approaches:
Promoting sports medicine and sports science, cooperating with the Japan Institute of Sports Sciences, which provides comprehensive support based
on the outcome of sports medicine and sciences, cooperating with the National Training Center, which is a base for top-level athletes to strengthen their
abilities and to undergo intensive training, cooperating with the Department of Information and International Relations, which conducts the collection and
analysis of the information that contributes to the validation and proposal of sports policies and measures, as well as the construction of global network.
The Sports Promotion Lottery “toto” part of the “Sports Promotion Lottery Law” was revised in April 2013. Due to this revision, events hosted by
organizations designated by the Minister of Education, Culture, Sports, Science and Technology such as international competitions and overseas leagues
can now be included in the “toto” list. We hope that we will be successful in deepening more people’s understanding concerning the principle of “toto,”
and gaining further support for this activity. We will continue to make a contribution to the sporting world in Japan by increasing the success of “toto” using
various measures, and implementing efficient and effective funding activities using the profit from these sales.
In addition, the “Act on the National Agency for the Advancement of Sports and Health”, which regulates the activities of the JSC, was also revised. Due
to this revision, the following activities were added to the Act: protection of the rights and interests of sports players, activities regarding the maintenance
and improvement of the physical and mental well-being, activities to ensure safety, activities regarding the promotion of the activity for preventing doping
in sports, activities required for the fair and appropriate implementation of the activities regarding any other sports. Considering the recent social
background, we are determined to fulfill our new role firmly.
In terms of the “Injury and accident mutual aid benefits”, which are provided for injuries and accidents that occur to school children while under school
supervision, and “School safety support activities” in which research regarding school safety support is conducted, we will play a role in maintaining and
improving the health conditions of children, students and other relevant groups of people more actively by allowing these two activities to converge with
each other.
The JSC operates a “Social Capital Program” that encourages the construction of “trust,” “norm” and “network (bond)” between people through sport. We
set up the “SPORTS JAPAN Ambassador” system in which Ayumi Tanimoto, Tsuyoshi Kitazawa, Nobuharu Asahara, Ai Shibata, Kuniko Obinata, Daisuke
Ohata, and Mami Sato are serving as ambassadors (as of June 2013). These Ambassadors play two roles – firstly as messengers who convey the principle
of “SPORTS JAPAN,” which is “To become a country where we can take part in more sports. To become a country from which we can get more courage.
Let’s build a Japan where everyone can smile through sports!” to a wide range ranging audience, while secondly as our partner to realize this principle.
Through the activities described above, The JSC will aim for the “realization of Japan filled with power for tomorrow,” which was included in our corporate
message “Raise the future with the Power of Sport” together with the people of Japan.
Goals and Activities
The JSC was established based on two major legislations; the
Act on General Rules for Incorporated Administrative Agency
(Act No. 103 of 1999) and the Act on the National Agency for
the Advancement of Sports and Health (Act No. 162 of 2002).
The objectives of the JSC are stated as “In order to promote
sports and to enhance and maintain school children’s health,
the JSC operates its sports facilities appropriately as well as
efficiently; provides necessary assistance for the promotion of
sports, covers injury and accidents involving children under
school care, conducts research regarding sports and the
maintenance and enhancement of children’s health, collects
and provides sports-related materials; and contributes to the
development of people’s physical and mental health based
on the activities above”.

Promotion of Sport Activities
With a view to the 2019 Rugby World Cup confirmed to be held in Japan, and the 2020 Tokyo
Olympic and Paralympic Games bid, The Bureau is in charge of rebuilding the National
Stadium, a 50-year-old facility.
The Japan Sport Council manages and operates venues for various sporting and other events at “Kasumigaoka National Stadium,” “Yoyogi National
Stadium,” “Nishigaoka Soccer Stadium (AJINOMOTO FIELD NISHIGAOKA),” “Prince Chichibu Memorial Sports Museum and Library,” which
showcases the history and tradition of sport in Japan, and the National Center for Mountaineering Education, which operates instructor’s training for
mountaineering. The National Stadium is in the process to be entirely rebuilt.

Venues for hosting international and
national sporting events
Kasumigaoka National Stadiums, National Studium(Track and Field Stadium)
a n d Chichibunomiya Rugby Stadium, and Yoyogi 1st and 2nd Gymnasiums, are Japan’s
foremost sporting event facilities with a long history of hosting world-class events such as
Tokyo Olympic Games in 1964.

National Stadium (Track and Field Stadium)
The stadium was built as the main venue for the Third Asian Games in 1958
and Tokyo Olympic Games in 1964 on grounds of the former Meiji Shrine
Gaien Stadium. It was designed to evoke “strength”, “simplicity”, and
“grace”. Today, the stadium hosts both international and national sporting
events.

Yoyogi 1st Gymnasium
The 1st Gymnasium was built for the 1964 Tokyo Olympic Games, featuring
a suspended roof with high tensile strength reinforcement. The Gymnasium
is famous in the world for its unique design and for hosting various sporting
events as well as cultural events.
A business supported by the cultural
aspect of sport’s history and tradition
Prince Chichibu Memorial Sports Museum and Library are located inside the National Stadium,
the main venue for the 1964 Tokyo Olympic Games. Established in 1959, the year after the
stadium was completed, the museum is Japan’s only comprehensive sports museum. The
library provides a wide range of sports-related collections to meet with various needs from
students, scholars and journalists.

Yoyogi 2nd Gymnasium
Chichibunomiya Rugby Stadium
The stadium was used for soccer events during the 1964 Tokyo Olympic
Games. Currently it is one of the nation’s two major rugby venues. As the
Stadium is also referred to as “the Hanazono (Stadium) in the West and the
Chichibunomiya (Stadium) in the East,” it is known as a “sacred field” for
rugby fans.
As it was the case for the 1st Gymnasium, the 2nd Gymnasium was built as
a venue for the Tokyo Olympic Games, and has a bowl-shaped structure
with a magnificent cone-shaped ceiling. The Gymnasium hosts various
sports competitions such as basketball games, and is also used as training
venue for major events.

Sports Library
Originally built in 1967 as the mountaineering training center of the Ministry of Education to
promote the development of mountaineering in Japan, it has been under the
management of the JSC since 2009. Since then, the center has contributed to the prevention
of mountaineering accidents by providing workshops to educate mountaineering
instructors, and provide information about climbing. The building, which can also be used as
an accommodation, is also equipped with rockclimbing gears, enabling high-quality training.

Soccer Stadium
(AJINOMOTO FIELD NISHIGAOKA)
In 1972, a soccer stadium, tennis courts and other facilities were built as the National
Nishigaoka Stadium. Nowadays, the soccer stadium is widely used for international games,
preliminaries of the Emperor's Cup, All Japan University Championship, Kanto University
Football League tournament, All-Japan Women’s Football Championship, National High
School Championship etc.

With a view to the 2019 Rugby World Cup confirmed to be held in Japan, and the 2020 Tokyo
Olympic and Paralympic Games bid, The Bureau is in charge of rebuilding the National
Stadium, a 50-year-old facility.
The Japan Sport Council manages and operates venues for various sporting and other events at “Kasumigaoka National Stadium,” “Yoyogi National
Stadium,” “Nishigaoka Soccer Stadium (AJINOMOTO FIELD NISHIGAOKA),” “Prince Chichibu Memorial Sports Museum and Library,” which
showcases the history and tradition of sport in Japan, and the National Center for Mountaineering Education, which operates instructor’s training for
mountaineering. The National Stadium is in the process to be entirely rebuilt.

The stadium was built as the main venue for the Third Asian Games in 1958
and Tokyo Olympic Games in 1964 on grounds of the former Meiji Shrine
Gaien Stadium. It was designed to evoke “strength”, “simplicity”, and
“grace”. Today, the stadium hosts both international and national sporting
events.

Yoyogi 1st Gymnasium
The 1st Gymnasium was built for the 1964 Tokyo Olympic Games, featuring
a suspended roof with high tensile strength reinforcement. The Gymnasium
is famous in the world for its unique design and for hosting various sporting
events as well as cultural events.

Prince Chichibu Memorial Sports Museum and Library are located inside the National Stadium,
the main venue for the 1964 Tokyo Olympic Games. Established in 1959, the year after the
stadium was completed, the museum is Japan’s only comprehensive sports museum. The
library provides a wide range of sports-related collections to meet with various needs from
students, scholars and journalists.

Chichibunomiya Rugby Stadium
The stadium was used for soccer events during the 1964 Tokyo Olympic
Games. Currently it is one of the nation’s two major rugby venues. As the
Stadium is also referred to as “the Hanazono (Stadium) in the West and the
Chichibunomiya (Stadium) in the East,” it is known as a “sacred field” for
rugby fans.
As it was the case for the 1st Gymnasium, the 2nd Gymnasium was built as
a venue for the Tokyo Olympic Games, and has a bowl-shaped structure
with a magnificent cone-shaped ceiling. The Gymnasium hosts various
sports competitions such as basketball games, and is also used as training
venue for major events.

Sports Library
Originally built in 1967 as the mountaineering training center of the Ministry of Education to
promote the development of mountaineering in Japan, it has been under the
management of the JSC since 2009. Since then, the center has contributed to the prevention
of mountaineering accidents by providing workshops to educate mountaineering
instructors, and provide information about climbing. The building, which can also be used as
an accommodation, is also equipped with rockclimbing gears, enabling high-quality training.

The Sports Promotion Fund and Lottery Department is responsible for conducting the subsidies projects for the promotion of sports through two schemes: the Ò Sports

How the Fund subsidy works
How the Sports Promotion Lottery works
The Sports Promotion Fund was created in 1990 with an initial investment from the
government of 25 billion yen to achieve the improvement of the international
competitiveness of Japanese athletes as well as expanding its sports practicing
population. With an additional 4.4 billion yen donated by the private sector as well
as operating profits accrued on the total fund of 29.4 billion yen, the JSC has
subsidized sports activities undertaken by sports organizations, individual
athletes, and coaches. In addition, using the subsidies from the national treasury
since 2003, the JSC has also been providing subsidies to the activities, which
aims to support the enhancement of the athletesÕ abilities.
The Sports Promotion Lottery Ò totoÓ was introduced in 2001 for the purpose of
creating a new source of funding for the maintenance and improvement of the
sports environment in Japan. The profits from Ò totoÓ are calculated by deducting
the payment to prize winners and expenses from the total sales of toto, and two
third of the profits are then put toward sports promotion activities, whilst the other
third is paid to the national treasury.

The JSC has made efforts to secure funding through encouraging donations from
individuals as well as from the private sector and corporations. Additionale
donations comes from the profits of vending machines set up in cooperation with

The School Safety Department conducts research activities related to the
injury and accidents mutual aid benefits by methods such as, collecting
data regarding the cases where mutual aid benefits were provided,
analyzing the data collected, undertaking relevant research and providing
relevant information.
The School Safety Department provides schools and relevant parties
useful information regarding school safety such as research results
related to school accident prevention, statistical information, and survey
results on actual conditions related to accidents in school.
The Department has set the Research and Study Committee for the Prevention of
School Injuries and Accidents, which is comprised of academics from relevant
fields, to conduct research on preventative measures against accidents.

accidents, as well as a collection of cases studies related to deaths and disabilities.

Injury and accident mutual aid benefits and
school safety support activities
The Sports Promotion Fund and Lottery Department is responsible for conducting the subsidies projects for the promotion of sports through two schemes: the Ò Sports
Promotion FundÓ and the Ò Sports Promotion LotteryÓ known as Ò toto.Ó Using these funds, the Department aims to achieve the promotion and advancement of sports
in Japan to further enhance the international competitiveness of Japanese athletes, as well as maintaining and upgrading regional sports environments.
The School Safety Department provides medical expenses for injuries and accidents that occur to school children whilst under school supervision.
The department also conducts research on school safety support to prevent injuries and accidents happening to school children, as well as publicizing
research results.

The Injury and Accident Mutual Aid Benefit System
provides benefits (medical expenses, disability
compensation or death compensation) in cases of
injury, illness, disease, accident, or death that occur
to students and younger children while under the
supervision of schools or nurseries based on a
contract (Injury and accident mutual aid benefit
contract) between the JSC and school operators.
The injuries and accidents under the supervision of
schools refer to those that occur during class hours
based on the school curriculum (including childcare
hours at nurseries), as well as during extra-curricular
instruction hours, during breaks (including before
class and after school), or on the way to and from
school (or nurseries).

How the Fund subsidy works
How the Sports Promotion Lottery works
The Sports Promotion Fund was created in 1990 with an initial investment from the
government of 25 billion yen to achieve the improvement of the international
competitiveness of Japanese athletes as well as expanding its sports practicing
population. With an additional 4.4 billion yen donated by the private sector as well
as operating profits accrued on the total fund of 29.4 billion yen, the JSC has
subsidized sports activities undertaken by sports organizations, individual
athletes, and coaches. In addition, using the subsidies from the national treasury
since 2003, the JSC has also been providing subsidies to the activities, which
aims to support the enhancement of the athletesÕ abilities.
The Sports Promotion Lottery Ò totoÓ was introduced in 2001 for the purpose of
creating a new source of funding for the maintenance and improvement of the
sports environment in Japan. The profits from Ò totoÓ are calculated by deducting
the payment to prize winners and expenses from the total sales of toto, and two
third of the profits are then put toward sports promotion activities, whilst the other
third is paid to the national treasury.

The JSC has made efforts to secure funding through encouraging donations from
individuals as well as from the private sector and corporations. Additionale
donations comes from the profits of vending machines set up in cooperation with
the National University Corporation and other organizations.
Beginning in FY2002, profits earned from Ò totoÓ sales are put toward subsidizing
sports promotion activities by local governments and sports organizations ranging from creating an environment where everyone can enjoy sports to
fostering world-class athletes. So far, nearly 14,900 entities have benefits the
subsidies, a total of approximately 71.9 billion yen(subsidies for FY2013 indicates
the amount allocated)
