Submission to the Authorities

Let every person be subject to the governing authorities. For there is no authority except
from God, and those that exist have been instituted by God. 2 Therefore whoever resists the
authorities resists what God has appointed, and those who resist will incur judgment. 3 For
rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is
in authority? Then do what is good, and you will receive his approval, 4 for he is God's
servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain.
For he is the servant of God, an avenger who carries out God's wrath on the
wrongdoer. 5 Therefore one must be in subjection, not only to avoid God's wrath but also for
the sake of conscience. 6 For because of this you also pay taxes, for the authorities are
ministers of God, attending to this very thing. 7 Pay to all what is owed to them: taxes to
whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed,
honor to whom honor is owed.

their disciples to him, along with the Herodians, saying, “Teacher, we know that you are true
and teach the way of God truthfully, and you do not care about anyone's opinion, for you are
not swayed by appearances. 17 Tell us, then, what you think. Is it lawful to pay taxes to Caesar,
or not?” 18 But Jesus, aware of their malice, said, “Why put me to the test, you
hypocrites? 19 Show me the coin for the tax.” And they brought him a denarius.20 And Jesus
said to them, “Whose likeness and inscription is this?” 21 They said, “Caesar's.” Then he said
to them, “Therefore render to Caesar the things that are Caesar's, and to God the things that
are God's.” 22 When they heard it, they marveled. And they left him and went away.

B) THE ROLE OF THE BELIEVERS

In our upward responsibility – we are to subject to the governing
authorities (v.1a & 2).

In our outward responsibility – we are to submit to the governing
authorities (v.5b).

INTRODUCTION


Understanding the context – the social and political influence of Rome
on Paul’s world.
Why the focus on how believers are to relate to the governing
authorities?
A) THE ROLE OF THE GOVERNING AUTHORITIES

Do what is right (v.3).

Not out of fear, but out of our Christian conscience (v.5b) –
relate to the governing authorities as we would relate to one
another (Rom 12:9-21).

Our basic duties with the right attitude (vv.6-7).
They are God’s servants (v.4).



Exceptions on how we are to relate to the governing authorities (Dan 3,
6 & Acts 5:27-29).
They are instituted by God – regardless of political affiliation, personal
character, ideology and religious belief (v.1B).
CONCLUSION

They are appointed by God – to serve the people, and to carry out
judgment on wrongdoers (v.4).

Our respond – pray and give thanks for our governing authorities (1 Tim
2:1-2).
