Professor İhsan Doğramacı, Founder of the School

İhsan Doğramacı, founder of our school, was also the founder of Bilkent and Hacettepe Universities in Ankara, and
founding president of the Council of Higher Education of Turkey. He served as Executive Director and President
of the International Pediatric Association for a quarter of a century and for two terms as Chair of the Executive
Board of UNICEF. Among many other accomplishments İhsan Doğramacı was, in 1946, a signatory to the
Constitution of the World Health Organization, an institution he went on to serve for a number of decades.
As well as being the founder of seven non-profit educational and health foundations, including the İhsan
Doğramacı Erbil Foundation, İhsan Doğramacı started up and oversaw the development of major industrial
enterprises, the sole purpose of which has always been to fund educational and philanthropic projects. 1

İhsan Doğramacı Bilkent Erbil College (IDBEC) is sponsored by Bilkent University. This support of Bilkent
University is achieved through an agreement signed by the rector of Bilkent University and the chair of the İhsan
Doğramacı Bilkent Erbil Foundation, which owns the school. The University oversees development of the school
curriculum and recruitment of teachers and subsidized more than 80 percent of the operating expenses for the
2011-2012 school year. The school fees covered less than 20 percent of the operating costs. Bilkent University
and the İhsan Doğramacı Foundations have met 100 percent of the capital expenses of the school.

Welcome to İhsan Doğramacı Bilkent Erbil College
İhsan Doğramacı was a man of exceptional wisdom, vision and determination. He changed education in Turkey
and had the vision to found our school in Erbil. The school offers the Primary Years Programme, one of the three
International Baccalaureate programmes. The International Baccalaureate is a leading organization in international
education.
The values espoused by the IB will contribute to the development of the region and we believe that our school will
play an important role in the development of education here. We are still a small school but facilities to
accommodate 1200 students are now complete. We follow the route of planned and controlled growth and expect
to be a school for 4–18-year-old students within a number of years. We opened in September 2010 and are
pleased that we have developed good relationships with the local community and the local authorities.
We welcome you to our school. We want to share with you our appreciation of the local community and our
international outlook.

Mission
The mission of IDBEC
The mission of İhsan Doğramacı Bilkent Erbil College is to provide an educational programme of the highest
international academic standards. Its rigorous academic programmes include strong components of both English
and Turkish as soon as the students enter the school. By the time of graduation from the high school the students
will be expected to have command of at least three languages in addition to their native tongue.
Through a supportive environment that is socially and artistically enriching, IDBEC encourages all members of the
school community to reach their full human potential.
Our vision is for IDBEC to become a learning community where students and teachers all aspire to the personal
attributes of the International Baccalaureate Learner Profile in order to be:

History
İhsan Doğramacı Bilkent Erbil College (IDBEC) is a result of the vision of Professor İhsan Doğramacı, and it is his
legacy to his birthplace.
Professor Doğramacı passed away in February 2010, but Bilkent University has guaranteed the future of IDBEC,
assuming complete responsibility for the school’s finances, curriculum and management. Like all the Bilkent
educational institutions, IDBEC is not-for-profit and it receives no subsidies from any government. When İhsan
Doğramacı established the university, he transferred full ownership of 40 companies to it as an endowment. The
profits of these companies, and the school fees, are all invested in the various Bilkent educational programmes.
The fifth of the schools undertaken by the İhsan Doğramacı Foundations, IDBEC opened in the fall of 2010 with
4-, 5- and 6-year-olds in the kindergartens and Grade 1. Growing with the students, the school will add one
grade per year, with the first students projected to graduate from Grade 12 in 2022.

Academic
Rigorous academic programmes
At İhsan Doğramacı Bilkent Erbil College, our educational programme is based on the constructivist philosophy.
We consider each student as an individual and believe that students learn best if they are given the opportunity
to construct their own meaning. We want our programme to be relevant and engaging for all students, exploring
significant and meaningful content. We encourage students to take responsibility for their own learning, reflect
on their own learning and make their own choices. Students are encouraged to work together and share their
perspectives, being supported in developing their own understanding. Subjects are taught as much as possible
in relation with each other.
The IB programmes are based on the same educational philosophy and provide a curriculum framework that
supports us in organising our programme. The school has attained PYP candidate status and will in due course
apply for the other IB programmes.

Multilingual
Multilingual education
As soon as they enter the IDBEC Kindergarten classes, all children start learning both English and Turkish. These
two languages are used for the teaching of concepts in all subject areas. At IDBEC, language learning occurs in
authentic and meaningful contexts rather than in isolation – this means that there is a great emphasis on the use
of language for learning about concepts and for learning how to do things.
The teachers of IDBEC have strong academic backgrounds. They ensure close supervision of the linguistic and
conceptual development of all learners; teachers work with both larger and smaller groups, offering individual
support where necessary.
In addition to English and Turkish, Kurdish classes begin in Grade 1, for all students, who will further develop
their language skills by beginning the study of Arabic in Grade 4. From Grade 8, students will study a further
language.

International Standards
International levels of achievement
The school delivers an international curriculum and constitutes an international community. The teachers have a
wealth of experience at international schools around the world. Other school personnel provide a balance of local
and international experience and expertise. We explicitly appreciate diversity in linguistic, cultural and religious
backgrounds. We believe that diversity enriches learning experiences, offers multiple perspectives and leads to
higher levels of achievement.
While valuing the local, our outlook is international – applying the best that the world of education has to offer.
This international outlook is reflected in the diversity of our staff, the resources that we use, the concepts that we
study and the levels of achievement we aspire to.

Enrichment
Socially and artistically enriching
From learning how to play and then through a wide range of activities, children at IDBEC are encouraged to be
sociable and to be aware of human commonalities including culture, art and music. Because we recognize that
for very young children play is extremely important, we work hard to ensure that every child gets to play, at the
right time, in the right conditions, with the right equipment and materials, supervised by the right people.
From a young age, all our students have ample opportunity to express themselves artistically: in pictures, shapes,
sounds and movement. Art lessons and music lessons are taken by all. There are extra instrument lessons
(piano/violin) for all those interested and committed.

Community
Community relations
Our multicultural school community consists of students, parents, teaching staff and support staff. It is very
important for us that community relations are harmonious and conducive to effective education. We encourage
communication between all groups. During lunch, teachers, assistants, office staff and administrators eat at the
same tables as the children. Students utilise office staff as resources and visit the offices for interviews and
observations for their units of inquiry.
The school regularly organises information sessions for parents and invites parents to visit the school, participate
in lunch and celebrate the learning of their students. School documents are produced in three languages: English,
Kurdish and Turkish.
