The archival materials inherited from the Ottoman State
constitute a unique fund of references as regards the
history of all the regions and present nation states which
were once part of the Ottoman world: Arab countries,
the Balkans, the Mediterranean, North Africa, etc. The
collections preserved at the Department of Ottoman
Archives attached to the Directorate General of State
Archives, Prime Ministry of the Republic of Turkey, are the
State archives of the Ottoman Empire. This is the Arabic
translation of the guidebook that was published by the
Prime Ministry’s Directorate General of State Archives in
2000. The Introduction gives information on the Ottoman
state archive system, the evolution of the archive, the
classifications of the collections. The book gives information
on the contents of the collections of the Imperial Council,
the Imperial Registry, the Sublime Porte, Yıldız Palace, the
different departments of the State, the provincial archives;
the third section describes the collections of maps, albums
and photographs, collections transferred from personal
archives and catalogues of documents contained in archives
within and outside Turkey. The fourth section describes
the administrative structure of the Directorate General of
State Archives and the rules to be followed while doing
research in the archives. An analytical index is added to the
guidebook.

This book gives a comprehensive bibliography of
manuscripts, books, articles, the parts of books related
to calligraphy as well as publications that appeared on
calligraphy abroad. in the foreword, Prof. Dr. Ekmeleddin
İhsanoğlu underlines the importance of this art for the
Islamic world and the characteristics that make it unique
among other arts. He then dwells on various activities of
IRCICA in the field of calligraphy since its establishment
1980, in the form of research, publications, training
programs, competitions and exhibitions. He points out that
the bibliographic studies of the literature on calligraphy are a
major part of the studies in this field. The book also includes
a brief preface by Ali Haydar Bayat and an introduction
by Prof. M. Uğur Derman. The present bibliography is the
revised and enlarged version of the first edition covering the
years of 1888-1988 and published in 1990. The bibliography
is organized in seven parts. This reference book appears as
the most voluminous one of the calligraphic bibliographies
that were compiled till the present day since it covers almost
the entire literature in Turkey on this subject.

Several bibliographic works have been written about books
that were published in Arab countries. However, there is
a need for a publication that brings together the works
in Arabic, which were printed outside these countries.
The present study is the product of a research project that
stemmed from this need. It includes a comprehensive
bibliography of Arabic works printed within the boundaries
of Ottoman geography, excluding the Arab countries. The
indices facilitate the use of the book for the readers.

This is a critical edition of the major biographical work
Sullam al-Wusul by Katib Chalabi, a most important
Ottoman scholar of the 17th century. It is arranged in two
editions of 6 volumes each. The main body is in Arabic
in both editions; the introductory parts are in English
or in Turkish. in the Introduction, İhsanoğlu explores
some features of the literature in the area of biography.
This biography records the lives and works of statesmen
and scholars in Islamic history and personalities from
pre-Islamic times. in the second part, Katib Chalabi gives
information on names derived from places or genealogy.

This treatise is a revised and expanded version of a lecture
presented at the East-West Forum organized by the US based
East-West Institute’s Eurasia Strategy Group and IRCICA
and held on 19 October 2002 at IRCICA, İstanbul. This study
focuses on the Islamic culture of peaceful coexistence with
particular reference to the history of Islamic civilization and
especially in the Ottoman world. in the introductory chapter the
author deals with the conceptual framework and the philosophy
behind the religious-cultural pluralism in the Islamic tradition.
The following chapter demonstrates the tolerant attitude of
Islam towards Jews and Christians (the Ahl al-Kitab). One also
finds a brief discussion of the earliest example of pluralism in
Islam, i.e. The Medina Constitution which was promulgated by
the Prophet after his emigration from Mecca to Medina in 622
A.D. There are also examples of pluralism during the period of
the four caliphs, a discussion of the Ottoman millet system, an
outline of the developments that occurred after the declaration
of the Imperial Rescript of Tanzimat in 1839, etc. The last
chapter of the work gives three living examples of religiouscultural pluralism and peaceful coexistence of various faiths and
cultures from İstanbul. in the epilogue the study underlines the
significance of the peaceful coexistence of peoples of different
faiths and cultures for today’s world where there is a great need
for peace. This work has a total of 26 colored and black and
white illustrations.

Within the framework of the Council of Europe’s project
titled “The Image of the Other in History Teaching”, the
symposium on “Globalisation and Images of the Other:
challenges and new perspectives for History teaching
in Europe” was organised by the Council of Europe and
IRCICA on 30 November - 1st December 2008 at Yıldız
Palace, İstanbul. With nearly one hundred participants, the
meeting was conducted in three parallel sessions of working
groups and round-tables. The themes of the round-tables,
which heard country papers, were “Globalisation and the
role of History Teaching in a new context” and “Pedagogical
innovations and reforms strategies with a view to taking
into account globalisation in history teaching”. The Plenary
session dwelt upon the issue of “Training actors of history
learning” and adopted the conclusions of the meeting.
The book begins with the texts of the welcoming address
delivered at the opening ceremony by IRCICA Director
General Dr. Halit Eren and the address by Ms. Gabriela
Battaini-Dragoni, Director General of Education, Culture
and Heritage, Youth and Sport, Council of Europe, outlining
the background and the objectives of the project. Then
follows the overall report of the symposium. This is followed
by the texts of fourteen studies and presentations.

IRCICA organized an exhibition of historical photographs
titled “One Century Old Turkish-Japanese Friendship”
which was opened in Tokyo on 5 June 2008 by the President
of Turkey Abdullah Gül during his official visit to Japan.
The President granted a Foreword to this catalogue of the
exhibition published by IRCICA. The texts of the catalogue
are in Japanese, English and Turkish. 60 from among the
595 photographs relating to Japan contained in IRCICA’s
archives were selected for the purpose. They relate to such
themes as: Turkish-Japanese Common History - the visit
by the Japanese Prince Komatsu and his spouse to İstanbul
(1887), Ertuğrul Frigate’s journey to Japan and the fateful
accident (1889-1890), the return of the survivors to İstanbul
in two Japanese warships called Kongo and Hiyei (1891), the
visit of the Japanese Military Delegation to İstanbul (1924);
Photographs taken with the objective of familiarising
the Ottoman Palace with different aspects of Japan - the
Japanese army (1904-1905), the common people, places and
sites.

PHOTOGRAPHS ON THE FRIENDSHIP BETWEEN TURKEY AND
YEMEN THROUGHOUT HISTORY

An exhibition of historical photographs was organized by
IRCICA in Sana’a on the occasion of the official visit of the
President of Turkey Abdullah Gül to Yemen in January 2011
and inaugurated by the President. This album contains 122
photographs nearly half of which were displayed on that
occasion. The photographs were selected from the Yıldız
Palace collection contained in IRCICA’s archives and dating
from late 19th and early 20th centuries. Grouped in sixteen
chapters, they include views of the city of Sana’a, its quarters,
official buildings, hospitals, pharmacies, post offices,
schools, Hudeyde and other cities, scenes of city life and
rural life, castles, lighthouses, and photographs of governors,
scholars and soldiers.

This photograph album accompanied the exhibition on the
same theme which was organized by IRCICA in Kabul on
the occasion of the 1 March Turkish-Afghan Friendship
Day in 2011 marking the 90th anniversary of the Friendship
Agreement the two countries had signed in Moscow. The
album contains sixty-three photographs selected from the
archives of IRCICA, in their majority from the collection
of Fahreddin Türkkan Pasha, who, after his heroic defense
of Medina, where he took photographs of the Hejaz, was
appointed as Turkey’s first ambassador to Afghanistan in
1921. Türkkan and his colleagues took photographs of each
stage of their travel to Kabul, where he continued to enlarge
hic collection of photographs of Afghanistan and of marking
moments in the two countries’ relations. The album has
sections titled Diplomatic Relations, Architectural Heritage,
and Views of Social Life.

Erzurum is one of the old and important centers of Anatolia.

century. The original photographs are located at IRCICA
photograph archives. They show several architectural
monuments, which are located in important cities of Egypt

(public fountains), palaces, squares, houses, castles and
city-walls, streets, pyramids as well as views of different
cities. This album describes the historical and artistic
characteristics of 140 architectural works. At the end of

This album has been prepared and published by the
Municipality of Greater İstanbul, through its cultural
institution “Kültür AŞ”, and IRCICA. It contains 576
photographs of İstanbul taken at the end of the 19th-beginning
of the 20th century and showing districts, buildings, scenes
of social life and economic activity. These photographs were
selected from the Yıldız Photograph Albums, which comprise a
total of around 35000 photographs taken all over the Ottoman
empire at the time. Their reproductions were made, classified
and annotated by IRCICA. The album is supplemented with
an introduction on the history of photography, information
on the photographers having worked in various parts of
the Ottoman empire and photograph studios, and an index
arranged according to the photographers. The book has

The city of Bursa, situated in the north-west of Turkey, has been
for millennia a settlement area at the intersection of travel and
trade routes. From 1335 to 1363 it was the capital of the Ottoman
State. Today a major industrial zone, it is importantant as a
center of tourism, arts and archaeology. IRCICA has published
a deluxe album of photographs of Bursa dating from the period
of Sultan Abdulhamid II, i.e. from the end of the 19th-beginning
of the 20th century. The photographs were selected from the
collections contained in the archives of IRCICA namely the
Yıldız Palace Archives, the collections of Fahreddin Pasha,
Sabiha Darga, Salih Keramet Nigar, İbnülemin Mahmud Kemal
İnal, Hidayet Yavuz Nuhoğlu,Tevfik Bıyıklıoğlu, Talip Mert and
Hikmet Öğüt. Great importance was attached to Bursa during
the reign of Abdulhamid II; this city which used to be the capital
of the Ottoman State was rehabilitated later not only with a
nostalgic approach but with public works and investments. The
album contains photographs of districts, gates, mosques, tombs,
fountains, roads, bridges, ceremonies, personalities. There is also
a section on “Photographers and Photograph Studios”. This album
appeared in the 2011 Evliya Çelebi Year declared by UNESCO,
since for Evliya Çelebi (1611-1684) Bursa was of special
importance. It was the first city that he visited outside İstanbul
and one of the very few he traveled to specifically to learn about it.

This album was published within the framework of the
40th anniversary commemoration of the OIC, which has
the problem of al-Quds and Palestine as its foremost cause.
Prof. Ekmeleddin İhsanoğlu, Secretary General of the OIC,
wrote the Foreword. As he mentions, preservation of the
multicultural character of the city with due respect of the
populations and the shrines of each faith is an indispensable
part of any acceptable solution of the problem. This character
is well reflected in the authentic photographs in the album.
Due to its special importance, al-Quds/Jerusalem was visited
and described by many travelers. Then, the region became
the first place of interest of the pioneer photographers. The
Ottoman Palace was among the first in the world to acquire
photographs of the region. The Yıldız photograph collection
which was formed during the reign of Sultan Abdülhamid
II contains a large number of them. Mr. Kerim Balcı
reviews the developments in Jerusalem photography in the
Introduction. The album contains the reproductions of 405
photographs gathered from IRCICA’s archive comprising the
Yıldız Photograph Albums and several other collections.

IRCICA Newsletter is published three times since 1984,
in the three offical languages of the OIC (English, French
and Arabic) and distributed to nearly 8000 institutions and

related to Islamic studies in general and the cultural aspects
of Muslim countries and communities in particular. It also

This book comprises a historical and technical introduction
on the curtains of Haramein Sharifein in the first part,
and a catalogue of the curtains kept in the Topkapı Palace
Museum in its second part. The five sections of the
catalogue include information and entries on the curtains
of the door of the Holy Ka’ba, the curtains covering its
outer surface, the belts of the Holy Ka’ba, the covers of the
tomb of the Prophet in the Garden of the Prophet (Rawda
al-Mutahhara) and the belts of these covers in the Garden of
the Prophet. There are 67 entries in the catalogue part.
In the period of the Turkish Republic, these curtains were
placed among the rare artifacts in the Topkapı Palace
Museum. in recent years, the Museum’s specialists in
cooperation with IRCICA have classified the collection; Dr.
Hülya Tezcan, expert researcher in the Museum, prepared
the catalogue. The book is expected to contribute in making
this particular aspect of Islamic history better known.

Dr. Machiel Kiel’s book titled Ottoman Architecture in
Albania was published by IRCICA in its original English
edition in 1990. This edition will make it possible that the
book serves more widely in its own geographical context by
researchers whose working language is Albanian. Albania is
a Member State of the OIC and IRCICA since 1992.
The book is one of the pioneering studies made by Machiel
Kiel on the architectural heritage of the Balkans, in
particular the heritage dating from the Ottoman period.
This edition contains the Albanian translation of the
“Preface to the English edition” which was authored by Prof.
Ekmeleddin İhsanoğlu, followed by Dr. Kiel’s HistoricalTopographical Introduction about Albania which constitutes

the Monuments of Ottoman Architecture”, according to

Carpets and rugs represent an important branch of the
traditional arts and handicrafts of the Muslim world.
They are studied by IRCICA in its programs relating to
arts, handicrafts and history of arts. the carpets used by
the nomadic Turks in Central Asia were, beyond their
functional usage, an art which they carried with them in
their journey to different lands where they ruled from the
tenth and eleventh centuries onwards. They influenced
the Mamluk carpets, which constitute the theme of this
book. The latter were renowned and most valued until
the sixteenth century. This book by Sumiyo Okumura, a
historian of art from Japan, is an extensive study of Mamluk
carpets, their unique features and their evolution, with due
regard to crosscultural influences observable in this process.

Competition which was finalized in April 2007. Following
IRCICA’s tradi-tion of dedicating each of its triennial

the 20th-century Iraqi calligrapher Hashim al-Baghdadi.

The Telhis were outlines, written by Ottoman viziers, of
documents on matters to be submitted to the consideration
and decision of the Sultan. These outlines are important
because they constitute original references pertaining
to various subjects of interest to researchers on the
administrative and political history of the Ottoman period.
The Telhis registers kept in the Ottoman Archives in İstanbul
comprise a collection of those that were written by Grand
Vizier Sinan Pasha, a prominent figure of the 16th century.
He is known for his remarkable political career, having
been appointed vizier five times over more than seven
years. Also remarkable was his military career marked
by successes – as the conqueror of Yemen and of Tunisia
– and also by failures. He left numerous writings that are
particularly important for historians who study the period
of his functions. Prof. Dr. Halil Sahillioğlu, an authoritative
scholar in Ottoman history and studies on the Ottoman
archives, has prepared for publication Sinan Pasha’s Telhis
that are found in the libraries and museums of İstanbul. The

the Holy Quran attributed to the time of Caliph Othman:
the copy known as the “Othman (R.A.) Mushaf [Quran

This is a scholarly study of a copy of the Holy Quran which
is located in Cairo and attributed to the time of Caliph
Othman. Among the copies dating from that period, this
one is known as the “Cairo Mushaf ”. It is preserved presently
in the Central Library of Islamic Manuscripts affiliated to
the Ministry of Awqaf of Egypt. The study compares it to the
other copies of the same period located in different cities,
namely the Topkapı copy, the Turkish and Islamic Arts
Museum copy, the Tashkent copy (preserved at the Khazrati
Imam Mosque in Tashkent, Uzbekistan) and the copy of the
Great Mosque of Sana’a. Abu Dhabi Authority for Culture
and Heritage provided financial contributions for the
printing of the book.

One of the main fields of activity of IRCICA is the
publication of studies on valuable historical manuscripts.
This book is one such publication. The author Qiwamuddin
al-Fath b. Ali al-Bundari al-Isfahani (d. 643/1245) was a
historian and a scribe of the imperial council during the
Ayyubid period. His work titled Sana’l-Bark al-Shami
produced in 622/1225, is the abridgement of al-Bark
al-Shami written by Imaduddin al-Katib al-Isfahani (d.
597/1201) which relates the historical events of Salah
al-Din al-Ayyubi’s reign. al-Bundari’s abridgement titled
Sana’l-Bark al-Shami was not known until Prof. Dr.
Ramazan Şeşen, Head of the Manuscripts Division of
IRCICA, found a copy of its first volume (562-583) in 1967,
among the manuscripts in the Esad Efendi Collection at
the Süleymaniye Library during his doctoral research. He
prepared this copy for publication, comparing it with the
existing two volumes of al-Bark al-Shami, with quotations
from related sources and documents. Ramazan Şeşen
revised the published and unpublished parts of his study and
prepared the present book with the necessary corrections
and additions.

This is a collection of historical documents, maps and
photographs concerning Baghdad selected from the
Ottoman Archives in İstanbul affiliated with the General
Directorate of State Archives, Prime Ministry of Turkey.
The book begins by Bayat’s introductory article on the
«Characteristics of the History of Baghdad during the
Ottoman Era» which is a glimpse at the history of the city
from the beginning of Ottoman administration in 1534
until the British occupation in 1917. The documents which
are reproduced and translated in the book were chosen
from the Mühimme registers contained in the Ottoman
Archives and from various collections of the Archives. They
include statistical tables copied from the Devlet-i Osmaniye
Salnamesi (Almanach of the Ottoman State) the Nazaret-i
Maarif Salnamesi (Almanac of the Ministry of Education),
the Bağdat Vilayeti Salnamesi (Almanac of Baghdad
Province). Photographs taken during the Ottoman period
and reflecting various features of the city are also included,
together with various maps of the city. The documents do
not cover any specific aspect of the city but reflect general
themes about its history in various periods.

This book on the Islamic waqfs (endowments) of Jerusalem
is the largest documentary work on the subject. It contains
three main chapters: Chapter I deals with the waqfs of the
Ayyubid period, specifically 36 Ayyubid waqfs. Chapter
II deals with those of the Mamluk period, and cites 107
waqfs, while the last chapter of the book is on the waqfs of
the Ottoman period and covers more than 1800 waqfs. The
book sets the history of the endowments in the context of
the architectural and historical events and important stages
of the Islamic history of Jerusalem. It is a comprehensive
and highly detailed study. The tables on the number and
geographical distribution of the waqfs add to its informative
and documentary value. The research is based on a primary
sources including law court records, inscriptions, Ottoman
archive documents and European sources. The book was
awarded the Abdul Majeed Shoman International Prize
in 2005 after being examined by leading specialists of the
subject which certifies to its scholarly value.

Central Asia is one of the regions where Islam spread the
earliest, from mid-seventh century onwards, and interacted
productively with the local cultures. in consequence the
region is marked by a multi-faith structure which produced

influence in Egypt in such fields as culture, language and literature,

open new horizons for future studies to be conducted on mutual

This work, which resulted from a study that lasted more
than forty years, examines various aspects of Turkish culture
in Egypt from the period of Mehmed Ali Pasha onwards
in the light of the works in Turkish which were printed in
Egypt. The first part contains an evaluation of the influences
of Turkish culture and language in social life, in the circles of
the Egyptian Palace, administration, army and education as
well as a study of translations which were made from various
languages into Turkish in Egypt. These evaluations are based
on an examination of the printed works on Turkish culture
in Egypt, the studies and dissertations devoted to this topic
and particularly the published archival documents dating
from the period of Mehmed Ali Pasha. The second part of
the book deals with the famous Bulak Printing House, and
other printhouses and, other printing houses where books
in Turkish were printed. The last part of the book consists
of the “Bibliography of printed works on Turkish culture
in Egypt”. The book includes numerous illustrations, an
extensive bibliography and comprehensive indices.

This book contains the Arabic traslations of a set of official
documents of the Ottoman state which were selected from
the Ottoman Archives in İstanbul on account of their
importance as sources for research on the history of the
Sudan during the Ottoman period. The book was prepared
with the cooperation of the Ot-toman Archives Department
attached to the Turkish Pri-me Ministry. Following its
publication, a book launching was held at the Sudanese
National Records House (NRH) in Khartoum in February
2009 to introduce it to interested researchers in the Sudan.

This book resulted from the symposium on “Islamic
Civilisation in Southern Africa” which was held in
Johannesburg, Republic of South Africa, on 31 August-3
September 2006. It was co-organised by IRCICA, Awqaf
Foundation of South Africa (Awqaf SA) and the University
of Johannesburg. The symposium was a landmark event,
first to be co-organised by the OIC and IRCICA in the
region. It aimed, among others, to increase knowledge on
the history and heritage of Islam in the OIC Member States
and their neighbours in the region, and to promote dialogue
amongst Muslim peoples in the region and with peoples of
other faiths and cultures. After the opening addresses, the
book contains the keynote article by Mahomed Haroon,
titled “Southern African Muslim Communities in Context
and Scholarship”. Then come six articles under the section
title Historical Background, five articles under Challenge
of Racism and Response in Politics, seven articles under
Spiritual Culture and Learning, and seven articles under
Miscellany. The papers have been edited and prepared

The cultural contacts between Korea and the Islamic world

The international seminar on Islamic Civilisation in the

This inventory was compiled owing to the joint efforts of
three senior researchers Evgeni Radushev, Svetlana Ivanova,
and Rumen Kovachev. They carried our the study for the
present inventory by focusing on the registers and series of
waqf documents compiled in the form of destes or quires of
documents and two specialized kadı waqf sicills. The single
documents, which Prof. L. Fekete calls “loose sheets” will
be included in a second volume of the Inventory. A detailed
annotation is given for each archival unit that is listed. The
data contained in the registers informs us especially about
the location of the land waqfs in the Balkans and Anatolia,
their founders, the types of waqf properties, toponyms and
onomastics, the salaries of waqf functionaries, market prices
and the enterprises of various waqfs, depicting a detailed
picture of the Ottoman Empire and providing information
about problems which have not been formerly dealt with.
The present inventory sheds light upon one of the significant
subjects of Ottoman social and economic history on the
basis of first hand archival documents.

civilization of the Tatars and the first to be published in
the English language. It is a collaborative work in which
35 scholars from Tatarstan participated. The book begins
with the comprehensive Introduction by Damir Ishaqov
titled “The Tatar World: Ethnos, Culture and Language”. It is
followed by Part I on History, containing 10 chapters. This
part evaluates the historical transformation of Tatar society
and institutions from pre-Islamic times to the post-Soviet
era. Part II on Social Structure and Economic Development
in Tatar Society, which has six chapters, focus on the social
structure, economic development and daily life of Tatar
community. Part III on Culture, with 10 chapters, covers the

The fourth symposium on the theme “Islamic Civilisation
in Volga-Ural Region” was held in Ufa, the capital city
of Bashkortostan, in October 2010. The fourth congress
was organized jointly with the Ministry of Education and
Sciences of the Russian Federation, the Government of
Bashkortostan. in addition to the working sessions on
different topics and as part of the symposium, a separate
conference with 20 presentations was dedicated to the
eminent Bashkir scholar Ahmed Zeki Validi on his
120th birth anniversary. The papers of the symposium
are published in this book in their original languages of
presentation: there are 71 papers in Russian, 6 in English
and 4 in Bashkir.

Civilisation was organised by IRCICA with the cooperation
of the Turkish Society for History of Science (TBTK),

periods are known and 288 scholars whose life periods
are unknown. The book aims to give bio-bibliographic
information on mathematicians, astronomers, geographers
and other scholars who flourished in Asia, Africa and
Europe from the 7th century until the 19th century. Each
item comprises a short biography of the author, a list
of his works and manuscripts, the library call numbers,
translations, researches and different editions of each
work. in regard to non-extant manuscripts, the reader is
referred to the source that contains information on the
works. The items contain information on the works about
mathematics, astronomy, mechanics, physics, music,
mathematical geography, meteorology, encyclopedias and
works on history of science. At the end of the book there are
two supplements that are arranged alphabetically. The first
comprises the list and information on scholars whose life
periods are unknown. The second supplement contains the
list of anonymous manuscripts located in various libraries

A collection of articles that examine the social and cultural
environment surrounding scientific activity and its effects
on the development of early modern science during the
16th and 17th centuries, in European and Islamic contexts.
Most of the articles were presented at the workshop on the
theme “Science and Human Values” which was organised
by the European Science Foundation in cooperation with
IRCICA and the Turkish Society for History of Science, on
6-7 October 2001, at IRCICA, İstanbul. The workshop was
co-chaired by by Prof. Dr. Ekmeleddin İhsanoğlu, Secretary
General of the Organisation of the Islamic Conference,
who was then the Director General of IRCICA (1980 - Dec.
2004), and Prof. Dr. John Hedley Brooke from Oxford
University, Chairman of the European Science Foundation.
İhsanoğlu and Brooke also cooperated in editing the book
for publication by IRCICA. The research articles contained
in the present book review some trends and developments
of early modern science during the 16th and 17th centuries,
and explore how various values affected them, either
positively or negatively. Particular attention is devoted to
values based on religion, with some of the articles giving
new insights into the relation between science and religion
and suggesting the proper perspectives to be adopted in the
analysis of this relation.

This is a comprehensive book on the history of the
modern university which emerged as part of the cultural
modernization process that followed the Tanzimat reforms.
It records and evaluates on basis of first-hand sources the
stages of formation of the university from realisation of its
concept until its institution as the University of İstanbul. It
is the result of many years of research by Prof. Ekmeleddin
İhsanoğlu. the formation of a European-type university
represented a transformation in Ottoman cultural and
educational life. in addition to building the university’s
legal, administrative and financial structures, it necessitated
policy decisions on such subjects as the university model
to be followed, the curricula and the faculty. The present
work reviews the process extensively. It is comprised of three
books laid out in two volumes. The first book examines the
emergence of the idea of the modern university beginning
from the period of the Tanzimat and its establishment after
three attempts, and analyses its evolution in stages, until
the 1933 university reform. the second book looks into
the development of the Darülfünun in the light of evolving
concepts and trends in cultural, social and scholarly life.
As to the third book, it describes in detail the development
of each of the Faculties of Science, Letters, Theology, Law
and Medicine with respect to curricula, faculty, institutes
affiliated, among other aspects of their activities.

This work is an important step in interpreting the period
of history of science in Islamic lands after the 13th century.
A group of researchers prepared the list of 582 “Ottoman”
writers who prepared astronomical works approximately
between the years 1400-1923. The inventories of
manuscripts located in the libraries of Turkey and outside
of Turkey were given. Some tables in the book give a long
list of astronomical works copied within the geographical
area where the Ottomans ruled. It should also be underlined
that although the book was prepared in Turkish, it contains
useful explanations for those who speak English. Therefore,
this study can be easily used by all researchers who work in
this field.

This two-volume work is third in the series titled History of
Ottoman Scientific Literature after the History of Ottoman
Astronomy Literature (1997) and the History of Ottoman
Mathematical Literature (1999). It follows the same
methodology as the first two works. It contains entries for
1629 printed and manuscript works produced on Ottoman
lands during the Ottoman period, on scientific subjects
relating to geography, cosmography and cartography.
The findings of this comprehensive survey show that
advances were made in both Western -and Eastern oriented geographical sciences throughout the Ottoman
period. Their parallel progress continued until Westerntype geographical science became dominant in the 19th
century following the establishment of universities which
included geography in their curricula. The main centre of

Science during the Ottoman Period (OASLT) is the fifth book

This is the fifteenth volume of IRCICA’s bio-bibliographies on
the History of Ottoman Scientific Literature. The preceding
volumes were related to astronomy, mathematics, geography,
music, military arts, and natural and applied arts, respectively.
The main body of the book lists the medical works in
chronological order under the names and biographies of their
authors. The last section lists the books of which the authors
and/or translators are not known. The first three volumes have
illustrations at the end, such as reproductions of manuscripts,
drawings or photographs of hospital buildings, laboratories,
etc., and the fourth volume ends with indexes of personal
names, book titles, place names, names of institutions, names
of copyists, names of places mentioned in colophon, book
ownership registers and waqf registers. The book covers 5607

Built in 1556 by the Ottoman architect Hayreddin, the Old
Bridge in Mostar was admired by everybody for its beauty
and technical perfection. After having survived many wars
for centuries, the bridge was shelled thousands of times by
Serbian artillery starting from April 1992 and by Croats
starting from May 1993 until it was finally brought down
on 9 November 1993. This work by Dr. Amir Pasic is a
historical and technical study of the Old Bridge. It is largely
illustrated with colour photographs and technical drawings.

This is a cumulative report on the activities and results of
IRCICA’s ten-year program of architectural workshops
entitled “Mostar 2004”. The workshops were organized
during the Summer months, in Bosnia and Herzegovina,
except the first two, 1994 and 1995 workshops which
were held in İstanbul, Turkey. During each academic year
between two workshops, the collaborating architectural
faculties held studios and/or assigned theses relating to the
subjects of the program, with special reference to Bosnia
and Herzegovina – study, restoration, conservation of
cities and buildings. These activities brought together a
large number of professionals and students from various
countries, thus forming a network of people and institutions
contributing to the preservation of heritage. The workshops
involved 823 participants from 31 countries. The teachers
and students came from 68 universities. This comprehensive
report gives the gist of the large volume of research, data and
documents resulting from the program.

The historical Neziraga Mosque in Mostar, Bosnia and
Herzegovina, was reconstructed and inaugurated within
the framework of IRCICA’s “Mostar 2004” program
(1994-2004). The reconstruction was realized thanks to a
generous donation by H.H. Sheikh Dr. Sultan bin Mohamed
al-Qassimi, Member of the Supreme Council of the United
Arab Emirates and Emir of Sharjah. The mosque, which was
built in 1550, was deliberately demolished in 1950. Together
with the school, the ablution place, the courtyard and the
cemetery, the whole mosque complex was reconstructed
during August 1988-August 1999. Its reopening on 10
September 1999 represented the completion of the third
phase of IRCICA’s “Mostar 2004” program. This book deals
with the subject under the following headings: Importance
of the reconstruction of the complex, donor H.H. Sheikh
Dr. Sultan bin Mohamed al-Qassimi, Mostar in the time of
the mosque construction, historic reconstruction process,
archeological excavation, design, comparison: the site before
and after the reconstruction, opening ceremony, project

Takvim-i Vekayi is the Official Gazette of the Ottoman
State and the first Turkish newspaper published in İstanbul.
IRCICA published the Takvim-i Vekayi in the form of 11
DVDs and one CD. It is a valuable source of information for
researchers in history whose subjects of interest relate to the
second half of 19th century. The gazette was issued between
the years 1831-1922, with intervals, over three periods: 1
November 1831– 8-9 April 1880, 2139 numbers; 26 March
1891-14 May 1892, 283 numbers; 28 September 1908 – 4
November 1922, 4608 numbers. Thus 7030 numbers
were published in total. The gazette not only declared
and disseminated the decisions of the State, but was also
a medium of information on actual facts and events. One
finds in it official news concerning the State, military news,
and also internal news, external news, orders and decisions
of the Sultan; laws, regulations, declarations; budgetary and
financial news; graduations, medals; economic and health
news; scientific news; commercial and industrial news;
strange events; public notices. It was published in Turkish
and sometimes also in the following languages, although
for short periods and irregularly: Arabic, Persian, Greek,
Armenian and French. Takvim-i Vekayi is an indispensable
source for researchers interested in the late periods of
Ottoman history.

The Research Centre for Islamic History, Art and Culture
Research Centre for Islamic History, Art and Culture
(IRCICA), a subsidiary of the Organization of Islamic
Cooperation (OIC), is an inter-governmental organization
with 57 Member States from Southeast Asia, South
Asia, Central Asia, Caucasia, the Middle East, Africa, East
and Southeast Europe and South America. The Centre
became active in 1980 as the first subsidiary organ of
the OIC working in cultural fields. The headquarters of
IRCICA are in the Yıldız Palace complex in Istanbul.
IRCICA undertakes activities of research, publishing,
information, library and documentation, and promotes
academic studies and international cultural cooperation
in the following areas: the history of Islamic civilization
and Muslim nations, inter-cultural relations in the past
and the present, cultural development issues, arts and
sciences in the Muslim world, Islamic archaeology,
restoration and conservation of cultural and architectural
heritage, and connected fields. The Centre’s activities
help to make the Islamic civilization and the Islamic
countries better known and understood through the
medium of their cultures, reinforce relations between its
Member States and other nations, contribute in creating
an atmosphere of cultural understanding and dialogue,
and promote Islamic studies as a field of scholarly
research. Due to this wide scope of its fields of activity,
IRCICA’s publications address a vast gamut of subjects
and range from scholarly books and bibliographies to
artistic catalogues and photograph albums.
