much more. It truly is a great summer to be a Scout!
Summer is also the time for making plans for another great

NORTHERN HILITES - 3
Scout’s Honor
THE OPPORTUNITIES ARE ENDLESS
In ancient harbors, ships often had to wait for the incoming tide to raise the water sufficiently
to allow them to sail in. The Latin phrase ob portu (against the port) described a waiting ship’s
position outside the harbor. The English word “opportunity” derives from the phrase ob portu
to describe when one prepares and waits for the right moment to act. Those who seem to have
the most opportunities in life make opportunities instead of waiting for them to happen.
In our annual report, and in many other marketing publications, we share the great
accomplishments of our units, districts and council in program, membership, finance, unit
service and governance. Today, I would like to take the time to discuss a few of our
opportunities. Let me try to list them in order of importance.
Currently, we only have 39.73% of our direct contact unit leaders trained. This means over
60% of the unit leaders who deliver the program to our Scouts have not learned about the aims
and methods of Scouting or how to properly deliver the program through meetings and
activities. We must get all our leaders trained to properly deliver the Scouting program.
Our market share is 8.02% and will grow to over 11% by year end. While 11% of the total
available youth in our council is over 10,000 youth, we still have 89% of the youth in our area
who could use the leadership skills, character development and moral and ethical decision
making skills that Scouting teaches incorporated in their lives. We must execute a volunteer
involved fall membership recruitment campaign that ensures all youth are invited to join the
Scouting program and their parents/guardians are engaged as leaders.
Units that achieved the Journey to Excellence Bronze level or above must improve. Important
criteria for bronze level recognition include trained leaders, program planning, membership
recruitment and an annual unit budget. Units must be aware of the Journey to Excellence
criteria and work to maintain bronze level status or above.
Districts must recruit the volunteer leadership needed to support units and help them acquire
Journey to Excellence Bronze level status or above. The good news is that over the last year
several districts have been making progress in this area, but there is still a lot of work to do.
District training, camping and advancement committees need to be more active and focused
on unit and district JTE expectations.
Finally, only 50.58% of out Cub Scouts attend a day camp or resident camp experience and
only 65.95% of our Boy Scouts attend Boy Scout Residence Camp. The good news here is that
over 95% of our troops provide a summer camp experience, so the emphasis does not need to
be on getting troops to camp. Packs not participating in a summer camp experience must find a
way to get their Cub Scouts to Day Camp and their Webelos to Cub Resident Camp. Troops
must promote Boy Scout Resident Camping and encourage more Scouts to attend a summer
camp experience.
So how do we address these opportunities? It is important to know what we need to focus on.
We need all leaders to commit to getting trained. We need volunteers at every level of the
organization to periodically review the criteria for Journey to Excellence on the unit and
district levels and work towards improvement in the areas of deficiency. To review Journey to
Excellence criteria for your unit or district, just head to the home page at www.nlcbsa.org and
look for the Journey to Excellence links under “Awards and Recognition. We must make our
opportunities to improve Scouting in our communities, instead of waiting for those
opportunities to come to us.
Commissioner Corner
Summer! A great time for Scouting! Cub Scouts are preparing for day camps
and other summer activities. Boy Scouts are preparing for summer camp and
outdoor adventures. And, since summer is a perfect time to be thinking about
the exciting opportunities for recruitment, it’s also a great time for
Commissioners to touch base with their units.
Planning for fall and the upcoming new year means setting goals and
developing new activities – both of which is essential to a healthy unit. We
have asked all of our district commissioners to help their unit commissioners
and unit leaders complete the Detailed Unit Assessments and Unit Service
Plans. The best way to do this is through a collaborative assessment process,
with the district commissioners, unit commissioners, and unit leaders. The
Detailed Unit Assessment is the starting point for completion of the Unit
Service Plan. The Northern Lights Council is shooting for completion of all
Detailed Unit Assessments and Unit Service Plans by the end of August.
Summer means the launching of the BSA’s new Cub Scouting program. The
entire program is based around a series of “adventures,” which Cub Scouts
will experience and enjoy while working on their rank badges. Once a Cub
Scout earns seven “adventures,” he will have earned his badge of rank. On
top of the individual and den Cub Scout adventures, there are additional
elective adventures that dens may earn. One of these might be an outing –
exciting for our young boys. Materials are ready to implement now and are
excellent tools for recruitment.
And let’s not forget roundtables this summer. Roundtables are very important
year round! Not only are they a form of commissioner service, they provide
supplemental training for our volunteers at the unit level. Roundtables are
one of the best methods of reaching our unit leadership. Look for the new
2015 Roundtable Guide online or ask your district executive to help you
acquire one.
Finally, when we are thinking about youth retention and recruitment, let’s not
forget commissioner retention and recruitment. My hat goes off to our
commissioner staff for the work they are doing in commissioner recruitment.
It is impossible to help our units with their retention if we don’t have
commissioners recruited to help them.
Thanks to all retained and newly recruited unit commissioners who are
spending part of their summers working with their units to ensure we have a
good fall recruitment, to ensure detailed unit assessments are being
completed with goals for the new year, and to ensure Unit Service Plans are
outlining the units’ activities for the upcoming year.

NORTHERN HILITES - 7
Around the Council
Scouts Enjoy
Exciting Program!
Thank you Army National Guard
The North Dakota Army National Guard hosted 57 Boy
Scouts and 21 Adult Leaders at Camp Grafton near Devils
Lake, ND, the weekend of April 24, 25, & 26, 2015. The
Scouts were
members of troops
from Bismarck (11,
73, 89 & 123), West
Fargo (32), Fargo
(14), Grand Forks
(1), GF Air Force
Base (19), and
Minot (33).
National Guard
instructors from the
Regional Training
Institute (RTI)
assisted 25 Scouts in completing most the requirements for
their Plumbing and Home Repair Merit Badges. Two adult
leaders from Troop 11 instructed the 23 Scouts so they could
earn their Electricity Merit Badge. And for the first time, one
National Guard instructor from the NG Cook School taught 8
Scouts all but two requirements for their Cooking Merit
Badge
The RTI facility provided hands-on training on Saturday, for
each scout in wiring an outlet, switch and light from a power
source and for plumbing, they got to install a sink, toilet and
urinal. Electrical power and water was restored after everyone
was completed to test to see if the light and outlet worked and
if the sink and toilet worked without any leaks. Sunday
morning was devoted to the use of power tool for cutting and
drilling holes in wood boards for various wood projects.
All the requirements for the Electricity Merit Badge were
complete in the classroom setting, except for the visit to the
electrical labs
at the RTI.
Requirements
completed in
the classroom
included first
aid for
electrical
injuries, a
home safety
checklist,
defining
electrical terms, the building of an electromagnet and an
electric motor. In the lab they Scouts were instructed on how
to wire an outlet, switch and light from a power source and
then testing the circuit to see if everything works.
The Cooking Merit Badge was a huge success because of the
facilities and instructor. Classroom instruction was
completed in about 2 hours and the rest of the week-end was
spent at the Cook School facility in which the Scouts cooked
eggs, bacon and hash browns, then after cleanup they
prepared mac and cheese from scratch. On Sunday the
prepared meatloaf and chocolate cookies (the cookies were
shared with the rest of the Scouts). The Cooking MB Scouts
got to eat what they prepared. All but two requirements were
completed during the two days. The busy weekend included
five meals at the Dining Facility and two nights in army
billets for all the Scouts and Dads.
The scouts were also invited by the Officer Candidate School
(OCS) to part-take in their Sunday morning formation,
inspection and flag raising (Reveille). This was a big hit
with all the Scouts because it gave them a chance to know
what it feels like to be a soldier. The Recruiting and
Retention Section of the Guard provided “super cool” teeshirts, pencils and lanyards for
give-a-way to the Scouts and later on during the week-end
they provided several backpacks, sweat-shirts and more teeshirts, in which a drawing was held to disperse them. When
asked what they liked the best about being at Camp Grafton,
every scout responded, “The Food.”
This is the fifth year this merit badge program has been
sponsored by the North Dakota Army National Guard and
plans on offering this program to all interested Boy Scouts on
a yearly basis.
Again, the Northern Light Council would like to thank the
North Dakota Army National Guard for sponsoring this event
and providing a fun-filled and informative weekend.

VENTURING AGE CHANGE AND
REQUIREMENTS
As of 3/1/2015, the National Executive Board approved a resolution to
establish consistency in the registration requirements across all
programs, regardless of participant age. The purpose of this resolution
is to ensure that moving forward, participants who are 18 but not yet
21 register as adults. However, this does not affect their eligibility to
participate in programs such as Venturing.
The primary purpose of the change is to ensure that all persons legally
considered adults meet adult membership requirements, including
undergoing a criminal background check and meeting the BSA’s Youth
Protection requirements and membership standards. The changes are
required to allow the performance of criminal background checks in
connection with the registration process. The system updates to
implement the change were pushed to production last night and are
now in effect. Any participant in the Venture program needs to
complete and sign an adult application plus disclosure form and take
“Venturing” Youth Protection Training.

CAMPING
Tis the season for camping!! All Cub Scout leaders please don’t forget to mark
your calendars and get registered for our Valley City Day Camp, October 3rd.
Our June Day Camp at Ft. Seward was a big success and a special thank you
goes out to all the volunteers for all their help! Cub Scout Day Camp is a
Camping program for Tiger Cubs, Cub Scouts, and Webelos in our local area!
Scouts will arrive at camp with their Pack for the day of activities, such as
crafts, nature, sports, BB guns, archery and games. The camp provides all
program materials needed to complete and perform each activity. Also included
in the fee are a camp patch and T-shirt for each boy attending Day Camp. Scouts
will earn advancement while attending camp this year. Your scout will receive a
list of advancements earned at the end of camp! Please carpool as a group if
possible. Units MUST have 1 adult leader for every 1 to 4 boys attending camp.
(Tiger Cub parents must have one adult for each Tiger cub and they do not count
as a Pack Adult Leader.) ALL adults will be used as station leaders or Den
Leaders while at Day Camp. The cost is $26 to attend the day camp.
PROGRAM PLANNING
The time is now to start planning your pack/troop calendar! Every pack/troop
needs to get together with their committee, parents and scouts to plan out their
2015/2016 activities calendar and submit it to their Unit Commissioner or
District Executive. If you have any questions or need help planning out your
calendar for the year please contact Evan Workin at eworkin@bsamail.org or

SPRING CAMPOREE RECAP:
Wow! What a great turnout! For those of you who made the trip to Dayton
Hallow Damn, near Fergus Falls, MN, May 1-3, I know you had a great time!
Mark DeMartelaere and Mike Partain put on a fantastic event. We began the
weekend with a fire ban and then got rained out of the Arrow of Light
Ceremony Saturday Night. We still had over 120 people come out and have a
great time. 5 Cub Scout Leaders got trained in BALOO too thanks to Doug
Hansen and Mike Guck! Thank you all for making it a great turnout and a fun
event!

FALL RECRUITMENT
The start of the new school year is just around the corner and you know that
means Fall Roundup is here! Our District Fall Roundup Training will be held
August 17th at 7:00pm at Atonement Lutheran Church in Jamestown. If you
haven’t already, plan now by identifying your unit Fall Recruitment Coordinator,
as well as the date you will host your signup or open house. Contact your
schools early to firm up dates for Boy Talks or surveys and make sure that your
flyers are ordered and delivered to your schools. We will need everyone’s help
and support to make this year’s recruitment a success! Remember that EVERY
boy deserves the opportunity to join Scouting. If you have any questions about
the fall recruiting effort please contact Evan Workin at eworkin@bsamail.org or
call 701-499-0659.
Here’s what Packs/Troops should do before School Night for Scouting on
September 17th:
1. Choose a unit coordinator for Fall Recruitment
2. Set Signup night and parent orientation meetings (work with schools as necessary) on or before Sept. 17th.
3. Get trained on how to do a signup night/Boy Talks, etc.
4. Schedule time to go to schools to invite boys to join Scouting, hand out flyers, or, in the case of Boy Scout Troops, do surveys.
POPCORN SALE
Its popcorn time again in the Flickertail District and everything is better than the
year before. Better Flavor, Better Packaging, Better Support and most
importantly Better Prizes! Join us for the District Popcorn Kickoff August 13th
in Jamestown to learn about all the improvements that have been made to the
fundraiser. If you haven’t already signed up call us at 701-293-5011 or emails us
at Gwen.Allred@scouting.org now!
Here’s what you need to do before September 27:
1. Choose a popcorn “kernel” for your unit to coordinate the sale
2. Send this person or someone from your unit to District Popcorn kickoff/ training on August 13th in Jamestown.
3. Create a budget for your unit; plan the unit’s annual program in agreement with the budget
4. Schedule your Popcorn Kickoff date
(Usually a September or October Pack Meeting).

FALL ROUNDUP – SIGNUP NEW SCOUTS:
Fall Roundup Training is Thursday, August 13th at 7pm at Augustana Lutheran
Church, in Fergus Falls, MN. We need your Cubmaster, Committee Chair, and
Den Leaders if you can to attend. The point of this training is to accomplish two
things:
WILD WEST DAY CAMP RECAP:
Thank you to everyone who came to the Wild West Day Camp out at Prairie
Wetlands Learning Center, Fergus Falls, MN June 6th. We had the largest
turnout in a few years, over 55 Cub Scouts! A special thank you to Heidi
Mekalson, Mark DeMartelaere, Matt Carlson, Kristina Badgley, the Prairie
Wetland Learning Center, and all the Boy Scouts who helped us! The boys got
rained on but still had lots of fun. We got all the shooting done before most of
the rain hit. The Kazoo’s were a big hit too!
1.
Get the Word Out – In each community we need to have a detailed plan
of how we’re reaching the boys and the parents. A press release on page 3 of the
weekly town paper is not an effective marketing plan.
2.
Successful Signup Night – We’ll talk about how to make your signup
night non-chaotic and smoother.
JACK LINKS BEEF JERKEY RECAP:
Great job to everyone who sold Beef Sticks this year. We had 11 units
participate in this first time sale and it was a big success. Between the 11 units,
over 100 boxes of beef sticks were sold and over $3,500 went back to those
units for Camp, Uniforms, and Gear! Great job to Pack 336 in Breckenridge,
MN. They sold 25 boxes of Beef Sticks! Way to go boys!
POPCORN KERNEL TRAINING: COME!
Very similarly, we’d love to have all the Scout Leaders to come to Popcorn
Training. It’ll be held Thursday September 3rd at 7pm at the Augustana
Lutheran Church in Fergus Falls, MN. We’ll be letting you know all the new
updates to the popcorn sale this year as well as pointers and methods for
increasing your sales from year to year.

BLUE ANCHORS SCOUT NIGHT/FAMILY SLEEPOVER EVENT
On Saturday, July 25th, 2015, the Alexandria Blue Anchors baseball team,
coached by former Twins player Al Newman, will be hosting a Scout Night and
Family Sleepover on the outfield at Knute Nelson Memorial Park in Alexandria.
The cost will be $10 for the Game, hot dog, pop, chips, and the sleepover per
person (as long as we get 50 people signed up, we can sleepover). Our goal is to
get over 100 people to the event so families are welcome and encouraged to
attend as well! This is intended on a family event so the required parent or
guardian shouldn’t be an issue. We need registrations sent in right away so that
you get your tickets. Here is the registration form: http://www.nlcbsa.org/Event.
aspx?id=5792 . We also need the waiver sent in with your registration as well
this year. Contact Patrick O’Brien for questions. Hope to see a lot of you there!
FALL RECRUITMENT AND PROGRAM PLANNING
Now is the time for your Pack, Troop or Crew to get started with the program
planning and fall recruitment planning! Our goal is that every Pack and Troop
has their FULL Year calendars planned by the first roundtable on August 11th!
This is important as we will publish on the back of the fall recruitment flyers,
your Pack’s schedule so every family knows right away when you are meeting
and where.
The first roundtable on August 11th is the Fall Recruitment Kickoff! We need all
leaders from every Pack to be present so they can get the latest on our plan to
reach out to every boy that is old enough to join Cub Scouts. Having your own
Packs program planned prior to this is also key. Please let me know if you have
any questions.
POPCORN KICKOFF-SEPTEMBER 1ST!
Can you believe that Popcorn season is coming again? Lets all get our units
committed to selling popcorn by signing up here: http://www.nlcbsa.org/Event.
aspx?id=5807. We will be have a show and sell/show and deliver popcorn
distribution in Alexandria in Late September. This is a great way to increase the
sales in your unit. Make sure your unit kernel and unit representative are at the
popcorn kickoff on September 1st at 7:30pm at Calvary Lutheran Church in
Alexandria! Gas cards will be given to each unit that attends as well as prize
give-a-ways! Popcorn is the best way to fund your unit’s entire year with only
one fundraiser!! Let’s get all of the Lakes units participating this years’ Popcorn
Sale! Mike Woidyla is the District Popcorn Kernel this year and his e-mail is
woidylas@arvig.net. We will be having our Distribution at the Pfeninger
Warehouse just south of Alex in late September for show and sell and in
December for take order sales.
CUB SCOUT FALL FUN DAY CAMP-OCTOBER 10TH!
Also, save the Date for our Fall Fun Day Camp at Runestone Park outside of
Kensington on October 10th! This one will be a little different from the summer
Day Camp, but will still offer BB guns, Archery, water rockets, climbing and
more! The Early Bird sign up for this one is only $20 and the t-shirt option is
just an additional $6. Make sure this event is on your Pack calendars for the fall
as every Cub Scout will want to attend this!
CUB SCOUT LEADER TRAINING
Are your current and new adults trained? If not you are working way too hard.
We will be offering an in-person training on Saturday, October 10th at the Fall
Day Camp.
This is an important part for new leaders to better understand our program. To
help ensure a good program and retention of leaders, get them trained. Leader
Specific Training and many other training opportunities are also available at the
following internet link: www.myscouting.org. Training not only gives the leader
new insight into how to do the job they volunteered for it also gives them the
tools to be successful.
NORTHERN HILITES - 13
The new regulation will be that all of your leaders receive basic leadership
training and specific leader training to remain a registered leader. Let’s all work
at getting ahead of this and get the training. Please contact Dave Pederson at
320-763-4681 or dpedersen@charter.net with any training related questions.
BOY SCOUT LEADER TRAINING
Last years’ course had no-one from Lakes attending, we know we have
untrained Scoutmasters and assistants and committee members in our Troops.
We will be holding another training that will be announced later in the summer.
Please contact Dave Pederson at 320-763-4681 or dpedersen@charter.net. To let
him know you or others in your unit need this training and he will work with
you to setup the best date for the training. It’s a fun course that will help you
immensely.
BOY SCOUT FALL CAMPOREE 2015
You asked for it so we put it on the calendar! Boy Scout Fall Camporee 2015
will be held on September 25-27. We are looking into possible locations. If your
unit wants to help run this please call Patrick O’Brien at 920-419-8401. This
will be another great Camporee where Scouts will be able to do advancement
and have great time doing so. Please SAVE the DATE for your Troop to attend!
WEBELOS TO SCOUT TRANSITION-starts Now for 2016!
Now is the time to follow up with those Packs in your area to contact the
Webelos Scouts and invite them to check out your Troop. This should be done
early, so it can be a part of the Webelos Den’s plan and your Troops plan on
incorporating them into a few meetings and activities so they can earn the
Arrow of Light and be more likely to cross-over. 98% of all Boy Scouts were
Cub Scouts so work with your Cub Scout Pack in your area! Have Den Chiefs
help out and earn leadership for rank advancement. More boys will cross-over
the more involved the Troop is with the Pack.
PROGRAM PLANNING FOR 2015-2016—STARTS NOW!
Now is the time for your Pack, Troop or Crew to get started with the program
planning! First step is to set a date to meet with your leaders and parents prior to
school’s end so that this planning of the calendar and budget can take place
earlier than last year. Our goal is that every Pack and Troop has their FULL Year
calendars planned by August 11th! This is important to get this planned out
before the summer so you don’t have to worry about it over the summer.
The first roundtable of the fall is on August 11th is the Fall Recruitment
Kickoff! We need every leader from every Pack to be present so they can get the
latest on our plan to reach out to every boy that is old enough to join Cub
Scouts. Please let Patrick O’Brien know if you have any questions
PRIZE OFFERED FOR YOUR FEEDBACK
E-MAIL ME SAYING YOU SAW THIS TO GET A PRIZE!
Anyone who e-mails District Director Patrick O’Brien at pobrien@nlcbsa.org

Come and join us for our District Roundtable. We meet at the Jon L.
Wanzek Center for Scouting; 4200 19th Avenue South in Fargo. Roundtable is
usually the first Thursday of every month with the exception of August this year
due to the school calendars. The August Roundtable will be held on August 6th.
The meeting starts at 7:00 PM and is usually over by 8:30 PM. This is a great
time to come and hear about upcoming program and events. It is also a great
opportunity to meet and mingle with other unit leaders and parents. We invite
everyone to attend the monthly roundtables.
NORTHERN SKY DISTRICT ON FACEBOOK
The Northern Sky District is on Facebook @ www.facebook.com/

Troop is doing in the community to let everyone know how much fun
your boys are having in Scouting. We will also work to keep current
on district events, reminders, pictures and more!

JOURNEY TO EXCELLENCE (JTE)
The 2015 Journey to Excellence scorecards and spreadsheets are online.
Please take the time to print and discuss the JTE program with your units. The
JTE Performance Recognition Program is designed to encourage and reward
success and measure the performance of our units, districts, and councils.
Volunteer leaders, Scouts, and their families have fun together as they
participate in the Scouting movement and help shape a stronger, brighter future
for our communities and our country. The Boy Scouts of America recognizes
those Scouting units where Scouts, their families
and their leaders make the program stronger and
more fun for everyone. Units can achieve one of
three levels of the Journey to Excellence
Recognition Award; Bronze, Silver, or Gold.
Most of the articles in this section of the Northern HiLites relate to one or
more of the Journey to Excellence categories. If you would like to see a copy of
the JTE scorecards go to http://www.scouting.org/scoutsource/Awards/
JourneyToExcellence.aspx and print a copy today.
CUB SCOUT ADVENTURE -DAY CAMPS OFF TO A WILD START!
PACK JTE #6
Cub Scout Day Camp had a great kickoff at the Scheels Arena in Fargo, ND.
144 Cub Scouts participated in many challenging, fun and exciting Adventure
themed activities ranging from Scout Law & Oath practice, First-Aide, skits &
songs, to shooting bb guns, bows and arrows. Special Native American guests
gave the kids a fun experience as they introduced them to the traditional dance
and history of their culture. We would like to give big thanks and appreciation
to all of the volunteers, parents and adult leaders who helped make it a success.
We look forward to having more participation next year and encourage everyone
to not miss out on one of the most fun events to kick off the summer!
Missed out on the first Day Camp this year? Not to worry, mark your calendars
for this fall. The next camp is out at the Metro Rec Center on October 3rd. Sign
up online now for your spot at Day Camp.
Here are some photos from the first Day Camp:
DISTRICT COMMITTEE MEETING
Every month the Northern Sky District Committee members meet to go over
the current health and needs of the district. During each meeting we discuss the
current status of the district and how we are performing according to the
Journey to Excellence program. Upcoming district events and activities are also
planned during these meetings. Other unit health issues or needs that are
brought to our attention are usually addressed.
This monthly meeting is open to all registered adults in the district to attend.
The district committee would like to invite and encourage you all to come and
sit in on one of our meetings. We could use your opinions to help us gain
insight about our district’s concerns and upcoming activity planning. District
Committee meetings are held every third Tuesday of the month starting at 6:00
PM at the Center For Scouting.
DISTRICT COMMITTEE – SERVE BEYOND THE UNIT
Beyond the need for leaders at the Unit level, the District is
always in need of more helping hands and talented individuals to
lead the district in all areas of our Scouting program from finance
to marketing or programs and activities. We would like to get you
involved in a committee that you may enjoy helping with. We
have a friendly team of District Committee members and are always in need to
keep it growing stronger. Our district would not be in good standing without the
work of these members. Please feel free to join us at a meeting to see what it is
about. Otherwise you may contact Ryan or Bryan at the Scout office for more
information.
July/August/September 2015
COMMISSIONER’S CORNER
The commissioner’s mission is to keep units operating at maximum
efficiency, maintain regular contact with unit leaders, coach leaders on where to
find assistance, note weaknesses in programs, and suggest remedies. The
commissioner is successful when units effectively deliver the ideals of Scouting
to their members.
The 10 Commandments of Unit Service from the
Administration of Commissioner Service:
1. A unit leader is the most important person in Scouting.
2. Unit leaders are not dependent on us; we are dependent on them.
3. Units are not interruptions of our work; they are the purpose of it.
4. Unit adults do us a favor when they call.
5. A unit Scouter is central to our team—not an outsider.
6. Unit leaders are not cold statistics; they are human beings with feelings and emotions like our own.
7. A unit leader is not someone with which to argue or match wits.
8. Unit adults bring us their needs; it is our job to help meet those needs.
9. Unit volunteers are deserving of the most courteous treatment we can give them.
10. A unit is the lifeblood of this and every other council.
Please do not hesitate to contact a commissioner when you have a question
about the Scouting program. If we don’t have the answer, we will get it for you.
We are a resource for the unit leaders.
UNIT COMMISSIONERS HELP UNITS
Our district’s main purpose is to help units succeed and thereby help youth
receive a quality Scouting program. Unit service is a key to this
success. Our goal is to provide each unit with a Unit
Commissioner, someone to be a friend and resource person for the
unit leaders, someone to be a link between the unit and the
Northern Sky District, so the district can better provide services to
the unit.
Are you a former Scouter who wants to get back into Scouting? Are you a
parent of an Eagle Scout and want to continue to help other youth grow in
Scouting? The Northern Sky District is looking for Commissioners to serve our
units, guided by our 10 Commandments. If you are interested in this rewarding
volunteer position please contact Bryan and Ryan at the Council Service Center
701-293-5011.

FALL ROUNDUP 2015:
PACK JTE #3
This fall the Northern Sky District has a goal to bring as many new boys and
their families into the Cub Scout program as possible. Every boy deserves the
chance to be a Scout! Our schools, our communities, and families grow
stronger with each new boy that joins Cub Scouts. The Cub Scout program has
never been more vital than it is today and the communities needs for quality
programs for youth have never been greater. Cub Scouts is the ultimate
adventure for young boys. Together, we can ensure more boys have the
opportunity to join and experience the adventure, starting this Fall! With each
pack ready to grow, we are sure to meet and exceed that goal.
The council-wide School Night for Scouting is Thursday, September 17th for
all Packs. If these dates do not work for your Pack please notify the Northern
Sky District Membership Chair, Logan Gloss, or Bryan and Ryan to arrange a
date that works for your community. Let us know your dates as soon as
possible so we can put it on the calendar and have the necessary materials
readily available.
We are having a big party at the Center for Scouting to celebrate all of the
success stories of signing up every boy into Cub Scouts. We will be cheering
on each of the units as they bring in their applications for new Scouts and
leaders. We will be having pizza and there will be other refreshments for all
those that plan to attend. There will be door prizes and other rewards for
achieving your unit membership goals. Put it on your calendars now so we can
all celebrate together. Thank you again for all of your hard work and dedication
to providing the Scouting program to every boy. With your help we can all truly
make a difference in their lives
ADVANCEMENT
Pack & Troop JTE #1
“Scouting builds character by teaching confidence and self-reliance, and
promoting positive role models as your child grows and develops. Through
planned advancement, Scouts are always in a learning environment, increasing
their capacity for goal-setting, choice making and accomplishment. There’s a
lot to celebrate in Scouting. Merit badges, rank advancement and other awards
are presented throughout the year at unit meetings and special events like the
Blue and Gold Banquet (Cub Scouts) and Court of Honor (Boy Scouts). These
July/August/September 2015
make for memorable family events and great photo opportunities. When a rank
advancement is presented to a Scout, his parents are also recognized, since the
success is so often the result of a family effort.”
There are many advancements yet to be recorded for this year. There should
be a large number of Boy Scouts advancing after going to summer camp. There
will also be another 600 or more newly recruited Cub Scouts that should be
earning their Bobcat rank shortly after joining, preferably the night they sign up
for Cub Scouts.
Every youth should be working toward their advancement. Let’s help them
earn each rank and present the patch in a timely manner. This will encourage
them to stay in Scouting longer and will help us deliver the promises that we
have made.

UNIVERSITY OF SCOUTING
Saturday, October 24th, 2015 in Fargo
See Leader Training above
The University of Scouting, or formerly known as The Council Day of
Training, is an annual workshop for all Scout leaders. Its purpose is to provide
leaders with knowledge and resources needed to enhance the Scouting program
for their units. It’s an incredible opportunity to meet other Scout leaders and see
how amazing Scouting can be.
This is not basic leader training, however, basic leader training courses will
be offered. The University of Scouting goes beyond basic training, providing
ideas and how-to’s in a wide variety of topics. All Scouting adults are invited
and encouraged to attend the biggest, most exciting, training event of the year!
More information will be found at www.nlcbsa.org.
COMMUNITY SERVICE
As of June 12th, 2015, the Northern Sky District Scouts and volunteers
accumulated and reported over 2,292 community service hours and 53 projects
on the Good Turn for America website. Thank you to all of the units that have
reported these numbers. You are helping out in ways that you may not know.
If you have done any type of service project in your community and have not
reported the hours on the website please log on to https://servicehours.scouting.
org/UI/Security/Login.aspx right away and start logging those hours. If you do
not know your Unit ID# or Login information for this website please contact
Bryan Davidson at (701) 499-0645.
The Northern Lights Council receives funding from organizations such as
United Way that decide how much to give according to the type and amount of
involvement we have in our communities. Not only are you helping your
communities, you are helping the Scouting movement succeed. Thank you
again for your time and commitment.
UNIT POPCORN KERNEL TRAINING
This year’s District Popcorn Training for Unit Kernels will be held on Tuesday,
August 25th at 6:30 PM. We will be meeting at Holy Family Catholic Church
in Grand Forks. Every unit selling popcorn should have somebody there. If
you are on the fence about selling popcorn as a unit, please come check out our
training. We have great prizes and popcorn to taste. This training will help you
better understand why the sale is important to the council and your unit. We
will go over the finer points of a successful sale to help your unit have the best
sale ever.

Scouts will participate in a bunch of field games throughout the evening like tug of
war and air raid. It is the last Cub Scout event of the summer, and if you and your
scout managed to be at the two previous events then you won’t want to miss this
one. Participate in all three and you have earned the summertime pack award.
FALL ROUND-UP
This year’s School Night for Scouting is scheduled for September 17th. Again
this year we would like to host school night at all the local elementary schools
in our district. We would like to give every boy in all our communities the
opportunity to join Cub Scouts, so don’t forget that it takes seven different
invitations for someone to take notice. What is your pack doing to invite boy’s
to join?? Are your yard signs and posters strategically place around town?
Have you encouraged your pack to wear their uniforms to school on the day of
School Night? How about inviting friends to join? Cub Scouts is more fun if
your son’s best friend is in the pack too. Have you talked to your school
principal about letting your District Director come in and do a school talk?
What about getting a group of parents together and calling all the boys in the
school and inviting them to join your pack? There are lots of ways to grab the
attention of boys in your community. Think outside the box and I bet you will
have a successful Fall Round-Up.
PACK PROGRAM PLANNING
After you have had a successful recruitment night now what? What will it take
to keep all the new parents and scouts engaged in your pack? How about a well
planned annual program? Has your unit planned its entire year? If not, call
your Field Director, Cory is willing to sit down with our unit and help you go
over all thing that make a unit successful. He will help you put activities on
your calendar, recruit new leaders if needed, and help with your budget. Just
send him and e-mail at cwrolstad@nlcbsa.org or call the Grand Forks office at
(701) 775-3189. Every pack should plan to meet with Nate sometime this
summer. Get on his calendar early that way you can be sure you are ready for
the fall.

Program Planning
Now is the time to be thinking ahead! Program planning is a critical resource to
use in developing your “Ideal Year of Scouting” and in planning the program and
activities, you will keep your Scouts excited and active, earning advancements
and progressing along the Scouting trail. Please set time aside this summer to
meet with your Unit Commissioner or District Executive to plan out a calendar
and make your year a success!
Fall Roundup
Fall Roundup time is coming upon us soon! Now is the time to make sure your
unit has appointed their Fall Roundup Chairperson. It is crucial to our program
to continue to recruit new youth to our units. Our Fall Roundup Training for all
of our units will be July 23rd at Trinity Lutheran Church at 7pm. It is one of the
most exciting times of the year for us. We get to see all the new faces come to the
Cub Scout program and watch over the year how they grow and advance.
Cub Day Camp
Cub Day Camps are a great opportunity to get some outdoor adventures in when
our regular Scouting activities slow down. Cub Day camp is an excellent way
for your cubs to enjoy the company of cubs around your district while having
fun, advancing on their Cub Scout trail, and learning and experiencing new
things! There will be two, one-day camps this year: June 6th in Roseau, MN and

FUNDING YOUR IDEAL YEAR IN SCOUTING!
A BIG congratulations goes out to the youth of Pack 123 in Bismarck, ND.
They were the top selling Unit in the Frontier Trails District. Pack 123 sold
enough Beef Sticks for each of the youth to get about $120 in their Scout
Accounts. To put this simply, Pack 123 sold enough beef sticks for each boy to
be able to attend all 3 Day Camps this summer, buy a tent to use on outings, or
even put the funding towards resident camp at Heart Butte and Camp
Wilderness. Pack 123 did a great job funding their ideal year in Scouting.
The main take away from the story above is that with fundraising opportunities
anything is possible. It is possible for the youth in your Unit to raise the funding
to do whatever they want. A good plan and a little knowledge could put your
Unit on its way to doing things like sailing on Lake Superior, attending National
Jamboree, or even going Snorkeling at the BSA Sea Base in the Florida Keys.
Please join us at our Roundtable on September 3rd at Faith Lutheran Church
7:00PM to learn more about funding your ideal year in Scouting with our 2015
Popcorn Sale!
GROWING OUR PROGRAM
If you look at some of the major figures in US history you would be shocked
that a lot of the prominent figures have one thing in common - they were
Scouts. Neil Armstrong, the first man on the moon was a Scout. Robert Gates,
past Director of the Central Intelligence Agency was a Scout. Gerald Ford, a
past President of the United States was also a Scout. These are only a few of
many public figures that have been through the Scouting program. If there is
one thing we can all unanimously agree on it is that this program raises boys
into young men. It helps foster important values and develop character which
will be used to make positive decisions and ultimately lead our youth to become
tomorrow’s leaders in our communities. That is why it is so important to grow
our program. You never know who you are going to recruit into Scouting and
what kind of outcome that may have in their lifetime. Join us for more
information at our Roundtable on August 6th at Faith Lutheran Church 7:00PM
to learn more about our upcoming Fall Cub Scout Roundup.
DAY CAMPS! DAY CAMPS! DAY CAMPS!
The clock ticks down. The anxious Cub Scout awaits that final ring of the
school bells for the year. THERE IT IS! He gets up, sprints from his desk, and
runs outside to meet Mom and Dad on that final day of school. Summer is here.
What does that mean?! Frontier Trails Day Camps are right around the corner.
DO NOT miss this unique opportunity for your Scouts to get out and enjoy the
excellent programs being offered. Scouts will have the opportunity to try their
hands at woodwork, build their own fishing pole, shoot bows and arrows and
bbguns, learn to cook on a campfire, and much more! Our camp dates are June

If you ask any Scout what they look forward to in regards to activities almost
each and every one will have camping on that list. We will be having one of the
best opportunities to take in a Scouting event. August 14-16 the Northern Lights
Council will be hosting a Council wide camporall at Fort Lincoln State Park.
This is going to be an event for Cub Scouts, Boy Scouts, and Families as well!
Come join us on Custer Square for a once in a lifetime experience!
TEDDY ROOSEVELT FAMILY DAYS AND SCOUT SHOW
On September 27th Teddy Roosevelt Family Days will be holding its annual
event at Mcdowell Dam. Scouts will have the opportunity to show off what they
do and what they have learned in our annual Scout Show. This year we have
teamed up with multiple new organizations and agencies to provide the best
experience yet. Your Scouts will have the opportunity to learn to fish, practice
their aim and shooting skills at the Scheels Sports shooting alley, and even
check out a black hawk helicopter! This year the TRFD program aims to make a
huge leap forward. Do not miss this great day to be a Scout and see all the new
activities and learning opportunities. Contact the Bismarck Scout Office for
more information. 223-7204
FALL FAMILY CUBFEST 2015
Join us on October 2nd for our 2nd Annual Family Cubfest. Take advantage of one
more opportunity to get your Cub Scout out and sleep under the starts. Scouts will
learn to cook their own meal in a campfire, enjoy fun activities with their friends,
and take in a campfire program all before enjoying a night under the stars. The
next morning a hot breakfast will be provided and then time to break camp!
DISTRICT EXECUTIVE MINUTE – scOUTING
It’s finally here! We have made it through another North Dakota Winter and
summer is upon us. Take a minute to think about the Scouting program. Why did
your son join Scouts? A parents reasons are more than likely a bit different than that
of a Cub Scout. Joining the program the parents expect for their son’s to learn
values and develop character. Joining the program as a Cub Scout there is only one
thing on the mind…. having FUN! The beauty of this program is that during the fun
the Scout is learning the whole time all those ideals and values the parents hold
dear. So when is the best time to learn and have fun at the same time…? During the
summer! It is vital to remember to keep “outing” in Scouting. This is the time that
Scouts will learn things like leadership, self-reliance, outdoor skills, teamwork, and
much more. Outings can compose of many things. This could mean going to
Florida Sea Base and Scuba Diving in the Florida Keys for high adventure, going to
Camp Wilderness for camp, or even just taking the Scouts to the lake for a fishing
or camping trip. Each experience the Scouts are offered is a chance to have fun as
well as learn and grow. Join us this summer to “Keep Outing in Scouting”.
TREE PLANTING - FORT ABRAHAM LINCOLN STATE PARK
Every year the Boy Scouts and Girl Scouts in Bismarck/ Mandan partner with
Tesoro. They are offered the opportunity to get together and plant trees in
observance of Arbor Month. This year Fort Abraham Lincoln was selected as
the location for the event. On May 16th a crowd of around 150 Boy Scouts and
Girl Scouts braved with rainy weather and planted over 400 trees in Fort
Lincoln. Just as the group finished planting and got inside for lunch, the skies
opened up and poured rain over the freshly planted trees. It was almost as if it
was meant to be that day. A HUGE “Thank You” to those involved in planning
this great event as well as Tesoro for their continued support of the Scouting
programs in our area.

BEST DAY CAMP EVER
The cubs made neckerchief slides that look remarkably like a Lantern pieced
together from bottle caps and hot glue. Archery and the BB-Gun range were as
busy as ever. We learned all about the bowline knot and how to use mechanical
advantage and friction to lift heavy things or keep them from falling. We ended
the day sitting in the field watching and listening to the thunderstorm roll across
the sky. Please join me in thanking all of the volunteers that made this possible.

UNDERSTANDING PROGRAM PLANNING
http://www.nlcbsa.org/programplanning lots of resources online to check out.
But most importantly you need a plan for your pack or troop to have the best
program for your boys. Start with a calendar to decide what and when you’ll do
things for scouts, then guess how much it will cost and make a budget, and
finally think about who can help along the way and what each parent in your
unit will do to make this year the best it can be.
THE NEW DISTRICT KEY THREE
Mike Hathaway comes from Texas. He earned his Arrow of Light award, was
an active scout earning his Star rank before moving onto the Exploring program
where is attended the national explorers conference in Washington DC. As an
Adult he has served in almost every capacity, Cub Master, Den Leader, Scout
Master, Committee Chair, Charter Rep, and even serving as a commissioner in
the Great Plains District for the last year. He is a member of the Order of the
Arrow and completed his ordeal with his son. Mike enjoyed his time as scout
master the most and remembers a fifty mile hike and weeklong adventure he
took with his troop. There was one scout who was so excited by the chance to
fish that he brought a brand new fancy pole and all sorts of lures and flys.
July/August/September 2015
Every time the troop stopped the scout was right on the edge of the water
fishing, but he just couldn’t catch anything. Other scouts and leaders would go
over and show him what to do and they always got a bite… after five days this
scout was still trying. It was the last night and everyone had gathered around the
campfire except that one who was just fishing and finally we all hear this loud
yell, and we see the scout fish running towards us. He didn’t even real it in, he
just ran the fish right out of the lake!
TJ Thornton is native to Idaho but he’s been in and around Williston for a few
years. He enjoyed his time as Boy Scout. He remembers once during a Scout
Masters conference that he was handed a stack of blue cards more than an inch
thick. They were all merit badges that he had started but hadn’t finished yet. TJ
got back into scouting as an adult volunteer after his wife was asked to be a den
leader. She attended Woodbadge and it changed her life, she couldn’t stop
talking about it. A couple weeks later he was asked to be the assistant scout
master and with that he was convinced that he also needed to attend
Woodbadge. “getting ready for woodbadge I studied all the books I could about
scouting, and began to see what kind of impact it could have on the life of
young men. Woodbadge was an amazing experience and I’m a fox.” So to sum
up TJ is a Fox married to a Bear with a few cute little kids at home and a future
cub scout only 5 more years till his son can join!
CAMPING TIPS AND TRICKS
Just before the OA Conclave West I was reading an article by Andrew Olson
titled “Why do scouts camp in the rain?”. It happened to rain during the
conclave and I was really excited to visit the scouts and new arrow men in the
weather. They didn’t slow down at all. A huge group of young men were doing
various service projects for the Confluence Center and Ft Buford all of them
without any sound of complaint. It reminded me of a camping trip I took with
my troop way back when. We left right from the parking lot of the school as
soon as the bell rang to let us free for the weekend. I was really excited and
grabbed the quilt and bag I had prepped at the troop meeting just a couple days
before and rode in the scout masters truck telling him constant stories for the
trip to the campsite. As we unloaded and began to setup camp I realized that I
had grabbed the wrong bag, I would be camping that weekend with a quilt and
math books. We had all decided that this camp out would be a “bring your own
everything” campout and I had a touch of hunger when I recalled the 3 ramen
packets back at school. But it turned out to be a really great trip. I caught a fish
for dinner, and slept wrapped up between two large rocks. Hiked with a bag full
of books, and really enjoyed not packing up a tent in the morning…. I guess the
tip and trick is that being prepared doesn’t have to mean “have a bunch of stuff”
it could also mean “things might be more difficult than you had planned on but
you should enjoy the adventure anyway”

HOW TO ASK FOR HELP
In just 4 simple steps! You too can fill your unit Organization Chart.
Step One admit that you can’t do it by yourself and that you need help, or at
least accept that you shouldn’t be selfish and you should let other people play
the game too. Let’s be honest volunteering for your scouting unit is something
that you should enjoy doing right? Don’t get cocky get more people to help.
Step Two take the person focused approach. Think of it as getting the right
people on the bus. Do you know that parent who just seems to be super
awesome? ASK THEM TO HELP. Do you know that person who just drops
their boy off and doesn’t really talk too much? ASK THEM FOR HELP TOO.
Step Three train the new volunteer. You might have asked your new volunteer to
“be a den leader” or “help out with the Pinewood Derby” or “teach a merit
badge next month”. They agreed because you asked them and now they need to
know just what it is they agreed too. Train them, give them a “job description”,
and show them how to use the computer to input the service hours online for
JTE. Explain it to them, Demonstrate it or put them in touch with the best
“insert job title here” you know, Guide them along the path by being there the
first couple of times they try, and Enable them by giving the access to all of
those resources they will need (account log in info, den leader guide books, the
time and place of the next roundtable or committee meeting)
Step Four thank them. They are doing a good job, call them out at your court of
honor or pack meeting. Give them an award for “Most improved pack treasurer”
or something like that.
Second edition of ‘Four Percent’ book packs in
even more great stories about Eagle Scouts
The roster of men who have earned the Eagle Scout award includes a U.S. president, dozens
of astronauts, several Medal of Honor recipients, Nobel-prize-winning scientists — plus
countless authors, movie stars, titans of industry, senators, congressmen, governors, civil
rights leaders and community activists. In short, the kind of men who belong in a book.
That’s the appeal of Four Percent: The Extraordinary Story of Exceptional American Youth.
Its new and expanded second edition — filled with even more vivid historical anecdotes,
compelling profiles and surprising facts — is now available through ScoutStuff.org.
Michael S. Malone and David C. Scott released the expanded second edition of the awardwinning Four Percent at a breakfast celebrating Eagle Scouts at the National BSA Annual
Meeting in Atlanta.
The content and images in the book have been enhanced, and information on theAdams
Service Project scholarship has been updated. For now, the $28 book is only available
through the BSA’s Scout Shops and at ScoutStuff.org. It will go into wide release later this
year.
The book is a terrific read for Eagle Scouts and those who are impressed by them. It also
makes a great — and popular — gift for a young man’s Eagle Scout court of honor.
