PBF Pension (Pension Benefit Fund) ~ This is a fund that you contribute to through your monthly dues. It takes 20 years to vest and pays out $4.50/month per year of service. It also has an additional death benefit of $6250 or $12,500 if by accidental means. The NEBF Pension (National Electrical Benefit Fund) ~ This is a fund that the employer currently contributes an additional 3% of your wage to. At retirement it pays you an amount equal to $32/month per year of service. You become vested after 5 years. GBEW Pension (Inside Agreement) ~ This is a fund that the employer currently contributes an additional percentage of your wage. Currently for Journeymen it is 24% or $6.84 an hour. You are vested in this fund immediately. Construction Wiremen are not eligible but once you become a Construction Electrician you become eligible for a 5% contribution. Insurance Currently classifications of Construction Wireman 2 and above are eligible for insurance. Initial eligibility requires 300 hours of “reported” contributions and a good rule of thumb is it takes at least 3 months. For example someone starting work on January 1 and working 40 hours per week would normally begin coverage on April 1. Monies are contributed to your Health Savings account and the deductible is withdrawn from that account. See the WEEBF Comparison chart that follows for the details of coverage. As you probably know, we are a member organization run by and for the electricians. When you join, you will be part of a democratic organization that is over 100 years old. We help ourselves by working together. Therefore, your input and support is very important. As Benjamin Franklin once said, “If we don’t hang together, we’ll all hang separately.” Tuesday night, , is our next monthly membership meeting. Our meetings are held the second Tuesday of every month at the union hall located at 2970 Greenbrier Road in Green Bay at 6:00 p.m. Please arrive by 5:45 p.m. After we get a few more things in order, including your dues, etc., you will be sworn in as a member. It’s a very simple (but important) procedure that we all go through when we join. Therefore, please call me as soon as possible, if for some urgent reason you can’t make it. A union is a democratic organization of a majority of the employees in a facility. The basic idea of union is that by joining together with fellow employees to form a union, workers have a greater ability to improve conditions at the worksite. In other words, "in unity there is strength." "WHO RUNS THE UNION? You run your own union. You elect your own negotiating committee and prepare your own list of improvements for a union contract. You elect your own officers and job stewards. The union is not "outsiders," it is you, the worker. "HOW MUCH ARE DUES?" $35.50/month plus 5% gross wages The dues will depend upon what the local needs to operate efficiently and effectively. However, the dues will be set by you, as a local union, with the exception of the International portion of the dues, which is set and voted by all Local Unions at the International Convention every five (5) years. "WHERE DO UNION DUES GO?" The union dues are divided between the International Union and the workers' own local union, which will have its own treasury. Dues are used to run the union and keep it strong. Union Dues are currently tax deductible; consult your tax adviser for details. Fitness for Duty o Our members meet their responsibility to be fit for duty, and our zero tolerance policy for substance abuse is strictly met. o All members will be professional in appearance, and meet established standards for appropriate dress and grooming. o The excellence steward and leaders on the job will work with other members who have bad work habits to set a standard of quality and productivity second to none for each member on the job. To insure that jobsite leaders take the necessary responsibility for mistakes created by management decisions. To eliminate unsafe work conditions and insure that proper safety training, equipment, and methods are utilized. To recognize the responsibilities of the Excellence Steward and to work with him/her in accomplishing his/her responsibilities. They can be ordered by contacting the Local Union Hall. Layoffs can be expected from time to time. Here’s the good news, as an IBEW member you will automatically take advantage of our referral system. If the contractor you are working for lays you off, you are immediately eligible for rehire with any one of the 25 other local signatory contractors and numerous travelling signatory contractors in the area; No resume needed, No nervewracking interviews, No new qualifications to be met for benefit programs, and No cut in your rate of pay. If that time comes, here is what you need to know: • Come into the Hall with your layoff slip and get registered on the out of work list with the Referral agent immediately. • File with the DWD for unemployment benefits: o https://dwd.wisconsin.gov/uiben/apply_online.htm o Toll free 800-822-5246 or 800-UC CLAIM o You may be able to waive the work search requirements (see Chapter DWD 127) • When a new job is available you will get a call from the Hall. Make sure that any phone or address changes are communicated. (1) Under s. 108.04 (2), Stats., a claimant shall be eligible for unemployment benefits for any week only when the department finds, among other things, that the claimant has within that week made a reasonable search for suitable work. The search for suitable work shall include at least 2 actions by the claimant each week that are reasonably designed to secure work. Mere registration for work under ch. DWD 126 does not establish that the claimant is making a reasonable search for suitable work. It is essential that the claimant personally and diligently search for work on his or her own behalf. The reasonableness of a search for work will, in part, depend on the employment opportunities in the claimant's labor market area. A work search which may be appropriate in a labor market area with limited opportunities may be totally unacceptable in an area with greater opportunities. Unreasonable limitations by a claimant as to salary, hours or conditions of work indicate that a claimant is not making a reasonable search for suitable work. The department expects each claimant to conduct himself or herself as would a prudent person who is out of work and seeking work. (2) The department shall consider the following actions to constitute a reasonable search for suitable work under the facts and circumstances of each claimant's situation: (a) Making applications for work with employers who may reasonably be expected to have openings for suitable work; Chapter DWD 127 Work Search Page 2 (b) Applying for work with former employers; however, a claimant may refuse to apply for work with an employer if the claimant previously terminated employment with the same employer with good cause attributable to the employer under s. 108.04 (7) (b), Stats. (c) Making applications or taking examinations for suitable work in the civil service of a governmental unit; (d) Registering with a union referral or hiring hall and complying with the various union registration requirements and job referral procedures; (e) Registering with a placement facility of the claimant's professional organization; (f) Registering with a placement facility of a school, college or university if one is available to the claimant in his or her occupation or profession; (g) Responding to classified advertisements for suitable work; (h) Registering with a private employment agency or an employer's placement facility; however, no claimant may be denied benefits solely on the ground that he or she has failed or refused to register with a private employment agency or any other placement facility which charges a fee for its services; (i) Participating in employment workshops which offer instruction in improving the claimant's skills for finding and obtaining employment; or (j) Performing any other reasonable action which the department finds to constitute an effective means of searching for suitable work. (3) A claimant shall be ineligible for benefits in any week in which the department determines that the claimant's search for suitable work was not reasonable under the requirements of this section unless the search has been waived by the department. DWD 127.02 Waiver of work search requirements. The department shall waive a claimant's search for suitable work requirement under s. DWD 127.01 for any week under any of the following circumstances: (1) The claimant performs any work for his or her customary employer. (2) The claimant is currently laid off from employment with an employer but there is a reasonable expectation of reemployment of the claimant by that employer. In determining whether the claimant has a reasonable expectation of reemployment by the employer, the department shall request the employer to verify the claimant's employment status and shall also consider other factors, including the following: (a) The history of layoffs and reemployments by the employer. (b) Any information that the employer furnished to the individual or the department concerning the claimant's anticipated reemployment date. (c) Whether the claimant has recall rights with the employer under the terms of any applicable collective bargaining agreement. Chapter DWD 127 Work Search Page 3 (3) The claimant has a reasonable expectation of starting work with a new employer within 4 weeks of the week in which waiver is being considered. In determining whether a claimant has a reasonable expectation of starting work with a new employer, the department shall consider factors including, but not limited to, the following: (a) The hiring practices of employers in the claimant's labor market area for workers who perform work which is similar to the work which the claimant is expected to perform for the new employer; (b) Any information which the new employer furnished to the claimant or the department about the time within which the work is expected to commence; and (c) Whether the work is suitable work for the claimant. (4) The claimant has been laid off from work and routinely obtains work through a union referral or hiring hall process. Waiver under this subsection may be permitted only if: (a) The union referral or hiring hall process is the primary method by which workers obtain work in the claimant's customary occupation; (b) The union maintains a record of unemployed members and the referral activities of these members and allows the department to inspect such records; (c) The union provides, upon the request of a department deputy, any information regarding a claimant's registration or a job opening or referral; (d) Prospective employers of the claimant seldom place orders with the public employment office for jobs requiring occupational skills similar to those of the claimant; (e) The claimant is registered for work with his or her union and satisfies the requirements of the union relating to job referral procedures and maintenance of membership in good standing; and (f) The union enters into a written agreement with the public employment office regarding the requirements of this subsection. (5) During any calendar week in which any of the following days fall: (a) January 1; (b) The fourth Thursday in November; and (c) December 25. (6) The claimant is summoned to serve as a prospective or impaneled juror. (7) The claimant is enrolled in and satisfactorily participating in a course of approved training under s. 108.04 (16), Stats. (8) The claimant has not made a search for suitable work because of an error made by personnel of the department. (9) The claimant was not aware of the work search requirement and the claimant's most recent employer failed to post and maintain the notice on claiming unemployment benefits that was supplied to the employer under s. DWD 120.01. Chapter DWD 127 Work Search Page 4 (10) The claimant reasonably expected to perform work during the week but did not receive timely notice from the employer that work would not be available so as to allow the claimant sufficient time to comply with the search for suitable work requirement in that week. (11) The claimant has been determined, pursuant to a profiling system established by the department, to be likely to exhaust regular unemployment insurance benefits and to need reemployment services in order to make a successful transition to new employment, and (a) The claimant has been referred for and is participating in reemployment services by complying with department directions regarding such services; (b) The claimant has been referred for reemployment services and is enrolled and satisfactorily participating in educational and training programs which were recommended based on a reemployment services assessment; or (d) The claimant has been referred for reemployment services and is not participating in such services, but has justifiable cause for his or her failure to participate. Justifiable cause includes, but is not limited to, the following: 1. The claimant is summoned to serve as a prospective or paneled juror; 2. The claimant is enrolled and satisfactorily participating in a course of training approved by the department; 3. The claimant is unable to participate because the claimant is employed; 4. The claimant is unable to participate because of a job interview; or 5. The claimant is unable to participate due to circumstances which the department determines are beyond the claimant's control. As a CW/CE, you may now access our secure portal to enter work hours on on--line Please use the instructions listed below to access the portal. You can access the apprentice portal via the Wisconsin NECA NECA-IBEW IBEW Apprenticeship and Training Office Web Site: www.wijatc.org 1. On the right side of the home page select the APPRENTICE SERVICES link and review the instructions. 2. Your last name is your username and the last five digits of your social security number are your password. 3. Once logged in, please select the appropriate month and year. Next select CREATE and then select EDIT. 4. When n you are done editing your work and school hours, select SAVE. SAVE 5. Please be advised that selecting SAVE does not submit your time card. 6. When you have completed entering hour hours for the entire month and have reviewed your entries for accuracy select SUBMIT. (Please note: If you wish to enter your hours daily you will select EDIT daily and then SUBMIT at the end of the month.) month. 7.
