Information contained in this newsletter has been assembled from the most recent intelligence files of the New Jersey Department of Corrections. The material that follows is for training purposes only. This and future issues will focus on the eight (8) security threat groups currently recognized by the New Jersey Department of Corrections and the New Jersey Gang Investigators Association. What is a gang? Intelligence & Technology The definition of a gang as adopted by New Jersey’s 2C Criminal Code identifies a gang as: “Criminal street gang” means three (3) or more persons associated in fact. Individuals are associated apply; (a) self-proclamation; (b) witness testimony or official statement; (c) written or electronic correspondence; (d) paraphernalia or photographs: (e) tattoos; (f) clothing or colors; (g) any other indcia of street gang activity. Gangs are utilizing social media. YouTube, Twitter, Facebook, Blogs, etc. are all part of the network and wensites like hoodup.com where gangs are expanding their influence, criminal activity and memberships. Gangs in New Jersey Over the last decade law enforcement has witnessed a majority shift of gang membership from one “Super Gang”, the Almighty Latin King & Queen Nation to another “Super Gang”, the Bloods. Although the Latin Kings are not dormant by any means, the Bloods have surpassed their public membership, criminality and violence. Gangs are found in every county in the state and a presence is apparent in nearly every municipality. What does this mean? No community is safe from recruiting attempts and violence. Long Branch as we all know has more than one gang, and recently the activities have become very violent. Gangs “Once found principally in large cities, violent street gangs now affect public safety, community image, and quality of life in communities of all sizes in urban, suburban, and rural areas. No region of the United States is untouched by gangs. Gangs affect society at all levels, causing heightened fears for safety, violence, and economic costs.” National Gang Threat Assessment 2005 Technology is empowering gangs to move beyond their juriddiction and request resourcesfrom similar gang sets. One Blood member Facebook page in Camden, was linked to serveral other Blood gang members throughout the country, including, Florida, Texas, Alabama, California and Detroit. Gang Identification Criteria (must have 2) 1. Self admission 2. Gang tattoo 3. Possession of gang paraphernalia 4. Information from a law enforcement agency 5. Information during a DOC investigation 6. Correspondence from other inmates or outside bangers 7. Gang group photography 8. Other These are the are criteria that the Department of Corrections uses to determine if an inmate is part of a gang. The Top 8 Threat Groups & Gangs Designated by NJ Department of Corrections These are the current eight designated gangs that have been classified as a Security Threat Group: t 1. Almighty Latin King and Queen Nation 2. Bloods 3. Crips 4. Prison Brotherhood of Bikers 5. Five Percent Nation 6. Netas 7. East Coast Aryan Brotherhood 8. State Prison Skinheads People P eople & Folks Knowing the Signs There are two (2) “Nations” of gangs; People and Folk. Within the nations there are gangs that identify with them. PEOPLE The People Nation reprsent on their LEFT Side or LEFT Hand. They identify with the number 5 and use the 5 point crown star. Bloods and Latin Kings are Nation Gangs. “5 Point Star, Pitch Fork (down), 5 Poppin’ Droppin” d Folks The Folk Nation represent on their RIGHT Side or RIGHT Hand. They identify with the number 6 and the use of the 6 point crown/star. Crips are a Folk Nation Gang PEOPLE The Almighty Latin King/Queen Nation (ALKQN) Gangs that relate: Almighty Latin King & Queen Nation (ALKON) Bloods (BL) Netas (NETAS) Vice Lords (VLO) People Nation gangs traditionally “reps” to the left however some East Coast Bloods bang to the right. You will see BL dow paw burns, colored bandanas or a pant leg rolled on the left side. FOLK Gangs that relate: Black Ganster Disciples Crips Gansta Disciples Latin Disciples Satan Disciples Folk National gang members rep to the right. Is considered by many in the New Jersey law enforcement community to have one of the highest levels of organization and violence, which can only be compared to that of the Organized Crime Families of the Mafia. On a side noted, both the Mafia and Latin Kings started/organized in Chicago. Latin Kings emerged in New Jersey in 1993-1994, and has since spread to all counties of the state. Membership into the Latin Kings is achieved by memorizing the gang’s “Lessons” which include the history, the five points of the crown, three colors, five senses, and other gang rules. The lessons are numbered 1-35, but are sometimes found in un-numbered fashion called the “flow.” Full membership is attained after the completion of four (4) steps: 1. 2. 3. 4. Observation (3 Months) Five Alive (3 Months) Probation (3 Months) Crown King/Queen (3 Months) Luis Felipe AKA King Blood Quick history; Latin Kings began as a street gang in Chicago in the early 1940’s. At that time, ethnic groups created street gangs as a means to protect themselves, their neighborhoods and their families. Latin Kings emerged as the biggest and most violent. However, they were first known as Latino Nobles, Royal Kings and Reyes Latinos. First evidence of the Latin Kings here on the east was in 1986, when an inmate named Luis Felipe, incarcerated in a New York State Prison established the gang. Felipe was convicted in 1984 of manslaughter and sent to the New York State’s Collins Correctional Facility. He started the Latin Kings in prison to help protect the Hispanic inmates from the African American gang known as the Five Percenters. Felipe was able to organize the Latin Kings because at the tender age of 14 he became a full member of the gang back in Chicago. Felipe wrote a “Manifesto” while creating the gang in prison, which is very detailed on his days back in Chicago and gives a concise guide to live by, which includes the “Lessons.” Shortly after Felipe started the gang in New York, two inmates; Pedro Millan and Nelson Millet, both in Connecticut prisons started Latin King Gangs. In 1992, Millan, formed the Almighty Latin Chapter Nation (ALCN). A very bloody and violent war ensued between Felipe’s group and Millan. In 1996, Felipe was convicted on an 18 count indictment including two murders and four attempted murders. All his orders were directed to outside Latin King members via letters Felipe wrote while in prison using a code. He is now sentenced to life in solitary confinement. Becoming a Latin King Besides the 1-35 Lessons, 5-points of the crown, 3-colors and 5-senses, each new member must know the Code of Kingism, the doctrine of ALKQN highlights the three stages of life. The Primitive Stage: The stage where the King Warrior acts on impluse. The Conservative Stage: Also known as thr “mummy” stage. Maturity, gets married, devotes himself to a Queen and has children. The New King Stage: The stage of awareness and decision. You learn the values of work, life and brotherhood. Prayers/Pledges of the Latin Kings Opening prayer: “Almighty Prayer” Almighty Father and to out departed brothers and sisters, New York and Chicago; who are all up to this very day and forevermore still loved. Amor de Rey! King Name, Tribe, Area All members are given the title of King or Queen before their first name. The area from where they are from is the tribe. He who knows, and knows what he knows, is a wise man, Listen to Him! He who knows, and does not know that he knows, is asleep, Wake Him Up! He who does not know, and knows that he does not know wants to learn, Teach Him! He who does not know, and does not know that he doest not know, is a fool, Avoid Him! In and outside of New Jersey prisons these two violent gangs have been assisting each other in assaulting correctional officers, police officers, and in effect have doubled the overall size of the gang. Crimes and Drugs Black represents the solid dominant color of the universe, the brave and the bold, the darkness of the immense night. It represents “People of One Idea, one body, mind and soul, the Alpha and the Omega.” Gold represents the fabulous brilliant Sun at its highest peak: the splendoring glow of hope in the oppressed People, the brilliance of the mind and the solid unity in strength, love and sacrifice. Lion is another big symbol of the Latin Kings. It represents the top, leader and strength. The Latin Kings are known for violent crimes; including drug deals, kidnapping, sex slaves, prostitution and murder. New Jersey has used the RICO (Racketeering Influenced Criminal Organization) statutes to prosecute these gang members. The United Blood Nation (UBN) or as it is most widely known as, “Bloods”, is a gang that has been known to law enforcement in our area for many years. Fractions of this gang which are called “sets” by Blood gang members have been identified in some suburban and most urban areas of New Jersey. However, they were first observed in the prisons and county jails in New Jersey. Bloods in New Jersey have gained prominence in our state correctional facilities and on the streets as a major gang whose members commit violent acts against rival gang members, law enforcement and the general public. Bloods use a code to communicate: Crab = Crip gang member Burger = Latin King gang member Vampire = Neta gang member Salami = Muslim Dog or Dawg = Blood gang member OG = Original Gangster 000 = Blood 031 = I got love for you dog 999 = Snitch Scooby Dog = Dog or Blood Eat Food = Draw an enemy’s blood Food - Traget CK - Crip Killer Ruby red = girlfriend In addition to the Blood Codes listed above, gang members use the alphabetical breakdown as well. These codes flip the letters to the opposite letter. Letters 1-13 reflect 14-26 respectively. When Blood members want to show disrespect to rival gang Crips, they will call them “Crabs” or slash out the “C” in their tags. Three of the largest sets of the Bloods in our area are MOB; Money Over Bitches, Brick City Brims and Sex, Money, Murder. History of the Bloods The gang started in Los Angeles during the 1970’s and has gained national attention as one of the largest and most violent gangs in the United States. The Bloods actually evolved from its chief rival gang, the “Crips”. The rivalry has continued not only in California, but virtually everywhere the two gangs have established a foothold in this country. It is now estimated that the Bloods have over 100,000 members in hundreds of sets. The official gang color is red, and while this gang was originally composed of African American males, these have been Hispanic and Caucasian members identified. In our region, the first Blood sets were reported at Rikers Island, New York City Department of Corrections, in July 1993. At that time the Latin Kings with their principle ally, the Netas, were the dominant gangs at the jail. They controlled all the contraband, use of telephones and television viewing at the facility. The balance of power shifted in 1998 when the Blood gained enough strength to seize the upper hand and now they are the dominant gang BLODDS IN NEW JERSEY In the New Jersey Department of Corrections Bloods gang members were first identified at Albert C. Wagner Youth Correctional Facility in July of 1998. At that time a total of 47 inmates identified as Bloods, Latin Kings and Netas were involved in a large scale disturbance in the recreation yard. The investigators determined that the Latin Kings and Netas had joined forces against the Bloods, who had started to recruit members in an attempt to establish a power base within the facility. Organizational Structure As stated, the Bloods are broken down into splintered factions or “sets”. This lends to an overall lack of established hierarchy and set organizational structure. It is believed that with the continued proliferation of this gang, a more formalized rank structure will evolve. Most “sets” act independently from each other. All sets attempt to have an established hierarchy. Some current leadership ranks are: Godfather, OOOG, OOG, OG and G. Becoming a Member & Initiation Potential members must endure 31 seconds of beating from one or more members of the gang. Other methods of initiation include slashing a random individual or rival gang member, giving them a “buck-fifty” worth of stiches on the face. Shootings, kidnapping and rape are also accepted initiation chores for some sets. Female gang members must endure similar beatings or a “sex-in” from one or more gang members. Word of caution Some members of the Bloods like to tattoo themselves with the New Jersey Devil’s Logo from the National Hockey League. Last week I was at the KMart store in West Long Branch and the young male clerk had a huge NJ Devils logo tattooed on his forearm. I asked him what he thought about Martin Brodeur (arguably the best goalkeeper in the history of the Devils) and the clerk looked at me and said who? Ok, I would give him a second chance. So I asked if he liked the defense that Bryce Salvador (captain of the NJ Devils) played, and the clerk said he hates the Jets and does not watch their games. When I questioned this young clerk I never stated that Brodeur or Salvador played for the Devils, as any true fan would have known that. We're not just killing people every night, we're just hanging out, having a good time.” Snoop Dogg Grapes are a symbol used by Crips. He then wanted personal information from me to complete my order, such as a phone number, address. I politely declined to provide that information as I was paying with cash. Just another example of how we need to protect ourselves, our identity and to be alert of who you are dealing with. I’m not saying that this clerk was a criminal or had any criminal intentions, but the tattoo of the NJ Devils is not something a non-fan would get, unless he was associated with another faction. However, I was not going to take a chance.
