Welcome to Bellmead from Chamber
For the past several years through
the work of the
City of Bellmead,
the Bellmead Economic
Development Corporation,
and the Bellmead
Chamber of Com- HOXWORTH
merce, Bellmead
has become the
place to do business in Central Texas.
The low tax rates, quality city infrastructure, and skilled work force
ready to work have made Bellmead
a prime place for business to thrive.
Numerous new businesses have

made Bellmead their home for
doing business, and others have
moved from various locations in
Central Texas to Bellmead. In light
of the current economic climate, the
business growth of the community
has drawn the attention of the media on numerous occasions.
Bellmead is situated in the intersection of several of the major transportation lanes of the State of Texas.
Bellmead is ringed by Baylor University, McLennan Community College
and Texas State Technical College
Waco. These three cutting-edge
centers of higher education also
add to the thriving business climate
of Bellmead, and help to provide a
quality trained work force.
The members of the Bellmead
Chamber of Commerce are committed to improving the lifestyle and
working environment in our community. The Chamber is actively involved in supporting our city government and their efforts to better
and beautify our city. The Chamber
also is a strong supporter of the La
Vega Independent School District.
In recent years, the La Vega I.S.D. has
replaced many of the school buildings with new facilities, and has remodeled and expanded the high
school. In addition, the district is
working hard to become a leader
in educating our children. These
efforts resulted in the La Vega Elementary School being awarded
the National Blue Ribbon Award for
excellence. The Chamber supports
the La Vega I.S.D.’s efforts through
providing scholarships to graduating seniors each year at the annual
chamber banquet.

History of Bellmead
The community began in the
mid-1920s, when the Missouri,
Kansas and Texas Railroad chose
the site for its locomotive shops.
Several hundred people were employed at the shops, and families
began moving to the area. The first
school was called Bellmead in honor of Belle Meade Farms, a prominent horse farm in Tennessee. Area
schools were consolidated to form
the La Vega Independent School
District in 1927. A post office was
established at Bellmead in 1937
with A.L. Gilliam as postmaster.
Residents of the community voted
to incorporate in 1939, but the in-

corporation was soon dissolved
for lack of water, sewerage and
fire services. In the mid-1940s the
Bellmead post office was discontinued and replaced by branch service from Waco.
The Bellmead economy revived
in 1942, when Waco Army Air Field
(later called James Connally Air
Force Base) opened just northeast
of town. The population was reported at 25 in the early 1940s, but
it increased rapidly after World War
II, rising to 800 by 1949. The community was reincorporated in 1954
with a mayor-alderman government. By 1960 Bellmead had 5,127
residents and 85 businesses. When
the air force base was closed in
1965 Texas A&M University established the James Connally Technical Institute at the facility. Although
Bellmead developed some retail
businesses and service industries
of its own, its proximity to Waco
enabled residents to commute to
work or shop in the larger city. The
population of Bellmead was 7,698
in 1970; 7,569 in 1980; and 8,336 in
1990. In 2000 the population was
9,214. The 2010 census is reporting
a population of 9,901.

If location really is everything,
then Bellmead enjoys a tremendous advantage.
The city of Bellmead is centrally located on Interstate 35 on the
northern border of Waco between
Temple and Austin to the south
and Dallas and Fort Worth to the
north.
This fact combined with the area’s low cost of living and low labor
costs and exceptionally low city
property tax rate of 0.246 makes
Bellmead an attractive place to locate.
It’s also a popular place for
travelers who find the many area
hotels convenient when attending
Big 12 sporting events and visiting
area attractions.
Employment
Bellmead and the surround
area is home to many employment
opportunities in key sectors such
as health care, advanced manufacturing and aerospace.
Neighboring Sanderson Farms
and L-3 Platform Integration are
among the area’s largest private
employers. Bellmead residents
have easy access to diverse array of
industries in Greater Waco.
Bellmead has a diverse workforce trained by McLennan Community College, Texas State Technical College Waco and Baylor
University, which all surround the
City of Bellmead.

It is the mission of the
Bellmead Police Department
to provide a quality environment for our residents, business people and guests by
preventing crime, maintaining the social order and reducing the fear of personal
victimization. This mission is
realized as we impartially, yet
aggressively, uphold federal,
state and local laws, conscientiously deliver professional
police services and respect
the rights of those we encounter.
The Bellmead Volunteer
Fire Department was established in 1948. Through the
years, many volunteers have
served, and paid firefighters
joined the department in
1954. Today, the fire station is
at 700 Kane and has 13 paid
firefighters and a fire chief/
fire marshal. The department is still supplemented
by 10 volunteer firefighters.
The fire department is designated as a Safe Place, a haven
of safety for teens and others
needing shelter.
The Bellmead Civic Center is available for rental for all types of occasions. The Civic Center consists of three
rooms, auditorium, Lions Room and the
Senior Room.
• The Civic Center opens at 8 a.m. and
all rentals must be finished using the
building by 1 a.m.
• All rentals are based on six-hour increments.
• Rentals accepted up to 11 months in
advance.
• Rentals include tables and chairs.
• Central kitchen available for all rentals.
• Auditorium is 3,744 square feet with
900 square feet of stage and seating capacity up to 300 - Banquet Style; 250 Dance Style. Round and/or rectangular
tables available.

ECONOMIC DEVELOPMENT CORPORATION
The Bellmead Economic Development Corporation is funded
by a one-quarter (1/4) cent type B
tax referendum under the Development Corporation Act of 1979.
The Bellmead Economic Development Corporation exists to serve
the Bellmead community. This is
accomplished by assisting, stimulating and enhancing community
and economic development in

with incentives for:

• Relocation
• Rent Subsidies
Bellmead, Texas, subject to applicable State and Federal laws and
the Bylaws and the Articles of Incorporation. The sales tax revenues
are utilized to increase job opportunities available to the citizens of
Bellmead by assisting in the retention and expansion of local business and industry and the attraction of new businesses to Bellmead
and McLennan County.
Business Improvement Grant
The Bellmead Business Improvement Grant Program is a way
to stimulate commercial investment in the City of Bellmead. This
program is sponsored, funded and
monitored by the Bellmead Economic Development Corporation
Board of Directors.
The program is intended to enhance the economic development
of the city by offering matching
grant funds for façade or exterior
improvements to the building, sign

improvements, landscaping or other exterior property improvements.
This will promote economic development within the city and assist
the attractiveness of our business
districts in hopes that it will attract
more business and in return, more
jobs for the citizens of Bellmead.
This program is limited to businesses in the City of Bellmead.
The Bellmead Economic Development Corporation has budgeted
$100,000 in 2012 the program.

Business Rent Subsidy
Micro-Grant

The Bellmead Business Rent
Subsidy Grant Program offers
matching grant funds for rent subsidy to help new businesses survive and thrive during their initial
months in a previously unoccupied
building in Bellmead.
This program is limited to businesses in the City of Bellmead and
to no greater than 50 percent of
each month’s rent not to exceed a
cumulative total of $5,000 for one
year and the applicant must match
the Grant amount approved by the
BEDC.
The Micro-Grant Program is
intended to retain and assist businesses to continue to operate within Bellmead and help spur growth
expansion in the City of Bellmead
by offering grant funds for specific
business needs such as equipment.
This will help provide the additional assistance that is sometimes

Baylor University, a private
Christian university and nationally ranked research institution,
has released an architectural rendering of an on-campus riverfront
football stadium adjacent to Interstate 35 less than three miles from
Bellmead. The university boasts
more than 15,000 students and excellent athletic programs. For more

La Vega Independent School
District serves about 3,000 students in pre-kindergarten through
12th grade. La Vega Elementary
was recognized as a 2010 National
Blue Ribbon School, one of 304 in
the nation.
