A New Riding Season is Here?
Easter Sunday was our 8th Annual Easter Bike
Blessing. Lots of bikers said, this starts our riding
season. For most that is true, but for lots of us riding is
all year.
But just as many see the Easter Bike Blessing as the
start of a new year, Easter represents the start of
something new as well. New life! It is Easter when
Jesus arose from the dead. With his death and
resurrection we are all offered a new start on life, a
new riding season.
The great part is that it is for everyone. Just like we
all can enjoy those first spring days of riding in
warmth and sunshine, we all can enjoy having a new
life with Jesus.
Just like every spring we have a new riding season,
with God we can always have a new day in our lives,
and we don’t have to wait for spring.
Ride safe, ride lots and enjoy every minute of all the
blessings we have in life.

It’s here!!!! Riding weather. I know it has been a crazy winter and for a while there I was beginning to think the nice
weather would not arrive. Although we did have a couple of nice days throughout the last few months, they didn’t last
long. Finally, now that we have riding weather here, I would like to remind everyone to make sure your motorcycles are
in top running condition. Also, remember to follow the rules of the road and ride safely.
May is ‘Motorcycle Awareness’ month and we will be having a couple of Awareness Rallies. One will be in Coeur d
‘Alene and the other will be in Lewiston. Other Organizations and Clubs throughout the state will also be holding rallies
throughout the state so if you can’t attend one being sponsored by ABATE of North Idaho, please try to attend one in
your area. The more awareness we can bring to motorcycles on the road the safer riders will be. As you are reading this
magazine you will see flyers and information on our rallies.
In June we will be holding our Spring Opener in Harvard again this year and everyone (over 21) is invited to attend and
enjoy good times and great company. There will be vendors and live music for everyone to enjoy, not to mention our
annual rodeo. Each year I have the pleasure of spending time with old friends and meeting new friends. If you have not
had a chance to attend one of our Spring Openers I urge you to try to attend. It is an experience that everyone should
have. Look for the flyer in this issue for more information. Although, I want to remind everyone this is for people over
the age of 21.
On Labor Day weekend we will be holding our Friendship Run. Together with Idaho Coalition of Motorcycle Safety
(I.C.M.S.) we provide a fun ‘family’ weekend with camping and other activities. Look in our future issues for time,
location, and more information on this family event. If you have not figured it out yet, this is a family event and we urge
you to bring your family members to enjoy the fun with us.
These are just a few of the events that are going on this year, if you continue on with your reading you will find our
events calendar along with other flyers for events to attend.
Remember, while riding you need to keep in mind that some of the four wheeled drivers do not see you, so keep your
head lights on and your wits about you, to have a safe and fun ride.

ABATE of North Idaho Meeting Minutes
April 11th, 2010
The meeting was brought to order by Coordinator Chuck Gilmore at 1200hrs. There was a quorum in attendance.
All board members were present. ANI had 5 guests members, ABATE of Southern Idaho (ASI) had 6 board
members present, Idaho Coalition for Motorcycle Safety(ICMS) had 5 of their board members present and there
were 2 guests from non affiliated motorcycle riders and Mr. Rob Harrell proprietor of the Timber Inn in Pierce
Idaho.
ANI has 250 members in good standing as of April 10,2010.per the Membership Secretary.
The Treasurer reported the for FY 2009 ANI showed a profit for the year and financially we are in good shape
going into the riding season and the Spring Opener. All the riding events for ANI of 2010 are sanctioned and
insured by the AMA. Chapter sponsored events are in the process of acquiring the sanction and insurance
certificates from AMA.
The Clearwater chapter is having a special raffle at the Spring Opener. A Drawing by artist Marty Crane and the
Proceeds will be donated to the Jackson-Baldwin Foundation to benefit ill children. The tickets are $5 or 5 for
$20.
The Hoodoo chapter had their blood drive and raised 19 pints of blood for ANI and participated with the Kootenai
Chapter in the Highway cleanup on Apr.10,2010. The two chapters removed litter from two miles of US 95.
Twenty six riders collected 34 bags of litter in under two hours. This was followed with a free potluck lunch.
The Kootenai chapter also held its 2nd annual free spring motorcycle inspection that day at Lawrence’s in Cd’A.
Sixteen bikes were inspected.
Hells Canyon chapter reported a very successful Easter Egg Hunt in Lewiston. 937 kids were in attendance,
12,000 plastic eggs were manually stuffed with candy and prizes and distributed throughout the grounds for the
children along with 45 dozen hard-boiled eggs.
The Eagle
newsletter is 18 moths old since it has been revised and is becoming successful. 2600 copies of the 16
page newsletter will be distributed throughout North Idaho in May. The March /April edition cost ANI $104 and
the May/June issue is scheduled to bring in a profit of $13. The change in cash flow is due to the efforts of the
Chapters and Chatty Salomone in pounding the streets in getting ads and from the cost cutting efforts of Paul
Riess getting a bulk mail permit.
Legislatively the State of Idaho enacted no laws to diminish the freedoms of motorcyclists during their 79 day
session nor did they pass any laws to enhance our freedoms. Many issues regarding awareness, inattentive driving
and general safety were discussed in the session but all for not. They had significant budgetary issues to deal with
in light of the State and national economies. Our guests from ICMS spoke of the specifics of these items to the
extent they knew of.
The Idaho Department of education was given 550 copies of the DVD produced by ICMS’s Chris Lambing which
took over one year to produce. It has been successfully accepted by the state and ITD.
With respect to the Spring Opener all the committee and volunteers have completed the responsibilities and
presently there are no obstacles remaining for a successful Sprig Opener in Harvard this year. The contract with
the Pines RV Park has been made.
Also a motion was made to increase the entertainment budget for the Spring Opener and the motion passed 12/2
with two abstentions. The contract for the group FAT TONES to play both Friday and Saturday night was agreed
to. The set-up committee needs volunteers for Sunday May 30th at the Pines RV Park in Harvard,Id.. If you can
volunteer some time please be there at noon on the 30th.
The website is finally being brought up to date and being re configured by the new webmaster. It has been a
struggle but it should be up and running before the end of April.
Rob Harrell solicited the Board to again hold the Friendship Run in Pierce, Idaho as it has for the past 5 years.
With attendance down the board decided to relocate the event.
The Friendship Run will be held in Orofino this Labor Day weekend September 4,5,6 and will be the sole
responsibility of the Clearwater chapter to host the run and coordinate with the city and advertise. The future of
the Friendship Run will be determined by the success of this year’s rally and discussed after the event by the
board.
The Awareness Rallies in May this year, the 1st in Cd’A and the 8th in Lewiston have been finalized and the AMA
sanctions and insurance have been received. Two of our guests at the meeting addressed the BOD to promote their
respective swap meets occurring later in the day after the Cd’A rally. Bootmaker, the president of Northwest
Classic Motorcycles, spoke about his swap meet to be held at the Mission Inn in Cataldo. Glenn Wessel addressed
the BOD and promoted his swap meet in Cd’A at the Time Out Tavern on Government Way. ABATE while not
affiliated with either event urges all riders who attend the Awareness rally to visit both swap meets that afternoon.
The amber alert Interstate signs throughout Idaho will be showing catch phrases promoting motorcycle awareness
during the last half of April and during the month of May, National Motorcycle Awareness Month.
Hells Canyon Board members excused themselves at 1450 hrs.
The meeting was adjourned at 1535 hrs.

Motorcycle Safety Tips
Prepare for ‘THE MOMENT’

I have heard the story numerous times; as I am sure have you. The motorcyclist is riding along when
something happens:
a car pulls out or turns left in front of the rider
a deer or dog runs into the rider’s path
the rider suddenly sees a patch of gravel in the middle of a turn
the rider feels them self drifting wide in a fast turn
Whatever the initiating event, the rider may lock up one or both of the brakes, and has either a low side-crash (lays
it down) or a high-side crash (bike throws the rider off). Or, the rider may run out of their lane in the turn and collide
with a fixed object (or an oncoming car!) When ‘THE MOMENT’ happens, will you be prepared?
When I was in high school, and was taking a geography test (I hated geography…), how well I did on that test
had very little to do with how hard I tried on the test. It had everything to do with how well I studied over the
previous weeks and months.
When I competed in cross country, how well I did depended on how well I trained over the season much more
than how much effort I put in to the race that day.
Whether it’s a test in school, a sports event, or motorcycling; when ‘THE MOMENT’ comes, it’s too late to
prepare – it’s time to perform. So how do we prepare for ‘THE MOMENT’ on our bikes? There are several things
we can do to be prepared.
Crash Avoidance – Riding Skills
The three main skills to practice are (1) Maximum Braking, (2) Swerving, and (3) Cornering. While most of us
think ‘Yeah, I know how to do that,’ how much do we really practice? Many riders almost never practice, and when
‘THE MOMENT’ comes, they may regret that choice. Here are some simple ways to practice these critical crash
avoidance skills:
Maximum Braking – Find an open paved area and set a ‘gate’ with two halves of a tennis ball (low cost cones!)
Approach the gate at 20mph and begin braking at the gate. Stop smoothly with both brakes. Note where you stop
(maybe drop a penny at your left foot). Then go back and do it again at the same speed and try to beat that
distance using a smooth, increasing squeeze on the front brake (and keeping your eyes on the horizon). A
minimum standard at 20mph is 23 feet, but skilled riders can stop in less than 15 feet. When you are comfortable
and confident at 20mph, do the same thing at 30mph. **Note: If you skid the front wheel, immediately release the
front brake, the reapply smoothly.
Swerving – Using the same gate, approach at about 15 mph. Once you’ve passed through the gate, press on
the handgrip to initiate a swerve, hold the press until the bike has moved over (enough to miss the imaginary car),
then press on the opposite handgrip to straighten the bike back up. Repeat in both directions until your swerves
are smooth and crisp and you are making rapid lane changes. Then do the same thing at 20mph. **Note: Do not
apply any brakes while swerving!
Cornering – When you are riding, talk yourself through the four steps of cornering – SLOW (slow down before
the curve starts), LOOK (turn your head and look as far as you can through the turn), ROLL (start gently rolling on
the throttle before the turn starts), and PRESS (press forward on the handgrip to initiate the lean – press left, go
left; press right, go right). The more conscious you are about the steps, the more you will build the habits of proper
cornering.
Crash Avoidance - Mental/Visual
The primary cause of single vehicle crashes in turns is riders not looking far enough through the curve. Looking
ahead gives you information sooner rather than later – giving you time to respond to hazards. And time is the
name of the game, folks. Having 2-3 seconds to respond creates an emergency situation; having 5-10 seconds or
more to respond gives you plenty of time to take action and avoid the crash altogether. So, practice looking 20
seconds ahead and identifying potential hazards and conflicts long before you get there.
Crash Avoidance - Knowledge
We all know that motorcycles don’t handle the same as cars. The more you can learn about motorcycle handling
dynamics, the better off you will be. There are lots of good resources out there on the subject (books, videos,
magazines, etc.). Here are just a few items that many riders (even some long-time veterans) aren’t sure about the
answers to. If you want to get the answers - take a rider training course (www.idahostar.org), get a book or two on
the topic, or both.
Why does the front wheel have up to 70% or more of the bike’s stopping power?
If you are already in a turn, and feel you are going too fast or start running wide, what should you do?
If a car or an animal darts out right in front of you, should you brake, swerve, or lay it down?
If you accidentally lock up the rear wheel, how do you maintain control?
Sometimes bad things happen to good riders, and there is very little we can do about those bad things. However,
there is a lot we can do about how prepared we are to respond to those bad things. Go out and practice your riding
skills, get your eyes up and look well ahead, and learn what you can about motorcycle handling dynamics. When
‘THE MOMENT’ comes, it is my hope that we will all be prepared.

Considering the economic times the MRFA&E and the YAS
both need financial support in order to continue on with each
of their goals. The MRFA&E as we all know is about
Motorcycle Awareness and Education. The Young Activist
Scholarship is the future of motorcycling if we are to protect
our hard earned rights.
SMRO’s we’d like to ask you to request your members look
into having a benefit ( consider a Poker Run, a Sunday
rummage sale) and put that money towards this years Young
Activist Scholarship. You see the Young Activist
Scholarship committee is limited to how many recipients it
can send due to the amount of money that is collected prior
to that years picks (July 15). As you know the force of
young riders can only be built as we continue to build that
number year by year. Our goal each year is to bring more
and more youth to our table. We need each of our SMRO’s
across America to help build the motorcycle force out of our
youth that will protect all the years of work that have already
been invested.

What’s Happening in Idaho
On Monday March 29th, the
Idaho Legislature finished its 2010 session
after just 78 days. I’m glad to report that
during
that
session
the
people’s
representatives took neither actions to
diminish the right and freedoms of the
motorcycling community in Idaho nor, on
the other hand, did they take any action to
enhance
the
freedoms
associated
specifically with the two-wheeled lifestyle.
As far as motorcyclists are concerned this
session was rather inert.
That said, the legislature didn’t
vote on whether to grant sovereign tribal
reservations the authority to arrest nontribal members on the reservations. Rather,
a
voluntary
agreement would
be
established between county sheriffs and
tribal police on a county by county basis.
We didn’t need another law on the books
where reasonable heads prevailed. Also, a
law to put more teeth into Idaho’s
inattentive driving law did not get passed
which would have increased the severity of
the punishment for texting while driving.
Idaho didn’t need another law. Currently
Idaho has a law against inattentive driving.
In the opinion of this Rep to the MRF, the
existing law needs to be more fully
enforced.

for “Right of Way” violations aimed at
drivers who injure and kill citizens while
disregarding the victim’s “Right of Way”.
The introduction of a bill is a long and
arduous process and we only get one
chance so I can assure you that the
motorcycling community in Idaho along
with other interested groups in the state
will be searching for a sponsor and cosponsors for these bills in next year’s
session.
Two things did come out of the
2010 legislative session that effects the
personal freedoms of all Idahoans. Those
were the Healthcare Freedom Act whereby
Idaho reinforced its state’s sovereignty in
the face of more unfunded mandates and
unrestrained authority usurped by the
federal government in Washington D.C.
This was the first of such states’ laws
passed in the U.S.A. The other law was the
requirement for proof of identity/ residency
at the voting booth. After all, in Idaho you
have to show identification to cash a check
or use a credit card. Why not have to show
ID to perform the most sacred act of
American democracy, and for which
countless thousands of American Veterans
have died, the right to cast a secret ballot.

We discussed possibly having our first card drawn there before
we take off for the Poker Run on Sunday. City council also
asked if they could bring in vendors. We discussed letting city
take care of all vendors. Mike T. talked to hotels about
discounts and they may be willing if the location is approved
at state.
Secretary report: Dee and Pauline got the raffle tickets for
the Spring Raffle from Valley Graphics and they turned out
really well. See above. All members present at this meeting
took tickets to sell.
Membership Secretary Report: Bryan Barrett reported we
now have 60 members. Bryan reminded us that dues are due
now and to get them in ASAP. As of this meeting we had
another 6 renewals and 1 new. A big chapter welcome to
Ingrid Rinard!

Safety report: We discussed the questionnaire for the MAP
class and have decided to just show the DVD and answer
questions and hit on points that are not mentioned in the Q &
A session. Bear got the Orofino high school class to watch the
DVD and it even changed the instructor’s point of view on
motorcycles. Several of the students were impressed and said
this DVD will make them look for bikes in the future. We are
already working on getting a booth at the Lumber Jack Fair
days.
Old Business: The Awareness Rally flyer was discussed and
decided on. Dee will get AMA Certificate this weekend so
Pauline can get the permits. Mel will talk to American West
bank about displaying the pencil drawing.
New Business: Chuck said he got a call and the ICMS will
have representation at the next State meeting April 11th @
Sandpiper Grill in Moscow, noon.

Coordinators Report:
Frosty Buns Run was a huge success with over 700 motorcycles. Weather was fantastic and just a good
ride. Curley’s did a really good job especially considering there were probably 1000 people there at one
point.
Russ did inquire about the kitchen area for us to use Spring Opener being 200.00 a week-end, but going
to make sure we’re not stepping on any other Chapters toes first. Also has cots, stoves, fridge, water,
bathrooms, and a covered area with table and chairs. We may also sell some of our Hoodoo wares there.

ICMS “MOTORCYCLE AWARENESS” DRIVER
EDUCATION TRAINING VIDEO RELEASED!

The Idaho Coalition for Motorcycle Safety proudly announces the completion of a
driver’s education video project for the Idaho State Dept. of Education. This video,
titled “MOTORCYCLE AWARENESS”, will be a major enhancement to drivers
training classes in the State of Idaho. It will be distributed to over 500 driver training
instructors throughout the state. This is a landmark accomplishment in the efforts to
improve awareness of the “Motorcycling Community" to all drivers. The ICMS has
worked in conjunction with Mr. Brian D. Johns, Coordinator for the Dept. of Education.
Mr. Johns visited the February ICMS meeting, accepted the video, and expressed his
wholehearted support and gratitude for ICMS’s efforts.
Statistically, drivers under the age of 18 are responsible for a majority of accidents.
Research has shown this age group has issues with hazard perception. Meaning,
teens have not yet developed the ability to "scan" far ahead and to the sides as they
drive, and they don’t detect hazards like pedestrians, motorcyclists or roadside
objects as fast as experienced drivers do. Teens might not respond effectively from
the time they actually see the hazard through the time needed to respond.
Familiarizing young drivers with motorcyclists can provide earlier recognition of
potential hazards while driving and may allow greater response times. Hopefully, with
more comprehensive training to new drivers about motorcycling and the proper ways
to share the roads with motorcyclists, the safety of motorcyclists will be greatly
enhanced over the long term. ICMS has been informed in the past that the motorcycle
portions of driver training have sometimes been superficial due to various issues such
as time, lack of knowledge by instructors or deficiencies in effective training materials.
It is ICMS’s hope to bridge those gaps with this video.
The ICMS gives credit for the assembly of this video to ICMS board member R. Chris
Lambing. His inspiration for this project came from attending Motorcycle Rider
Foundation seminars. Chris learned of what other state organizations had done in this
area, and recognizing a need in Idaho, began his effort to “get it done” for the riders of
Idaho. Chris networked with like minded individuals from around the country to
compile the best of available education videos and edited them to meet the specific
needs of Idaho. The last segment features Chris demonstrating common hand signals
motorcyclists use to communicate with drivers and other riders. This process took
over a year and Chris was tireless in his pursuit of this project.
The ICMS would like to thank Mr. Brian D. Johns, Coordinator for the Dept. of
Education, for his support of the finalized video material. The ICMS thanks various
State Motorcycle Rights Organizations and the Motorcycle Safety Foundation for their
contributions. We are providing the video “MOTORCYCLE AWARENESS” to
organizations that would like copies. We encourage all to view this video. As always,
the ICMS strives to bring SAFETY, EDUCATION, and AWARENESS to the attention
of the Citizens of Idaho.

Study: Driver cell phone bansdon'treducecrashes
A new study finds that laws banning hand-held cell phone use while driving have
not reduced the number of auto accidents in the District or elsewhere. The
Highway Loss Data Institute examined insurance claim records in D.C., New
York, Connecticut and California, as well as nearby areas lacking cell phone
bans.
The findings: Cell phone bans don't lower crash rates.
"We looked at states that have had hand-held cell phone bans in place for the
longest times," said Russ Rader, a representative of the Highway Loss Data
Institute, which is a research wing of the nonprofit Insurance Institute for
Highway Safety. "We found that there was no change in the crash trends before
compared to after the laws banning cell phone use were put in place." The study
also compared crash rates in the District with those in Maryland and Virginia,
which don't have laws restricting driver cell phone use, and found that crash rates
were similar.
For example, when comparing D.C.'s collision claim frequency with similar
claims in Baltimore, where no such laws exist, the study found that the phone ban
had no effect. "We were surprised by the results," Rader said. "Given the big
increase in cell phone use over the last few years, we were surprised to find no
impact on crashes."
The District of Columbia enacted laws banning driving while talking on a cell
phone in July 2004, though drivers are still allowed to use hands-free cell phone
devices. According to the AAA Mid Atlantic Auto Club, D.C. police officers
have since doled out almost 13,000 tickets and 7,519 warnings to drivers caught
using hand-held cell phones. Chicago and other major metropolitan areas
followed D.C.'s example, racking up thousands of dollars in ticket revenue
despite a dearth of evidence showing that cell phone bans reduce the number of
auto accidents. In addition to the new findings, a recent AAA study found that
hands-free cell phone use was no safer than talking on a hand-held. "No
empirical studies ... show hands-free phones offer safety advantages over handheld phones," AAA spokesman John Townsend said in response to the new
findings. The problem, some experts say, lies in human nature -- not our gadgets.
"The real danger is distracted driving," said a AAA Mid-Atlantic statement
issued in response to the new study -- and that danger is not confined to cell

Chairman’s note:
If this article is accurate, what are the answers to combat distracted
driving? Is a complete ban on all cell phone use, including texting and
hands-free devices, needed? What about other forms of distraction such
as eating, applying makeup, music, conversations with other passengers,
and any of the countless other ways to not pay attention to the task at
hand? Certainly such activities pose serious risks to motorcycle riders as
well as others that share the road. But on the other hand are we giving
law enforcement another opportunity to issue tickets with no proven
effectiveness of the law? Does this stretch into a personal freedom issue?
We encourage personal freedom and also personal responsibility.
Responsible people would not normally engage in activities that put
others at risk, yet many who consider themselves responsible still do it.
Can the encouragement of personal responsibility alone on this issue be
enough? Our experiences would emphatically say “no”. So, I ask again,
what can society effectively do to combat distracted driving? Please email

Hells Canyon Chapter Easter Egg Hunt
Hell's Canyon Chapter of A.B.A.T.E had a very successful 5th annual Easter egg hunt this
year. With the help of many businesses and private donations we were able to see over
900 kids happily gather up over 12000 eggs," Yes that was no typo twelve thousand
eggs," hundreds of prizes, hot dogs, and cold coke a cola. Even with all our time
consumed with gathering up donations, and stuffing plastic eggs, we were able to find the
time to ride these last few months. We had our annual Valentines day ride and S.t
Patrick's day ride, and we are gearing up for our many other rides this year. Once again
Hell's Canyon Chapter would like to thank all of you who have been helping us give these
children a wonderful Easter. Without all of you we would not be able to make it so great.

Spring time is highway 95 pick up time for combined Kootenai and
Hoodoo Chapters team. On April, 10, 26 members joined into
picking and bagging trash from the roadside. The team collected 34
bags of trash in 2 hours along a 2-mile stretch of Hwy 95, beginning
at Silverwood Park and north to Athol.
At the same time, 4 members of Kootenai Chapter hold a FREE
Spring Safety Inspection at Lawrence’s MC in Coeur D Alene. This
year the team looked over 16 bikes. New, this year was Lawrence’s
“Dyno-Day” special of $10 dyno runs for all comers.
AROUND THE USA
IDAHO: Have you seen the new helmet sticker? “This Helmet Worn By Choice – MY
CHOICE”. ICMS continues to follow legislative issues and protect our freedom of choice. We
are currently watching bills relating to cell phone use and texting, covered loads, and
promoting our own “Right of Way” legislation.
ILLINOIS: Illinois has multiple helmet related bills on the dockets this year. SB2535 is a
proposed statute mandating helmets for riders less than 18 years of age. SB2536 is a
proposed statute mandating helmets for all riders. HB5029 is a proposed statute mandating
helmets for riders less than 18 years of age. HB5031 is a proposed statute mandating
helmets for all riders. ICMS is following these bills.
INDIANA: Due to a “Blue Law” it is an illegal for dealers to sell motorcycles or automobiles
on Sundays. New efforts to change this antiquated law have been spearheaded by Harley
Dealer, Mark Forszt. According to Forstz, “he can sell you everything you'd ever need to put
a bike together yourself. He just can't actually sell you the bike”. He notes private parties
such as E-Bay, Craig’s List or any private person can sell a bike on Sunday. Senator
Charbonneau, who is supporting this bill, also expressed interest in the loss of sales tax
revenue due to the current laws. He stated, “If every one of those dealerships sold one
motorcycle a Sunday, or even one a month, that's a pretty sizable infusion of cash into the
state coffers.”
MASSACHUSSETTS: Massachusetts Motorcycle Association (MMA) Board Members met
with representatives of the Massachusetts Attorney Generals’ Office (AGO) Insurance &
Financial Services Division after an $11,000,000 rebate settlement was reached with Safety
Insurance Group, Liberty Mutual Insurance Company and Quincy Mutual Fire Insurance
Company. The groups are refunding money after over charging motorcycle insurance
premiums beginning in 2002. The discrepancies were due to the company’s’ interpretation of
the book values of motorcycles. The average rebate is estimated to be $300.00 with 6%
interest. Now the goal is to find all of the motorcyclists who have or had policies with these
companies in Massachusetts. This entire settlement was the result of one consumer
complaint!
MICHIGAN: A new bill was introduced to allow motorcycle riders the choice of riding without
a helmet. However, there are conditional requirements if the rider wants to exercise this
“right”. The motorcyclist must pay $100.00 for a permit, show $20,000.00 in health insurance
coverage, be at least 21 years of age and be licensed with a motorcycle (“M”) endorsement
for at least 2 years. ABATE of Michigan does not support this paradoxical bill as it
contradicts the premise of freedom and personal choice.
MISSOURI: Beginning Jan. 1, motor vehicles, including motorcycles, are exempt from the
safety inspection requirement for the first five years following the model year of manufacture.
For example, a motorcycle made in 2006 will be exempt from the safety inspection through
2011. This will also mean that many customers will need one less document when they
renew their license plates. Inspections must be conducted at an authorized inspection
station. The general cost of an inspection is up to $12 for cars and trucks and up to $10 for
motorcycles. Fortunately, Idaho is not one of the states requiring third party verification and
certification of personal vehicle maintenance.
NEW HAMPSHIRE: New Hampshire currently allows all riders to decide what types of
personal protection equipment they want to wear with the exception of eyewear. New
Hampshire is one of the few states with this remaining freedom. Many are troubled that this
last bastion of freedom has been attacked by the same state representative for the past two
years. Judith Day, a democrat representing the touristy sea coast area of New Hampshire,
has introduced a mandatory helmet law and a motorcycle sound emissions law two years in
a row. Jeff Hennie, MRF Vice-President of Government Relations, testified on both bills and
reports that both bills have been killed for this year.
OHIO: Ohio initiated a right-of-way violation bill in 2004. The bill is on behalf of pedestrians,
bicyclists and motorcyclists. Ohio activists are still working on it in 2010. Also, Ohio recently
experienced a restoration of funds previously raided from the Motorcycle Safety Fund as
well as some other motorcycle related funds. This refund was in response to and in part the
settlement of a court challenge. $800,000.00 had been diverted from the Motorcycle Safety
Fund and more that came from license registration fees.
WISCONSIN: New legislation introduced in Wisconsin creates a special license plate
commemorating Harley Davidson with the trademark and logo (bar and shield) with the
message “Share the Road”. There may also be a bill to name Harley Davidson as the state’s
official motorcycle.

Johnstown, PA: Local and state police scoured the hills outside rural
Johnstown, Pennsylvania, after reports of three animal rights activists
going missing after attempting to protest the wearing of leather at a
large motorcycle gang rally this weekend. Two others, previously
reported missing, were discovered by fast food workers "duct taped
inside several fast food restaurant dumpsters," according to police
officials.
"Something just went wrong," said a still visibly shaken organizer of
the protest. "Something just went horribly, horribly, wrong."
The organizer said a group of concerned animal rights activist groups,
"growing tired of throwing fake blood and shouting profanities at older
women wearing leather or fur coats," decided to protest the annual
motorcycle club event "in a hope to show them our outrage at their
wanton use of leather in their clothing and motor bike seats." "In fact,"
said the organizer. "Motorcycle gangs are one of the biggest abusers of
wearing leather, and we decided it was high time that we let them know
that we disagree with them using it... Ergo, they should stop."
According to witnesses, protesters arrived at the event in a vintage
1960's era Volkswagen van and began to pelt the gang members with
balloons filled with red colored water, simulating blood, and shouting
"you're murderers" to passers by. This, evidently, is when the brouhaha
began.

Police officials declined comments on any leads or arrests due to the
ongoing nature of the investigation, however, organizers for the
motorcycle club rally expressed "surprise" at the allegations.
"That's preposterous," said on high ranking member of the biker
organizing committee. "We were having a party, and these people
showed up and were very rude to us. They threw things at us, called us
names, and tried to ruin the entire event. So, what did we do? We
invited them to the party! What could be more friendly than that? You
know, just because we are all members of motorcycle clubs does not
mean we do not care about inclusiveness. Personally, I think it shows a
lack of character for them to be saying such nasty things about us after
we bent over backwards to make them feel welcome."
When confronted with the allegations of force feeding the activists
meat, using them as ad hoc latrines, leaving them incapacitated in fast
food restaurant dumpsters, and 'farting on their heads,' the organizer
declined to comment in detail. "That's just our secret handshake,"
assured the organizer.

Norman let us in prayer. It was held at the home of Chris Leitz ,and Chris provided delicious
soup and breads.
Members in attendance were Moose Wittrock, Greg and Cindy Lounsbury, Duane Bailey,
Chris Leitz, Norman and Bev Burch, Vikki Kern, Gary Brown, Lucas Lounsbury, Dave
Reddikopp, Pete and Patrice Pfeiffer, Mike Trisdale, and Scott Storch.
The minutes from the 02/20/10 were read and approved as recorded.
Membership Report: Scott said that we now have 27 paid members. We also need to
welcome 1 new member, Lucas Lounsbury.
Medical Report: Cindy said that next meeting she will bring the medical information slips for
our review and to make changes and updates as needed.
Old Business:
No news on the t-shirts yet. Terri Lynn and Danny are out of town right now. Gary said
that he designed a t-shirt, but he didn't bring the design to the meeting. Scott is going to
Lewiston on Monday, and he will go to Royal Embroidery and get prices. The matter is
tabled until the next meeting.
Bands: Scott has a contract for the Fat Tones to play at the Spring Opener. Moose will
call Chuck Gilmore and get the approval for the amount. Chris and Scott went to Potlatch to
listen to the band Strykewater, and they said they were pretty good. We voted to have
Strykewater play both nights at the Too Broke for Sturgis Run.

Ride with the Leaders™ Over 7,000 motorcyclist rights activists have attended MRF sponsored annual regional and
national workshops since 1985. These workshops provide the nuts and bolts, “user friendly” subjects and training to assist
motorcyclists in defending, building, and strengthening their grass roots organizations.
Norm said it would be nice to have a microphone and amplifier for the speakers at the
Awareness Run this year. Lucas said he would look around thrift stores and pawn shops and
pick some up. That way our chapter would have them for all of our functions.
Too Broke site prep: Moose received a "to do" list from Bob Pfiester to get the site ready
for the run. Patrice will make some copies and bring them to the next meeting, and Scott will
e-mail the list to everyone he can as well. Moose will also get in touch with Bill Hartman and
have him make up the flyers so we can start passing them out at upcoming runs. Beano will
see about getting us ice for Too Broke. We will be having our June and July chapter
meetings in Elk River at the site to get it ready.
New Business:
The Memory Run will be held on June 19, 2010. There will be a Poker Run, starting at
Lick's Highside Customs in St. Maries at 10:30 AM, with the last hand at Bailey's Bar in
Bovill. It will be a 50/50 pot, with 50 % going to the high hand and 50% going to Bill Hartman
to help cover the cost of the band.
Moose donated back the mini chopper he won last year for a raffle. The tickets will be
sold at upcoming events, and the winner will be drawn at the Too Broke Run.

Norm will contact Symes Hot Springs Resort in Hot Springs, Montana for availability and
prices for the End of the Sun Run. Patrice will print off a price list from the Internet and bring
it to the next meeting.
Scott said the State website still needs to be worked on, and he will bring it up at the next
State meeting. We also need Spring Opener flyers from the State so we can be passing
them out.
The meeting was adjourned at 3:15 PM.

Saige Casady is currently working on her
senior project for The Class of 2011, at Lind
High School. What She has decided to do
for her project is to send care packages
overseas to the troops for 18 months. She
decided to split 9 months to Afghanistan and
9 months to Iraq.
Her mother has always taught her to
appreciate the troops for all they do for us.
She always walks up to any soldier she
see’s, shakes their hand and simply says
“Thanks for Serving”. This always brings a
smile to their face, and Saige would like to
do the same. Even if she can’t be there
when they open or even receive these
packages Saige will know that I have simply
said “Thanks for Serving” and brought a
smile to their face.
To be successful in her efforts Saige prays
for community support. This can come in
many ways, donations, cash or products and
supplies, shipping, advertizing, word of
mouth, organization support, and of course,
labor of love filling each care package.
