Skilled and academic workforce for Germany – Your Partner, the ZAV
Zentrale Auslands- und Fachvermittlung (ZAV) Ralf Czadzeck Offenbach, March 13th.,2012 Skilled and academic workforce for Germany – Your Partner, the ZAV Qualified workforce from abroad – How ZAV can support German employers Our aim: To gain foreign qualified personnel for the German Health Market Our activities: Filling open job vacancies in Germany, when there are no suitable applicants available on the regional and countrywide job market Carrying out projects for recruiting foreign skilled/academic personnel Building networks and partnerships Consulting the employers Giving advice to foreign applicants about chances to find a job in Germany and different ways to apply Placing foreign applicants with German companies Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 2 Conditions Free liberty of movement for all citizens of the EU-8 member states since May 2011 Non-academic jobseekers from Romania and Bulgaria still need work permits, but without priority check. Academic jobseekers from Romania and Bulgaria do not need a work permit, when they work in their field of study (e.g. Medical Doctors). Since May 2011 ZAV is in charge of issuing work permits (6 teams). Most employers in other industrial countries are searching for the same qualification profiles as German employers. Professional recognition remains the most important formal step to overcome in the context of recruitments in the Health Sector. Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 3 Shortage of Skilled Personnel in Health Professions in almost all GermanStates averages July 2010 until March 2011 Medical Doctors Nurses Schleswig-Holstein Elderly Care Nurses Schleswig-Holstein Mecklenburg-Vorpommern Schleswig-Holstein Mecklenburg-Vorpommern Hamburg Mecklenburg-Vorpommern Hamburg Bremen Hamburg Bremen Niedersachsen Bremen Niedersachsen Niedersachsen Berlin Berlin Berlin Brandenburg Brandenburg Brandenburg Sachsen-Anhalt Sachsen-Anhalt Nordrhein-Westfalen Sachsen-Anhalt Nordrhein-Westfalen Nordrhein-Westfalen Sachsen Sachsen Thüringen Sachsen Thüringen Hessen Thüringen Hessen Hessen Rheinland-Pfalz Rheinland-Pfalz Rheinland-Pfalz Saarland Saarland Saarland Bayern Baden-Württemberg = Fachkräftemangel (Vakanzzeit liegt mind. 40% über dem Bundesdurchschnitt aller Berufe und es gibt weniger als 150 Arbeitslose je 100 gemeldete Stellen oder es gibt weniger Arbeitslose als gemeldete Stellen) Bayern Baden-Württemberg = Anzeichen für Fachkräfteengpässe (Vakanzzeit ist über dem Bundesdurchschnitt aller Berufe und es gibt weniger als 300 Arbeitslose je 100 gemeldeten Stellen) Bayern Baden-Württemberg = keine Engpässe (Vakanzzeit ist unter dem Bundesdurchschnitt aller Berufe oder es gibt mehr als 300 Arbeitslose je 100 gemeldete Stellen) Quelle: Statistik der Bundesagentur für Arbeit Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 4 Main activities in the work of ZAV Concentration on areas with professional shortage in Germany Shortage Profession = less than 3 applicants per job vacancy, long time publication of position • Medical Doctors, Nurses and Elderly Care Personnel Recruitment from EU-Countries, CH, NO, IS, LIE and Croatia (Bilateral Governmental Agreement for nurses) Our EURES-Partners support EURES Germany (ZAV) in contacting potential candidates. Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 5 What EURES Germany (ZAV) does concretely: Together with our EURES-Partners we organise recruitment events in the countries in which potentials of applicants have been identified and common activities have been agreed upon with the relevant EURESPartner. We offer German employers the opportunity to participate in recruitment events abroad (Medical Job Days or Recruitment Day). Wir participate in European Job Days and Recruitment Events abroad, often in Medical Universities. Wir participate in information sessions for applicants abroad We give first advice and help directing potential applicants towards professional recognition of foreign degrees/diploma. ZAV has a pool of applicants. Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 6 Projects in 2011/12 For personnel in the Health Sector: Assistent Doctors and Specialised Doctors together with German hospitals in Austria, Greece, Bulgaria at Medical Universities . Recruiting of nurses in Portugal (German course needed). Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 7 Our experience so far, applicant side: Chances: Applicants become increasingly mobile, international professional mobility rises More and more highly qualified applicants (e.g. M.D. in Greece) have become interested in searching a position in Germany Companies benefit of innovative ideas and intercultural diversity of foreign applicants The driver of the interest in Germany is „good recruitment chances“. Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 8 Our experience so far, applicant side: Hindrances: Applicants often speak only no or little German: The German language is hardly taken as first or second foreign language Geographic interest focuses often on Southern Germany and on the largest cities (Berlin, Hamburg, Munich) For both, Medical Doctors and nurses, there is a pofessional recognition of the foreign degree/diplome needed. Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 9 Our experience so far, employers side: Employers are… increasingly open to recruit applicants from abroad prepared to accompany us to foreign recruitment events often looking for the „Perfect Candidate“. insisting on professional experience and good to very good German language skills. Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 10 How you could help new foreign colleagues integrate: Being ready to compormise: initially do without high professional specialisation and professional experience Look for more young and mobile graduates as Assistent Doctors and allow them to specialise in the hospital. Identify a personal tutor for the new foreign colleague Offer relocation service and language course Increase readiness to finance a German language course or professional courses to achieve professional recognition Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 11 How to get in touch with EURES Germany Zentrale Auslands- und Fachvermittlung (ZAV) International Personnel Service Villemombler Str. 76 53123 Bonn Tel: Email: +49 228 / 713 - 1570 incoming@arbeitsagentur.de Web: www.zav.de Ralf Czadzeck, ZAV: Fachkräfte aus dem Ausland, Offenbach, März 2012 Seite 12
