The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual. Each
state analysis includes information in a standardized format: contact, legal limits, special permit limits, general
restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers,
locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always advised
to check with the state offices on current laws and procedures. This project could not have been completed without the
advice and consultation of many state officials. We thank all of those who provided permit manuals, maps, laws,

PERMIT RESTRICTIONS
General - Permits are valid for five consecutive days. Holidays and holiday weekends do not count in validity
days.
This change to Title 75 Section 4962(f.3) is effective January 24, 2014 and is summarized as follows:


Permitted loads are allowed to move sunrise to sunset every day of the week except as follows:
o Movement not authorized during holiday periods (holiday period is defined as the holiday and
the work day preceding the holiday

New Year’s Day – January 1

Memorial Day – Last Monday in May

Independence Day – July 4

Labor Day – First Monday in September

Thanksgiving – The fourth Thursday in November

Christmas Day – December 25
o Movement is never authorized during inclement weather
o Movement is authorized in urban areas as defined by Departmental Regulation

Except during the holiday periods listed above, movement under permit in urbanized
areas is authorized during the following time periods:

3 a.m. to 7:30 a.m.

9 a.m. to 4 p.m.

7 p.m. to sunset.

9 a.m. to 4 p.m. through the Fort Pitt, Squirrel Hill or Liberty Tunnels in
Allegheny County.
o Additional time and day restrictions may be included in the permit. These restrictions may
include but are not limited to special events and construction.
Permits are valid for 5 consecutive days
o Holidays and holiday weekends do not count in validity days
Dozers with attached blades in excess of 12' but not wider than 15' may be hauled if a blade protector is
securely fastened to the blade. Pennsylvania will ask for the serial number of the blade protector. Note: Rule
is based on blade width, not total width.
Before permits can be ordered on-line, a registration agreement (Form M-936RA), a supplemental
registration agreement (Form M-936RAS) and a surety bond (Form M-936B) in the amount of at least
$5,000 or in excess thereof as required by the central permit office must be filed. These forms can be
downloaded from the Website address noted above. This requirement does not apply if the operator is using
a permit service.
The last prior trip's vehicle inspection report shall be carried with the permit for trucks and truck tractors.
For other vehicles, an inspection certificate is required to be carried with the permit, and must state that the
lighting, brakes, tires, steering mechanism, and coupling device have been checked within the last seven
days prior to the move.
Insurance — The amount of insurance shall be at least $250,000 per person and at least $1 million per
occurrence, or other statutory limitations on damages as the General Assembly may establish. A policy shall
guarantee coverage for damage and injury which occurs during the time the permit is in effect and which is
the result of the granting of the permit to the permittee.
Weekend/Night Travel – Beginning January 24, 2014 permitted loads can now travel from sunrise to
sunset 7 days a week.

Inclement Weather
Movement is never allowed during inclement weather.
Unfavorable weather or road conditions shall include:
(i) Snow covered highways until pavement has been plowed full width, icy pavements until highway has
been cindered or salted;
(ii) Driving rain, fog, snow storm or other atmospheric conditions which restrict visibility to less than
1,000 feet.
(iii) Winds sufficient to cause the wheels of the (semi) trailer to deflect more than 6 inches from the
path of the wheels of the drawing vehicle.
Permit Information Required — (must use Form M-936A, Form M-936AS or Form M-936AM if not
applying online) — carrier information, SSN/FEIN or account number, type of load including serial number
or if
not available shipper’s bill of lading, and equipment; number of axles; origin and destination; effective dates;
routes to be traveled; number of miles to be traveled; total fees; overall dimensions; gross weight;
registered weight; axle breakdown; license number and state; tractor and trailer information; serial number
of load; where and how to transmit permit.
Movement under a permit is authorized for travel seven days a week in urbanized areas only during the
following time periods:
a) 3:00 am – 7:30 am; b) 9:00 am – 4:00 pm; c) 7:00 pm to sunset; or d) 9:00 am – 4:00 pm only,
through the Fort Pitt, Squirrel Hill, or Liberty Tunnels in Allegheny County.
Urbanized areas in Pennsylvania include: 1) Altoona; 2) Allentown/Bethlehem; 3) Erie; 4) Harrisburg; 5)
Hazelton; 6) Johnstown; 7) Lancaster; 8) Philadelphia; 9) Pittsburgh; 10) Pottsville; 11) Reading; 12)
Scranton-Wilkes-Barre; 13) Stroudsburg; 14) Sunbury; 15) Williamsport; and 16) York.

ESCORTS AND SIGNS
All escorts must have insurance in the amount of one million dollars and list the Commonwealth as an
additional insured.
Labeling — All vehicles and loads of excessive size must be marked with red or fluorescent orange flags not
less than 18" square. Signs with the words “OVERSIZE LOAD” must be placed on the front and rear of the
vehicle, and on both the front and rear of pilot cars when escorts are required. The sign attached to a
permitted vehicle or load must have dimensions of at least 7' x 18", with 10" black letter with a 2 inch letter
stroke on a yellow background.
Escort Vehicles and Personnel — Pilot cars must have revolving or flashing amber lights on top of the
car. One rear escort is required for vehicles over 90' in length. Vehicles over 13' in width must have one
rear escort on roads with two or more lanes which carry traffic in the same direction. The escort vehicle
must lead the overwidth vehicle on highways having only one lane which carries traffic in the same
direction. Vehicles with loads over 14'6" in height must have a pilot car preceding the vehicle by 1,000–
3,000' and equipped with a height pole.
Escorts may be required in some urbanized areas.
Law Enforcement Escort Requirements - Pennsylvania state escorts will be necessary for hauling super
loads. State escort fees are assessed by PA State Police.
An escort by uniformed State Police or local police shall be required in the following instances:
(A) Buildings in excess of 16 feet in width.
(B) Super loads.
(C) The period while a provision of the act is being contravened.
(ii) An escort by Department personnel may also be required if conditions warrant.
(iii) If an escort by the State Police is necessary, the application shall be submitted to the Department
to allow for the State Police to be notified by the Central Permit Office at least 24 hours prior to initial
movement under the permit.
Certification – Pilot Car Escort Certification is not currently required.
FINES
Overdimension Only — $500–$1,000 plus court costs per violation.
Overweight Fines:
For concurrent weight violations (axle, wheel and gross weight), an operator will be cited only for the one
weight violation that produces the greatest fine.
•
Exceeding maximum legal wheel weights — $100, plus $100 for each 200 lbs. or part thereof in excess
of 200 lbs over the maximum wheel weight.
•
Exceeding maximum legal axle weights — $100, plus $100 for each 500 lbs. or part thereof in
excess of 2,000 lbs. over the maximum axle weight.
•
Exceeding maximum registered or classification of vehicle by number of axles - $75, plus $75 for
each 500 lbs. or part thereof 3,000 lbs over the maximum gross weight or the registered gross weight.
If gross weight of any vehicle or combination exceeds 80,000 lbs., or the applicable weight gross weight
allowed, the fine is doubled.
•
Exceeding gross weight limitation of a posted road or bridge — $150, plus $150 for each 500 lbs, or
part thereof, in excess of 3,000 pounds over the maximum allowable weight.
Operators may be allowed up to four hours to shift load to avoid an overweight axle citation, provided the
total vehicle weight is less than 3% over legal limit. However, if operator is traveling under permit, no
shifting is permitted and operator will be cited.
The fine for operating or moving with an altered, forged or counterfeit permit is $5000 for each violation, in
addition to other fines that may be imposed, plus court costs per violation.
The fine for operating or moving with an expired, void or invalidated permit is $1,000, in addition to other
fines that may be imposed, plus court costs per violation.

RESTRICTED TRAVEL
Moving Heavy Equipment at Railroad Grade Crossing.
(a)
General Rule — No person shall operate or move any crawler-type tractor, power shovel, derrick,
roller, or any equipment or structure having a normal operating speed of ten or less miles per hour or a
vertical body or load clearance of less than one-half inch per foot of the distance between any two adjacent
axles or in any event of less than nine inches measured above the level surface of a roadway, upon or
across any tracks at a railroad crossing without first complying with this section.
(b)
Notice of intended crossing — Notice of any intended crossing shall be given to an authorized
representative of the railroad and a reasonable time be given to the railroad to provide proper protection at
the crossing.
(c)
Stopping at crossing — Before making any crossing, the person operating or moving vehicle or
equipment shall first stop the vehicle or equipment not less than 15' nor more than 50' from the nearest rail
of the railroad and while so stopped shall listen and look in both directions along the track for any
approaching train and for signals indicating the approach of a train, and shall not proceed until the crossing
can be made safely.
(d)
Movement over crossing — No crossing shall be made when warning is given by automatic signal or
crossing gates or a flagman or otherwise of the immediate approach of a railroad train or car. Movement
over a crossing shall be under the direction of any flagman provided by the railroad.

PERMIT ORDERING
To obtain a Special Hauling Permit, first complete an application (Form M-936A) giving
particulars on the vehicle, load, and proposed routing. Then submit your completed application
to the Transportation Department District Office nearest the point of origin.
Applicants who have an active account number in good standing may also independently submit permit
applications via the
internet. Most web-submitted applications are processed in under a minute using the
Department's state-of-the-art APRAS program (APRAS is the acronym for Automated Permit
Routing/Analysis System).
Web-submitted applications may request Permits to be sent e-mail or fax.
Persons not having an account number need to submit a current Insurance Certificate
evidencing coverage of at least $1,000,000 combined single limits and naming the
Commonwealth of PA as an "additional Insured". Permits may also be obtained through any
registered permit service.
The District permit staff will review each application in its entirety,
giving particular attention to completeness, accuracy, nondivisibility, and the proposed route of
travel.
Your proposed routing may be changed for one or more of the following reasons:
1. overlength and overwidth vehicles are routed around highway and bridge construction
projects which cannot accommodate the permitted vehicle, due to lane changes or
reduced lane widths;
2. overheight vehicles are routed around overhead structures that do not provide adequate
vertical clearance for the permitted vehicle;
3. overweight vehicles are routed around bridges which would be loaded beyond their
Operating Rating by the permitted vehicle; AND,
4. permitted vehicles are routed around highways or bridges that are posted with a weight
restriction less than the permitted vehicle's gross weight.
If your vehicle's gross weight exceeds 136,000 pounds, generally, or axle weights are in excess
of those in the chart shown below,it will also be necessary to complete and submit a

supplemental application (Form M-936AS) giving particulars on removable parts and each
axle. The District Bridge Engineer(s) will evaluate what effect your overweight vehicle will have
on bridge spans on your proposed route of travel. The Bridge Engineer(s) may specify permit
operating conditions that the driver must follow precisely to avoid overloading any bridge span.
Be sure to submit your supplemental application at least one workday in advance.
In some instances (e.g., return trip requests, bona fide emergency requests) it will also be
necessary to complete and submit a miscellaneous application (Form M-936 AM) giving
particular information as requested on the form.

Permit Issuance
Upon review and approval of the application, a Special Hauling Permit will be issued, specifying
the approved routes and any special conditions relating to the movement. (There will be
additional fees charged for permits that are wired.)
The driver must have the permit and any/every supplement and general conditions (Form M938) in his possession and available for inspection. The general conditions provide for the safe
and convenient passage of traffic by specifying pilot car and police escort requirements,
lighting, signing, flagging, inspection requirements, travel period restrictions, inclement weather
restrictions, and other safeguards. All drivers must comply with the terms of the permit, its
special conditions, and the general conditions contained in Form M-938. The Permittee and its
driver need to review the Permit prior to movement to ensure the vehicle(s) and load
information is consistent with the application and permit and, also, to review the authorized
routes and conditions on the Permit and any supplement. If there is an error or clarification
needed on your permit, do not begin the movement until the issue is resolved.
Each pilot car driver must carry a Certificate of Insurance evidencing the minimum insurance requirement as
noted above (See Regulation 179.7).
SPECIAL NOTES
Recent Changes – Purpose: The addition to Title 75 Section 4962(f.3) changes the hours over dimensional
vehicles are allowed to move with a permit. Beginning January 24, 2014 permitted loads can now travel from
sunrise to sunset 7 days a week.
Pending Changes – None Noted.
