MAJOR DUTIES:
The primary purpose of this position is:
To serve as a professional civil engineer, performing construction
management/monitoring duties in support of a military installation.
•
Monitors and/or manages projects for new construction, renovations, and improvements to real
property facilities, including utility systems, utilizing a professional knowledge of civil engineering.
Oversees projects which on a recurring basis run one (advanced features) to three (conventional) years
depending on type and include work on labs, airfield runways, utility systems, base utility plants, aircraft
maintenance shops/hangars, recreation facilities, administrative offices, dormitories, etc. Performs
detailed preconstruction site surveys. Prepares or reviews as-built drawings at the end of construction.
•
Maintains surveillance over construction contractors to ensure overall compliance with contracted
specifications, schedules, etc. Work may include participation in and/or surveillance over Multiple
Award Construction Contract (MACC) contracted work. Assists in evaluating construction bids. Develops
and/or reviews specifications and schedules and negotiates for utility services for the construction
period. Inspects and/or oversees inspection of construction for compliance and resolves differences with
contractors. Prepares/reviews change orders prior to contract modification. May be involved with the
Judge Advocate General’s office on contractor performance problems and provides recommendations to
withhold payment if justified. May be involved in construction contract source selection boards.

Coordinates projects with other engineers in other disciplines or with architects. Applies knowledge of
other disciplines to determine coordination required to ensure all design considerations have been
addressed.
•
Keeps abreast of emerging technologies to ensure programmed development will not prematurely
become obsolete. Uses computers/computer software such as information management programs,
computer aided design and drafting (CADD) programs, and project tracking programs to solve
engineering problems and facilitate work. Keeps current on relevant software applications.
•
In conjunction with the primary duty of construction management, on a less frequent basis performs
work in the programming/base development, design, and/or operations and maintenance (O&M)

functions. Prepares/reviews designs for a variety of real property facilities construction projects,
determining design criteria, putting together cost estimates and time schedules, preparing architect and
engineer (A&E) statements of work, etc. Performs requirements programming in support of base
development for (O&M), military construction programs (MCP), non-appropriated fund (NAF), military
family housing (MFH), etc. to include validating requirements, performing economic analyses, and
coordinating with the installation facilities board.

experience requirements stablished below. E&T Requirements can be substituted by additional experience as

diploma/Bachelor diploma within construction engineering (e.g. civil engineering, structural
engineering, architecture, electrical etc.) / Ingenieur/-in (FH/Universität) im Bauwesen (z. B.
Hochbau, Tiefbau, Architektur, Elektro usw.)

Education and Training Level VI* - Graduate Engineer (f/m) with university or specialized college
diploma/Masters exam
within construction engineering (e.g. civil engineering, structural

Creditable experience must reflect the particular knowledge, skills, and abilities required for the
position and must be in the same or in a similar line of work as the job for which considered. The
predominant experience must have been gained at a comparable level of difficulty to the position to
be filled and must be directly related to the position. As a rule one year of creditable experience
must have been gained at one level below the grade for which considered.

An excellent command of the English language is required. (ELP Level 3: passing score 85%) as stated

Excellent command of the German language as stated in PD.
Good knowledge of automated data processing software programs (MS Office) as stated in PD.
German driver’s license class B as stated in PD.

Work may occasionally require travel away from the normal duty station on military or commercial
aircraft.
Inspections may be conducted in “hard-hat” areas and may require significant walking, bending,
climbing, and stooping. Some worksites may involve exposure to environmental hazards.
