Safe Halloween on Umatilla Boulevard
BACKGROUND SUMMARY:
Central Florida Karate and the Police Athletic League (PAL) wish to host
the Fourth Annual Child Safe Halloween event on Umatilla Boulevard between Palmetto Street and
Owens Street on Thursday, October 31, 2013, from 5:00 p.m. to 8:00 p.m.
The organizers request the expanded area used for the past two years which includes three blocks on
Umatilla Boulevard. Local businesses intend to participate in the event with different types of activities
for the children. This event has grown in popularity since inception and three blocks are needed to
accommodate all the attendees.
Halloween falls on a Thursday this year. Since the event begins at 5:00 p.m., cross roads and parking lot
areas accessing Umatilla Boulevard as well as the boulevard intersections at Palmetto and Owens
Streets will need to be blocked off beginning at 4:30 p.m.
The event organizers contacted the businesses that are affected by the road closure and all have given
approval allowing the road closures. PAL has furnished a Certificate of Insurance naming the city as an
additional insured.
Last year police presence was stationed on SR 19 to provide safe pedestrian crossing from the Hatfield
Drive area to Umatilla Boulevard.
The resolution requests the closure of Umatilla Boulevard and a waiver of the Noise Ordinance from
4:30 p.m. through 8:00 p.m.
STAFF RECOMMENDATIONS: Approve adoption of Resolution 2013 – 37, Waiver of Noise Ordinance
and closure of Umatilla Boulevard for the Fourth Annual Safe Halloween on Umatilla Boulevard.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UMATILLA,
FLORIDA, AUTHORIZING WAIVER OF THE NOISE ORDINANCE AND
ROAD CLOSURE ON UMATILLA BOULEVARD FROM PALMETTO STREET
TO OWENS STREET DURING THE FOURTH ANNUAL “CHILD SAFE”
HALLOWEEN PARTY SPONSORED BY CENTRAL FLORIDA KARATE AND
THE POLICE ATHLETIC LEAGUE; PROVIDING FOR AN EFFECTIVE DATE.

Whereas, Central Florida Karate and the Police Athletic League are sponsoring the
Fourth Annual “Child Safe” Halloween party Thursday, October 31, 2013, on Umatilla
Boulevard between Palmetto Street and Owens Street; and

Whereas, Central Florida Karate and the Police Athletic League request the closure of
Umatilla Boulevard between Palmetto Street and Owens Street from 4:30 p.m. through
8:00 p.m. to allow for safety for the event attendees; and

Whereas, Central Florida Karate and the Police Athletic League request a waiver of the
Noise Ordinance (Ordinance 2003-E) during the course of the event to allow for
entertainment;

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Umatilla, Florida:

The Umatilla City Council allows the closure of Umatilla Boulevard between
Palmetto Street and Owens Street from 4:30 p.m. through 8:00 p.m. on October
31, 2013.
The City of Umatilla waives the Noise Ordinance (Ordinance 2003 – E) during
the course of this event from 4:30 p.m. through 8:00 p.m.
EFFECTIVE DATE: This Resolution shall take effect immediately upon its adoption
by the City Council of the City of Umatilla, Lake County, Florida.
PASSED AND RESOLVED this ______ day of _______________, 2013 by the City
Council of the City of Umatilla, Lake County, Florida.
