Vargas, born in the northern Mexican State of Zacatecas, has been promoted to Public Health Director for the Ventura County Health Care Agency. Rigoberto Vargas, 44, has been promoted to Public Health Director for the Ventura County Health Care Agency. The announcement comes as the Ventura County Public Health Department celebrates National Public Health Week. “I feel so honored to get this job, I will utilize this opportunity as a tool for the betterment of the entire community,” Vargas said. For the past 15 years, Vargas has worked for Ventura County Public Health, most recently serving as the department’s Community Health Division Manager in charge of Public Health clinics, Children and Adolescent Services, Laboratory, Communicable Disease office, HIV/AIDS services, Health Education and Vital Records. In this new role, he will oversee a staff of more than 300 employees and a budget of more than $39 million. “In the 15 years that Rigo Vargas has been with Public Health, he has been a champion for the programs and services that serve Ventura County residents so well,” said Health Care Agency Director, Dr. Robert Gonzalez. “He will take on this new role with the knowledge and enthusiasm he's proven time and again at Public Health." “I am planning to implement new programs to prevent diseases and educate our community about health care. As a Latino, I am fully aware of the issues that affect us the most like diabetes, high cholesterol and obesity, and we are going to address those issues,” said Vargas to VIDA Newspaper. Vargas, born in Cueva Grande, Zacatecas, Mexico, immigrated to the United States with his family at age 7. He grew up in Santa Paula with his parents Arturo and Prisiliana Vargas, and attended local elementary and high schools. “My parents worked in the fields and taught me that by working hard you can reach your goals,” Vargas said. Vargas received a B.A. in Chicano Studies from U.C. Santa Barbara and a Masters in Public Health from San Diego State University. Six Generations is a film documenting the personal stories of several generations of women in the Barbareño Chumash family. The film and discussion will take place in the Martin V. & Martha K. In the film, Ernestine DeSoto chronicles family stories dating back to her great-great-great grandmother, who was born in a Chumash village in Santa Barbara the year the Spanish arrived. The film gives great insight to the lives of the Chumash through the use of rare, historic photographs and audio recordings. Six Generations was written by Ernestine DeSoto and John Johnson, Ph.D., Curator of Anthropology at the Santa Barbara Museum of Natural History. Farmworkers vehicles targeted by thieves, police said The Camarillo Police Department has issued a warning advising the public about a recent increase of criminal activity involving vehicle burglaries and thefts in the farm fields surrounding the city. According to authorities, during the months of January and February, thieves targeted vehicles belonging to field workers and ranchers in the Oxnard plains and Somis areas. Specifically, vehicles parked along the dirt roads. Police said vehicles had windows smashed to gain entry and property was stolen from inside. Numerous stereos, wallets and cell phones were taken. Some vehicles have also been stolen, including trucks belonging to the ranch owners which were left unlocked with keys in them, police said. Authorities said these crimes occurred during daytime hours while the victims were working in the fields. Authorities would like to advise the public not to leave any valuables in the vehicles whether they are out of view or not. Furthermore, locking cars and not leaving keys inside will help prevent criminal activity, police said. Anyone seeing suspicious activity is encouraged to immediately call 911 or (805) 654-9511. El descuido, la falta de limpieza y de sentido común, pueden ocasionarnos muchos problemas. De acuerdo con el Servicio de Inspección y Seguridad de los Alimentos del Departamento de Agricultura de Estados Unidos, FSIS, las enfermedades causadas por la ingesta de alimentos en mal estado, portadores de bacterias nocivas u organismos patógenos, usualmente comienzan con síntomas similares a los de la influenza o la gripe, como náuseas, vómitos, diarrea y fiebre. Estos síntomas pueden aparecer minutos o semanas después de la ingesta. Ciertos microorganismos dañinos pueden estar presentes en alimentos crudos como carnes, mariscos, huevos, verduras y frutas; e incluso pueden llegar a nosotros después de haber pasado por el proceso de cocción si este no se realizó adecuadamente. La higiene y la temperatura en los lugares destinados a almacenar y preparar los alimentos es fundamental. Una carne, por ejemplo, que no alcance las temperaturas adecuadas al ser cocinada puede ser muy peligrosa. La temperatura del refrigerador debe estar a 40 ºF (4.4 ºC) o menos y en el congelador a 0 ºF (17.8 ºC) o menos. Todos los asados, filetes y chuletas, de carne de res, cerdo, cordero y ternero, deben alcanzar una temperatura interna mínima de 145 ˚F (62.8 ˚C) al ser cocinados. Siempre es recomendable controlar las temperaturas con un termómetro para alimentos. Las carnes molidas de res, cerdo, ternero y cordero, deben alcanzar una temperatura interna de 160 ºF (71.1 ºC) y todas las aves de 165 ºF (73.9 ºC). Otros conocidos enemigos de nuestros alimentos son los hongos. Aunque algunos no son peligrosos, no se recomienda oler alimentos que los tengan, ya que pueden causar problemas respiratorios. Des- carte el alimento si está cubierto con hongos, limpie el refrigerador o la despensa donde fue almacenado y verifique los artículos próximos al alimento que pudo haber tocado. Los hongos se dispersan rápidamente en frutas y vegetales. La FSIS indica que deben descartarse las carnes frías que tengan hongos como tocinetas o salchichas y sobrantes cocidos de carnes y aves. Las frutas y vegetales, firmes, como el repollo o las zanahorias, entre otros, pueden utilizarse después de cortar al menos una pulgada debajo del área donde creció el hongo. El cuchillo no debe tocar el hongo para que no contamine otras partes del producto. Pero si el hongo está presente en frutas y vegetales, suaves, como pepinillos, melocotones o tomates debe ser descartado ya que frutas y vegetales con alto contenido de humedad pueden estar contaminados debajo de la superficie. Salamis y jamones secos y curados, pueden utilizarse después de raspar el hongo de la superficie. El pan, los productos horneados, la mantequilla de maní, las legumbres y las nueces deben descartarse. En suma, para proteger su salud y la de su familia recuerde que mantener limpia su cocina puede evitar focos de contaminación relacionados con diversas enfermedades. Cambie frecuentemente los limpiones o paños de limpiar y las esponjillas que puedan albergar patógenos. Los residuos en el horno microondas y el refrigerador deben limpiarse tan pronto como aparecen. La limpieza externa e interna del refrigerador debe realizarse al menos una vez por semana, descartando los alimentos que han alcanzado la fecha de vencimiento o los restos de comida de más de cuatro días. No olvide lavarse las manos antes y después de procesar alimentos y usar el sentido común, la prevención puede evitarle muchos dolores de cabeza… y de estómago. Obama invitó a un almuerzo privado en la Casa Blanca al legislador republicano y excandidato a la vicepresidencia, Paul Ryan, y al legislador demócrata Chris Van Hollen, para repasar las prioridades legislativas. Ryan preside el Comité de Presupuestos de la Cámara de Representantes y Van Hollen es el demócrata de mayor rango en ese comité. Se trató de la primera vez que Obama se reúne con Ryan desde la campaña presidencial de 2012. Durante su rueda de prensa diaria, el portavoz de la Casa Blanca, Jay Carney, sugirió que estos encuentros ya estaban programados antes de que entraran en vigor los recortes. Carney insistió en que la Casa Blanca no informa de cada llamada telefónica o reunión privada de Obama con los legisladores, pero que “parte del esfuerzo acá es fomentar un ambiente en el que estas conversaciones se puedan realizar de forma que permita un libre intercambio de ideas”. Así, el encuentro que duró más de una hora, se produjo después de que el Congreso y la Casa Blanca no lograsen un acuerdo que evitara los recortes de 85,000 millones de dólares al gasto público, que ya entraron en vigor y afectarán a toda la burocracia federal en lo que queda del año fiscal 2013. Según un funcionario de la Casa Blanca, que pidió el anonimato, Obama tuvo una “discusión constructiva” con ambos legisladores para discutir un amplio abanico de temas, “incluyendo cómo responder a los retos del déficit y su propuesta de reemplazar los recortes y reducir el déficit de forma equilibrada”. Al compartir un menú compuesto de sopa de lentejas, róbalo y un guiso de verduras asadas, Obama “expresó su deseo de continuar un diálogo con ellos en las próximas semanas” sobre asuntos “de importancia para nuestra economía y la clase media”, dijo. Más adelante, Ryan emitió un comunicado en el que agradeció a Obama la “discusión franca sobre los retos presupuestarios de Washington”, y agregó que “todos deben ser parte” del diálogo en torno a la deuda y el déficit estadounidenses. “Necesitamos un debate abierto sobre la mejor forma de equilibrar el presupuesto y ampliar las opor- tunidades. Espero tener ese debate la próxima semana con propuestas presupuestarias específicas de los republicanos de la Cámara de Representantes y los demócratas del Senado”, dijo Ryan, quien presentó sus propios planes presupuestarios el martes. En declaraciones a la cadena televisiva CNN, Van Hollen dijo, por su parte, que el encuentro fue únicamente entre los tres líderes “con un buen almuerzo y una muy buena conversación”. Lo que Obama pretende, según Van Hollen, es “abrir cada vía de diálogo para tratar de lograr” avances en la agenda legislativa. El miércoles pasado, la Cámara de Representantes aprobó una medida para financiar las operaciones del Gobierno en lo que queda del año fiscal 2013 que termina el próximo 30 de septiembre. Sin esa medida, que debe ser aprobada por el Senado, el Gobierno se quedaría sin fondos el próximo 27 de marzo y se vería obligado a recortar las actividades menos prioritarias. La Casa Blanca y el Congreso se preparan para otras batallas, incluyendo la de elevar el techo de la deuda, la reforma migratoria y el control de las armas. Obama también cenó en privado con una decena de senadores republicanos, en un encuentro descrito como “cordial” por sus asistentes, también para abordar los asuntos presupuestarios. En declaraciones a la CNN, Carney dijo que Obama conti- nuará estos acercamientos en sendas reuniones con líderes demócratas y republicanos del Congreso. Estos encuentros, de todas maneras, marcan un cambio de táctica de la Casa Blanca, tras la acritud del debate migratorio y en medio de recriminaciones mutuas de in- transigencia. Aunque los recortes instituidos conforman apenas el 2.4 % del presupuesto federal, éstos afectan a un amplio gama de programas de ayuda social y de defensa, si bien los efectos se sentirán de forma escalonada.
