REPORT TO THE PLANNING COMMISSION
SUBJECT: CDJR Subdivision, First Revision – Request
approval of a Final Subdivision Plat on 5.507 acres located
southwest of the intersection of Harley Oaks Cove and
Byhalia Road.
INTRODUCTION: Cindy Reaves with SRConsulting,
LLC, representing property owners Tim Bumpus with Bumpus
Brothers No. 3 LP and Doug Wilson with Wilson Real Estate,
LLC, is requesting that the Planning Commission approve a
Final Subdivision Plat for the 5.507-acre CDJR Subdivision.
The subdivision is located southwest of the intersection of
Harley Oaks Cove and Byhalia Road and is zoned GC General
Commercial and is surrounded by GC on the west and north,
TN Route 385 on the south, and SCC Shopping Center
Commercial to the east. This application was deferred at the
August 4th Planning Commission Meeting at the request of the
applicant in order to review the application along with the
related Conditional Use Permit application (PC 16-40).

KEY QUESTIONS: The PC may find the following review questions helpful in the request:
1. What is changing in the subdivision? A 50-foot wide strip of additional property will be added along the
north side of the western portion of Lot 1 of the CDJR Subdivision. The property will be removed from Lots
6 and 7 of the adjacent Harley Plaza Subdivision.
2. Why is the change necessary? A parking lot expansion is proposed in Lot 1 of the CDJR Subdivision and is
indicated in the Conceptual Site Layout (Exhibit 3) which is non-binding and provided to show intent. The
expansion of the parking area was made possible by a recent Ordinance Amendment (2016-07 – see Exhibit
4) which modifies the maximum number of permitted parking spaces in nonresidential uses.
DISCUSSION: The applicant’s cover letter (Exhibit 1) requests a review of a Final Subdivision Plat (Exhibit 2)
for the CDJR Subdivision, First Revision, which will increase the size of the subdivision by adding a 50-foot
wide strip of land to the westernmost portion of the lot north of TN Route 385, and will reduce the size of Lots 6
and 7 in the adjacent Harley Plaza Subdivision. The additional land will provide space for a future parking
addition for the Collierville Chrysler Dodge Jeep Ram (CDJR) Dealership (Exhibit 3), made possible by the July
25, 2016 BMA approval of Ordinance 2016-07 (Exhibit 4) amending §151.115(B)(4)(c) to modify the maximum
number of permitted parking spacing for nonresidential uses. The non-binding conceptual site layout (Exhibit 3)
is provided to show intent, only.
The proposed Final Subdivision Plat for the CDJR Subdivision (Exhibit 2) moves the lot line between the
western portion of Lot 1 of the CDJR Subdivision and the south property lines of Lots 6 and 7 of the Harley
Plaza Subdivision 50 feet to the north. The moving of the lot line results in the expansion of Lot 1 of the CDJR
Subdivision from 3.88 acres to 4.501 acres, and the a comparable reduction of the area of Harley Plaza
Subdivision Lot 6 and Lot 7. There is no change in the size of Lot 2 of the CDJR Subdivision. Approximately
0.622 acres will shift from the Harley Plaza Subdivision to the CDJR Subdivision as noted in Note #6 on the

Subdivision Plat. The acreage of the CDJR Subdivision, including Lots 1 and 2, will increase to a total of 5.507
acres.
CDJR will need to amend its Conditional Use Permit (CUP) and submit a minor site plan amendment. The future
applications will need to delineate inventory area, customer parking, and employee parking to demonstrate
compliance with the latest changes to the “parking cap” ordinance, as the 1 space per 200 square feet rule still
applies to the gross building area, but display spaces are now exempt. The changes to Lots 6 and 7 of the Harley
Plaza Subdivision are part of a companion application (PC16-25) which is also on the August 4th Planning
Commission agenda. The subdivision must comply with the Subdivision Regulations and all other adopted
ordinances and policies of the Town. No plat may be approved as a minor subdivision if the plat is not in total
compliance with all applicable ordinances or policies. The proposed Final Subdivision Plat complies with the
Subdivision Regulations.
NEXT STEPS:
 Revised plans: The revised Final Subdivision Plat shall be submitted after addressing any conditions of
approval.
 Final Subdivision Plat Recording: The Final Subdivision Plat shall be prepared and the Town will have the
Plat recorded.
 CUP Amendment & Site Plan Modification: Assuming that the intended use for the expansion of the
subdivision is additional parking, the applicant shall submit a Conditional Use Permit Amendment and Site
Plan Modification/Exterior Alteration applications.
EXAMPLE MOTION AND CONDITIONS OF APPROVAL:
To approve the request for a Final Subdivision Plat for the CDJR Subdivision, First Revision located southwest
of the intersection of Harley Oaks Cove and Byhalia Road, subject to the following conditions.
1. This project is subject to all applicable standard conditions of approval as adopted by the Board of Mayor
and Aldermen, Resolution 2006-54.
2. Upon recording the CDJR Subdivision Plat, include the Plat Book and Page Number on Lots 6 and 7 from
the Harley Plaza Subdivision on the CDJR Subdivision Plat.
3. Add one additional 15’ Landscape Easement label in the western portion of Lot 1 fronting TN 385.
4. Any additional comments from the Engineering Division shall be addressed prior to recording the plat.
5. Modify the Final Subdivision Plat as needed, if lot line adjustments are required to meet the Conditions of
Approval Related to the Conditional Use Permit (PC 16-40).
