The BBRZ GROUP has been engaging in international
projects and networks for decades. It has become Austria’s
market leader in the area of vocational education, rehabilitation and integration, and beyond Europe’s borders enjoys
a reputation for being an expert organisation and competent
project partner. This development not only has enabled a
timely and market-relevant portfolio design for competent
co-workers as well as good cooperation with national institutes, but also furthers the transfer of knowledge beyond
Austria’s borders. Aside from incorporation into relevant
international umbrella organisations, practical cooperation on
projects with organisations from other countries is afforded a
special significance. The transfer of know-how on a European
or international level serves not only to promote internal product development but also broadens the staff’s competence.
Increasing internationalisation has long since made its impact
on the personnel development of the organisation. Foreign
languages and intercultural competence have become as
much an integral part of the internal training.
Job shadowing, informational visits by foreign partner organisations and the promotion of advisory skills further contribute
to a solid base of knowledge and experience. International
benchmarking and best-practice experience furthers the
professionalization of services and processes. Cooperation
and exchange of knowledge on an international level thus
significantly contribute to the USP of the BBRZ GROUP within
the sector of vocational education, rehabilitation and
integration in Austria, as well as in creating references and the
BBRZ GROUP’s reputation as an internationally sought-after
project partner.

THE BBRZ GROUP
Mission and ambition of the BBRZ GROUP is to support,
promote and mentor as many employable aged people as
possible, in developing and utilising their professional and
social advantages.
The company group is divided into the “strategic business
areas” Vocational Education, Work-orientated Rehabilitation
and Vocational Integration.In this area the group is Austria’s
largest service provider. The BBRZ GROUP comprises a total
of thirteen legal entities and is active in the entire state area.
The organisation was founded in 1960 in Linz, Upper Austria,
and in the last 50 years has been permanently expanding its
offer, quantitatively, qualitatively and territorially.
Founder and sponsor of the company group are the employees’ lobby ÖGB (Austrian Trade Union Federation) and AK
OÖ (lit. Chamber of Labour, Upper Austria).
The BBRZ GROUP currently employs around 3000 staff, 600
employees with impairments and over 950 transit employees
under temporary contract.
The company group is organised into six regions and is represented at around 154 locations in 56 Austrian municipalities.

Apart from the head organisation Berufsförderungsinstitut
Oberösterreich (Vocational Training Institute, Upper Austria)
(BFI OÖ), this business area includes the legal entities
Ausbildungszentrum (Training Centre) Braunau, the Schule für
Sozialbetreuungsberufe (School for Social Care Professions)
in Steyr, The Cambridge Institute, the association FWW –
Frau wills wissen (woman wants to know) and BFI at the AK
Vorarlberg.
The Ausbildungszentrum Braunau Gesellschaft G.m.b.H.
(ABZ) is an educational establishment of the BFI OÖ and the
Austria Metall Aktiengesellschaft (AMAG) and offers
apprenticeships and further training for skilled workers.
The Berufsförderungsinstitut Upper Austria (BFI OÖ) is
the leader in all forms of returning to work, further education
and in the areas of health and social training. The offers include a whole range of qualifications at different levels, right up to
academic certificates.
The Cambridge Institute is the first language school in
Linz which is entirely specialized in English. Offers include
everything from basic courses up to internationally recognized
certificate courses such as Cambridge University diplomas.
The BFI OÖ also operates special facilities which relate to
either the current labour market situation, or particular social
needs. Thus metallurgy centres were set up following a shortage of qualified labour, in which experts for the metal industry
are trained. Young people who have failed in regular schooling
or work experience, find a new chance for training and
employment through these BFI production schools.
The Schule für Sozialbetreuungsberufe in Steyr offers
courses for certified social care workers with the main focus
on care for the elderly.
FWW – „Frau will`s wissen“ gathers the company group‘s
know-how pertaining to women’s or equal opportunities issues
into a single organisational framework. FWW primarily aims to
support women in developing and utilising their professional
and social opportunities.
BFI at the AK Vorarlberg is a joint institution of the AK
(Chamber of Labor) and BBRZ GROUP, which offers
vocational training courses for professional and personal
development.

Work-orientated rehabilitation essentially serves to bring
people back into working life and society following the onset
of a functional health impairment, and the prevention of such
impairments.
Four organisations are represented within the strategic area of
work-orientated rehabilitation:
The vocational Education and Rehabilitation Centre
(BBRZ) has been accompanying people who are disabled due
to accident or illness, on their way back into working life since
1975. This goal is achieved by technical as well as business
training, and individualised qualifications.
All clients of the BBRZ are offered individual support as
required in the areas of medicine, psychology, social work and
social pedagogics, rehab technology and pedagogics.
The association BBRZ Austria is active in the areas of
prevention, perspectives development, intensive rehabilitation
and diagnostics. Generally, the BBRZ Austria focuses on
sustaining workplaces with health impairments, and sets standards for secondary prevention systems through innovative
support and counselling offers.
So, for instance, the BBRZ Austria takes over nationwide case
management tasks for people with work-related asbestos
exposure.
Youth at Work Upper Austria is dedicated to the social and
professional integration of young people with educational
disadvantages, learning difficulties or other impairments.
The BBRZ MED runs walk-in clinics for people with mental
illness, since 2009 the Centre for Mental Health Leopoldau
in Vienna and from 2014 the Centre for Mental Health
Muldenstraße in Linz.

In the business area vocational integration, jobseekers across
Austria are supported in their entry into the labour market.
The area comprises the head organisation FAB (Vocational
Support Association) as well as the subsidiary TEAMwork
wood and plastics preparation GmbH (short TEAMwork).
FAB engages jobseekers in work projects with real-life
company structures and processes. This enables them to
acquire the work qualifications and social skills needed to join
the labour market. Further support for jobseekers on their way
into regular working life include work foundations, qualification
and integration courses, advice and counselling as well as
production schools.
The FAB ensures quality training for social workers, trainers
and people with impairments, through a college for systemic
counselling. In addition, the FAB also provides impaired
people with a permanent workplace and full insurance cover in
its workshops.
The accompanying personnel leasing supports impaired
people in the changeover from a secured workplace to those
of the regular job market. It also covers support at the new
workplace.
TEAMwork GmbH operates at four locations in Upper
Austria. The organisation enables people with impairments a
complete social and professional integration. Impaired people
employed at TEAMwork receive support from social workers,
psychological and medical assistance, and through personal
development measures.
TEAMwork is, however, also an innovative production
company, run according to economic standards. Work and
production areas are woodwork (furniture, interiors, etc.),
plastics processing (CNC processing), small parts assembly,
packaging, painting and renovating.

Since the early 1990s, the BBRZ GROUP has been active in
international projects and networks. Cooperation with partner
institutions on a European level heightens the competence
of co-workers and thus of the whole organisation. At the
same time, the transfer of knowledge is promoted across and
beyond borders. In this way, the BBRZ GROUP contributes
to the strengthening of European unity and the advance of
socio-political innovation in the European area.

EVBB
stands for new perspectives and impulses
for vocational education in Europe
Www.evbb.eu it was founded over 20 years ago, the
European Association of Institutes for Vocational Training
(EVBB) has been the umbrella organisation for Europe.
The activities of the EVBB are expected to strengthen the
competitiveness of educational institutes while at the same
time raising the qualification standards of employees.
Currently, there are about 53 educational institutes from 20
different European countries, as well as from China, Vietnam,
Sri Lanka and Tunesia, organised within the EVBB. With
its member organisations, the EVBB has access to more
than 35,000 co-workers in over 1,500 individual educational
establishments.
These goals are pursued primarily through cross-border
education projects and an increased exchange of information
and experience beyond national borders.
Members of the umbrella organisation form a quality and
development network which tracks the improvement and
intensification of vocational training in Europa. They are not
only active within the European area, however, but also with
various education projects beyond Europe’s borders, and
contribute international know-how to the network.
The EVBB follows two main goals. It supports the qualitative
improvement of vocational training and development, and
strives for an overall intensification of European education.

RE-CHANCE
Raising employment chances of social disadvantaged young people.
Young people from disadvantaged families, ethnic minorities or families with a
migration background have lower chances of social, cultural and labour market
integration. Their chances have even lessened in many European countries in
recent years. The project RE-Chance addresses young people from disadvantaged
families, young offenders and young people with a migrant background in the
partner countries Austria, Germany, Poland, Bulgaria, Portugal, Italy and the Czech
Republic. The project‘s aim is helping these young people to develop their social
skills through different training modules and outdoor activities. Counselling parents,
teachers and youth workers in possibilities to improve social skills is a further important aspect of the project.

The aim of the project is to transfer the successful project CULTURE PILOTS,
carried out within the scope of Linz09 (Cultural capital of Europe), in which migrants
were trained to be called Culture Pilots, to ES, FR, IT & PT. The focus of the training
was on conveying the key competences along with a biographical and resource
oriented project management. In addition the participants drew up a balance sheet
of competences and received support coaching to boost their personalities. During
their training the women drew up sightseeing walks through their own subjective
world as seen by migrants which were then offered to the public as a part of the
festivities of Linz 2009.
The target groups are trainers and coaches in intercultural contexts and highly-qualified migrant who want to gain a foothold in the cultural or social fields.

ProREHA
ProReha promotion of vocational integration for people
with disabilities in Bosnia-Herzegovina through supporting the creation of a centre for vocational education and
rehabilitation.
In Bosnia-Herzegovina (BiH) people with impairments are exposed to various disadvantages and discriminating processes
in the labour market. Entry into the job market and long-term
retainment of a workplace is very difficult for these people
due to scarce support and a lack of acceptance from society.
Poverty, isolation and social exclusion are the result.
For this group of people the process of education and employment should be sustainably improved by the creation of a
centre for vocational education, rehabilitation and
qualification. This should increase the number of employed
among people with impairments.
The BBRZ GROUP’s extensive know-how in the areas of
education, rehabilitation and employment for people with
impairments, is transferred to Bosnia-Herzegovina with this
project. Bosnian co-workers are trained in these subject areas.
In Sarajevo, the ProReha centre for 20 – 40 people is being
set up. It is planned to qualify approx. 100 people per year.
Training programmes for people with disabilities are being
developed for this centre, based on the BBRZ GROUP’s
know-how and adapted to the local circumstances.

PROJEKT EXAMPLES
Tune in! Combating drop out
The project “Tune in! Combating drop out” contributes to the
European challenges of high youth unemployment rates and
comparatively high drop-out rates out of initial VET training.
The main aim of the project is to transfer and implement
approaches, methods and materials in Southern and
South-Eastern European countries. These best practice
methods were developed by production schools in Austria
and Denmark and are grounded in work-based learning and
constructivist attempts.
7 partners from 6 European countries are working together
with the aim of developing work-based training methods and
directives for the recognition of drop-out danger and a workshop for teachers who work in VET institutions. On account
of a common exchange of views, these products should be
created during the project term, partly anew, partly extended.

work together with the previously mentioned EVBB association, among others, and
