Defeating fraud: ‘Muqeem’ card to replace iqama
RIYADH: The government will
provide new machine-readable
identity cards to expatriates
from the first day of the Islamic
year, or Oct. 14 this year, in a
bid to fight fraud and improve
the efficiency of its systems.
Crown Prince Mohammed bin
Naif, deputy premier and minister of interior, launched the
“Muqeem” (Resident) card,
which will replace the current
one, in Riyadh on Thursday.
The name “iqama” would no
longer be used by the department.
The new card can last for five
years or more, depending on
how the user looks after it. All
expatriates will have this identity document in place of the current one, Col. Khalid Al-
Saykhan, director of information
technology, told Arab News.
However, Al-Saykhan warned
that the new document does
not mean residency laws have
changed. This was only a move
to improve the efficiency of the
department’s e-system, he said.
“The residency periods for expatriates will stay the same.
The period of stay must be recorded through the Abshir system, to register an identity card
automatically,” he said.
The cards, which will have no
expiry date, will be read with
special machines at checkpoints, banks and other places.
It would have the photograph,
name and other details of a
person on it. The details of expatriates including their period
of stay would be updated
online.

launched a plan to monitor the
overall operations of the department and ensure officials
perform optimally. He was
briefed on the details of the
strategy by senior officials.

Expat IDs to be sent by post from Aug. 16
RIYADH: The Passport Department has announced that
companies and individuals
would no longer need to visit its
offices from Aug. 16 because
services would be available
online and identity cards for
expatriate workers would be
sent through Saudi Post, a media
report
has
said.
Col. Khaled Al-Saikhan, assistant director of passports for
technical affairs, said the new
identity card for expatriates, to
be issued from Oct. 14, or the
start of the new Islamic year,
would have a physical lifespan
of five years or more depending
on how it is looked after.
It would contain the person’s
name, number, date of birth,
occupation, work eligibility, nationality, work permit number (if
any), religion and employer.
The card is renewable electronically via Abshir or Muqeem
online services by the employer

expire, but its validity is based
on the rules and regulations of
the Ministry of Interior.

Wage Protection System now applicable to all businesses employing 170 staff or more
Following the example of other
GCC states, the Kingdom of Saudi
Arabia implemented a wage protection system (WPS) under which
businesses are required to submit
wage information. Implementation
started in 2013. As of 1 June 2015,
the rules are now applicable to all
businesses employing 170 staff or
more.
The program requires the concerned businesses to open local
bank accounts for all their employees, to register with the program
via the electronic service, to enter
all required information, to download a payroll file and to transmit it
to the bank (who certifies it monthly) and then to the Ministry. The
payroll file must contain in particular the amount of the employee's
basic salary, allowances, deductions and information on the execution status of the transfers.
Businesses that do not comply
with the WPS rules are first notified
by email. If another delay of ten
days occurs, an official warning will
be issued by the Labor Inspection.
After another ten days, if no action
is taken, the Labor Office will carry
out a site inspection and apply a
fine and, possibly, refer the matter
to the Labor Dispute Committee for
legal action. If a delay of more than
two months occurs in submitting a
payroll file, governmental services
will be denied to the business.
After another month, the employees of the business will be allowed
to transfer their sponsorship without employer's approval.
The implementation of the program
has not been without difficulties
because of the initial resistance of
the banks to open accounts for
low-wage employees, on the one
hand, and a legal obstacle, Article
90-2 of the Labor Law, on the oth-
er hand. Article 90-2 of the law
actually provided that the employer
could open bank accounts for his
employee only with the latter's
consent. However, this problem
has now been solved as Article 90,
along with numerous other provisions, was amended by a recent
Royal Decree entering into force
on 24 October 2015.
Further milestone dates for the
implementation of the WPS are 1
August 2015 (businesses employing at least 130 staff) and 1 November (businesses employing at
least 100 staff).
No milestone date has yet been
fixed for the last phase of implementation (businesses employing
less than 100 staff). The official
reason given for this delay by the
Ministry of Labor are logistical
problems, i.e. that some small
businesses are located in areas
without access to bank branches.
Commercial agents and distributors summoned to register their agreements with foreign principals
In an announcement made on 22
March 2015 the Ministry of
Commerce & Industry has asked
all businesses being a party to a
commercial agency or distribution agreement to register these
agreements in the Agency Registry kept at the Ministry failing
which, the penalties set forth in
the Commercial Agencies Law of
1969 and its Implementing Regulations would be applied strictly,
after a grace period of six months
will have expired (i.e. on 20 September 2015).
Penalties set forth by the law
include fines of up to SAR
50,000, deportation of foreign
personnel and disallowing future
commercial activities in the Kingdom.
Whereas in the past, the Saudi
Arabian commercial agency legislation (applying also to distributorships since an amendment to
the law in 1983) has often been
praised for being much more
liberal than its peers in neighboring GCC states, this statement
might now have to be revised
partially. Indeed, even though the
Saudi agency legislation does
not provide for any minimum
duration or minimum compensation of the distributor in case of
termination or non-renewal, the
new situation now puts the local
party in a position of strength if
the distributorship agreement is
exclusive. A distributor enjoying
exclusive rights will actually now
be able prevent the foreign principal from appointing a replacement agent and therefore effectively, from doing business in the
country.
It is not yet clear whether Saudi
Arabia will go as far as to instruct
its customs authorities to require
the agency registration certificate
before clearing the imports (as in
the United Arab Emirates), but all
foreign principals may as of now
be advised to revise their agency
and distributorship agreements in
the sense that no exclusive territorial protection should be granted to the local party.

Tadawul open for FDIs since June 15
One of the most eagerly anticipated developments for MENA
markets took place with the
opening of the Saudi stock
market to direct foreign investment on June 15, amid expectations that Saudi Arabia will be
upgraded to emerging market
status by MSCI.
The prospect of an upgrade in
2017 may encourage more fund
managers to apply for licences
in coming months. MSCI has
said it would seek feedback
from investors before considering whether to add Saudi Arabia to the index review list.
Saudi authorities have placed
restrictions to govern qualified
investors wishing to invest in
region's largest market -- emphasizing that the main priority
is to provide market stability
and improve transparency; not
to attract large amounts of
cash.
The first half of the year was
promising for almost all MENA
markets. The asset management industry was highly active,
launching 30 new funds that
started trading.
Most of the newly launched
funds invested in equities and
fixed income instruments, and
are mainly focused in Saudi
Arabia and Morocco. Nineteen
of the funds are conventional
and 11 are shariah-compliant
funds.
Several countries in the region
have introduced new regulations aimed at making stock
markets more attractive.
Egypt approved the use of exchange-traded funds and real
estate funds. The government
also froze plans for a 10% tax
on capital gains which had
been criticized by investors.
The Qatari stock exchange
plans to introduce margin trading and securities lending for
institutional investors. Four new
ETFs are planned in Qatar,
which is in talks with index
compiler FTSE on upgrading
the country's status.
In the United Arab Emirates,
funds are looking for new opportunities in European markets
on expectations that quantitative easing will boost the confidence and risk appetite of investors.

place on the first day of ACHEMA
show, June 15th. After DECHEMA
CEO Dr. Thomas Scheuring officially
welcomed the delegation in the Con-
vations' platform and technology
summit. It takes place every third year
and was first organized in 1920. It
covers all steps of the value added
chain of the process industry. The
trade fair has been the leading show in
the petrochemicals sector and process
industries for decades. It is organized
by DECHEMA GmbH.

Saudi Arabia, Bahrain and Yemen and
Mr. Al-Ameen Al-Dalali, Head of

development of the Saudi petrochemicals market and highlighted its potentials.

the region’s largest petrochemical
producer with an annual 86.4 million
tons of capacity. The Saudi Arabian
petrochemical industry is one of the
fastest growing sectors of the Saudi
economy. The country alone produces
9 % of the world’s output of petrochemical products, shipping 17 % of
world exports in petrochemicals.
Around 60 petrochemicals projects are
currently being realized or planned.”
He added: “German companies have
been strong partners for sustainable
long-term business relations in the
petrochemical sector in Saudi Arabia
for decades. Companies, from global
enterprises like Linde and Evonik to
SMES like Coperion have ventured
into the Saudi market and established
themselves as strong partners for Saudi Arabian petrochemical businesses.”
A fruitful discussion concluded the
Saudi Arabia Downstream Forum.
Four Saudi companies participated as
exhibitors: Al Abdulkarim Holding
Company (a supplier for oilfield components, industrial automation and
electrical and electromechanical devices), the government body MODON
which supervises the development of a
number of industrial cities, petrochemical and steel giant SABIC and stateowned oil company Saudi Aramco.

The Saudi government intends to increase the manufacturing share of its GDP to
20 % by 2020. To achieve

diversification,
Saudi Arabia has identified
four industrial sectors as a
starting point: automotive,
minerals and metals processing, plastic and packaging and solar energy. The
advancement of these sectors is crucial for the sustainable development of the
Saudi economy. The respective cluster strategies were
introduced at the Forum. Mr.
Abdullah Hazani, VP of the
Automotive
Cluster
explained how the Kingdom
intends to participate in the
global automotive trade market which generates 170 billion SAR worth of imports
per year in the MENA region
alone. This is to be achieved
by developing a fully competitive local automotive industry that covers the entire value chain, starting with the

In Saudia Arabia Herrenknecht tunnel boring machines and equipment are involved in several
important projects aiming to match the requirements of the growing cities.
Riyadh: Revolution of the public transport system.
Riyadh is building a metro system to provide a powerfull solution to the city‘s public transport needs.
Herrenknecht delivers in total 6 tunnel boring machines for the five-year giant project. The new metro
system consists of six lines, with a total length of 179 km and 83 stations. It is planned to
accommodate 1.16 million passengers per day at the beginning of operation and 3.6 million
passengers per day after 10 years.
Mecca: Challenges in the Holy City.
The underground traffic and utility infrastructure of the metropolis is being expanded. To increase the
capacity of the existing sewage system, two so-called EPB Shields from Herrenknecht are driving two
1.5 and 1.8km long tunnels. A new remote monitoring system allows a machine operator in Germany
to monitor the drive in Mecca in real time around the clock via cameras and to provide maximum support, if needed.
Jeddah: Extension of the sewage system for a better quality of life.
The large city of Jeddah on the Red Sea in Saudi Arabia is extending its sewage system with the help
of a comprehensive master plan. Rapidly more and more households are connected to the sanitary
system. Around 30 utility tunnelling machines by Herrenknecht are working on the new tunnels and
are paving their way through the soil. The local Herrenknecht subsidiary provided prompt supply with
spare parts and fast service.
Al-Jubail: New pipelines for the black gold.
Today, Al-Jubail is one of the most important industrial centers and ports of Saudi Arabia. Thanks to
its oil occurrences the ancient village has become an ultra-modern city within 40 years. To feed the
black gold from the offshore oil field safely to the refinery on land, two parallel pipelines had to be laid
beneath the seabed. Therefore Herrenknecht delivered two powerful so-called HDD Rigs.

LogiMat® vertical lift: Sophisticated technology for storage and order picking of small parts
With the new LogiMat, SSI Schaefer is modernising its vertical lift product range. The latest
development of the tried and tested LogiMat is equipped with numerous basic functionalities,
supplemented by three pre-configured options packages, numerous add-on options and the
pioneering warehouse management software. The storage and order picking solution impresses here in particular with the modular and scalable concept, its integrated safety concept
and ergonomic design.
Plug-and-Play, connect and
go, is the watchword for the
latest LogiMat generation from
SSI Schaefer. The vertical lift
is equipped with numerous
standardised functions that do
not require any expensive
expansion with add-on options. The consistently modular design makes the LogiMat
an expandable solution with
high security of investment.
The high quality individual
components that SSI Schaefer
typically use such as the robust rack and pinion drive also
ensure minimal wear and lowmaintenance operation.
The LogiMat is aimed at all
companies requiring a powerful, safe and ergonomic system using the "goods-toperson" principle. Even at the
design stage, the new LogiMat
can be optimally adapted for all site conditions with eight different model widths in two model depths as well as a freely
selectable machine height of almost 24 metres. The maximum available room height is utilised thanks to the compact
design. High compression storage in the minimum amount of space is facilitated by numerous features such as the infinitely adjustable inward storage of the trays in a 25 mm pitch, the inward storage strategy with FIX height and/or intelligent
height optimisation (IHO) or the flexible tray designed to optimise space and weight.
For the individual expansion of the standard design, SSI Schaefer offers three different, coordinated and pre-configured
options packages for the LogiMat that supplement the functions in terms of ergonomics, performance and maintenance.
Naturally all options are also available individually. Worthy of particular mention are the unique LogiTilt tilting device for
the ergonomic removal of goods and reduction of reach depth and the LogiWork that can be used to adjust the height of
the delivery table to the height of the employees.
The same principle applies to the choice of division accessories: simple and practical. Exclusively available at SSI
Schaefer is the supplementary LMB container range that can be fitted onto the standard trays. The plastic boxes are optimised for the tray depth of 800 mm and can also be subdivided using dividers. An ingenious solution for additional storage compression.
The LogiMat can be used as a standalone system or integrated into an automatic application. The storage lift is equipped
with a standard control (PLC). For individual configuration there is a choice of a control option and two software packages

based on the internationally established WAMAS logistics software from SSI Schaefer. The storage lift is operated via a

Due to the high potential of the Saudi market and the increasing demand of German small and medium sized
enterprises (SMEs) AHK Saudi Arabia and the Chamber of Industry and Commerce of Eastern Westphalia
(IHK) based in the city of Bielefeld established in the beginning of 2011 the first Saudi Arabia Desk in Germany.
The aim of the Saudi Arabia Desk is to intensify the bilateral economic relations. By now IHK is the first contact
partner for SMEs in North Rhine-‐Westphalia and the whole of Germany with regard to information and consultancy for business in Saudi Arabia. As the nucleus chamber for the Arabian Gulf in Germany IHK Bielefeld will
be able to offer a much better service to all companies.
With an exporting volume of approximately 9.248 billion Euros in 2013 the German economy is one of the
three most important importing countries for Saudi Arabia and the most important in Europe. Public tenders as
well as private projects for several hundred billion Euros are planned in the field of infrastructure, petrochemicals, health care and education. Made in Germany are frequently demanded by Saudi decision makers especially when projects are including the needed transfer of technology and know-‐how. In 2013 the German‐Arab trade volume is worth approximately 11 billion Euros, about the same as in 2012. Exported goods were
foremost machinery, motor vehicles and parts, chemicals, food, metals, electronics and electro technical supplies.
With the Saudi Arabia Desk IHK and AHK would like to organize common information events and expert symposiums in order to inform intensively and detailed about the latest topics of the German-‐Saudi relations and
business opportunities. Furthermore it is planned to build up a strong network with all players and organizations in the German-‐Saudi Arabian business. Additionally business delegations to Saudi Arabia shall be organized and information about known international trade fairs shall be provided to companies in Saudi Arabia and
Germany.
