Svs. Ltd ITOPF RESOURCES • Single office in London with 30 staff • Technical team with 13 responders: Scientific background & spill experience On site at >700 spills in 99 countries • In‐house databases and technical library GLOBAL TRENDS: MAJOR TANKER SPILLS GLOBAL TRENDS: ITOPF SPILL ATTENDANCE 100 Tankers 90 % Attendance 80 70 60 50 40 30 20 10 0 Non-tankers Bulk carriers & containerships RECENT INCIDENTS ATTENDED • 28 cases in 12 months (usual range: 15‐30 per annum) • 12 tanker incidents & 16 involving other vessel types • Mainly small‐scale bunker spills – often complex issues • ‘Hot Spots’: busy shipping lanes and/or frequent storms INCIDENT ‘HOT SPOTS’ • Spills attended by ITOPF 2004‐2014 = 211 1. China 2. South Korea 3. Japan 11.2 % 6.0 % 4.8 % • 22% of attendances (remainder in 64 different countries) HNS INCIDENTS ATTENDED • 26 HNS incidents attended in 30 years (1984 – 2014) • 16 tankers & 10 non‐tank vessels (bulk & container) • Often coincided with an oil spill –> ITOPF mobilisation • ITOPF role: advice on response, hazards & impacts SPILL RESPONSE: ROLE OF SHIPOWNER • Main responsibility is for safety of vessel and crew (also cargo) • Shipboard Oil Pollution Emergency Plan (SOPEP) under MARPOL • Responsible Party in USA under OPA 90 (pre‐contracted OSRO) • Requirement for prior contract with SPRO in port of call in China • Strict liability for oil spill compensation (under CLC or BUNKER) SPILL RESPONSE: ROLE OF ITOPF • Role varies depending on the requirements and preparedness • Provide technical advice to government, responders & victims • Promote effective response, joint assessments & cooperation • Monitor spill response & investigate damage to sensitive resources • Arrange for additional expertise & equipment to be brought on site © ITOPF KEY ACTIVITIES: AERIAL SURVEILLANCE KEY ACTIVITIES: SHORELINE SURVEYS © ITOPF KEY ACTIVITIES: RECOMMENDING TECHNIQUES KEY ACTIVITIES: IDENTIFYING INEFFECTIVE ACTIONS CLAIM ASSESSMENT • Providing advice on oil spill compensation is a natural extension of ITOPF’s on‐site work • Impartial advice on technical merits of claims at request of P&I Club or IOPC Funds • Involves objective analysis of ‘reasonableness’ of clean‐up costs and damage claims • Utilise information gathered while on‐site and ‘CLC/FUND principles’ for consistency • ITOPF’s advice is often sought on studies to assess damage to fisheries & environment CONTINGENCY PLANNING • Often requested to advise on contingency plans for government & industry • ITOPF also helps to test existing plans during oil spill exercises & response drills • Shipowner requirements? … USA, Canada, China, Japan, S. Korea, Chile, Argentina TRAINING & EDUCATION © ITOPF • Main aim of ITOPF: to promote effective response to marine oil & HNS spills • Organise & participate in training courses, seminars, workshops & conferences • Key partners include the IMO, the IMO‐UNEP Regional Seas Centres & IOPC Funds CURRENT FOCUS: PREPAREDNESS IN CHINA • Changing oil spill risk profile • New regulations since Jan 2012 Joint internship & training for MSA Global Initiative project in China Building relations with SPROs China Liaison Officer in Shanghai INFORMATION SERVICES
