Analyst (Operational) A-2
LOCATION: Joint Analysis and Lessons Learned Centre (JALLC),
Monsanto, Portugal

Applications are invited for the position of Analyst (Operational), NATO Grade
A-2, on the staff of the Supreme Allied Commander Transformation (SACT), Joint
Analysis and Lessons Learned Centre (JALLC), Monsanto, Portugal.


A maximum of 3 single page attachments (including a cover letter) are permitted

qualification/certificate covering the highest level of education required by the Job
Description. If this certificate is not in one of the official NATO Languages, you should

unless requested by HQ SACT Civilian Human Resources Office. Serving NATO
international civilian staff must submit their application through their Civilian Human
Resource Manager/ Personnel Officer.

The starting basic monthly salary for an A-2 in Portugal is Euro 4,166.27, to which
relevant allowances will be added.

This position is for a limited duration of 3 (three) years. Serving civilian members
of NATO will be offered a contract in accordance with the NATO Civilian Personnel
Regulations.
Position Details – PE Duties
POST CONTEXT
The Joint Analysis and Lessons Learned Centre (JALLC) is NATO’s centre for performing
joint analysis of operations, training, exercises and experimentation. The Operations
Division is responsible for executing analysis projects and missions as well as command
and control over all personnel assigned to the division on permanent or temporary basis.
The division is specifically dedicated to operationally related projects or missions. The
Analyst (Operational) will provide analytical and research skills and contribute to the
analysis and reports produced by JALLC.

PRINCIPAL DUTIES
The incumbent’s duties are:
 Plan and conduct original research and analysis as a member of a JALLC analysis
project team and as directed by the Project Manager in order to solve a wide variety of
problems of dissimilar nature in the context of NATO joint military exercises, operations
and/or training.
 Plan, coordinate and undertake data collection by literature review, research
interviews, survey and observation, including through deployment to theatres of
operations or exercise/training venues as necessary.
 Apply qualitative/quantitative research and analysis methods to data.
 Apply interpretative, analytical, constructive thinking and judgement to select solutions
and make evidence-based recommendations for the improvement of NATO.
 Plan, write, revise, review and present analysis products including reports and
presentations.
 Attend meetings, conferences or training events to collect data for or provide briefings
on JALLC analysis projects.
 Ensure JALLC project assurance standards are upheld in the production of analysis
products.
 Liaise with relevant NATO staffs and subject matter experts, frequently in senior staff
levels.
ADDITIONAL POST INFORMATION.

Flexibility Clause: In order for the command to deal with emergent requirements the
incumbent may be required to perform other related duties as directed (in particular,
the incumbent can expect to work as a member of Working Groups, Project Teams,
etc. for defined periods of time). Additionally, the incumbent may also be reassigned as
directed by the Chief of Staff for up to 180 days (and where necessary in excess of
180 days with the agreement of the incumbent).
 Annual TDY Requirement: The incumbent may be required to undertake TDY both
within and outside NATO’s boundaries for up to 35 days per year.
 The incumbent is required to undertake operation deployments both within and
without NATO's boundaries.
 The incumbent may be required to design and deliver training modules within
JALLC or for external audiences as part of JALLC's internal analyst training course,
other NATO courses or as a temporary member of the JALLC Advisory and
Training Team.
 The incumbent may be designated as a JALLC Alternative Analysis (AltA)
Facilitator. The incumbent must have attended the NATO AltA Course for this
designation.
 The employee may be required to perform a similar range of duties elsewhere
within the organization at the same grade without there being any change to the
contract.
 The work is normally performed in a typical Office environment. Normal Working
Conditions apply. The risk of injury is categorised as: No risk / risk might increase
when deployed.
 Successful applicants will be required to undergo security vetting to obtain a NATO
Secret security clearance.
ESSENTIAL QUALIFICATIONS
Professional/Experience




3 years' practical experience of research or analysis
Track record applying analytical techniques to problem solving
Experience working in project teams
Experience of writing project reports
Education/Training
University degree in International Studies, History, Social sciences, Political Science,
Public Administration, Law, Operations Research, Military Studies or related discipline and
3 years function related experience.
Language
English SLP 4334 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is
conducted mainly in English.
DESIRABLE QUALIFICATIONS
Professional Experience

Author of published researches or analysis reports, papers or articles.

Knowledge and experience of NATO.

Knowledge and experience of military operations and exercises.

Experience working with military personnel.

Experience working in an international environment.
Education/Training

Post-graduate qualification in Operations Research, mathematics, computer science or
other relevant scientific discipline.

Recognition by relevant professional bodies.

Facilitation skills training

Advanced computing skills, especially spreadsheet, database and/or graphics
Language

Functional competency (e.g. SLP 2222) in French

Managerial Responsibilities
The Analyst (Operational) has no permanent subordinates and is expected to control own
daily priorities and work with some regular guidance in accordance given priorities. The
incumbent may be required to lead an analysis project, under which circumstances,
JALLC analysts would be temporarily placed in his/her charge. He/she has no budgetary
responsibility.
Professional Contacts
The Analyst is expected to maintain regular professional contacts with others, frequently
above his or her staff level inside and outside JALLC and NATO on functional matters.
Contribution to the Objectives
The activity of the OPS Division is central to the core work and objectives of the JALLC.
The civilian Analyst complements the military skills and knowledge of the Military Analysts
in the JALLC analysis project teams with skills and knowledge of research methods and
report writing, thus enhancing the overall quality of the JALLC analysis products.
