STATE OF LOCAL GOVERNANCE REPORT CY-2014
EXECUTIVE SUMMARY
The need to work as one with common vision, values of hard work and shared sacrifice is
imperative in ensuring the achievement of every municipality’s development utilizing every single
resource accordingly. For the year 2014, the Municipality of Alicia, was able to effectively
implement its plans and programs in harmony with the national agenda for development.
Local Governance in our municipality has been exemplified by a high standard of
performance as it adequately addresses the actual needs and demands of our constituents
through the proper delivery of basic services that prioritizes the requirements for food security,
health & nutrition, education, livelihood programs, social welfare and infrastructure development.
This administration continuously provide all its possible means to achieve its vision of
becoming “A competitive center of commerce and trade in the province of Isabela with a selfsufficient economy enjoyed by the empowered and self-reliant citizenry who are living in a safe
and well balanced environment governed by responsive leaders”, by fulfilling its mission to be
“self-sufficient and self-reliant municipality, where macro-economic development shall be given
priority to uplift the standard and quality of living of its people through a responsive government,
and by empowering all sectors and the citizenry in planning and decision making whereby, the
implementation of the local and national programs and projects shall be sustained to better serve
the people of Alicia in terms of health and nutrition, quality based education, agriculture,
business and industry, socialized housing, peace and security, employment and sound
governance.”
This administration through the Local Poverty Reduction Program has institutionalized the
Bottoms-up-Budgeting (BUB) which involved the participation of Civil Society Organizations
(CSO’s) in the municipality. The CSO’s have identified different infrastructure projects taking into
consideration the development needs of the community. Various organizations were organized
and tapped thus involving them as active partners in planning, policy-decision-making,
implementation, evaluation and monitoring. There were thirteen (13) CSO’s duly accredited by
the Sangguniang Bayan who are now taking active part in the LPRAT-BUB process. For this
particular program a total of PHP12,500,000.00 for approved development projects were funded
by the partner implementing agencies such as, the DSWD, DA and DOH respectively. For this
purpose a counterpart fund of PHP2,060,000.00 was likewise allocated in the 20% development
fund of this municipality.
Income generation has always been given due attention and priority by this
administration to ensure the achievement of the LGU’s budget goals and targets such that, it
resulted in substantial increase in its revenue collection. We were able to generate revenues &
receipts of collections amounting to PHP35,376,688.25 through the concerted effort of the
Municipal Treasury Office, employing a well-orchestrated tax collection scheme and strategies.
Our Internal Revenue Allotment of PHP103,208,823.00 combined with the revenues & receipts of
collections constitutes our General Fund which has a total amount of PHP138,585,511.25 For this
endeavor we gratefully acknowledged the taxpayers for being so diligent in paying their taxes
and other obligations accruing to the government.

The Annual Investment Plan or the 20% Development Fund of this municipality
amounting to PHP20,568,194.80 was an essential arm in the implementation of our plans and
program for development. With the 20% AIP this municipality was able to pursue its objective of
reducing poverty thereby promoting economic growth in the locality.
In compliance with the mandates of the Department of Health, this municipality had
adopted an integrated and comprehensive approach to health development by providing basic
health services and facilities to our constituents by prioritizing the needs of the underprivileged,
sick, elderly, disabled, women, and children. Free medical and dental missions were also
undertaken by this administration as a way of giving back to our constituents.
As the lead agency mandated to care, protect, and rehabilitate that segment of
population which has the least in life in terms of physical, mental and social well-being, this
administration has implemented social services programs and projects to include the child and
youth welfare, family and community welfare, women’s welfare, welfare of the elderly and
disabled persons, community-based rehabilitation program for drug abused and juvenile
delinquents; livelihood and other pro-poor projects.
Another priority concern of this Local Government Unit is the continuous implementation
of agricultural programs. The projects implemented by our municipality include the establishment
of Organic Agriculture Technology Demonstration Farm, provision of livelihood trainings,
fingerlings dispersal, animal vaccination, seedling production and provision of technical support to
farmers.
With all these accomplishments achieved through the continued support from our
municipal officials and stakeholders, we are hopeful that we will sustain our tasks of improving
the general welfare of our community, and that what we have envisioned shall eventually
become a reality.

HISTORICAL BACKGROUND OF THE MUNICIPALITY OF ALICIA
The Municipality of Alicia was a town in Spanish time. Sometime in 1896, the seat of the
poblacion was transferred to another place near the bank of the Cagayan River in order to find
better security against the intermittent depravation perpetrated by the Ifugaos and other pagans.
The new poblacion was named Camucaoan and later renamed “Tagle” in honor of its
Governadorcillo Jose Tagle. During the early years of the American occupation, however, the
town was again renamed “ANGADANAN NUEVO” meaning new town. The old poblacion was also
named “ANGADANAN VIEJO” meaning old town.
In Spanish time as far back as the living witness of the time, Carolina Guiab, could recall,
there was no market place except the tree shades along the street where the Roman Catholic
Church is located. This continued well into the revolution and American occupation.
After a dreadful thunderstorm in 1916 that blew away the rooftop of the church,
immigrants from Ilocos province, Pangasinan and Nueva Ecija begun to arrive and steadily came
until all the virgin lands in the old barrio were put under cultivation. This influx of immigrants
further swelled the market. In 1935, Basilio Tagorda, a former resident of Angadanan Nuevo
obtained a franchise from the municipal government to put up a market building near the church
compound. At this time, there were already substantial businesses in the market.
When the Municipal Council at the poblacion saw that the market was progressive, they
refused to approve the renewal of the license of Basilio Tagorda and wanted to operate the
market in the barrio at the site donated by Antonio Navas, Sr. With the new site, market activities
steadily intensified until the Japanese occupation. One market day a week became three times a
week including Sundays.
The war interrupted market activities as people evacuated to remote barrios. At the fall of
Bataan in 1942, people again returned to the old poblacion and usual business and commerce
were resumed. Soon after the American landing in Lingayen Gulf, and the Japanese Army begun
to take battle positions in the Cordillera Mountain in 1945, people in the old poblacion evacuated
again to the remote barrios but market activities resumed in four (4) barangays, namely: Rizal,
Bagnos, Amistad and Linglingay. As cockfight enthusiasts met on Sundays in these barrios for
“Pintakasi”, merchants also displayed their goods for sale.
The founding of Alicia was initiated by Hon. Celedonio Magbaleta and Hon. Esmeralda
Corpuz Mari in 1947 who were serving as Vice-Mayor and Councilor respectively of Angadanan
Nuevo.
The Framers of the Petition of the separation of Angadanan Viejo from Angadanan Nuevo
were: Vice Mayor Celedonio Magbaleta; Councilor Esmeralda C. Mari, Francisco Sabado, Sr.; and
Estanislao Tomas who were serving the town during the term of Mayor Eduardo Domingo. This
move was supported by the Barrio Lieutenants of Angadanan Viejo and eventually on September
28, 1949, Executive Order 268 was signed into law creating the town Alicia that was named in
honor of the wife of President Elpidio Quirino who was killed by the Japanese during the
Japanese occupation.

The Executive Order was handed to the proponents only in 1950, and on January 01,
1950, Professor Glicerio Acosta was appointed by the President of the Republic of the Philippines
as the first Mayor of the town Alicia followed by the first elected Mayor, Celedonio B. Magbaleta,
1952-63; Mayor Marcelino Dacanay, 1964-67; Mayor Lorenzo M. Dasig, 1968-May 1986; OIC
Antonio J. Navas, Jr., May 19, 1986-March 23, 1987; OIC Mayor Federico V. Abuan, Sr. March 24,
1987-Decenber 11, 1987; OIC Mayor Aurelio Balot, December 12,, 1988; and Mayor Ramon M.
Reyes, February 02, 1988-March 1998, as a result of the filing of candidacy of Mayor Ramon M.
Reyes to seek a position in the congress, the mayoral post was assumed by the Hon. Norberta C.
Agustin from March 19, 1998-June 30, 1998, then followed Hon. Mayor Manuel A. Alejandro from
July 01, 1998 to June 30, 2001, then from May 2001 to June 30 2010 Hon. Napoleon S. Dy
served his three terms as mayor followed by Hon. Cecilia Claire N. Reyes who served her one
term as mayor from July 30 ,2010 to June 30, 2013 and on May 11,2013 election , winning
convincingly is HONORABLE MAYOR IAN PAUL LAGUATAN DY.

V I S I O N S T A T E M E N T:
Alicia as competitive center of commerce and trade in the province of Isabela with
self-sufficient economy enjoyed by the empowered and self-reliant citizenry living in a
safe and well balanced environment governed by responsive leaders.

M I S S I O N S T A T E M E N T:
A “Self-Sufficient and Self-Reliant Alicia”. Macro-economic development shall be
given priority to uplift the standard of the people in our municipality. A responsive
government by empowering all sectors and the citizenry in planning, decision making an
in implementation of the local and national programs and projects shall be sustained to
better serve the people of Alicia in term of health and nutrition, quality based education,
agriculture, business and industry, socialized housing, peace and security, employment
and sound governance.

THE OFFICIAL SEAL OF THE MUNICIPALITY OF ALICIA
GREEN (fields): The verdant field with thirty four (34) rice grains harvest, reflects the
abundant produced brought by its fertile rice fields, industry, ingenuity and perseverance of the
people signifies 34 barangays of the municipality and it is located in the valley between the two
mountains, the Sierra Madre and Cordillera mountains.
GOLDEN BROWN (rice produced) the seal is envisioned to
symbolize the people’s aspiration for prosperity banking on its rich
land resources and people’s industry.
LIGHT BLUE (blue sky) The blue color draped around the

the people’s common aspiration in their fervor desire to achieve
lasting peace, unity, progress and prosperity.

Alicia is primarily an agricultural municipality best suited for the intensive production of
rice and corn as evidence by its topographic map which shows that almost 71% of the total
agricultural area of 14,063.913 hectares is under 0- 3 slope category.
The built up area is about 6.67 % divided into residential, commercial and industrial while
open space has 3.33 % of the total land area which is 15,626.57 hectares.
Alicia has the widest span of land area for farming in the whole province of Isabela.

ACCOMPLISHMENT REPORT OF THE 9TH SANGGUNIANG BAYAN
OFFICE OF THE SANGGUNIANG BAYAN SECRETARIAT
The Sangguniang Bayan Secretariat ably headed by Sangguniang Bayan Secretary
Reynaldo M. Guiab is the clerical/legislative arm of the Office of the Honorable Sangguniang
Bayan. As such, it is entrusted with the functions of preparing the paper works of the said
honorable office in its session, either regular or special, committee meetings/hearings and other
functions of the legislative body.
The Sangguniang Bayan Secretariat takes down and prepared the minutes of
Sangguniang Bayan Sessions and Committee Hearings which are its primary functions. It also
prepares notices and communications as may be instructed upon by any member of the
Sanggunian. It is also responsible in printing the final draft of all minutes of sessions after the
Sangguniang Bayan Secretary or Board Secretary shall have prepared the rough draft thereof and
consequently finalized upon approval of the Sangguniang Bayan in its following session. The
same office is likewise tasked with the printing of the draft and final copies of resolutions before
they are sent to the persons, offices/agencies concerned and to the Sangguniang Panlalawigan
for review or comment/action. Copies of all approved ordinances are posted in three (3)
conspicuous places within the Municipality as mandated by law.
The Sangguniang Bayan Secretariat assisted the Members of the 9th Sangguniang Bayan
in their Regular Sessions, Special Sessions, and Budget hearing hence, copies of minutes has
been properly prepared. The sessions and hearing conducted, broken down as follows:

 ACCOMPLISHMENT REPORT OF THE MUNICIPAL PLANNING AND DEVELOPMENT OFFICE
2014 was a year marked by significant accomplishments for the MPDC Office. With our
collective efforts we were able to realize our department’s mandate. The times demand that we
improve our craft, and so we did. Assessing our performance in CY 2014, we have strived to be
more active in our efforts to sustain a high level of performance and to continue taking pride in
what our department is doing and striving for to become relevant to our clientele. We owe our
accomplishments to the support of our Municipal Mayor and the members of the Sangguniang
Bayan and to our good partnership with the LGU departments and barangays. We will continue to
count on the commitment and support of everyone to take our department to even greater
heights. The following are our accomplishments, viz:

Consolidated and prepared the 2014 Local Government Annual Accomplishment Report.

Prepared various plans and programs for development.

As member of the Local Finance Committee, this office participated in the budget
preparation, deliberation and review.

Issued eighteen (18) zoning certifications based on the actual existence of road right of
way of subdivision plans and actual land uses.

Issued eighty ( 80 ) Locational Clearance and/or Certificate of Zoning Compliance to all
projects and activities i.e. construction of residential, commercial, institutional, industrial,
agro-industrial projects ,special projects and others.

Actively participated in the different committee hearings and meetings.

Conducted inspection and monitoring of projects and activities for zoning compliance as
well as on-going and completed infrastructure projects.

Prepared the Local Development and Investment Plan for approval of the Sanggunian
Bayan.

Assisted in the preparation of Bottom up Budgetting for 2015-2016.

Assisted in the preparation of official communications, memoranda, reports on Bids and
Award Committee.

Incharge and participated in the program during the Construction of Booth entry to the
Bambanti Festival of the Province.

Consolidated gathered data needed for the revision/updating of Comprehensive Land Use
Plan (CLUP).

Participated in the “One-Stop-Shop” initiated by Local Government Unit to facilitate the
renewal of business permits and licenses.
The challenges of the year 2014 were exacting, but with constant hard work and genuine
intention to perform directed towards ensuring and sustaining this office’s relevance to its
clientele, everything fell in its proper place. It is assured that identified performance gaps during
the year are lessons learned for us to pursue with commitment our performance goals in the next
years to come.

As the front – liner in the administraof all real properties in the municipality of Alicia, this
office has the following accomplishment for the year 2014, to wit:
I.
Assessed and maintained in our Assessment Record a total of 28,027 Real
Property Units with a taxable Market Value of P8,808,204,320.00 and an Assessed
Value of P825,074,980.00.
II.
Transferred ownership of 297 real propertiesfrom one tax declaration to another.
III.
Revised tax declarations of 200 real property units in conformity with their actual
uses, correct valuations, areas, boundaries and lot numbers.
IV.
Conducted ocular inspection on 118 real properties affected by physical change
and buildings declared for the first time.
V.
Prepared and issued 2,142 certified copies of tax declaration.
VI.
Prepared and issued 407 certifications of real property tax assessments and
landholding.
VII.
Prepared the Comparative Report on Real Property Assessment submitted to BLGF

Accomplishments:
1. Prepared Plans and Programs of Work on various Barangay, Municipal, Provincial,
District and National funded projects, for a total of 142 Projects.
2. Coordinated with other agencies such as the DA, DPWH, DOH and DSWD in the
implementation of infrastructure projects.
3. Supervised the concreting of Farm to Market Roads, Barangay Roads, Municipal
Roads, School Buildings, Day Care Centers, Community Centers and Barangay
Halls of Various Barangays.
4. Monitored, inspected and evaluated on-going projects within the Municipality.

ACCOMPLISHMENT REPORT OF THE OFFICE ON HEALTH SERVICES
The year 2014 was an amazing year because the Local Government Unit of Alicia increases
its PhilHealth enrollees from 1,657 in 2013 to 6,773 for NHTS and for LGU Sponsored from 1,795
in 2013 to 1,279. On January 22, 2014 orientation of NDP, former name was RN Heals was held
at Isabela Hotel in Cauayan City for the 3rd batch.
The 1st quarter of the year, a measles outbreak from different municipality of Isabela was
alarming, so the DOH national declared a massive immunization on the municipalities with cases
of measles. Although a gradual progression of the disease struck our municipality, a missive
immunization was done on February 25, 2014 in the following barangays like Inanama, Aurora,
San Antonio and Bantug Petines. Rapid Coverage Assessment and Map Up Operation was also
done together with the DOH CHD Team headed by Sir Floro, the HEPO the surveillance
coordinator.
On March 4, 2014 The Luzon Health facilitators conducted a3 days Data Quality
Assessment on the TCL of midwives in order to update the on the following programs needed
emphasis and importance.
A women’s Day Celebration on March 24, 2014 with a one week celebration. On the first
day we had a free check – up and BP monitoring at the RHU. While on the last day of the
celebration we had a Culminating Program at the Community Center wherein we invited an
Obstetrician to talk about Menopause. The speaker talked about the signs and symptos of
menopause.
On April 31, 2014 Farmer’s Congress was held at the Community Center of Alicia
sponsored by the Provincial Government headed by our beloved Governor Bojie Dy III and Vice
Governor Tonypet Albano with Free medical and dental mission.
On May 27 – 28, 2014, a pre birthday celebration of our Mayor Ian Paul L. Dy. Medical
and Dental Mission was held at the Community Center and Free Circumcision done at the RHU
and Birthing Center with the help from MHO’s of District III, Doctors and nurses from Cauayan
District Hospital and private physicians of Alicia.
On July 7, 2014 Nutrition Month Celebration started with a parade around the Public
Market attended by different schools from elementary and secondary level. Culminating Program
was held on July 30, 2014, different activities were undertaken like the NutriQuiz, Slogan and
Poster Making Contest.
Measles Rubella Oral Polio Vaccine Massive Immunization was conducted for the whole
month of September in all 34 barangays of Alicia. On September 3, 2014 evaluation from the
Provincial Health Office headed by Dr. Arlene Lazaro with her team was done, with simultaneous
activities of medical and dental mission held in all four regions of Alicia because of the one month
celebration of the feast of Alicia. This are the following schedules:

Our last activity for the year was about Worlds Aids Day held in front of the New
Municipal Building after the flag raising by showing an audio visual presentation about HV/ AIDS
awareness for government employees of Alicia.

ACCOMPLISHMENT REPORT OF THE OFFICE ON DENTAL SERVICES
The Municipality of Alicia was able to maintain its status as a role model in the
implementation of Oral Helath Program. Based on the 2014 Annual Accomplishment, 3,338 (12 –
71 mos. Old) 3,267 (adolescent & youth), 1,780 (Pregnant mothers), 1,780 (older persons) were
provided with Basic Oral Health Care.Aside from Daily routine activities in RHU such as Dental
check – up and tooth extraction, different activities and events were held.
For the month of February, the LGU usual supports the celebration of National Oral Health
Month. There were lots of activities such as Draw and Tell Contest, Distribution of toothbrushes/
toothpastes to all Day Care Pupils and Dental Mission to different Barangays.
Last March 24, 2014, during Women’s Month Celebration, part of the event was
promotion of Oral Health Awareness by educating women the importance of Basic Oral Health
Care during Pregnancy.
In celebration of Mayor Ian Paul l. Dy’s birthday and way of sharing his blessings to his
constituents, 2 – days Med – Dental Mission last May 27 – 28 2014 held at Alicia Community
Center participated by Medical Doctors and Doctors of Dental Medicine from different
Municipalities.
As the school year started for Day Care Pupils, we reached out to all Day Care Centers
every Tuesday for the Month of July and August to render oral examination, supervised
toothbrushing drill, applied pit & fissure sealant to pre – schoolers to prevent the occurrence of
tooth decay and to increase the proportion of Orally – fit Children.
For the month of September dated 11, 12, 18 and 19 as part of the celebration of our
Town Fiesta, LGU Sponsored Med – Dental Missions to all Regions as way of reaching out to less
fortunate Alicians.
A remarkable National Event held on October 15, 2014 at Alicia Community Center. The
officers of the Department of Health National Association of Dentists nationwide and Municipal
Dentist of Isabela participated the event wherein 1,000 school children from ANCS (Alicia North

Central School), ASCS (Alicia South Central School) weregiven Kiddie toothbrushes/ toothpastes
and be provided with the support of the LGU.
As part of the Celebration of Elderly Week, last October 31, 2014 another Med – Dental
Mission held at the Community Center. Dental check – up, health education and tooth extraction
done to Senior Citizen to maintain and improve their oral health.
Indeed, 2014 was another fruitful and eventful year for the LGU of Alicia.

ACCOMPLISHMENT REPORT OF THE SOCIAL WELFARE & DEV’T. OFFICE
I. INTRODUCTION
The year 2014 is again a meaningful and fruitful year in the spirit of service in addressing
the needs of the people of the municipality under the Office of the Municipal Social Welfare and
Development of the Local Government Unit, Alicia, Isabela. In manifestation, this office obtained
Bronze Award conferred by the Department of Social Welfare & Development likewise all the Day
Care Workers were assessed as highly competent, the first ever in the history of Alicia and in
Region 02 and maybe nationwide. A salute to Honorable Ian Paul L. Dy in his full support in the
implementation of social welfare programs and projects hence, this awards was realized.
In addition, Alicia was adjudged as CHILD FRIENDLY LEARNING CENTER conferred by the
Department of the Interior and Local Government, Region 02, Tuguegarao City which was
received by Honorable Mayor Ian Paul L. Dy on November 30, 2014. To this cause, this town
welcomes everyone from other municipalities who wish to come to emulate and replicate various
program, best practices employed which we are proud off.
For program advancement, this office is updated on laws and ordinances according to its
mandate. Further, different National Agencies have been supportive in funding special and
regular programs and projects to mention: 100 units Core Shelter Assistance Project (CSAP)
amounting to Php 7,000,000.00; Supplementary Feeding for all Day Care children amounting to
Php 2,004,300.00; Social Pension for 507 Senior Citizen- Php 2,817,000.00; Educational
Assistance for 1029 high school students –Php 514,500.00; Family packs worth Php 130,900.00;
Rehabilitation of Senior Citizen Day Care Center - Php500,000.00; and Crisis Intervention
Program Php 675,500 were all granted from the Department of Social Welfare and Development.
The Department of Labor and Employment (DOLE) also granted PWD livelihood in the amount of
Php 230,000.00; CHED approved scholarship program for 123 college students and Vice
President of the Republic of the Philippines Hon. Jejomar C. Binay donated 300 family packs.
It is but fitting to say that positive working attitude and harmonious working relationship
coupled with dedication and commitment to the job will generally make all things altogether for
the betterment of Alicia.

II. HIGHLIGHTS
1.
Facilitated preparation and approval of Gender and Development (GAD) Code for the
municipality of Alicia.
2. Facilitated approval of Magna Carta for Social Workers.
3. Facilitated Child Friendly Learning Center documents and Video clippings. Obtained
award conferred by DILG, Region 02, Tuguegarao City which was received by Hon.
Mayor Ian Paul L. Dy on November 30, 2014.
4. Assessed and evaluated 507 Senior Citizen as Social Pension beneficiaries and
received Php500.00 per head per month or a total of Php2,817,000.00 for the year
2014.
5. Assessed and evaluated One Hundred (100) Core Shelter Assistance Project (CSAP)
beneficiaries which was approved by the Department of Social Welfare and
Development amounting to Php7,000,000.00. Construction will start upon the release
of funds from DSWD on the early months of 2015. Four (4) groups of NASA were
organized out of 100 CSAP beneficiaries and federated into one (1) NASA. Local
Government Unit counterpart budget for this purpose is also approved such as Food
For Work, carpentry tools, gravel and sand and Jetmatic Pumps.
6. Sustained Supplemental Feeding implementation to 1,304 Day Care children in 34
barangays with funds from DSWD amounting to Php 2,004,300.00.
7. Assessed and recommended 158 Crisis Intervention Program (CIP) to DSWD
amounting to Php 675,500.00.
8. Attended Municipal Advisory Team (MAT) and Municipal Advisory Committee (MAC)
regular meetings for 4P’s beneficiaries’ welfare and protection.
9. Attended regular Senior Citizen Board of Director meetings, OSCA General Assembly
and election of offices.
10. Facilitated approval of Senior Citizen Day Care Center Rehabilitation from the DSWD
amounting to Php500, 000.00. Completed.
11. Facilitated the Accreditation of Day Care Center conducted by DSWD, Regional Office
02 and DSWD, Central Office
12. Attended Day Care Workers Federation (DCWF) Mobile General Assembly meetings
set in different barangay .
13. Attended mobile joint regular meetings of Day Care Welfare Federation (DCWF) and
Day Care Service Parent Group Federation held in different barangay’s purposely for
Day Care Service advancement.
14. Successfully attended Local Social Welfare and Department assessment and
evaluation conducted by DSWD RO 02, Tuguegarao City on October 2014. Obtained
bronze award on the effectiveness and efficiency of Social Welfare program
implementation.
15. Successfully attended evaluation of the Seal of Good Local Governance conducted by
the DILG RO 02 Tuguegarao City.
16. Successfully attended Child Friendly Learning Center evaluation conducted by Regional
Evaluation Team.
17. Facilitated approval, creation and establishment of Barangay Violence Against Women
and Their Children (BVAWC) desk officers from 34 barangays.
18. Conducted RA 2262 Seminar to all Barangay Violence Against Women and their
Children (BVAWC) Desk office and officer in 34 barangays.
19. Facilitated RA 9208 as amended by RA 1064 and Gender and Development (GAD) to
all DCWS conducted by Philippine Normal University (PNU).

20. Conducted Disaster Preparedness Seminar to Barangay Disaster Risk Reduction &
Management Council (BDRRMC) in 34 barangays.
21. Assessed and recommended 1, 029.00 poor but deserving high school students for
educational assistance to DSWD which was approved at Php 500.00/ student on a
total of P 514, 500.00.
22. Assessed and recommended 222 poor but deserving college students for scholarship
program from CHED which was approved.
23. Prepared and submitted Grassroots Participatory Plan 2016 and submitted the same to
the DILG.
24. Assessed and recommended 1, 402 indigent families for Philhealth sponsored by LGU
which was approved, 8, 854 under NHTSPR and 1, 638 4P’s sponsored by DSWD, a
total of 11, 894 Philhealth holders in Alicia.
25. Assessed facilitated approval of Php 230, 000.00 livelihood assistance for PWD from
DOLE.
26. Facilitated accreditation of DCCs and 38 DCWs conducted by DSWD RO 02
Tuguegarao, Cagayan. All DCWs were assessed as highly competent first time to
happen in the history of Alicia in Region 02 or maybe nationwide which is one
among the pride of Alicia.
27. Facilitated Early Childhood Care and Development (ECCD) Online Registration.
28. Conducted family data updates through actual survey in 34 barangays.
29. Maintained food stock piling for emergency cases in times of disaster.
30. Assessed all families of Alicia and submitted reports to DSWD for family food packs
augmentation . Facilitated distribution of family packs in all barangays.
31. Conducted Mass Recognition Day of the Day Care children in 2 days held at Alicia
Community Center, Alicia, Isabela on March 2014.
32. Conducted regular monitoring and supervision to all programs and projects
implemented.
33. Conducted monthly staff meetings of the office for program performance, targets and
accomplishments.
34. Actively attended meetings, seminars and workshops called upon for program
advancements by the national, regional, provincial, and municipal level.

OFFICE OF THE GENERAL SERVICES
Accomplishments:
The General Services Office is accountable for all properties, real or personal owned by
the Local Government Unit, and those granted to it in the form of donations, reparation,
assistance and counterpart of joint projects. Maintains and supervises janitorial security,
landscaping and other related services in all local government buildings and other property.
Collect and disseminate information regarding prices shipping, cost supplies and other items
commonly used by the Local Government Unit and perform all other functions pertaining to
supply and property management here to force performance by the Local Government Unit.
Enforce policies on records creation and disposal. The General Services Officer is also the
frontline to record, supplies, properties and structures and the orderly sanitary cleaning up to
waste materials particularly during and in the aftermath of man-made and natural calamities and
disasters
With working force of monthly Job Order with the exemption of our storekeeper,

ACCOMPLISHMENT REPORT OF THE MUNICIPAL DISASTER RISK REDUCTION AND
MANAGEMENT
I. Introduction:
The LDRRM Office of this municipality of Alicia, Isabela have excelled in its performance
and accomplishment having a competent working staff and through close coordination and
collaborative action with the MDRRMC, Rescue 531 Team and BDRRM Committees in 34
barangays. The dedication and commitment of Rescue 531 Team obtained genuine results of
saving the lives of the sick people likewise with the full support of MDRRMC Chairman, Hon.
Mayor Ian Paul L. Dy.
It is a notable experience and we commend the efforts of those volunteers of Rescue 531
who are serving by heart in support to the present administration of Hon. Mayor Ian Paul L. Dy.
We also acknowledge those who have pledged commitment to donate some amount to support
those volunteers’ survival needs.
Further, this office monitor and supervised disaster related activities implemented as
mandated by law and in accordance with ordinances. It is hopeful that by the coming year 2015
will be more fruitful as per approved 2015 Annual DRRM Work and Financial Plan.
II. Performance and Accomplishments
1. Prepared and facilitated approval of 2015 DRRM Budget amounting to Php 6,693,953.00.
2. Prepared and facilitated approval of 2015 DRRM Annual Work and Financial Plan.
3. Facilitated Three (3) days Contingency Plan Formulation-Workshop conducted by OCD-R2
and participated by Forty (40) MDRRMC members at Punta Amelita Garden Resort,
Cordon Isabela.
4. Conducted Fire and Earthquake quarterly simulation drill in all primary and secondary
schools including LGU employees.
5. Conducted first aid, basic life support, disaster preparedness and response and climate
change seminar/training in all primary and secondary schools and BDRRM Committees in
Thirty Four (34) barangays sponsored by MDRRMC.
6. Conducted First Rescue Olympics participated by 3rd year and 4th year students in all
secondary schools. Also conducted the same First Barangay Rescue Olympics participated
by all Barangay Rescue Volunteers in Thirty Four (34) barangays. Such activity has been
featured by ABS-CBN and other media and has been attended by OCD-R2 Assistant
Director and Provincial DRRM Officer. Prizes has been awarded to the first Three (3)
Champions and consolation prizes of first aid kit in all barangays by Hon. Mayor Ian Paul
L. Dy.
7. Improved Rescue 531 and LDRRMO office and stock rooms funded under the DRRM
Budget 2014.
8. Conducted Kiddie Fire Marshal Brigade trainings in all primary schools and Junior Fire
Marshal Brigade in all secondary schools in coordination to Bureau of Fire and Protection
(BFP).
9. Conducted fire safety education and drill in all primary and secondary school students
sponsored by MDRRMC.

OPERATIONS:
A. FIRE PREVENTION:
Intensified fire safety inspectionand information dissemination campaign was conducted
in all types of occupancies particularly in fire – prone residential type of occupancies within the
Poblacion area.
Under the “Ugnayan sa Barangay”, formulation and implementation of fire – planning in
different schools under the BFP’s Kiddie and Junior Fire Marshal Project. This project is designed
to educate school children to be leaders at their young age, who advocate and practice fire safety
and emergency preparedness at home, in school and in the community.
As to other fire prevention activities, Alicia Fire Station also conducted fire exit drills in
different health care institutions, industrial and business occupancies.

COUNTER TERRORISM EFFORTS
This Police Station conducted daily foot Patrol to crime prone areas to deter criminals
from launching their illicit activities. Likewise, mobile checkpoints have been conducted daily
particularly at strategic places to check unscrupulous activities within AOR.
Established Additional PTU building besides the old PTU building which is manned 24 hours basis
decrease the occurrences of crime particularly the pickpocket, cell phone snatching and other
street crimes.
4. POLICE COMMUNITY RELATION
1. This Police Station conducted 18 symposia to various Elementary and High School
regarding Drug Awareness Program, crime prevention and control, Youth Gang prevention and
affective parenting/responsible fatherhood and community organizing and social mobilization in
coordination with the Local Government Unit, Alicia, Isabela.
2. Conducted seminar to selected Barangay Tanods in the municipality.
3. Participated mini Olympics conducted by Local Government Unit (LGU)
4. Conducted 67 Barangay visitations in different Barangay
C. REDUCE /ELIMINATE INCIDENT OF HUMAN RIGHTS VIOLATIONS (HRV) IN THE
POLICE OPERATIONS.

Police Information and Continuing Education is conducted regularly at this Office, wherein
COP discussed and gives more emphasis on the PNP Doctrine, Policies, and Issuances on Human

1. Community Assistance and Development Program
This office established a harmonious relationship between the community and the Police
through Brgy visitation conduct dialogue/pulong-pulong and other similar activities.
Communication and cooperation with the community place a vital role in the overall fight against
criminality and insurgency in the municipality. This office also participated in the different civic
activities like tree planting, clean and green program and other activities.
2. Disaster Preparedness and management
For the period, PCI GEORGE P CABLARDA, COP attended the coordinating conference
conducted by the Local Disaster Risk Reduction Management Council, Alicia, Isabela to discussed
work financial plan 2015.

imposing penalty thereof”.

The special concern of this office is the
neutralization of motorcycle riding criminals through strict implementation of Oplan Visa, Oplan

Secure and Safe 2013 Brgy Election.
VII. 2014 BEST PRACTICES
The continuous operation of Oplan Visa and Oplan Night Rider prove to be effective
measures in the campaign against criminality in the area particularly motorcycle-riding criminals
and illegal drugs.

MESSAGE
Warm greetings to my beloved Alicians!
Your unreserved support and immeasurable efforts has been
magnified by the progressive turns it has made manifest through this
2014 Annual Accomplishment Report or State of Local Governance
Performance Report (SLGR).
There is really power in unity, as what has been shown in the
partnership you had with this Local Government Unit, because we are almost in the verge of
reaching what we ought to achieve as what was stated in our vision and mission statement for
our beloved Alicia.
Grateful as I am particularly to the municipal and barangay officials, the Civil Society
Organizations, and Private Organizations who, in one way or another, worked hand in hand in
realizing the implementation of the full disclosure policy for good governance and transparency
being mandated by the national government. With that class act that you have displayed, we
were able to establish a “mark of change” as to the mandates of the national government. The
mark that shifted our government from one that is self-serving to one that works for the
welfare of this municipality and of the nation in general.
Again, this is a very great privilege to urge you, not just to continue but to commit to be
united for a better Alicia… Let us go, to achieve more… Let us grow, to be a better
community… Let us glow, to enjoy the fruit of our labor. Let us be one to continuously
withstand what we have begun, this is no time to be unperturbed to move forward for the
