TENDER NOTICE FOR SUPPLY OF DESKTOP COMPUTER WITH OS/ PERIPHERALS
Sealed tenders are hereby invited from authorized IT vendors for supply of Desktop Computers
with Operating System/ peripherals as per Annexure-I enclosed:
The sealed tender should be submitted in Two Bids:
(a) Technical bid containing information relating to all aspects excluding details of the
price quoted; and
(b) Financial bid containing details of the price quoted.
The eligibility criteria and the terms and conditions governing the invitation of tender are given
in the Annexure-II. This intimation and the said annexures can be downloaded from the website:
www.cbec.gov.in
The tender application/bid of only those who satisfy the eligibility criteria (as contained in
Annexure-II) will be considered for final short-listing and placing the supply order. The technical bid and
financial bid shall be submitted in separate sealed covers and shall be super-scribed as “TECHNICAL BID”
and “FINANCIAL BID” and put inside a bigger sealed envelope which shall be super-scribed with the
words “TENDER FOR SUPPLYING DESKTOP COMPUTER WITH OS/ PERIPHERALS” and addressed to the
“Additional Director, Directorate of Revenue Intelligence, Kolkata Zonal Unit, 2nd floor, Suit No. 16; 8, Ho
Chi Minh Sarani, Kolkata - 700071”.
If the technical bid does not contain all the details relating to acceptance of the conditions,
eligibility, documents, etc., no further processing of that particular vendor's bid will be undertaken.
Likewise, the financial bid shall contain only the rates quoted and their breakup. The bids can be
submitted to this office up to 1600 hrs on or before 14th October, 2014.

TERMS & CONDITIONS
1.
The Supplier/Firm/Enterprise/Vendor (hereinafter called the Supplier or Vendor)
intending to bid for the tender shall be a reputed establishment in the field of computer
hardware sales & warranty services for last 5 years and above. They should provide their PAN,
Sales Tax Registration Number in respect of their firm along with their quotation.
2.
Quotations are invited only from the authorized dealers or manufacturers; in the case of
dealers/distributors/channel partners/resellers, they should produce proof of appointment of
their agency by the manufacturer of the products which they intend to supply to this office
3.
The Supplier should have supplied similar goods to at least one Central Government
Department / Public Sector Unit (PSU), during previous financial years. This condition may be
relaxed in case sufficient vendors do not qualify.
4.
Documentary proof for the conditions at 1 to 3 above shall be attached to the technical
bids, failing which the bid will not be short-listed for further process.
5.
Quotations for items of lower configuration / models other than specified above will be
summarily rejected.
6.
Catalogues/full particulars of the branded computer/ peripherals should be furnished
with the quotation
7.
Any alteration made over the printed matter in the financial bid should be attested with
signature.
8.
The quotation should be signed by the authorized person and his full name and status
should be indicated below his signature.
9.
The rates should be inclusive of all taxes, incidental charges, insurance charges, freight,
installation charges, etc.,
10.
If any exemption from levy of tax is applicable on the supply of the goods, certificate if
any required from this office for availing such exemption, can be obtained. Rates must be
shown in figures as well as in words.
11.
The quotations should be valid for at least two months.
12.
The supplier must provide details of warranty service providers like name, address,
contact No’s, e-mail id of the warranty service providers, in their technical bid.
13.
The received quotations will be opened on 14th October, 2014 at 17.15 hrs at this
Directorate office, 8, Ho Chi Minh Sarani, Kolkata, in presence of duly authorized representative
of respective bidders. If no bidders/their representatives are present at the stipulated date &
time, the tender opening process will continue without them. Technical Bid will be opened first
and only those firms, who fulfill the Technical Terms & Conditions, will be eligible for
participating in the ‘Financial Bid’.
14.
Computers/ Peripherals shall be supplied and installed within 7(seven) days of the
placement of the order at this office as per decision of the Competent Authority.
15.
No advance will be provided to the supplier and installer. Payment against Bill/Invoice
shall be released only after supply/installation and observance of satisfactory performance of
the Desktops/ Peripherals.
16.
In case of any dispute, the decision of the competent authority shall be final. In case of
any disagreement the same shall be settled within the legal jurisdiction of Kolkata.
17.
This office reserves the right to exclude some of the items listed above and to accept or
reject any of the said quotations without assigning any reasons.
18.
Any query relating to the tender process may be communicated in writing to the
undersigned.
