Note from the Editor
Well by now the Groundhog has told us if spring will
be coming soon or if we will have six more weeks of
winter. I guess regardless of what the Groundhog has to
say the first day of spring is March 20. Not that I want a
lot of snow, but it would sure be nice to get some
moisture.
February mostly reminds me of my days in grade
school, a long long time ago, but I remember how much
fun it was to make our valentines and we always gave a
valentine to everyone in the class whether we liked the
person or not. Our moms sent homemade treats to school
for the party and several of them came to help the teacher
serve and play games. I am not sure if that is even
allowed anymore. It seems like the kids today grow up so
fast and do not create the fun memories we were able to
do.
It will soon be time to update the Buccaneer Bay
Phone Directory. I will have a data sheet in next month’s
newsletter so you can make any updates or fill one out for
the first time so you can be included in the directory.
Even though I may have your name and phone number, it
is not published in the directory until I have authorization
on hand, which is the filled out Neighborhood Watch
Data sheet. All information on this datasheet is kept
confidential and only shared with your Block Captain. It
is helpful to have a datasheet for every resident in
Buccaneer Bay, and you can chose to not have your name
and phone number published in the directory. It costs me
about $100 to print the directories, so this year I may ask
for donations to help defray the cost. I don’t want to put
it on the Buccaneer Bay web site, as some residents don’t
mind letting their neighbors know their address and phone
number but do not want it to be public to the world.
Several years ago I started sending the Newsletter via
e-mail. It is now posted to the Buccaneer Bay Web site at
http://www.buccaneerbay-ne.org/ under the Newsletter
tab. For those that have signed up for the newsletter via
e-mail I do send out a quick e-mail notice that the latest
newsletter has been posted. This has reduced the number
of newsletters that I print each month from 300 down to
about 125-150. One thing about having the newsletter on
the website is they are stored there for 4 years. If you
have not signed up to receive the newsletter notice via email please e-mail me and I will get you added.

All letters for the next issue of the newsletter must be
received by the 15th of the preceding month. Due to the fact
that the newsletter is only published once a month it is
impossible for a rebuttal to take place in a timely fashion
sometimes leaving the neighborhood with incorrect or
outdated information. Thus “Letters to the Editor” that are
directed at a certain party will be given to that party in time
for them to give a response to be printed in the same
newsletter. All Letters to the Editor must be signed by the
person who submitted the letter; no unsigned letters will be
printed or responded to. Editor reserves the right to
publish letters.

Brown Bag Programs
All Brown Bag Programs begin at 12:00 noon and are free to the
public. Bring your sack lunch, coffee and cookies will be served.
February 12 – “Valentines” In conjunction with the museum’s
exhibit of Valentines, Leigh Jean Koinzan will talk about the
history of Valentine’s Day and bring antique Valentines from her
personal collection.
February 26 – “Presidential Gravesites” Slides of Presidential
gravesites taken by the museum’s late board president, George
Miller, will be presented.
March 12 – “Books without Covers: E-Books, Libraries and the
Future” will be presented by Plattsmouth Librarians Kirsten Wood
and Karen Mier. They will talk about the history of e-books,
available resources and how our local library is addressing
patron’s requests with this trend.
March 26 – “Pioneer Cemeteries”- Roy Smith will present a
power point on the research he has done on pioneer cemeteries of
Cass County.
Plattsmouth Volunteer City/Rural Fire Department
In 2012 the Plattsmouth City and Rural Volunteer Fire
Departments made a total of 226 calls:

Of the 226 calls 106 of them were to the Rural District. There are
51 volunteer firefighters in the Plattsmouth City/Rural District.
The Fire Departments Response Area is the City of Plattsmouth
and the Rural District, which is bordered on the North by the
Platte River, on the South ½ mile south of Mynard Rd., on the
East by the Missouri River and on the West b 84 th St.

This is a common question that seems to come up every
now and then. To check out books from the Plattsmouth
Public Library anyone who lives outside of the Plattsmouth
City Limits must purchase an annual library card that covers
the entire family for $30.00. I checked with Plattsmouth City
Hall and the taxes that support the Plattsmouth Library are
collected under the Plattsmouth City Tax to all property
owners living in the city limits, thus those outside of the city
limits pay for a library card. This is a very common practice
for the majority of cities/villages in Nebraska.
Each city library in Sarpy County has a fee for library usage
for residents that do not live in the city limits. Bellevue
Library charges $40 for a family membership and LaVista
charges $55 for a family membership.
Douglas County does not charge their residents a separate
fee for the library card because the cost to all Douglas County
property owners is part of the property taxes, regardless of
what city/village they live in. If you do not reside in Douglas
County the cost is $75 a year.
In 2008 the State Legislature passed LB-768 which allows
Sanitary Improvement Districts to contract for access to the
facilities and use of the services of the library system of one or
more neighboring cities or villages. At the time that this option
was added to Sanitary Improvement District law the SID#5
Board of Trustees felt the cost to negotiate for these services
would be an additional tax that would not be used by all
property owners in Buccaneer Bay.
I pulled the property tax levy for Buccaneer Bay and that of
Plattsmouth to compare the total levy. Buccaneer Bay total tax
levy for 2102 is $2.354819 per $100 of property valuation.
The Plattsmouth property tax levy for 2012 is $2.538761 per
$100 of property valuation.
Winter Walking
This winter has been somewhat milder and residents are able
to get out and get some exercise or walk their dogs before or
after working hours. Remember with the daylight hours being
shorter than in the summer months, and the fact that Buccaneer
Bay does not have street lights or side-walks throughout the
sub-division, if you are out walking in the early morning or
evening hours when it is dark out you should wear reflective
clothing or carry a flashlight. It is difficult for drivers to see
someone walking along the streets during these hours.

Secret Kiss Cookies
Ingredients
 1 cup butter, softened
 1/2 cup sugar
 1 teaspoon vanilla extract
 2 cups all-purpose flour
 1 cup finely chopped walnuts
 30 milk chocolate kisses
 1-1/3 cups confectioners' sugar, divided
 2 tablespoons baking cocoa
Directions
In a large bowl, cream the butter, sugar and vanilla until light and fluffy. Gradually add flour and mix well. Fold in walnuts.
Refrigerate dough for 2-3 hours or until firm.
Shape into 1-in. balls. Flatten balls and place a chocolate kiss in the center of each; pinch dough together around kiss. Place 2
in. apart on ungreased baking sheets.
Bake at 375° for 12 minutes or until set but not browned. Cool for 1 minute; remove from pans to wire racks.
Sift together 2/3 cup confectioners' sugar and cocoa. While cookies are still warm, roll half in cocoa mixture and half in
remaining confectioners' sugar. Cool completely. Store in an airtight container. Yield: 2-1/2 dozen.

Meeting convened at 6:00 p.m. on January 15, 2013 at the Community Room of Plattsmouth State Bank, 446 Main
Street, Plattsmouth, Cass County, Nebraska. Attached hereto are: the agenda for the meeting; the Affidavit of
Printer regarding publication of notice of the meeting, which communicated the availability of the agenda, in the
Plattsmouth Journal, Plattsmouth, Nebraska; advance notice of the meeting as provided to the County Clerk of
Cass County and all Trustees; and the Trustees’ acknowledgment of receipt of said notice and agenda. All

Signs on SID Property Policy

The SID has established a policy regarding signs on SID property. Other than those signs for which specific
approval for an extended period has been received from the SID board our policy is signs on SID property are only
to be up for a total of 72 hours, including the day of the event, and must be removed by sundown on the day of the
event. Under this policy, realtors are able to advertise their open houses, directions to a party may be posted, and
garage sales may be advertised. The size of the signs are to be limited to the standard size of a real estate sign,
which is about 2’x2’. If signs are left up past the 72 hours they will be removed by a SID board member and will
be recycled. The policy also states that the signs must be free standing. They cannot be attached to the exterior of
the bulletin board located at the front entrance. All notices posted on the bulletin board are to be mounted on the
interior of the enclosed area.

Analysis of Your Property Taxes

Having held an elected position in one way or another over the past 25 years I have heard many times “I pay so
many taxes why can’t we just put in new roads, or have access to the library, or lower taxes?” Have you ever taken
the time to really study your tax statement? You may pay your taxes to the County Treasurer, but neither the
County nor the SID gets all of that money.
Below is a capture of the current tax levy for those with property at Buccaneer Bay and following that is a
breakdown by percentage. This information is on your tax statement and on the County GIS web site at
http://www.cassne.org/, then select GIS/Property Lookup on the left side menu.

The above tax entities are sorted by highest tax levy to the lowest. You can see the Local School System
gets 46% of Buccaneer Bay total tax levy, SID 5 gets 31%, and the County comes in 3rd with 17%.
What do you get for these three top taxes?
Schools – the education of our youth, keeping up with technology so that they are prepared for
college and advanced education.
SID 5 – Mainly infrastructure of roads, sewer and water. Over the past few years the SID has
updated the water system and installed a new wastewater treatment plant.
County – Roads, Jail, Sheriff’s Office, Emergency Mgmt. and all of the Courthouse Offices
required to manage County Government.

COMMENTS
The county does not have an Animal Control unit. In 2008 the Nebraska State
Legislature passed a new law that the county is responsible for capturing
dangerous animals. Cass County has not created an Animal Control officer, so
it is up to the Sheriff’s department.

The original developer of a neighborhood, to help protect the community,
establishes covenants. Over the years some of these covenants have been
revised. Buccaneer Bay has 7 sets of covenants: Davy Jones area, Sailboat

Everyone can belong to Neighborhood Watch. When suspicious activity is
spotted it should be reported to the Sheriff’s department and information
passed on to the neighborhood through the volunteer Block Captains and the
Lead Coordinator. These names are listed in the Buccaneer Bay phone
directory.

The SID is NOT involved with the approval process.

safe operating condition.
Plattsmouth School District
SID is responsible for having the roads within the district snow plowed, salt
and sanded when needed. The board has set 2 inches as the threshold for
having the streets plowed.

SID maintains the treatment plant and water wells. Residents connected to
SID sewer are required to pay a monthly service fee. Cost of water is based on
usage. Urban Utilities is contracted by the SID to maintain the wastewater
