Course Description: This is a comprehensive 16 hour search warrant course designed to enable
anyone in law enforcement to leave this class with the basic knowledge and confidence it takes to
successfully write a search warrant. If you plan on becoming an investigator, or are currently an
investigator and want to learn more about the fundamentals of a search warrant, this class is for
you!!!! This course is an interactive class and every student will write an entire search warrant
from start to finish by the completion of this course.
Topics you will learn:
Types of Search Warrant Affidavits, Search Warrant preparation, Who can get a Search
Warrant?, What can you seize?, Items to be searched, Expertise of the Affiant, Probable
Cause Declarations, Hobbs Sealing Requests, Applicable Statutes of Search Warrants and
Case Law.
Instructor: James Hoffman is a Deputy District Attorney with San Bernardino County District
Attorney’s Office since 1997. Mr. Hoffman has handled a variety of assignments within the District
Attorney’s Office including: misdemeanors, felonies, juvenile proceedings, MDO cases and
narcotics cases. Mr. Hoffman developed a specialty in narcotics prosecutions after being assigned
to the Street Enforcement Team in 2003. In 2007, he was assigned to as the Major Narcotics
Vendor Prosecutor (MNVP). As the MNVP, he prosecuted complex narcotics cases dealing with
informants and wiretaps. In 2012 through present, Mr. Hoffman has been assigned as the County’s
Electronic Intercept Coordinator handling the initiation maintenance and disposition of all wiretaps in
San Bernardino County. Mr. Hoffman is a regular instructor with CNOA and has previously taught
Confidential Informants / privileges, Search Warrants, Wall Stops, PC 1538.5 Motions, Warrantless
Searches, Wiretaps, Search and Seizure, Meth Lab Prosecution, and Protecting Confidential
Information. Because of Mr. Hoffman’s dedication and hard work as a Deputy District Attorney, he
has received the CNOA Region 5 Prosecutor of the Year Award in both 2008 and 2012.
