Commodore’s Welcome to ECC 2012
Dear Sailors,
Welcome to Croatia, welcome to Biograd, a very warm
welcome to the 19th edition of the Engineering Challenge
Cup.
Just two years ago we had a fantastic week of ECC-sailing in
the Kornati Islands. We enjoyed races perfectly organized
from our Race Officer Alen Kustic, his assistants and the
team of Ilirija. We had a lot of fun at some amazing parties
in a great variety of locations.
When we had to decide where to go this year there was no doubt where we would get the
most homogenous and sportive fleet in the Mediterranean – Biograd in Croatia. We’ve got some
beautiful proposals to go to other places (a very warm thank you again to Sasha King and
Victor Llopis Wintsch and their teams) and had a really hard time to decide where to go.
But finally the feedback from the skippers shows us we were right!
So we are back again and probably it will be a bit boring?
Biograd again?
The same places again?
The same races again?
The same headaches again? ☺
Obviously something we had to avoid!

So together with our partners we tried to brush up the event at this location and combined
what we think was the best of the past with the best of today.
•
We asked and won once again Alen Kustic, the acknowledged best Race Officer the
event ever had. And, of course, we will hear ‘Balde - Balde’ again.
•
We asked for a well experienced local partner to support us and guarantee a perfect
event and won Ilirija d.d. Everybody will remember Milan, Ivan and all the other
friendly people of their team.
•
We asked for the best fleet and won a very homogenous and sportive fleet from charter
companies who wowed us with amazing substantial overnight repairs in the middle of
nowhere (Piskera) when most of us thought at least one team would miss the next
races. But please, don’t provoke something like that this year! ☺
Supported by Milan and Ivan we got a mixture of well proven places - and fantastic locations,
where the ECC fleet has not been for several years or even never before. And we are quiet sure
that we all together will have a lot of fun in

But all this would not have come true without the generous support from our sponsors. From
heart-warming and encouraging commitments at last years prize giving party in Marmaris
(thank you to Bruce Douglas and Helmut Schuller from AVEVA) to our very welcome ‘last
minute sponsor’ (thank you to Thomas Wehrheim from DOOSAN LENTJES) we found quite a
few very friendly and engaged people and generous companies who helped the ECC fleet
hoisting sails once again.

Welcome to Croatia for this 19th Engineering Challenge
Cup, brilliantly organised by Kay Heinrichs and his team
☺☺☺☺☺. They have spent almost a year now making
sure the 2012 event is fantastic for all of us.
They have chosen Milan Sangulin and the Ilirija team who organised the 2010 event, which many
consider to be the best yet, so all we know is that it will be great! Good choice, Kay! The other
great news is that Alen Kustic will be our race officer again. His calm authoritative management
of the races ensures we all feel the competition is fair and safe and I for one, would not dare
question his authority! Since 2010 Commodores and non-Commodores have sailed together but
competing separately for the Commodore’s Cup and the Engineering Challenge Cup. It was great
and is now the norm – whoever wins the Engineering Challenge Cup will be the new Commodore
for 2013.
It was inevitable that the level of sponsorship would be down on previous years so we are
especially appreciative of the generosity of those sponsors who did step forward this year. Please
take the time to read the Sponsors’ presentations in this log book – a small price in exchange for
their generosity.
Each year in this introduction I like to remind you that whilst everyone knows that ECC is a great
opportunity for over-refreshment and partying in the Engineering community, some may be
unaware of the ECC Committee made up of former Commodores. We meet once a year during
ECC week to explore ways to improve the event and throughout the year we exchange emails
and vote on issues. We would welcome your ideas - just let one of us know before our meeting
in Zadar just after Thursday’s race. What do you think would make it a better event? Remember,
this is our holiday and we can make it how we want it!

It is with great sadness that we learned that Eric Hamer passed away in July 2011 after a long
illness. Our condolences go to his family and many friends. Eric’s team represented Fluor in 1997
to 2000 and 2009 and 2010. They won it in 1998 and have always been competitive, coming 2nd
in the last 3 years. Nils Boegborn skippered last year and will take over from Eric. We are also
pleased to welcome Angelo Ottaviani and Roland Locher who have taken over from the retiring
Frederico de Nora and Patrick Heini respectively.
Finally, don’t forget that, although we are on holiday from work, we are not on holiday from
safety, so please remember to ensure it is always the number one priority and never
compromised for results. In particular, every skipper is expected to understand the right-of-way
rules and ensure his boat complies with them fully. If in any doubt, please keep clear of the
action and don’t take risks on the water.

Who made / makes ECC 2012 comes true?

Here we are - but how did we get here?
It all started in May 2011 when David Boocock, his team and their
supporters organised a fabulous ECC 2011 in Turkey.
We got a very well maintained yacht the ‘Kan-Avel’ from Sunsail (thank you) and my fantastic crew,
Christiane, Anke, Christine, Ralf and Simon (thank you very much and my deepest respect,
indeed), brought the goal – Overall Winner ECC 2011 – within our grasp, but was that really the goal?
After three or four days we had quite a few discussions about the pros and cons to at least try to win,
but some encouraging chats with our Admiral John Hall Hall and some former Overall Winners
(thank you guys) brought us to get the decision – let’s go and try it!
So we sailed on – successfully – and came in overall second behind Louis Krijger - after the fifth race.
And now it was Alen Kustics’ turn. With his assistants he set
up a triangular course in the bay of Marmaris, exactly what we
had dreamed of (thank you to everybody involved).
After a beautiful start we reached the upwind mark first and
extended the lead more and more till we crossed the finish line
as first ship home with an unbelievable clear margin of several
minutes - a moment we won’t forget.
But what about boat 62, Louis Krijger and his crew? Half an hour after berthing we knew,
we won – OVERALL!!!

We partied, enjoyed the prize giving ceremony, all the congratulations and the afterwards party
onboard boat 39, thank you very much everybody!
Encouraging, first and foremost in this early state, was the commitment of AVEVA, our main sponsor
this year, represented by Bruce Douglas and Helmut Schuller, to support the ECC 2012 again,
thank you very much! But there were also many other people who committed themselves to support
the ECC 2012, our Admiral John Hall Hall, many former Commodores, specially mentioned David
Boocock, Klaus Hütten and Craig Warrender, and many many people who elated us to keep a
stiff upper lip. Thank you everybody!!!
And then???
Then we came home, started the PC and began to organise this years’ event! ☺
First chats with John Hall Hall, David Boocock, Klaus Hütten, Karl Schmid, Rainer Klapper –
and very soon we got a lot of useful input for our project from the beginning to the end, thank you
very much friends!
Contacting Michael Fass and just a few days later we were able to publish the
first Bulletin! Great job Michael, thank you! You not just set up the updated
website you even taught a web-infant to get on his feet (or knees at least)! ☺

But who the hell is able to create a logo? Perhaps? – may be? – ahhhh!
Our friend Melanie Koop and her daughter Svea from the sailing city Kiel promised their help. Soon
we had the first beautiful drafts and were spoilt for choice! Thank you ladies, it’s fantastic to have
such friends!

Where to go for beautiful locations and how to get a competitive fleet! From several proposals (thank
you to Sasha King and Victor Llopez Wintsch) we chose the one from Milan Sangulin,
representing Ilirija d.d. He and his team kept calm and were really helpful in every stage of the
organisation so far and we are quite sure that they will help us to have one of the best ECC ever!☺

And when we were working enthusiastically to get everything done there came some really hard set
backs. Nils Boegborn sent the email that Eric Hamer has eventually lost his battle and passed away
on the 1st of August 2011. We all lost a real gentleman well known and remembered for his
competitive sailing and his sportsmanship.
Just a couple of weeks later, I was looking for medals for the ECC 2012. I had a phone call with Paul
Roux who designed the fantastic medals from 2011, to ask him who produced these nice trophies.
Just three days later I got the next sad message that Paul Roux passed away on the 19th of October
2011. So the medals he designed for the ECC we won will always be very remindful of Paul as a great
artist and friendly member of the ECC community.
Losing these friends reminds us to value the company of others and cultivate the friendship between
all the ECC participants.
So we focused on the social aspect and tried to provide as many opportunities for discussions, chats,
networking and last but not least partying as possible. We found a lot of support for this enquiry.

ECC History
The 19th Engineering Challenge Cup (ECC)
The Engineering Challenge Cup was founded by Arno Hemm in 1993. It involves friendly, competitive
sailing between yachts representing companies associated with engineering. This one-week event is
held in spring every year in the Mediterranean with six daily events.
In April 1993, Arno’s crew was invited to join the Cap Sunion
Rally around the Gulf of Athens. This regatta was organized by a
former chairman of the Austria Bakery Association, who
celebrated his 50th birthday with friends from his sailing club of
Atterlake, near Salzburg. Ten crews raced against each other and
after four daily races Arno’s boat became the overall winner and
was awarded a bottle of champagne. Crew members were Eugen
Gotter (skipper), Lothar Hasenohrl, Jürgen Arnold, Peter Muller,
Rainer Wittrien and Arno Hemm. Most of this original crew is still
among our ECC friends. It was such a splendid experience and
entertaining event that during the prize giving party at the Zeus
temple at Cap Sunion they thought, “Why not every year?”. This
fantastic idea was unanimously agreed and Arno was delegated
to organize the first ECC in 1994. So he did, and on Wednesday
28th April 1993 the ECC was born.
The number of participating yachts steadily grew, peaking in entry
numbers in 2007 at 70 participants. This was more than seventeen
times the number of the first ECC fleet of four boats in
Mallorca/Spain 1994. It was about this time the Commodores took
the conscious decision to reduce the size of the fleet, to make the
event more manageable and to ensure its informal character
endures.
The ECC trophy was donated by the 1996 Commodore, Aad de
Ruyter.
The trophy is awarded every year to the newly appointed Commodore, who has the honour of having
his crew’s names added to the plinth and gets to keep the trophy for a year.
The Engineering Challenge Cup has been staged in Greece (Kos, Athens and Lavrion), Turkey
(Marmaris, Kusadasi, Gocek and Bodrum), Croatia (Pula, Split and Biograd), Spain (Mallorca) and Italy
(Elba).

In 2007 it was decided to form a committee to safeguard the key principles of the ECC. The previous
commodores had voted for an Admiral to lead the committee and John Hall Hall was chosen as the
first ECC Admiral. John honourably accepted the nomination.
In 2012 the ECC will be held in Biograd in Croatia with around 340 crewmembers participating.

Commodores Cup
Heinz Baedorff founded the Commodores Cup in 2000. It is a trophy awarded to winner of the
Commodore’s Cup. All previous Commodores (or their stand-ins) are entitled to participate in this
special event held in parallel with ECC.
For 2012 the following previous Commodores will be competing to win
the Commodore’s Cup: Andreas Klein, Carlos Moreno, Jan Kruiniger,
John Hall Hall, Peter Bisschop, Pieter van Beuzekom, Klaus Hütten,
David Boocock and Kay Heinrichs and their teams.
Commodores are sailing together with the ECC participants in the
same races but will be rated separately. So the winner of the
Commodore’s Cup 2012 will be the highest ranked participant after 6

In 2010 after ten years of Commodores Cup sailing, Heinz Baedorff
won the old trophy (see photo above) and kept it as he has
written in the Deed Of Gift from 2000.

ECC Charter
The Engineering Challenge Cup (ECC) is intended
as an annual multinational fun sporting event
involving
non-aggressive,
non-professional
sailing with the focus on the social side. The
participants are people who like sailing and have
an
association
contracting
with
business.
the
ECC
engineering
entails
and
visiting
different countries in the Mediterranean region,
meeting their people and enjoying their history
and culture. Costs will be kept low enough that
employees at all levels should be able to afford to
participate.
KEY PRINCIPLES
1
Each year ECC week will take place and involve 6 days of sailing around timed courses
between overnight destinations. The week will score non-Commodores and Commodores
separately in the Engineering Challenge Cup and in the Commodore’s Cup respectively.
Participants in the Engineering Challenge Cup may be racing in two or more fleets,
whereas all participating Commodores will be in the same fleet.

The active ECC Commodore will publish daily results, organise a prize giving ceremony
and appoint the winner of the Engineering Challenge Cup as the New Commodore.

The New Commodore will be responsible for organising the next ECC week and for
handing over an information pack to the next commodore. If possible, this should be by
CD during ECC week, except the final accounts which should follow within a month of the
event finishing.

Trophies and medals will be awarded for the three highest positions in the Engineering
Challenge Cup and in the Commodore’s Cup. The Commodore may also award additional
trophies or medals such as for daily results, dinghy rowing race, etc.

The Commodore will appoint a local professional team to assist him with assembling the
fleet of yachts, safety matters, local weather knowledge, deciding the routes, laying
course marks, determining time correction factors, organising over-night berths and
mooring up. The professional team will have relevant experience. TCFs will be published
24 hours before the first race and the Commodore will not be obliged to respond to a TCF
challenge after the first race (unless associated with a performance change that occurred
after the TCFs were published).

Any skipper that has participated in ECC Week as an entry’s skipper will be eligible for any
future ECC Week if he has less than seven penalty points (see 8 below). The Committee
will decide during ECC week on the maximum number of boats that can enter in the next
year. This will be based on the trends from previous years and will not be more than in
the previous year until the target of 40 is reached when it will remain at 40. If more than
the agreed maximum wish to enter, priority will be given on the basis of the number of
times an entry has participated, with previous Commodores having automatic right to
participate. After ranking in order of participations, the band cut by the agreed limit will
be selected by lottery. The order for choosing boats will also be decided by lottery but
without taking account of number of participations.
New skippers will be approved by the ECC Committee on a case-by-case basis taking
account of previous association with ECC and/or the Engineering Industry. New skippers
will not be approved until the number participating would otherwise be below 40. An
eligible skipper may “retire” by passing his eligibility to his established co-skipper. Such a
“retirement” will be approved by the Committee and will be irreversible. See Attachment 1
for the 2012 list of Eligible Skippers. A crew may enter without their eligible skipper a
maximum of three times, after which they must “retire” or their eligibility will be
withdrawn. Non-eligible skippers who advise of their wish to participate before the entry
list closes will be put on a waiting list on first-come-first-served basis. Cancellations made
after entry list closure will be offered to those on the waiting list in order.

Any skipper who is found to have caused a collision which results in loss of all or part of
his insurance deposit will be given four penalty points for each such incident. His tally will
reduce by two points for each year without earning such points. No skipper will be
allowed to enter while his points tally is more than six. A record of all skippers involved in
collisions in which penalty points are awarded will be maintained by the Committee.

The Commodore may impose an ECC fee payable by each participant to contribute
towards organisation costs. All income and expenditure associated with organising ECC
will be accounted for and any surplus will be passed to the new Commodore promptly
after ECC Week.

Sponsorship of the ECC is welcome in the spirit of the event. It may be used to provide
appropriate gifts normally carrying the ECC logo, to pay for entertainment of participants
during ECC week or to reduce participating costs.

The Commodore will arrange charter deals for all entrants via his appointed agent. Each
entrant is required to charter his yacht through the agent and use the standard
equipment supplied (e.g. sails are only to be replaced by the agent and only if they are
unusable or damaged). The agent will be asked to supply boats with clean hulls. Any
entrant who wishes to clean his hull will be allowed to do so at any time during ECC week
and is not required to inform the Race Officer. The Commodore will include this in the
Sailing Instructions for the event.

The ECC Committee (led by the ECC Admiral and made up of Commodores who
participated in the most recent ECC event) will:•
Hold an annual general meeting (AGM) during ECC Week.
•
Approve deviations from and changes to these principles.
•
Maintain a record of the event’s history and development.
•
Approve the new Commodore if he is not appointed in accordance with paragraph 3.
•
Approve the date for ECC week taking account of key industry events (trade fairs,
etc). ECC week will normally be held between late April and mid-May to avoid high
season prices.
•
Approve the location for ECC week which will be in Mediterranean waters, to take
advantage of the warm climate and normally moderate winds.
•
Approve any new skippers and maintain a list of eligible skippers and their penalty
points.
•
Maintain a record of ECC Committee votes.
Where required, the above will be achieved by majority vote of the Committee.

The fleets will comprise mono-hull yachts typically used for holiday charters (i.e. not fast
racing boats) and in the approx 38-50 foot range.
Spinnakers will not normally be
allowed.

These principles were first developed in discussions involving the Commodores
participating in ECC week in 2006 in Greece (Andreas Klein, Arno Hemm, Carlos Moreno,
Dennis Nunn, Eugen Gotter, Jan Kruiniger, John Hall Hall, Michael Kuhn and Peter
Bisschop). They are updated annually following the Committee meeting during ECC.

Fleet Safety Briefing
Please don’t forget at any time: ECC is a FUN EVENT
Doctors
If any participant is a medical doctor willing to be “on call” in case of an urgent need,
please could he make himself known to the organisers.
Responsibility for Safety
Whilst all involved in the organisation of ECC 2012 will do their best to make the event safe, the
responsibility for the safety of each yacht and her crew rests primarily with each skipper.
It is for the skipper to decide whether the boat is fit to sail in the conditions in which she will find
herself. By going to sea, the skipper and crew acknowledge and confirm that the vessel is fit for those
conditions and her crew is competent to sail and compete in them.
Each boat member (i.e. skipper and crew) is entirely responsible for their own safety, whether afloat
or ashore, and the vessel’s sea worthiness. Nothing, whether in this Log Book or in the safety
procedures the committee may implement or communicated anywhere else - shall reduce this
responsibility.
Crew Briefing
Skippers should give their crew a safety briefing as soon as possible and certainly before leaving the
marina. All crew members should be aware of the locations of lifebelts, fire extinguishers, first aid kit
and flares, how the heads (toilets) and holding tanks are operated, how to prepare for rough weather
and how to use the gas supply safely. Each skipper should make him/herself and the Commodore
aware of any medical conditions his/her crew have that would affect the crew members’ safety (e.g.

importantly, the crucial importance of holding on to something solid so as not to fall overboard must
be stressed!

Lifejackets & Harnesses
The wearing of lifejackets is ultimately a decision for skippers and crew but the
following guidelines may be useful:
•
Non-Swimmers should wear lifejackets at all times when the boat is underway.
•
For Swimmers it is advised to wear lifejackets when leaving the cockpit although this may not
be considered essential in very calm conditions.
•
If the boat is reefed and/or the wind strength above force 4, all crew should wear lifejackets
with harnesses and hook on, particularly when leaving the cockpit.
•
When using dinghies, use of lifejackets is strongly recommended for non-swimmers; for
swimmers they should be worn in poor visibility and after dark. During the dinghy race
lifejackets will be mandatory. In poor visibility all crew should wear lifejackets.
Man Overboard
It is important that each crew member takes responsibility for ensuring he/she does not
fall overboard. Nevertheless skippers should discuss Man Overboard [MOB]
procedures and recovery with their crew. Crews should practice MOB recovery (using
a floating object) several times, with different crew members in charge.
The Racing
First and foremost, the ECC is a ‘fun event’ and the racing should never be taken so
seriously as to risk damage or injury to participants or boats. The International Sailing
Federation (ISAF) Racing Rules of Sailing will govern the conduct of racing. Skippers
should be familiar with the basic rules and will be expected to comply with them.
Key points to ensure safety and avoid collisions are:
1. When yachts on opposite tacks are on a converging course, the yacht on port tack should
alter course in good time to make its intentions clear to the other yacht. Skippers should not
attempt to pass the bows of a yacht that has right of way unless certain it can be done
without risk.
2. When bearing away quickly in a strong wind, it is also usually necessary to let go the
mainsheet at the same time.

3. When two or more yachts are on the same tack the leeward (down wind) yacht has right of
way.
4. Do not cause another yacht to alter course unless she has room to do so.
5. Inside yachts having an overlap approaching a mark of the course are entitled to be given
room at the mark.
6. The Race Officer will set the starting line as nearly as possible at right angles to the wind, so
the whole of the line can be used without any disadvantage.
To avoid misunderstanding, a yacht is on the starboard tack when the boom is on the port side. The
wind will usually be from the starboard side but this will not always be the case when running before
the wind.
Weather
It should be noted that visual signs and methods of forecasting using clouds and barometer as is
usual in Northern Europe, usually do not give the same indications in the Mediterranean.
It is common to see fast rising and fast falling barometer, with no resulting change in conditions.
Similarly, cloud formations that would normally indicate rain or storms approaching, often clear in
minutes, leaving blue skies. Sudden winds or squalls can appear very quickly without any warning
whatsoever. The good news is that these unannounced changes are normally short-lived.
Climate Notes
Northern Croatia has a temperate continental climate whereas central, semi-mountainous and
mountainous regions have a mountainous climate. The entire Adriatic coast has a pleasant
Mediterranean climate. Spring and autumn are mild along the coast, while winter is cold and snowy in
central and northern regions. The average temperature in the inland in January ranges from 0 to 2°C,
August 19 to 23°C. The average temperature at the seaside is higher: January 6 to 11°C, August 21
to 27°C.
There are number of indentified localized winds but Bora, Sirocco and Northwestern wind blow
most often.
Bora is a dry and cold wind blowing in bursts from the north-northeast to the east-northeast
direction. Bora may be associated with stormy weather, with wind reaching 100 knots or more. The
direction in which the wind blows is mostly influenced by the configuration of the shore. The strength
of Bora is explained by the existence of warm air over the surface of the sea, and a cold layer of air

above mountain ranges in the littoral, which cause a strong streaming due to equating of the
pressure.
Sirocco is a warm and moist wind which blows from the east-southeast to south-southwest direction.
Sirocco brings high waves and rain. This wind is a characteristic for the southern Adriatic, where it
blows longer and stronger than in the northern part. In the summer, it usually blows for a couple of
days, and in the winter it can last for a couple of weeks. The signs of the oncoming Sirocco are the
calmness of the sea, weak changeable winds, and dimness of the horizon, the increase of the
temperature and moisture, and the gradual decrease of the pressure.
The landward breeze is a daily, thermic wind blowing from the direction of the Northwest, and arises
as the land and the sea heat at a different rate. It occurs from the spring to the autumn, and during
the day, it often changes the direction. The landward breeze blows more in the southern Adriatic than
in the northern Adriatic.
The Stiff Breeze is a wind opposite of the landward breeze. It blows during the night from the
direction of the north-northeast in the northern Adriatic, and in the southern Adriatic, from the east or
south-east. It's at its peak before the dawn, and then subsides.
Sea Swells
Heavy and long swells are rare and the sea state is most affected by the Maestral in the summer and
by the Bora and Sirocco in the winter. Waves caused by the Sirocco are higher than those resulting
from a Bora of similar strength. The sea state can change quite quickly, going from one area to
another. Confused choppy seas often result from a change of wind direction and/or when two
channels meet. These can be very uncomfortable and, in severe conditions, dangerous but shelter is
normally not far away.

Navigation
GPS is a useful aid to navigation but its accuracy should not be relied upon for pilotage. Charts,
compass, echo sounder and a good lookout should be the primary methods in shallow or confined
waters.
And finally… COLLISIONS
Quite simply these should be avoided at all times.

ECC 2012 will take place in the Biograd area of Croatia between 5th and 12th of May 2012.

Sailing Instructions will be published by the Race Officer at or before Registration. The sailing
instructions will expand on and may amend the following briefing.
Skippers’ Briefings & Registration
Registration will take place on Saturday 5th May in Biograd from 14.00 to 17.00 prior to the welcome
party.
Skippers’ briefings will be held every morning from the 5th to the 12th May to:

Present the course for the day and hand out course sheets
•
Advise any amendments to the sailing instructions
•
Advise any special hazards or obstructions
•
Advise other instructions
•
Provide information on mooring and berthing at the destination port.
•
Hand out the daily prizes and result sheets for the preceding day.
The default time for the daily briefing will be 09:00 Local Time, unless otherwise announced.
Please ensure that each yacht is represented by only the skipper or the co skipper, otherwise the
group will be too large and some people will not be able to hear what is said.

Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover
as stipulated in their charter contract, or the equivalent. All crew should also have their own medical
insurance covering offshore sailing and medical repatriation in Croatia.
ISAF Rules & ECC Amendments:
ECC 2012 will be governed by the “Racing Rules of Sailing 2009 - 2012” published by the International
Sailing Federation (ISAF) (www.sailing.org/documents/racing-rules.php). Skippers should be familiar
with these rules, which are designed to ensure safe and fair racing and will form the basis of any
decisions on protests.
When a yacht is not racing, the 'International Regulations for Prevention of Collisions at Sea' shall
apply. A yacht is considered to be racing from when it begins to manoeuvre prior to starting a race
until clear of the finishing line after completing the race.
As damage to yachts is deemed unacceptable for this fun event, it was resolved by the ECC
Committee in 2008 to recommend that races should not start if the wind speeds are in excess of 20
knots. The Commodore & Race Officer will review specific conditions on any day, or for any part of a
day, with a view to implementing this recommendation. The Commodore & Race Officer may also
recommend reefing when excessive risk of damage to the overall fleet is considered excessive, though
this is not mandatory.
For ECC, rule 44.1 is changed such that the Two-Turns Penalty is replaced by a One-Turn Penalty.
ECC Race Sailing Fleet and Commodore Sailing Fleet
The ECC fleet racing format will be by boat divisions racing in heats as shown in the table below.
The ECC fleet will be separated into 4 divisions (red, green, white, blue). The Commodores fleet are
assigned to a 5th yellow division. Each boat will be assigned to a division and this will be fixed for the
whole event. Coloured Division Pennants will be handed out at check-in or the first skippers' briefing.
The Division pennants shall be attached to the boat on the back stay.
Each day two divisions will be grouped in a heat to sail against each other. So there will be two heats
per day (one start for each boat). The composition of the heats will be constant for two days. After
two days we will change the composition of the heats.

The commodores will be ranked separately from the main ECC fleet. The Commodores, although
scored separately, will normally sail with ECC heat 2 – so that they are not sailing "alone".
This will give the sailors the possibility to race against each other as well as against the commodores
and should make the racing as fair and competitive as possible.

Scoring
The results will be based on the time sailed corrected by the applicable Time Correction Factor (TCF).
The ISAF rules will apply to scoring using the Low Point System in which the first placed scores 1,
second scores two and so on. The overall result combining the two fleets will be determined with the
ranking based on each boat’s total score after discarding the worst result. If less than five races are
held, there will be no discards. If there are equal positions in the top five places overall, each boat’s
race scores shall be listed in order of best to worst, and at the point(s) where there is a difference the
tie shall be broken in favour of the boat(s) with the best score(s). Equal results will remain as equal
for positions outside the top five places. If there is still a tie, refer to the ISAF rules!

Advertising
The port and starboard bows and the stern areas of the participating yachts are reserved for our Gold
Sponsors. No other hull advertising is to be placed on the stern or in front of the mast on any yacht
participating in ECC 2012. Our “Gold” and “Silver” sponsors may fly their flags at any ECC 2012 event
and all participants are positively encouraged to promote their companies by flying their flags in
harbours.
Eligibility and Entry
The ECC 2012 regatta has a restricted entry due to over subscription and the perceived need to
reduce the overall size of the fleet.
Entries for 2012 are limited to those eligible skippers listed in this Logbook, who have paid the
applicable ECC Fees and have met the other applicable entry requirements. An entry form shall be
signed by the eligible skipper, containing words such as ‘I agree to be bound by The Racing Rules of
Sailing and by all other rules that govern this event.’
Late entries will be permitted to replace a cancelled entry only with the approval of the Commodore,
generally in accordance to the ECC Rules on Eligibility stated above in the ECC Charter, and depending
on circumstances as deemed appropriate by the ECC Admiral or ECC Commodores Committee.
The ECC fleet in 2012 will consist of approximately 53 yachts of 4 different groups, all Bavaria yachts
in the Small 42’, Medium 46’ and Large 47’ to 50’ size range. Yachts entering must be chartered by
the ECC organiser and endorsed by the Commodore to be considered eligible for competition in the
ECC and Commodores Cup races.
Measurements
Similar yachts have been selected for the event to help ensure the results are based on skipper and
crew performance. To make the Time Correction Factors (TCFs) as fair as possible measurements
have been provided under trust by each sub-charter company. These measurements have been
assessed by our independent Race Officer to determine the TCFs. If any skipper wishes to challenge
the TCFs, they are able to put their case forward to the Race officer for consideration prior to the
commencement of racing.

Sails
Skippers should be aware that competitors may use only the mainsail and foresail supplied with the
boat. Use of spinnakers or other such sails is prohibited. It is also prohibited to use any kind of pole to
hold out the foresail; this includes boathooks and the like. In addition to the use of sheets sails may
be held out directly by crew members, but not at the risk of falling overboard.
Anchors
It is recommended that anchors are stowed in the anchor locker or somewhere else inboard of the
boat from before the start until after the finish of each ECC sailing leg.
Obstructions
Obstructions or areas designated as ‘obstructions’ may be announced either during skippers’ briefings,
or as deemed necessary on the course by the Race Committee. It remains the skipper’s responsibility
to be mindful of normal navigation precautions and nothing in any announcement designating
obstructions can be taken to imply reduced responsibility of a boat to keep safe.
Protests
The tradition of the ECC is that protests are generally avoided. They should only be made in the case
of a serious infringement that results in a real disadvantage to the protesting yacht. Any protest
should be made in an amicable spirit and the yacht subject to protest should not contest it
unreasonably. A skipper intending to lodge a protest must do so as soon as practicable after the
incident by calling the Race Officer on VHF. He will try to resolve the issue immediately and if
appropriate will apply a penalty to the offending yacht, usually by requiring it to make a 360˚ turn. A
yacht undertaking such a penalty must ensure it does not interfere with other yachts in the race while
doing so.
If necessary the Race Officer will form a protest committee to make a decision using the applicable
ISAF rules. Decisions of the protest committee will be final.

Shortly after the first skippers' meeting, a radio check will be made on the Fleet Instruction Channel
71. The Commodore’s Boat will monitor the entire radio check procedure and will contact the missing
yachts by other means if required. The radio check will only be done on the first day.

the Fleet Instruction Channel 71.

Repairs
Yacht repair requirements will be listed by each skipper or their delegate and repairs will be
coordinated by the team of Ilirija d.d. and the charter companies. It is intended that sufficient
resources be available to service most repairs, so that sailors are able to race every day to obtain a
qualifying score. Ilirija d.d., the charter companies, the Race Officer, Commodore or the ECC
Organising Committee shall not be held responsible in any way for repair needs beyond their control
or outside the ability of their sub-charter companies to carry out repairs.

General Information about Croatia
Croatia is a Central European and Mediterranean country,
bordering Slovenia in the west, Hungary in the north, SerbiaMontenegro in the east, Bosnia-Herzegovina in the south,
and has a long maritime border with Italy in the Adriatic Sea.
Extending from the foothills of the Julian Alps in the northwest and the Pannonian Plain in the east over the Dinara
mountain
range in its central region to the Adriatic coast in the south,
Croatia covers a land area of 56.542 km2 and an additional
31.067 km2 of territorial waters. The coastline stretches
over 5.835 km out which 4.058 km belong to the islands and
reef coastline. 67 of the 1.185 islands are inhabited with the
largest of such islands being Krk, Cres, Brac and Hvar.
Approx. 780.000 of the Croatian population of approx. 4,5
million live in the capital Zagreb, the administrative, cultural,
academic and communication centre. Over 90% are Croats
with the majority being Roman Catholics (other religions
include Orthodox faith, Muslims and Christians of other
denominations). National minorities include Serbs, Moslems,
Slovenes, Italians, Hungarians, Czechs, Slovaks and others.
The east coast of the Adriatic Sea was inhabited as early as the beginning of the early Stone Age,
and there is proof that most of the accessible islands were also inhabited. Thanks to the favourable
geographical characteristics with its numerous bays, inlets and coves, the coastal belt has ever been
a significant mercantile and nautical route.

Archaeological findings prove that in the 6th century BC the
ancient Greeks had founded first colonies on the Adriatic
Islands. Around 100 BC, the Romans arrived, and built
palaces and summer residences, including the palace of the
Roman Emperor Diocletian in the present Split around 305.
In 925, Croatia became a kingdom under the rule of King Tomislav. In 1102, after the death of
Petar Svacic, the last Croatian king, Croatia formed a union with Hungary which, while going
through numerous attacks and occupations by the Turks, the French and the Hungarians and the
rule of the Habsburg dynasty and the Venetians, lasted until 1918 when, upon the downfall of the
Austro-Hungarian monarchy in World War I, Croatia became part of the Kingdom of Serbs, Croats
and Slovenes, later proclaimed Yugoslavia.
In 1941, German and Italian forces occupied Yugoslavia, facing enormous resistance by the
organised partisans led by Croatian antifascists under the guidance of Josip Broz Tito. In 1945, the
Federative Socialist Republic of Yugoslavia was proclaimed with Croatia being a federative republic
within Yugoslavia.
In 1990, the first elections after World War II were held in Croatia with Dr. Franco Tudjman
becoming the first President. In 1991 Croatia declared its independence, resulting in a Serbian
rebellion supported by the Yugoslav National Army and the occupation of one third of the Croatian
territory. In May 1992, the Republic of Croatia joined the United Nations and in 1998, the last
occupied parts were integrated into the country. In December 1999, Dr. Franco Tudjman died and
in February 2000, Stjepan Mesic was declared the new President.
Since 23. December 2011 the Croatian government is headed by
the Prime Minister Zoran Milanovic. Croatia signed an EU
accession treaty on the 9th of December 2011. The Croatian EU
membership is scheduled starting on the 1st of July 2013. The
country is preparing to join the Schengen Area by 2015.
Apart from the destinations of the ECC 2012 which are described in more detail in the later chapter
“Itinerary and Route”, Croatia has numerous places to visit, from historical towns and UNESCO
world heritage sites like Dubrovnik with the stunning old town, Trogir with the famous St. Lawrence
church, Split with the Diocletian palace, Korčula (the alleged birthplace of Marco Polo) and the like,
to beautiful beaches with crystal water, quiet bays and various sailing areas and eight National
Parks, including the Krka waterfalls and the Plitvice lakes. Do make sure to taste the great Croatian
cuisine influenced by many Mediterranean regions including Pršut (Dalmatian smoked ham), pag
cheese, numerous fish dishes and great wines.

Please check with your local embassies about the required immigration documents for entering into
Croatia (passport / visa / etc.).
Note that Croatia is not yet a member of the European Union and the Schengen Treaty does not
apply.
Please ensure that all sailing documents are available for the take-over of the yachts on Saturday,
including sailing licenses, VHF license and a detailed crew list (which should also be completed and
sent to the ECC Organising Committee prior to the event) which is required to register the yachts at
the respective harbours / moorings / National Park. All mooring and National Park fees are included in
the yacht charter price - the administration will be handled by Ilirija d.d., but of course only if all
required information is available.

on route: marina Kornati West – Plodine – Lidl – Marina Kornati North – marina Kornati West.

Sali - Sunday 6th May
Sali is the cultural and administrative center of Dugi Otok. Situated on the north-east coast of the
island, with a thousand years old tradition, according to written documents from 990. From the
ancient times it is called an ante-room to Kornati. It is a place surrounded with natural parks,
thousand years old olive trees, with very rich cultural and sacral inheritance from early centuries of
the Christianity. Beside the splendor parish St. Mary's church, St. Roko's and St. Nikola's church,
there are the ground plans ruins of the Christian churches in Stivanje Polje, Citorija and Čuh.
The place was named after the salt pans that used
to be here. It was mentioned by this name for the
first time in 1105. The parish church of the
Assumption of Mary was built on the site of an
early mediaeval church (remains of fragments with
interlaced ornamentation have been found).
The entrance with its Gothic vault was built by
Master Juraj Lukačević in 1465. The altar was built
in 1584 (there is a Glagolitic inscription above the
door). The impressive main altar (17th century)
features a Baroque altarpiece with a subsequently
attached early Renaissance representation of Our
Lady with Child, attributed to Juraj Čulinović, from
the 15th century. Originally it was part of a
polyptych. The Dead Christ, to the right of the
altar, also belonged to it.
The church of St. Roche was first mentioned in 1644 and was extended in 1855. As far as
Residential architecture is concerned, there are several interesting buildings: the Rančić house, built
in the Renaissance style, two other Renaissance houses (formerly owned by the Gverinis) with the
remains of a large park, and the Baroque Petricioli house from the 17th century.

Mooring is safe in all winds.
A strong easterly sirocco blows directly into the side
and can be unpleasant for moored boats. There can
also be a strong bura.
And there is something more about Sali : the Maritimo Bar ! This bar is really crazy and they know
how to party!

Telašćica bay - Monday 7th May
Telašćica bay is situated in the central part of the eastern Adriatic coast, in the SE part of the
island of Dugi otok. Thanks to its extreme beauty, richness and importance, this bay surrounded by
13 islands and islets, together with 6 islets inside the bay of Telašćica itself, was proclaimed a
Nature Park in 1988. Thanks to its exceptionally valuable plant and animal life, geological and
geomorphologic phenomena, valuable colonies of the sea bottom and interesting archaeological
heritage this area became protected in 1980.
The area of "Telašćica" Nature Park is distinctly contrasted area with quiet and peaceful beaches
and laid down coastline on one side and wild and rough cliffs on the other. It is the area of the
Aleppo pine-trees and holly oak woods on one side and bare rocky grounds on the other. It is the
area of cultivated fields of vineyards and olive-trees, as well as the area of degraded forms of the
flora covering dry habitats.
Three basic phenomena are certainly the main characteristics of the Nature Park: the unique bay of
Telašćica as one of the safest, the most beautiful and
the largest havens on the Adriatic that includes 25
small bays and 69 km of the well-indented coastline,
the cliffs of the island of Dugi otok or so-called
«Stene», rising up to 161 m above the sea level and
falling down vertically up to 90 m below the sea level,
and finally the salt lake called «Mir» with its curative
characteristics. The island of Katina must be mentioned
as one of the most picturesque islands in the Adriatic,
but the most unusual is certainly the island of Taljurić.
The total surface of the Nature Park is 70, 50 km2 of
which 25, 95 km2 on Dugi otok and the neighbouring
islands and 44, 55 km2 on sea. Beautifully cultivated
meadows and hillsides are rich with Mediterranean
vegetation with more than 300 species of flora and
equally rich fauna. The undersea world has more than
300 plant and 300 animal species.

Lake "Mir" is located in the south-western part of the Nature Park Telašćica. The lake is situated in a
narrow area of land between the bay Telašćica and the open sea. After the last Ice Age the sea
level rose to approximately 120 meters when the karsts depression met the sea, which it penetrates
through numerous underground cracks. The sources of the sea are easy to recognize during the
tide. The length of the lake is approximately 900 m and it is of 300 m. The maximum depth is 6 m.
The lake is salty because its underground channels are connected with the sea. Salinity of the lake
is generally higher than the surrounding sea due to evaporation and restrictedness of the lake. In
the lake Mir very small changes in water levels have been found since the cracks which connect the
lake with the sea area are of low porosity. On the south-eastern part of the lake, the sea tends to
spill over into the lake during storms. The shores of the lake are mostly low and rocky, with
numerous depressions, while only in the extreme north-western part less accumulation of sand may
be perceived. The lake bottom in shallow areas is rocky and in deeper it is covered with clay and on
a part of south-east it is covered with fine grey silt (curative mud).
Temperature amplitudes of the lake are very prominent (in summer to 33 º C and winter to 5 º C).
Because of that, the lake is warmer than the coastal sea in the summer and colder in winter due to
the shallowness of the lake. The salinity of the lake is over average due to evaporation. These
extreme conditions are the cause of biological poverty of the lake. Apart from the plankton, there
are only a few species of marine organisms. These include: algae, goby, mullets, sea-bass, several
species of shellfish, snails, crabs and a special type of eel (called “kajman” or “bižat” by the locals)
which can grow up to 3 kg.

Veli Iz is a place with a picturesque and intimate island tradition. It lies on the island of Iž, in the
middle of Zadar archipelago.

Veli Rat- Wednesday 9th May
Veli Rat has been settled in the Roman period, situated on the north end of Dugi Otok on the coast
of the Ćuna bay, which is through a narrow channel connected with the Pantera bay.
It`s a popular meeting point for boaters and nature lovers.
The pearl of Veli Rat is the lighthouse Punta Bjanka, the biggest on the Adriatic's, 42 meter high.
It shows the way to the sailors for more than 150 years.
In the village there is a parish church St. Ante and in the yard of the lighthouse a chapel of St.
Nicholas, the guardian of the sailors, with Roman missal from 1869.
Northern in front of Veli Rat there is the wreck of a stranded italian freighter

As in 2010 we will stay in Zadar. It was our intention to have a short race that day to have enough
time for sightseeing time in the old town. Ilirija and our second main sponsor Doosan Lentjes will
then provide you with finger food and some party at the Arsenal, located in the heart of the old
town, just across from the marina. The Arsenal building is a 400 year old Venetian armoury which
has been converted into a multipurpose venue which is truly unique. Most of you will remember this
great and unrivalled location.
Harbour: Electricity and water pedestals are available to all berths. The showers and
toilets are in good working order. Other facilities include a café, exchange office, restaurant,
chandlery, car hire agency and a casino on site, and a couple of small supermarkets just outside.

ECC 2004 supported an orphanage in Split we decided to support the MIRNO MORE PEACE
FLEET as nominated charity for ECC 2012.

Mirno More (Peace Fleet) is a humanitarian project which allows poor, disabled and abandoned
children and young people to sail one week together. The international youth flotilla, which
started in 1992 with three boats and 17 children reached a size of more than 100 boats with
about 950 participants in 2011. We, the Organisation Committee of the ECC 2012, will visit
every boat and ask you very kindly to support these kids.

About “mirno more peacefleet”
The “mirno more peace fleet” was found 1992 after the beginning of the first war crises in the
former Yugoslavian countries. The original idea was to bring together children from the
different war countries, and to sail with them themed „united in one boot“- to reduce prejudices
and learn tolerance. In the first peace fleet 1992 there were seventeen children on three boats
sailing in Croatia.
Since the first year the project grew and took place every third week of September in the
Croatian Adriatic Sea. In September 2008 already about 950 participants from 18 nations
accompanied by skippers and educational carers on 100 sailing boats, and set sail for more
peace and tolerance.
Already shortly after the founding year we opened the project for any kind of social
disadvantaged children, which now come from a lot different social organisations. So the
successful concept „mirno more“ has become a significant international recognised peace
project which increases year by year through more and more benefactors. Further it is so far
the largest sailing project for social disadvantaged children worldwide.
Additional to our main project and based on this idea there were found new partner-projects in
Turkey and Croatia, which also take place once a year. Further there were found new partner
organisations in Austria, Germany, Croatia, Slovenia and Bosnia Herzegovina.

international appreciation by UN Secretary General Ban Ki-moon himself, in the course of an
official reception in Vienna, together with the Austrian Federal Minister. And 2005 we also

project is largely made possible through private sponsors without who the peace fleet would
not be possible in the form that it exists today. The peace fleet became well known through
