News release for the changes in the Highway Traffic Act enacted in September. Back to school traffic safety messaging. Community Service Officer • • • • • • For the month of September 2015 a total of 32 media releases were created and distributed. One media release was distributed in relation to a drowning death. This provided an opportunity to offer public education in regard to water safety. A media release was distributed in relation to students returning to Lambton area elementary and secondary schools. This afforded the opportunity to educate our community in relation to school bus and pedestrian safety and the lawful requirements surrounding same. Fourteen media releases were distributed in relation to motor vehicle collisions involving passenger cars, transport trucks, motorcycles, school buses and pedestrians. The severity of these collisions ranged anywhere from property damage, minor to serious injury and in one case, death. Four media releases were distributed in relation to traffic stops involving drug possession and impaired driving. These releases afforded the opportunity to share the OPP’s zero tolerance in relation to any and all forms of impaired driving. Six media releases were distributed in relation to major thefts that have been occurring within our rural and farming communities. These releases were distributed as the OPP continuously seeks community assistance in these cases in relation to identifying suspects and reporting suspicious activities. CRIME & TRAFFIC & MARINE CAMPAIGNS / INITIATIVES: Traffic / Marine Sergeant • • • The Village of Grand Bend historically attracts thousands of visitors during summer long weekends, Labour Day Long weekend for Traffic and Marine from Friday the 4th of September until Monday the 7th of September 2015. The narrowing of Main St. has been a benefit to pedestrian traffic, slowing down motorist as they navigate towards the beach area. Strict enforcement along Oak • • St. was necessary to maintain emergency access to the beach. An increase in calls for service, along with a large volume of pedestrian traffic requires enhanced police presence to maintain the safety of all. 2014 Labour Day Holiday there were approximately 468 calls for service. In 2013 there were approximately 387 calls for service. Based on previous statistics it is anticipated that the 2015 Labour Day will be equally as busy. All three vessels were utilized for patrol over the busy long weekend. There were no serious incidents on the water but several violations were issued for safety equipment and alcohol. Street Crime • • • • • • • Lambton Street Crime Unit investigated or assisted with the investigation of 10 new CDSA (drug) related occurrences. 8 people were charged with a total of 29 drug and criminal code related offences. One of these investigations required the authoring of two warrants under the CDSA. One for the cultivation of marihuana and the second for the charged person’s cell phone in order to support drug trafficking charges. Members conducted follow up on an Utter Threats complaint and were able to determine the root of the complaint was based on several Break and Enters being conducted by four youths. Charges were laid and one youth was “Diverted”. As a result of further investigation and several interviews the youths were identified as being responsible for 26 incidents (Break and Enters/Thefts). Lambton OPP Street Crimes Unit (SCU) was not able to charge the youths, but the incidents are now cleared. Members continue to proactively support the Crime Abatement Strategy by conducting compliance checks on identified offenders. Members conducted a total of 7 compliance checks resulting in two charges of Fail to Comply with Recognizance Lambton SCU members assisted with the investigation of a Domestic Related incident where a warrant for arrest was sought on a male person and a total of eight charges being laid. Lambton SCU continues to liaise with the Sarnia Police Service to bring a “Patch for Patch” Program to Lambton County and attended a meeting in support of this. The goal of this initiative would see Doctors and Pharmacists requiring patients to return unused/used patches before a prescription being refilled. This would deter people from selling their Fentanyl patches on the street or to “Dealers”. PUBLIC EDUCATION CAMPAIGNS: Traffic / Marine Sergeant • • • • • • • Long weekend education prior to the weekend. Radio ads continued with Blackburn Radio concentrating on Distracted Driving Education continues with Move Over Law and the new laws coming into effect on the 1st of September. Posters and metal signage has been developed and is being placed at beaches, pools and marinas within Lambton County. MADD candle light Vigil for Impaired driving awareness. White Cross display will be in front of the OPP and St. Clair Fire Distracted driving presentation is being worked on and is set for October in conjunction with Sarnia Police. Community Service Officer • • • The Lambton Community Service Officers have distributed public education media releases in relation to the Fall Seatbelt Campaign, Labour Day Weekend- Distracted and Aggressive Driving, and the local Return to School Initiative. In addition, the Community Service Officers have scheduled and diligently pursue and continue to offer and organize the OPP KIDS Program within the elementary school system. Officers continue to participate in the OPP and Mac’s Milk’s Positive Ticketing Program targeting elementary students prior to and after school hours. SCHOOL RESOURCE OFFICER: • • • • • 5 youths in separate incidents were given YCJA diversions in lieu of criminal charges. Out of the 5 diversions, 1 youth was referred to Sarnia Rebound, and the remaining 4 were given formal cautions and/or warnings. The involved offences included: theft, possession of stolen property, break and enter and assault. 12 Criminal Code charges were laid against 4 youths for the month of September which included the offices of: Break and Enter, Possession for the Purpose of Trafficking and breaches of recognizance and sentences. Incidents of poor driving habits reported and observed first hand around the high school area during the beginning of the school year. 3 youths spoken to and caution with respect to their driving. 1 youth charged for careless driving. Drugs remain a concern with the youth in and around the high schools. 1 youth charged with possessing cannabis marihuana for the purpose of trafficking while at school. School resource officer’s constant and continual presence at the local high schools may be having a deterring effect as there were no assaults reported to the police during school hours. Lambton Crime members investigated a drug related sudden death. Two members were in Superior Court for the continuation of pretrial motions relating to two persons currently charged with 1st degree murder. Lambton Crime assisting Kettle Point with Attempt Murder investigation – Also from this investigation and a result of a DNA hit Lambton Crime has re-opened a 2002 Robbery investigation in Corunna. Lambton members are continuing to collect evidence in relation to a 1st degree murder investigation from a Township of Warwick incident which occurred summer of 2014. A continuing need to be proactive to educate and ensure safety of all in our communities that travel in proximity to schools in Lambton County. Lambton County has 27 schools including 25 Elementary and 2 Secondary. An officer was assigned to monitor and enforce HTA at each school to ensure a safe start to the return to classes. No incidents. ATV FOCUS PATROL • Ipperwash / Port Franks area with ERT members is scheduled upon their return from fall ERT training. Golf cart on the streets has been reported as an issue. MTO BLITZ • Set for the 2nd of October. RADAR / LIDAR • • Intercept enforcement resulted in 27 speeding charges. Continuous RADAR within the county and known speed areas. HSD & HET • Highway Enforcement Team (HET) was assigned to Lambton County 4 times in September including participation in the fall seatbelt campaign resulting in an additional 60 seatbelt charges. EZ STAT TRAFFIC MONITORING SYSTEM: Traffic Complaint / Speeding - Forest Rd, 50 km/hr. zone north of Golf Course, Town of Forest Situation: Concern brought forward regarding the speed of motor vehicles entering the Town of Forest approaching residential and school crossing. Location details: • • • • Paved, straight on level 2 lane road Residential / School in the area 50 km/hr. zone Visibility is good in all directions Investigation: • • • • • • • • • • The Lambton O.P.P. does not have any collisions in the immediate area. Several complaints of speed with vehicles entering the town north bound. Ez stat RADAR was set up from Tuesday the 8th of September to Thursday the 10th of September 2015. Please see attached graphs. 3853 vehicles over monitored time. 1047 vehicles under the posted 50 km/hr. speed. 1747 vehicles over the posted 50 km/hr. speed (51 – 60 km/hr.). 891 vehicles over 61 - 70 km/hr. 58 vehicles over 75 km/hr. (Please note that there is a normal RADAR anomaly, Harmonic 170 for 4 vehicles) Average speed of 55 km/hr. 0700 hrs. - 1000 hrs. and again at 1400 hrs. - 1700 hrs. appear to be the heaviest traffic times. Conclusions: • • • Speeding is not a systemic issue in the complaint area (average of 55 km/hr. and 29 over 65 Km/hr.) Compliance is high for speed Speed enforcement within the two identified times is recommended to discourage all HTA infractions during school times Deployment of the EZ stat for October: • • Township of Dawn-Euphemia. St. Clair Township. Speed Trailer Lambton speed trailer has been returned to service and was deployed: • • 1st Street, Petrolia Tileyard Line, Petrolia NEW HIGHWAY TRAFFIC ACT LAWS as of the 1st of September 2015. (Partner with Lambton County for education on social media) DISTRACTED DRIVING • Distracted driving, according to police, is a problem that hasn't seen any improvement in recent years. As of Tuesday, those caught on cellphones -texting, talking or scrolling will face larger fines and receive three demerit points. The current penalty is a fine ranging from $60 to $500. Under the new act, those found guilty could face up to a $1,000 fine. ($400.00 plus 90 surcharge for set fine) Novice drivers may have their licence suspended on the spot for 30 days. "DOORING" OF CYCLISTS OF OTHER VEHICLES • Opening your door into the path of another vehicle or cyclist currently comes with a $60 to $500 fine. Under the changes, drivers caught after Tuesday will be given three demerit points and a $365 fine. The OPP said that these laws will be enforced through traditional road patrol and reports from the public. IMPROPER LIGHTING ON BICYCLE • Failure to have proper lighting on a bike formerly came with a set fine of $20. Those without bike lights will now face an increased fine of $110. PASSING CYCLISTS • There is currently no rule in place requiring drivers to make space for cyclists on the roads. Now, drivers must leave at least one metre of distance between their vehicle and the bike when passing. If they fail to do this, they face a $110 fine and will be given two demerit points. Failure to allow one metre of space when passing a cyclist in a community safety zone will result in demerit points and a $180 fine. THE SLOWDOWN, MOVE OVER LAW • Requires drivers to reduce their speed and move into the next lane if there is an emergency vehicle stopped on the side of the road with its lights flashing. Now, drivers must also move over for tow trucks stopped with their amber lights turned on. Failing to do this will result in a $490 fine. TRAFFIC IN THE MEDIA FATAL THREE VEHICLE COLLISION Courtright Line at Mandaumin Road- St. Clair Township (ST. CLAIR TWP, ON) – On September 22, 2015 at approximately 2:45 p.m. members of the Lambton Ontario Provincial Police (OPP) attended the intersection of Courtright Line and Mandaumin Road to investigate a three vehicle collision. Investigation revealed that a transport truck and trailer being operated by a 65 year old male, had been travelling west bound on Courtright Line approaching Mandaumin Road. It was at this time a pick- up truck being operated by an 89 year old male, was south bound on Mandaumin Road approaching the controlled intersection at Courtright Line. As a result, the pick- up truck and the transport truck and trailer became involved in a collision. Due to the collision, the trailer portion of the tractor/trailer became detached and entered the east bound lanes of Courtright Line. At the very moment of this collision, a motorcycle, being operated by a 19 year old male was travelling east bound on Courtright Line toward the initial collision sight. The motorcycle then became involved in a collision with the detached trailer. There was a fire at the area of the tanker and motorcycle. The OPP, St. Clair Fire Department, Ambulance and the St. Clair Roads Department attended to assist. The transports trailer was confirmed as being empty. There were no issues concerning the environment. The St. Clair Fire Department did extinguish a fire as a result of the collision. The transport truck driver received medical attention at the scene and was cleared. The driver of the pick- up truck was taken to Hospital by land ambulance. The operator of the motorcycle was transported to Hospital by air ambulance. OPP closed the intersection of Mandaumin Road at Courtright Line as the OPP Technical Traffic Collision Investigators (TTCI) conducted their investigation. Once TTCI has completed their investigation and the Highway had been cleared of debris the intersection was reopened by 01:00 hours. The 89 year old pickup driver succumbed to his injuries in hospital. The 19 year old motorcycle driver remains in very serious condition in a London hospital. The tanker driver was uninjured. NO charges are expected. SCHOOL BUS INVOLVED MOTOR VEHICLE COLLISION Driver Charged (PETROLIA, ON) – On Monday September 28th, 2015 at approximately 2:44 p.m., Lambton County Ontario Provincial Police (OPP) was dispatched to a two vehicle, motor vehicle collision at the intersection of Marthaville Road and Courtright Line, Enniskillen Township, County of Lambton. Lambton OPP along with Lambton Emergency Medical Services (EMS) and Enniskillen Township Fire Department attended the location. Upon arrival, OPP observed a single motor vehicle facing a southwest direction on Courtright Line and school bus facing a southerly direction on Marthaville Road. The driver of the motor vehicle, a 73 year-old male from St. Clair Township, was transported to hospital by Lambton EMS with minor injuries. One child on the bus was treated for minor injuries at the scene and released by EMS. The driver of the school bus, 48 year-old female of Dawn-Euphemia Township, was also transported to hospital by Lambton EMS with minor injuries and was consequently charged with: • Fail to Yield to Traffic on Through Highway BACK TO BACK COLLISIONS INVOLVING PEDESTRIANS Watford and Petrolia- Drivers Must Be Aware of Pedestrians (WATFORD, ON) - On Wednesday, September 23, 2015 at approximately 4:15 p.m. members of the Lambton Ontario Provincial Police (OPP) attended the intersection of Nauvoo Road at Erie Street in the Town of Watford, Warwick, Ontario to investigate a collision involving a pick-up truck and two pedestrians, one of which was seated within a wheelchair. Investigation revealed that the pick-up truck had come to a stop and then commenced a turning motion prior to striking the pedestrians. This was a low impact collision. The pedestrians were transported to Hospital and received medical treatment for minor injuries. (PETROLIA, ON) - On Thursday, September 24, 2015 at approximately 9:00 a.m. members of the Lambton Ontario Provincial Police (OPP) attended the intersection of Petrolia Line at King Street within the Town of Petrolia, Enniskillen Township to investigate a collision involving a four door car and two pedestrians, one of which was seated within a baby stroller. Investigation revealed that the car had come to a stop and then commenced a turning motion prior to striking the pedestrians. This was also a low impact collision. The pedestrians, one of which was an 18 month old child, were transported to Hospital and received medical treatment for minor injuries. TRAFFIC STOP LEADS TO DRUG SEIZURE Several Charges Laid (PETROLIA, ON) – Lambton County Ontario Provincial Police (OPP) has laid further charges in relation to an incident which occurred on Friday September 25th, 2015. On Monday September 28th, 2015, an adult male party attended the Lambton Ontario Provincial Police – Petrolia Detachment and turned himself over to police stating that he provided police with a false identity on the day of the initial arrest. As a result, 38 male from London, ON was arrested and charged with: • • • • • Possession of a Schedule II Substance – Over 30mgs Resist Peace Officer Public Mischief Obstruct Peace Officer Personation with Intent to avoid Arrest, Prosecution, or Obstruct Justice The accused will appear in the Sarnia Ontario Court of Justice on Monday December 16th, 2015. On Friday September 25th, 2015, at approximately 3:29 p.m., Lambton County Ontario Provincial Police (OPP) conducted a traffic stop for a Highway Traffic Act (HTA) violation on Discovery Line, Town of Petrolia which resulted in a Controlled Drug and Substances Act (CDSA) seizure. OPP observed a HTA violation on a motor vehicle travelling northbound on Center Street then turn onto Discovery Line, Town of Petrolia. Prior to initiating the traffic stop, the motorcycle officer following the suspect motor vehicle detected a strong odour of suspected marihuana, emanating from the vehicle. A traffic stop was initiated and during this stop the officer located 27, freshly harvested, marihuana plants within the vehicle. During the arrest, one of the three male parties attempted to flee on foot from officers, however this male party was quickly apprehended without any further incident or injury to police or the suspect. 36 year-old male of London, ON was arrested and charged with: • • Possession of a Schedule II Substance – Over 30mgs Drive Motor Vehicle with Open Container of Liquor 41 year-old male of Adelaide-Metcalfe Township, ON was arrested and charged with: • Possession of a Schedule II Substance – Over 30mgs Both accused will appear in the Sarnia Ontario Court of Justice on Monday November 18th, 2015. SINGLE MOTOR VEHICLE COLLISION Driver Sustained Serious Injury (CORUNNA, ON) – The Lambton County Ontario Provincial Police (OPP) has concluded its investigation into a single vehicle motor vehicle collision which occurred on Friday September 18th, 2015. As a result, 21 year-old male driver of Sarnia, ON was charged and issued a Provincial Offences Notice for the offence of: • Careless Driving The accused will appear in the Sarnia Ontario Court of Justice in relation to this offence. On Friday September 18th, 2015 at approximately 2:27 a.m., Lambton County Ontario Provincial Police (OPP) was dispatched to a single vehicle, motor vehicle collision on Kimball Road just north of Petrolia Line, St. Clair Township, County of Lambton. OPP along with Lambton Emergency Medical Services (EMS) and St. Clair Township Fire Department attended the location. Upon arrival a single motor vehicle was observed on its roof with two parties located just outside the vehicle. The 21 year-old male driver from Sarnia, ON was transported to hospital by Lambton EMS with serious but non-life threatening injuries. The 22 year-old male passenger also from Sarnia, ON only sustained minor injuries as a result of the collision. Kimball Road was closed for several hours while the collision was being investigated. The Lambton OPP continues to investigate this motor vehicle collision and charges are pending.
