HAPPY AND JOYOUS NEW YEAR TO EVERYONE.
I hope by now we will have had significant
snowfall to ride. Remember Safety First! Obey
the “rules of the trail”. Respect landowners.
Respect the Forest. Thank property owners
and state personnel for allowing a snowmobile trail across local and state property.
Trails don’t just happen. It takes many hours
of hard work to construct a trail. Then many
more hours to keep the brush clipped, holes
drained, bridges reinforced, drainage pipe
repaired, equipment maintained etc. OFFER TO HELP YOUR LOCAL
CLUB OR FORESTRY PERSONNEL WHERE YOU RIDE.

help with trail maintenance
and grooming if you cannot
help.
Good snowmobile
trails take the cooperation

Report trail problems to the local forest
park or the local club. The Keystone Snowmobiler publishes all the club information. It can
also be found on the PSSA website. www.
pasnow.org Standardized signage will help
you locate the nearest club. We want everyone to be safe.

trails take the cooperation

PSSA did receive a smaller trail maintenance grant for 2013. The amount was
$60,000. (Is the cup half full or half empty?)
This money will be distributed to clubs who
apply for grants to help maintain trails and
groomer equipment. This amount is much less
than PSSA received in the past.
To quote what I have mentioned in the past:
“In addition to the volunteer hours/labor/
equipment already mentioned clubs also accumulate many hours/labor/equipment over
and above what is needed to cover grants. They
have more expenses than what the current
grants can cover. Most other states (to make
a comparison) reimburse clubs for grooming
and trail maintenance based on the number
of miles groomed and maintained. This varies
from $300 - $500 dollars a mile. The return
on this investment shows in the quality of
trails in other areas and the effect the trails
have on the state economy. PA has approximately 5500 miles of trail with $160,000,000
return on the investment. We cannot
improve the system without
more consistent financial
backing.” The current $10
Registration fee does not
cover costs to maintain and
improve the entire system.
These grants require real data to support the
request for funds. An on-line survey will be given to clubs to
gather information to support larger grants to PSSA
in late January. This survey will
be answered on line and the data will be used
as needed to acquire more funds to help fund
projects across the state.
PSSA also received a $35,000 grant to
continue the GPS/Standardized Signage program. State Standardized signage will be
placed on trails using a county-number system along with the GPS information. You will
have access to it on the PSSA web-site.
Finally you can view all the SnoCams across
the state on the PSSA web-site. The Kane
Snowmobile Club has theirs up and running.
Thanks to all the volunteers, donors and
sponsors who build and maintain our trail

It is hard to believe that Round I and Round
II mini-grant projects are complete, with
Round II closing on December 31 and Round
III will end shortly on January 31, 2013.
Through the mini-grants program, recipient clubs
have done a tremendous amount of work! I as
well as many others are very appreciative of all
your hard work and dedication to snowmobiling.
You truly go above and beyond as you labor
for everyone’s benefit on the trails, and use
your valuable time to complete such important
projects on top of your busy everyday lives.
I greatly enjoy working with all of you. It is
great getting to know you and seeing all the
work that you do. I hope you all have a great
holiday and an enjoyable snowmobile season!
The mini-grants project is financed in part by
a grant from the Community Conservation
Partnerships
Program,
Pennsylvania
Recreational Trails Program funded through
the Federal Highway Administration, under the
administration of the Pennsylvania Department
of Conservation and Natural Resources, Bureau
of Recreation and Conservation. Its purpose
is to help clubs repair and maintain trails and
grooming equipment and assist with grooming
expenses. The clubs have proposed a number
of projects for trail maintenance, grooming and
restoration in their areas.

snowmobiling community in their
state.

With the season called ‘Winter’ officially under way, each one of us is anxious to fire up
our sleds and make some tracks on our favorite trail. The foremost thought in our minds is
probably “safety”, or so it should be.
Each month we print a list of all the Safety
Classes (that we are notified of) for the up-
coming season. Regular readers see the list
change from month to month as past classes
are deleted and upcoming sessions are added.
Most snowmobile clubs are actively holding
meetings at this time of the year, and while
some groups meet all year round, others suspend their regular monthly gatherings after
March or April.
Here’s a simple request for those of you who
are members of clubs, snowmobile dealers,
or instructors that sponsor an annual Safety
Class. Grab the calendar for 2013 and pick
a date for your class, even if it will not occur
until next fall. Yes, pick it now! Many of the
classes are repeated on a given day each year,
such as the first Saturday of a month, or the
last Saturday of the month, etc..
Then – relay the information to us at the Keystone Snowmobiler so we can be sure to properly publicize your session. It’s FREE!
Each fall, we receive notice of a class or two
with less than a 4-week lead-time. This makes
it impossible to print it in the Keystone Snowmobiler in time for people to attend. Have you
ever wondered how to increase the number
of people participating in your class? Maybe
scheduling much earlier would help.
Those of you who are members of clubs or
are acquainted with someone who sponsors
classes – please mention this request at your
next meeting or when you speak to the person. Each of us can make the initial suggestion
to schedule a class for next fall, just in case
someone else forgets to do it.
There are a number of dedicated safetyminded folks who do schedule early and we
sincerely thank you for doing so. The rest of
you – “let’s get with the program” and join
the ranks of the Early Birds!

At our November meeting we held our
election of Officers and 1 Board Member. Our
new President is Doug Crum. Doug has been
Captain of the Trail Committee for sometime
and will still help in any way he can. Our past
President Roy Knowlton served 2 terms and was
a great asset to the Club. All members thank
him for his service. Our new Vice President is
no stranger to the Club. Paul Althouse has been
V.P. for some time and contributed to the Club
since the beginning of it’s time, January 2001.
Yours truly will have the honor of secretary and
treasurer. Barb Truitt served 2 years as secretary
and to my dismay she had to decline to better
her job that will take a lot of her spare time.
She has done a great job and will continue to
try and help when needed. A young gentleman
Mark Rees was elected as a new Board Member
to serve a 3 year term. Us older folks will help
guide him and teach him the things it takes
to keep this Club alive. Who knows, maybe
someday he will become President and carry on
the West End Trail Blazers Snowmobile Club. He
joins Kevin Weber and Brian Carr.
Our December meeting has us planning for
our 11th Annual Winterfest & Vintage Sled
Show to be held on January 26th 2013 at
Kaple’s Farm in the village of Roulette. There
will be something for everyone. Hot food,
raffles, door prizes, children’s games, Chinese
auction and radar run “weather permitting”.
The Vintage Show is free entry. Five trophy’s
will be awarded for classes 1966 and older,
1967 to 1971,1972 to 1976,1977 to 1981 and
Best of Show. If it’s old, bring it, show it, race
it or sell it. This event will be held Snow or No
Snow.
We sure do hope Mother Nature will put
down some of that white stuff we are all waiting

Hopefully by the time you’re reading this
newsletter we will have had our first ride of
the season under our belts. There is nothing
worse than an avid snowmobiler putting up
Christmas decorations in the MUD!
It seems here at the middle of December to be
just not cold enough to support snow at this
time. I know that if we do get some white stuff
it will probably melt off in a day or two. There
has to be a meteorologist that can help. After
all they are closer to the weather prognosticating than we are? Come on guys how about
some help here‚ I’m dying (for some snow!)
The Kane Area Snowmobile Club met Sunday Dec.
2, 2012 at 7PM at the Barrel House Restaurant.
Plans are continuing for the club’s “7th Annual
Winter Ride” set for Jan. 19th - No Snow date
is Feb. 2. The ride covers approx. 60 mi. with 8
planned stops along the way. It begins with registration from 10AM to noon at the Barrel House
Restaurant at the Int. of Rt. 6 & 219 near Kane, Pa.
The Barrel House will be the 1st designated stop &
the last with awards to be handed out at 9PM at
the Barrel House. There will be 6 additional stopsWestline Inn, Westside Grille, Colonial Inn, Sparkle
Car Wash, James City Cafe & Bob’s Trading Post.
There will be prizes along the trail for those lucky
snowmobilers who find them.
Well the Ice Festival went well and soon we’ll
be planning a club ride in early February.

Hello from Hyner Mountain. Just wanted to
let everyone know what has been happening
up on the mountain. Hope everyone and their
families had a very wonderful and safe holiday season.
Firstly, I would like to back up for just a couple of weeks. November, we held our annual
snowmobile safety class. We had a total of ten
youngsters attend the class, along with their
parents. It was very nice to see the moms and
dads sit thru the class with these young snowmobilers. The weather was picture perfect. A
great meal was provided for all by two of our
members; thanks goes out to Dina and Deb
Davidson. For all the years I have been a
member of Hyner Mt. SMC, Dina and Deb have
done a great job, along with their parents Tom
and Louise, in providing great meals and desserts for the safety class. Thanks again to the
Davidson’s! Thank you also to instructors Harrison Langley (who is also a member of our
lodge) and Henry Hartman and his son Dale.
These guys do a wonderful job of not only
teaching the young rider’s the importance of
snowmobile safety out on the trails, but they
also make the day very enjoyable - lots of fun
and laughs. I for one don’t think snowmobile
season can start without watching “Unsafe
Ace”. Thanks Henry!
Our annual Christmas party was held last
month at the Watsontown Inn. A good time
was had by all who attended. Well, the season has started and I hope some of you have
gotten the chance to do what we have been
waiting for these past few months, RIDE! The
new season was only a few days old as of this
writing and I sure hope next month I can write
about some good snow and some great riding.

way to be competitive out there. Come line up
your sled for a small donation to the club. We
are anxious to see which riders and brands
are the fastest.
All students successfully passed the course.
Several of the adults wrote positive notes to
the instructors saying that they were happy
to have attended the class, and would recommend taking the class to others. For one
adult, this was his third time at the class and
he plans to attend again with his youngest in Stay safe on the trails,

The amount of snowmobile trail
riding mileage available this year
is as follows: 1,843 miles of jointuse roads and 1,051 miles of trails
and closed roads on State Forest
and State Park lands. This is an
opportunity to ride 2,893 miles
of roads and trails statewide this
winter. This is the same total mileage
available for riding as last season. There
was a transition of 28 miles from off of
joint-use roads to trails or closed roads.
This transition took place in various
amounts across the statewide trail
system. There are 151 miles of jointuse road closed this season related to
oil and gas extraction activities. These
roads have been temporarily removed
from the system to eliminate the extreme
safety issue and incompatibility of having
gas development traffic on a road with
snowmobilers.

Riding Season
Forest, and a new trail is anticipated
to be available for riding in Tiadaghton
State Forest. The remaining forest
districts anticipate having over 90 miles
permanently transitioned on to new
trails or ROW. This work is currently in
planning or in progress and riders can
expect many of these opened coming
seasons.
The meeting between PSSA and the
Bureau of Forestry in July 2010 concluded
that we will work together to minimize
impacts and recognized that there will be
temporary impacts to the trail system due
to Marcellus Gas activity. These effects
can range from a few weeks to a couple
of riding seasons depending on the
scope of work and timeframe required

Moshannon State Forest – This forest
district is working in a different scenario
than most districts because most of the
gas companies operating there now are
working in areas of severed rights. The
district is requiring the gas companies
to create an alternative trail to replace
the joint-use road that is impacted by
gas operations. This alternative may be
moving the snowmobiles from the road
onto a new right-of-way (ROW) directly
adjacent to the former joint-use road or
the creation of a completely new trail to
keep the snowmobile trail system intact.
The district has made it a new policy
in their road use agreements (RUAs)
that a gas company may not use the
joint-use road until the alternative trail
is completed! To date there has been
over 13 miles of closed joint-use roads
that have been moved onto a new trail.
This year there are five joint-use roads
that are closed due to gas operations
for approximately 5 miles. The following
joint-use roads are closed this season
due to gas activities: Ames Road (2.5
miles), Gordon Road (north of Anderson
Creek 0.4 miles), Old PA 153 (1.5
miles), and Weiss Grade Road (1.2
miles). The riding experience should be
greatly increased with the construction
of these new trail sections since there is
a greater visual experience now rather
than just traveling on a typical joint use
road. The new trails will showcase new
areas that were previously not open to
snowmobiling taking advantage of old
state forest administrative roads and
newly constructed trails. The district
is committed to creating the best
snowmobile riding experience as possible
and increasing riding opportunities with
the creation of new trails. The district
is working together with members
of the Hilltop Howlers Snowmobile
Club to find and lay out new trails as
alternatives to joint-use roads impacted
by gas operations. An added benefit to
snowmobile riders and Pennsylvania
State Parks is that a section of new
trail now enters S.B. Elliott State Park.
The park, which previously closed its
cabins in late December, is planning to
have the cabins open and available for
snowmobilers. There is a potential for
four joint-use roads to be plowed this
riding season for gas access. These four
roads represent approximately 14 miles
that potentially could be plowed. Note
that Jack Dents Road is closed this year
for bridge repair.
Moshannon State Forest has 209 miles
of snowmobile trails and joint-use roads.
This season there are 150 miles of jointuse roads and 59 miles of snowmobile
trails open for riding.
Sproul State Forest - This forest district
is currently heavily impacted by gas
activities related to State Forest Leases.
The companies are granted access to
their lease sites as part of the lease.
There is no RUA required. In these
circumstances, there is no requirement
to immediately provide an alternative
trail. There are 14 joint-use roads
that potentially may be plowed for gas
activities this season. Currently, there
are 13 joint-use roads closed due to gas
operations, these are the same roads
that were closed last year. The following
roads are closed this season due to gas
activities: Beech Creek (Eagleton to
Rte 144 5.5 miles), Carrier Road (Oak
Ridge to Robbins Rds. 4.7 miles), Coon
Run Road (4 miles), Dry Run (north 4.7
miles), Eagleton Road (PPL powerline to
Beech Creek 7.5 miles), Kato/Orviston
Road (3.8 miles), Mill Run Road (south
2.1 miles), Panther Road (5.4 miles),
Pat’s Ridge Road (0.8 mile), Penrose
Road (3.7 miles), Petes Run Road (6.3
miles), Ritchie Road (4.3 miles), and
Shoemaker Road (5 miles). This works
out to approximately 58 miles removed
from the system this year. The district
estimates that approximately 50-60% of
these miles will be moved on to a ROW
adjacent to the former joint-use road.
The rest of the mileage and connectivity
of the trail system will need to be rerouted
or a new road/trail will need to be created.
The steep terrain is a limiting factor when
considering moving a trail onto a pipeline
that may be available but not safe for
snowmobile traffic. Wetlands and other
sensitive areas are other factors that are
taken into consideration when looking
to relocate a trail onto a new ROW or in
creating a new trail entirely. The other
obstacle that the district is working on
overcoming is that a new ROW may
not follow an impacted road for the
entire distance that is being impacted.
These types of examples are where
new segments of trail must be installed
to create a completed system. Although
many of the ROWs have been cleared at
this time they are not in a condition that
is safe for snowmobile traffic. Some are
still being worked on, some are finished
but are isolated from connecting trails /
road, and others have gas infrastructure
obstacles and open holes. The district
is committed to having a more intact
trail system as soon as possible. They
anticipate that there will be more ROWs
available for riding next season.
Sproul State Forest has 379 miles of
snowmobile trails and joint-use roads.
This season there are 265 miles of jointuse roads and 115 miles of trails open
for riding.
Tiadaghton State Forest – This forest
district is currently experiencing the
heaviest activity related to natural gas
operations. This activity is largely in
response to the State Forest Leases.
The companies are granted access to
their lease sites as part of the lease.
There is no RUA required. In these
circumstances, there is no requirement
to provide an alternative trail immediately.
Currently, there are 17 joint-use roads
that are closed due to gas operations;
these are the same closed roads as last
year. The following roads are closed for
gas activities this season: Big Springs
Road (5.9 miles), Boone Road (2.2
miles), Brown’s Run Road (3.1 miles),
Bull Run Road (4.6 miles), Francis
Camp Road (1.2 miles), Hackett Road
(2 miles), Huntley Road (2.3 miles),
Lebo Vista Road (4.2 miles), Limbaugh
Road (8.5 miles), Lower Pine Bottom
Road (3.6 miles), McKee’s Run Road
(2.6 miles), Narrow Gauge Road (east of
Francis Camp 2.6 miles), Okome Road
(4.2 miles), Parker Point Road (1 mile),
Ramsey Road (3.3 miles), Schoolhouse
Hollow Road (3.7 miles), and Sinking
Springs Road (2.5 miles). This works
out to approximately 58 miles removed
from the system. The closed roads are
all located in the southern portion of
the forest. The district estimates that
approximately 98% of these miles will be
moved on to a ROW adjacent to the former
joint-use road. The remaining mileage
and conductivity of the trail system will
need to be rerouted or a new road/trail
will need to be created. The steep terrain
is a limiting factor when considering
moving a trail onto every pipeline ROW

trail immediately. Currently, there are
five joint-use roads that are closed due
to gas operations. The following roads
are closed this year: Browns Run Road
(Lycoming Co. 4 miles), Gray’s Run
Road (2 miles), Hagerman Run Road
(3.3 miles), Long Run Road (2.3 miles),
and Dry Run Road (Lycoming Co. 0.4
miles). This works out to approximately
twelve miles removed from the system
this year. The district estimates that
approximately 50% of these miles will
be moved on to a ROW adjacent to
the former joint-use road. The rest of

Some day in Massachusetts......this could happen in a state or province near you!!
One chilly fall day in the not too distant future,
as you prepare for the upcoming snowmobiling
season, you will remember that you have not
received your state association magazine yet.
Muttering something derogatory, you go to the
state association’s website only to find a notation from the ISP (Internet Service Provider)
that the domain name is now available for sale
to any interested parties. Huh?
You call up a friend and ask “What’s up with
the state association?” He informs you that last
spring they announced that they were disbanding due to lack of volunteer support. “Well exactly what did they ever do for me?” you say.
Then you call one of your local club officers
only to find that no one volunteered to run for
club office and that the current president and
vice president had retired and moved south.
Your club has also disbanded and sold your
grooming equipment to an out of state club and
donated the remaining club money to charity.
Your buddy says that the club two towns over
is still active and he has joined there, so you
decide that you will join there also.
He then mentions that the dues have gone
way up since the state association is no longer
around to provide some much needed grooming money.
You decide you had better go to a club meeting
to find out what’s really happening. The club
meeting holds a few surprises for you as they
discuss their huge loss of former friendly landowners. Apparently when they found out that
they were no longer covered by the state association sponsored liability insurance, they immediately revoked permission to ride on their
land. You also find out that you can no longer
ride from one state property to another because
of the lack of private landowner connector
“The Day The Snowmobiles Stopped”
trails. “OK,” you say, “I will just ride in my local
state forest then.” Of course without your old
local club there is no grooming or snowmobile
trail maintenance in your local state forest.
There is still riding there but only on about 15
miles of unmaintained and ungroomed trails.
Furthermore, you no longer have riding access
to any food or gas because those connector
trails were located on private land.
Furthermore, many of your friends said they
weren’t going to even join the club until there
was rideable snow on the ground, because they
remember a year in the past when there wasn’t
much snow.
You call some like-minded friends and you all
agree to organize to fight these injustices, but
you have no clue how to begin. You also start to
experience that sinking feeling that it might already be too late. You want to turn to the guys
who have always maintained and groomed the
trails for help. Did you know the average age
of an active three-man trail crew in the western
part of the state, who maintains snowmobile
trails on a very large tract of state land now,
is over 70 years old? No answer when you call.
You call your friend back only to learn that
two of the three have retired from trail work
and the other is no longer around. Now what?
Where are all of the younger folks who were
supposed to take over? You then cringe at the
thought that you personally have said many
times, “I’ll help when I get around to it,” but
you never did.
The next day you read in the paper that snowmobiles are being banned on a number of state
lands due to damage caused by wheeled vehicles. Incredibly, no one attended any of the
planning meetings and spoke up and defended
snowmobiling - which have virtually no negative impact on trails.
With no organized opposition, snowmobiles
were simply banned along with wheeled vehicles.
There is also a notice that an environmental
group is fighting hard to pass a state law banning all internal combustion engines on state
land to protect the health of native miniature
snails. Who do you turn to? “I’ll just call my local representative or senator,” you decide. The
call goes something like “Hi, I’m Joe and I like Well, you can always drive to nearby states
to snowmobile so you need to help me.” The re- where they used to have large trail systems.

Now you start to sweat and remember having
heard about how to approach your representative or senator from your state association, and
you realize that your encounter didn’t just go as
you had planned. Ok, so you and your friends
decide your club should hire a lobbyist. Now,
just how will you find one and pay for her? Your
club will just have to raise lots of money - somehow. Of course you always voted against dues
increases on principle in the past.
You then remember that in the past, revenue
from the state association’s trail passes and
Sno-Expo helped fund these key access-related
activities.
To get your mind off of this mess, you then decide to drive out of state to attend a snow show.
Your wife reminds you that with gas prices at $6
a gallon you can’t afford to, since you will need
to save the money to go snowmobiling.
OK, you decide to go to the smaller snow show
in your own state. Darn! – the lack of volunteers and support caused it to fold a couple of
years ago.
Remember how you and your friends said that
there were bigger and better shows elsewhere,
so why should you support your local one?
If you think that this scenario can’t happen, just
sit back, put your feet up, do nothing and wait.
It may now be later than you think!
Perhaps someone will be kind enough to send
me an email in Florida and tell me how it all
turns out. Meanwhile, I’ll be out riding around
Tampa Bay on my personal watercraft and volunteering with the senior section of the local
Personal Watercraft Club. Happy Riding!

CHAMPIONSHIP SNOWMOBILE RACING
COMES TO SENECA ALLEGANY
CASINO & HOTEL IN FEBRUARY
A new outdoor event is coming to Western New
York this February on the grounds of Seneca
Allegany Casino & Hotel, and it will make
spectators hearts pump fast. More than 200 of
the top snowmobile racers from North America
and nearly a dozen countries worldwide will
converge in Salamanca, NY, for the AMSOIL
Championship Snocross Series, presented by
Traxxas, from February 22 to 24.
The racers will face off in a full-throttle, actionpacked series of races that combine big-air
jumps and competitive racing. Crews will turn
one million gallons of water into snow over a
football-field-sized plot of land at Seneca Allegany Casino & Hotel to create snowmobile
tracks with wicked twists and turns, as well as
ramps that will send vehicles flying dozens of
feet into the air. The weekend is also one of
eight nationally-televised events on CBS Sports
Network for the 2012-2013 season.
Tickets for the event go on sale Monday, Dec.
3, at the Logo Shop inside Seneca Allegany
Casino & Hotel and online at www.isocracing.
com. Ticket prices are $25 for Friday, $25 for
Saturday, $15 for Sunday, or a value-priced
$30 all-weekend pass. Admission is free for
children ages six and younger.
Bleachers set up around the track can accommodate thousands of fans, and bright lights
will illuminate the track during the evening
