OPLAN “METRO YAKAL”
 OPLAN “METRO YAKAL” shall embody a set of procedures and
guidelines in the conduct of preparatory and humanitarian response
activities relative to an earthquake disaster by the personnel and units of
the MMDA, MMDRRMC, and Metro LGUs, including their affiliates.
 This Plan shall be in consonance with existing policies and strategies of
government to reduce disaster risks and vulnerabilities of the country
against natural hazards.
 Oplan “Metro Yakal” shall complement efforts of the component
local government units of Metro Manila during this type of disasters and
shall take into planning consideration possible support coming from
other national agencies or regions, including foreign organizations and
private entities.
Task Force “Rainbow” shall install and follow an Incident Command
System (ICS) in carrying out its humanitarian assistance mission.
Development of multi-disaster response services skills among the
operating units and elements is encouraged to be more effective.
