Staff's Recommended Board Motion:
Approve Dr. Jacquelyn A. Jenkins as the Hillsborough County Head Start/Early Head Start Director and
direct staff to prepare the necessary submittal documents to the Regional Office of the Office of
Administration for Children and Families Office of Head Start for review and approval.
Financial Impact Statement:
Funding for this position is included in the FY14 budget for the Department of Children and Youth
Services.
Background:
Hillsborough County's Head Start and Early Head Start Program Governance, Management and Shared
Decision-Making Polices and Procedures, provides, among other things, that the County Administrator
or his designee must work with the Head Start/Early Head Start Policy Council ("Policy Council") to
select a final candidate of the Head Start/Early Head Start Program Director and to present that person's
application for a vote to the Policy Council. If the candidate is approved by the Policy Council, the
candidate must be presented to the Board of County Commissioners (BOCC) for approval.
On January 29, 2014, the Policy Council approved the County Administrator's designee's
recommendation to hire Dr. Jacquelyn A. Jenkins as Hillsborough County Head Start/Early Head Start
Director. If the BOCC approves Dr. Jacquelyn A. Jenkins, the candidate's employment information must
also be sent to the Regional Office of the Administration for Children and Families Office of Head Start
for approval. The Regional Office will evaluate whether a reasonable hiring process was followed and
whether the candidate is qualified for the position.
