1. INTRODUCTION
This Manual provides information to United States Environmental Protection Agency (EPA)
personnel, Sample Management Office (SMO) Contractor personnel, and EPA Contract
Laboratory Program (CLP) designated users on accessing and using the Sample Management
Office (SMO) Portal tasks of the Contract Laboratory Program Support System (CLPSS).
Descriptions and instructions for each menu, page, and field are provided in the following
sections. This section explains system features, how this Manual should be used, and how it is
organized. It also introduces the CLPSS concept, its environment, and the objectives of the
CLPSS design.
1.1
Features of the Contract Laboratory Program Support System (CLPSS)
CLPSS features the following functionality:






Web-based System - users gain access to CLPSS by entering an Internet address into the
browser on their desktop computer. This allows users to access CLPSS from any location
where the Internet is accessible.
Access by Functionality - users request access to the functionality of CLPSS based on the
activities he/she will perform. This provides users with access to the functionality that they
need, but no more than they need. User access must be approved by the CLPSS user
administrator, and is linked to username and password.
Ease of Use - CLPSS provides features that increase usability. Many of the CLPSS tasks
allow searches on multiple search criteria, allowing the user to easily find data, and data
tables allow the user to choose how the data is sorted.
Real-time access to data - CLPSS provides real-time access to Case information.
Online Help - CLPSS provides an Online Help feature to provide assistance to the user.
User Access
Users will access different functions of the CLPSS, depending upon the type of tasks that they
need to perform. For example, a user with Manage SMO Portal Users access is usually a system
administrator who must perform user management tasks, such as unlocking passwords or
deactivating accounts when a user no longer requires access. Some activities, such as scheduling,
are limited to SMO personnel. Laboratory personnel may view laboratory assignments only for
their own laboratory.
The following table lists all of the CLPSS tasks that the user may select. [Tasks marked with an X
are only available to users selecting the Analytical Services Branch (ASB) or SMO
organizations.]

Contract Laboratory Program Support System (CLPSS) Overview
The Contract Laboratory Program Support System (CLPSS) provides centralized, automated
support of processes inherent in the collection, analysis, evaluation, reporting, and payment of
samples and analytical chemistry services under the United States Environmental Protection
Agency (EPA) Contract Laboratory Program (CLP). CLPSS systems maintain database and
tracking systems to track performance of analytical methods, provide data for Superfund Cost
Recovery, monitor laboratory performance, and maintain laboratory contract and invoicing
information. CLPSS is also used to distribute electronic analytical data for use in Regional
programs and Analytical Service Branch (ASB) research studies.
The user accesses CLPSS tasks through the SMO Portal. The SMO Portal is a Web site that
provides a single sign-on point for CLP users (ASB, EPA Regions, Laboratories, Samplers, and
Contractor personnel) to access a variety of SMO content, services, and applications relevant to
each specific user.

How to Use the Sample Management Office (SMO) Portal User's Manual
(UM)
The SMO Portal User's Manual is divided into the following sections and appendixes.





Section 1. Introduction - provides the User's Manual text conventions, a brief purpose
and overview, operating environment, as well as a data flow and work flow diagrams.
Section 2. The SMO Portal - provides step-by-step instructions for accessing the SMO
Portal.
Section 3. SMO Portal Tasks - provides an overview of the current SMO Portal
Administrative and Non-Administrative functions.
Appendix A. Acronyms - lists the acronyms used in this Manual.

The minimum computer system setup contains the following requirements:

Security Measures
SMO Portal users must use a five-to-eight character username to log in. In addition to a
username, users must have a password to access their account. The rights and privileges for users
of CLPSS must meet the following requirements:





Only users who have been approved by the system administrator can access the system.
Users with Manage SMO Portal Users privileges have rights to add, delete, and/or
modify user information.
Users with Manage SMO Portal Data privileges have rights to add, delete, and/or modify
valid CLPSS User Organizations and their identifying, information and assigned default
SMO Portal tasks.
Users are granted access to the functionality of CLPSS based on the type of work they
will perform.

2. THE SAMPLE MANAGEMENT OFFICE (SMO) PORTAL
This section provides the user with step-by-step instructions for how to access Contract
Laboratory Program Support System (CLPSS) functions through the Sample Management Office
(SMO) Portal. The SMO Portal is the access portal for the CLPSS functions.
In order to access the SMO Portal, users must register using the Register link. Users enter the
username and password that they will use to access the SMO Portal. They also request access to
CLPSS functions that they will need to use. Once the system administrator approves the request,
an email notification is sent to the user requesting access. Approved SMO Portal users may
access CLPSS system functions, as well as other SMO applications.
In addition to CLPSS functions requested, SMO Portal users can manage their own user profile,
including changing their password. If the user forgets their password, they can access the SMO
Portal by answering a "secret question" selected during registration.
2.1
Accessing the Sample Management Office (SMO) Portal
To access the SMO Portal:
Step 1
Launch the Web browser.
Step 2
In the address window, enter https://epasmoweb.fedcsc.com/smoportal. The
Welcome to SMO Portal login page displays (Figure 2-1).

Username text entry field
A name used in combination with the password to access the user account.
username must be one word, and may be up to 50 characters long.
Password text entry field
A string of characters that must be supplied by a user in order to gain access
to the SMO Portal. Must be a minimum of eight characters login and contain
at least one alphanumeric character, one special character, and one number.
It cannot contain < or> and will be case sensitive upon login.
LOG IN button
Logs the user into the SMO Portal.
RESET button
Clears entries in the Username and password entry fields.
Register link
Accesses the New User Registration - Terms and Conditions page.
Account Assistance link
Accesses the Account Assistance page.
CLPSS Helpdesk link
Opens an email addressed to the CLPSS Helpdesk.
Review and Download Soil and
Import Permits link
Accesses the Soil and Import Permits main page on the EPA Web site.

2.2
Registering for Access to the SMO Portal
The following section describes how the applicant requests access to the SMO Portal. Once the
request has been entered, a system administrator must approve the request before the user can
access the SMO Portal.
NOTE
Users will be provided with limited system functions until their access has been
approved.
To register as a user:

Accessing SMO Portal CLPSS Tasks
The SMO Portal Home Page displays all of the tasks and tools available to the User. The tasks
and tools available will be only those for which the user has been authorized. The SMO Portal
Home Page for an Administrative User is shown in Figure 2-5. It is being shown to properly
illustrate all of the tasks and tools available on the Portal.
To access the tasks and tools of the SMO Portal:
Click on any of the CLPSS task icons (located on the left side of the SMO Portal home page) to
access the desired task or tool. The initial page for the selected task displays.
2.4.1
Access SMO Portal Administrative Tasks
The SMO Portal home page displays the Administrative task bar at the top of the page. The
administrative tasks available will be only those for which the user has been authorized.
Currently, there are three administrative tasks that can be approved for authorized CLPSS and
SMO Portal Administrators:

SDG Weekly Status Portlet and Access to the SDG Tracking System (STS)
NOTE
Access to the Portlet and the STS is restricted to users approved for the Track Status
of CLP Data task.
The SDG Weekly Status Portlet is displayed below the SMO Portal menu. This portlet gives the
users the current status of their SDGs for that the range of dates displayed. It also provides a link
to the SDG Tracking System (STS) application. The portlet view is show in Figure 2-6.

The SMO Portal User Administrator may enroll a SMO Portal user. Upon the first login, the user
must complete the registration by creating a unique account password and secret question/answer
combination.

The secret question/answer is used for login when the user has forgotten his/her
password.
To complete a registration initiated by the SMO User Administrator:

The Welcome to the SMO Portal login page contains a link for accessing United States
Department of Agriculture (USDA) Soil and Import Permits for applicable EPA organizations.
The permits are made available as PDF files for online viewing or downloading to the user's
computer.

A SMO Portal Username and Password are not required to access this feature.
To use the Display Soil and Import Permits feature:

3. SMO PORTAL TASKS
This section provides instructions for the current administrative tasks and an overview of the
functional tasks available through the Sample Management Office (SMO) Portal. The overview
is based on the default task assignments for the recognized SMO Portal user classes as well as the
administrative options available to the SMO Portal and Contract Laboratory Program Support
System (CLPSS) Administrators. Details are provided for the main SMO Portal tasks. For
details on the other tasks, the user will be directed to the online help and user manual appropriate
to the task.
3.1
Administrative Tasks
There are four main administrative tasks available through the SMO Portal: Manage CLPSS
Data, Manage Portal Data, Manage Portal Users, and Review Regional Data Restrictions. These
allow assigned administrative users to add, maintain, and delete SMO Portal Users and their
associated organizations; and the shared data tables of CLPSS available to the SMO Portal as
well as set and manage data restrictions for the United States Environmental Protection Agency
(EPA) Regions. The first three tasks are accessed by the three links located at the top of the SMO
Portal Home page. The Review Regional Data Restrictions task is accessed via the link in the
main portal tasks area of the Portal home page. The links only appear for approved
administrative users. The four tasks are discussed in the sections that follow.
3.1.1
Manage CLPSS Data
This task allows administrative users to add, maintain and delete data records in the CLPSS data
tables that are shared by SMO Portal tasks and users. This task is covered in detail in the CLPSS
Data Administrator User Manual and the CLPSS Data Administrator Online Help.
3.1.2
Manage SMO Portal Data
This task allows administrative users to add and maintain data records for the organizations that
are allowed access to CLPSS through the SMO Portal. The organizational records contain
identification and general contact information as well as the default list of tasks permitted for the
users from that organization.
To view and edit SMO Portal data:
Step 1
From the Welcome to the SMO Portal login page, click Manage Portal Data. The
Manage SMO Portal Data page (Figure 3-1) displays.

data and prevent its unauthorized use. An Access Level is defined by a
combination of Access Type, Restriction, and Restriction Type.

The system recognized condition of this task item. Status may be Approved,
Pending, or Rejected.

meaning the user’s access to the SMO Portal has been terminated.

Restriction Type dynamic
display field
Indicates whether the user is able to view (Include) or unable to view
(Except) the site or case listed.
Edit dynamic display field
Indicates whether or not the user may edit sample or sample or analyte
data in EDM for the site or case listed.
Action dynamic display field
Allows the user to remove the Regional data restriction for the user
displayed.

Click ADD USER RESTRICTION. The system displays the Add User Restriction
page (Figure 3-16)

Description
Select User entry field
A unique sequence of characters used to identify a user and allow access to
the SMO Portal. Must consist of alphanumeric characters only and will be
case sensitive upon login.
Access Type entry field
The category of values that may be used to limit the data a user is able to use
when performing a task. The scope of the data may be limited by one or
more Organizations, Sites, Deliverables, and/or Projects. Unrestricted use of
data may be authorized through the All access type
Restriction entry field
The actual value within the selected category that is used to filter data when
creating the authorized data set approved for the user.
Edit Privileges checkbox
An indicator of whether edit privileges have been approved as part of this
restriction.
ADD USER RESTRICTION button
Confirms new user restriction, saves restriction to user account, and returns
user to the Restrictions Report page.
CANCEL button
Voids current action and returns the user to the Restrictions Report page

Populate the data entry fields, and click on ADD USER RESTRICTION to confirm
the new restriction and add it to the user's account; or click on CANCEL to void the
restriction and return to the Restrictions Report Page.

Functional Tasks
SMO Portal functional tasks allow the user to perform activities associated with the CLP. Once
the user has registered and been approved for access, the SMO Portal displays all tasks that are
available for the user to access.
To access a SMO Portal functional task:

Click the task name associated with the task. CLPSS displays the initial page for the
task selected.
