Williams, Executive Director M-SCEA REPRESENTATIVE ASSEMBLY STANDING RULES Approved: August 2015 Standing Rules are those (1) which are related to the details of the administration of an Association rather than to parliamentary procedure, and (2) which can be adopted or changed upon the same conditions as the ordinary act of the Association. 1. That Roberts Rules of Order Newly Revised be adopted as standard parliamentary procedure for governing the representative assembly for all matters of procedure not specified in the M-SCEA Constitution and Bylaws. 2. In order to speak to an issue, members move to microphone and be recognized by the chair. 3. When speaking, members must identify themselves, their position, and their school or administrative unit. 4. Members, when speaking, shall not exceed two (2) minutes on any given subject (and shall not be allowed the privilege of speaking a second time on the same issue or question if a member of the RA who has not spoken on that issue or question desired to speak) provided that motions presented by chairperson on behalf of their committees or by Board of Director member on behalf of that body may have additional time as determined by the chair. 5. When speaking to a motion or issue, speakers shall alternate pro and con. If there is no alternating position, a speaker may take the same position as the previous speaker. 6. Proposed agenda items shall be publicized as far in advance as is possible. 7. Inasmuch as it is feasible to do so, committee reports shall be prepared in writing in advance for RA members. The reports shall be made in full without interruption before discussion. Action recommended in reports shall be clearly delineated. Committee reports shall be given by the chair. If chair is unavailable, staff shall give report. 8. Every effort shall be made to seat non-RA members and guests separate from voting representatives. 9. A roll of RA members shall be kept and represented units shall be reported as a part of the minutes. 10. A request requiring a response by staff shall be made through the Executive Director (or designee) on any issue before the assembly. 11. Non-RA members (other than staff) may address the RA only at the request of a member of the RA and with the approval of a majority of the RA. 12. The RA shall appoint the elected Board of Directors members as a permanent committee on credentials and whose responsibility it shall be to: Certify Association Representatives (ARs) and Representative Assembly members a. b. Keep an accurate roll of attendance c. Distribute voting credentials, when appropriate d. Scarborough at 4:00 p.m. A quorum was established. INVOCATION AND PLEDGE OF ALLEGIANCE The pledge and invocation was given by Regina Golden, M-SCEA Board of Directors. CONSIDERATON OF AGENDA M/S/P (Rosemary Winters, Glennie Thomas) Motion to approve the agenda as printed. Motion #1 HORACE MANN There was a short presentation by Mr. Boyd, Horace Mann, regarding services offered by their company. MINUTES M/S/P (Anthony Harris, Dorothy Carr-Bland) Motion to approve the minutes as printed. Motion #2 TREASURER'S REPORT Futrell Redditt, Treasurer, presented the budget reports for period ending March 31, 2016. M/S/P (Erika Sugarmon, Dorothy Carr-Bland) Motion to accept financial reports for filing. Motion #3 PRESENTATION There was a presentation by r. Cynthia Alexander-Mitchell, Director of Family and Community Engagement. She introduced colleagues and gave a summary of areas of focus of the Department. She will be seeking input from teachers. ANNUAL ELECTION President Scarborough announced that Dr. Anntriniece Napper has won the election of VicePresident. Unopposed positions to be voted on by acclamation by the Representative Assembly: Elementary School Director - Gloria Williams; Middle School Director - Mildred J. Williams; High School Directors - Joyce Mason and Margaret R. Williams. M/S/P (Sarah Kennedy-Harper, April Jeffries) Motion to fill Board of Directors vacancies by acclamation. Motion #4 M-SCEA Representative Assembly Minutes. April 12.2016 Page 2 PRESIDENT'S REPORT Patricia A. Scarborough, President, reported the following: 1. Reading Rally - Recognized members of the Reading Appreciation Committee who helped organize a very successful Reading Rally. 2. On The Hill - Recognized members who attended Day On The Hill at Legislative Plaza, Nashville, March 22-23,2016. 3. Teacher Appreciation Banquet - Reminded members that the annual banquet will be Friday, May 13, Holiday Inn-University of Memphis. 4. Meetings - Attended various meetings including School Board work session and business meetings, hearings in Labor, Observation Review Panel, Town Hall Meeting (Hollywood Community Center), National Teacher Day Committee meeting, and Emerging Leaders session. 5. End of Year Celebration- Scheduled for May 27,2016,4:00 p.m. at the M-SCEA building, with fun, food, and dancing. EXECUTIVE DIRECTOR'S REPORT Keith 0. Williams, Executive Director, reported the following: 1. Proposed SCS Budget - Discussed proposed SCS budget and proposed cuts, especially to life insurance for retirees. Teachers are supposed to get a raise next year. 2. Fresh Start - Two middle schools are being fresh started: Havenview Middle and A. Maceo Walker Middle. All must apply for jobs. 3. Excessing - Notifications were to be done by Friday, 4/8/16. Board says they will follow established excessing protocol. Let M-SCEA know if you are excessed, make sure protocol is followed properly. 4. Non-Reelects - Those being non-reelected should be notified today. 5. JacquelineHarrison - Won her case at appeal, March 30^. She will recover all back pay and her retirement will be made whole. Her case was won by Darrell O'Neal, M-SCEA's attorney. 6. Transfers - The SCS transfer site is now open with over 250 posted positions. 7. Calendar - The Board published a calendar different from what they said was passed. Students are out on December 19, but teachers have DLD. Teachers may be able to forego that last day if they meet requirements. 5" M-SCEA Representative Assembly Minutes. April 12.2016 Page 3 MEMBER CONCERNS Executive Director Keith Williams addressed member concerns regarding incentive pay, refunds of TEA/NEA dues payments, use of personal days, and testing. COMMITTEE REPORTS PACE - Rosemary Winters, Chairperson, discussed Day On The Hill. Advised members to visit the Chalkbeat TN website regarding legislation and visit Momma Bears. National Teacher Day - Futrell Redditt, Chairperson, discussed the upcoming banquet scheduled Friday, May IS"'. Encouraged members to use social media to advertise the event and encourage attendance. Membership - Telesa Echols, Chairperson, recognized ARs who signed up members during the prior month. Human Relations - Allean Neal recognized association representatives celebrating birthdays.
