CrPY PRIVATE & CON +#NTIIAL EXERCISE LEIGH Sample cigarettes are required 85 mm . long, circumference 251 mm . These cigarettes are to be made out of 1) Raleigh blend as per U .K . present recipe . 2) Pall Mall blend made up as closely as possible to the U .S . recipe with available tobaccos in the U .K . (See attached Blends A . & B . but with a little more aromatic character . ) Experiments should be carried out using filter rods containing cut tobacco at say 200, 400 or 500 cuts to th e inch . The tobacco to be from the same blend as the applicable cigarette , The length of the filter should be say 17 mms . but this and the cut of the tobacco for the plug must be determined by experiment in order to give a pressure drop slightly more than the American Pall Mall and at the same time reducing the ta r and nicotine content of the smoke to as low a figure as possible, Scientific Control Laboratories to test the tar and nicotine content of the smoke of the filter tipped samples as against a straight 85 mm . length Raleigh and Pall Mall sample cigarette made from the respective recipes as above . The Pall Mall samples are to bear a white Aquafuge tip and the Raleigh samples the normal cork tip ; the anchorage should be 3 or 4 mms . depending on the final length of the plug . The process and casings for the Raleigh will be the same as those for the Liverpool Raleigh . For Pall Mall the process will be the same in principle as that employed in the U .S . and the casings and flavours used must approximate as closely as possible those of the American Pall Mall .
