November, which were submitted by the July 1 deadline. These will all be put in proper
Resolution form and submitted to the Sections in final form no later than 30 days prior to
the General Session of the PGA Annual Meeting. Please let me know your thoughts on

I hope your summer season was a great one. When you receive this
update the E-Z-GO Georgia PGA Championship will have just
completed. Our championship receives great support by a host of
great partners. TaylorMade, adidas Golf, Ashworth, Adams and the
PGA Tour all make our Championship something very special.
However, let’s not forget how fortunate we are to have the
opportunity to determine our winner at the Sea Island Golf Club.
This year our members competed on the Plantation Course. Having
the opportunity to visit and enjoy Sea Island is not to be taken for
granted. Please be sure to show your appreciation by dropping all of Section patrons a
note of thanks, especially our professionals at Sea Island.

Replace the Honorary President with the President as our PGA representative and
voting member of the Champions TOUR Division Board. In order to provide
consistency of PGA of America representation, the Board feels the PGA President
should be the voting member on both the PGA TOUR Tournament Policy Board and
the Champions TOUR Division Board. This change is supported by the PGA TOUR.
No longer include the option of two additional Player Directors as delegates to the
PGA Annual Meeting. The PGA TOUR has representation on the PGA of America
Board via a Player Director elected by the Player Directors on the PGA TOUR Policy
Board. Although the PGA Constitution allows two additional Player Directors to be
voting delegates at the PGA Annual Meeting, there have been no Player Director
delegates at the PGA Annual Meeting for over 30 years. Therefore, this antiquated
process and language should be removed.
Removal the obsolete language of “the rules and policies set forth in” and “orders”
from the Bylaws. The current language is inconsistent and uses terms “rules and
policies” that are not set forth in the Constitution. It also uses the word “order”,
which is ambiguous relative to Regulations, which this Bylaw provision is discussing.
This language may have had some relevance many years ago when different terms
were used to define what has become known as regulations today. The Delegates will
continue to reserve the right to overturn Regulations made by the Board of
Directors by a two‐thirds majority of those voting at the Annual Meeting.

Mason Closes the Jar on Fourth
E-Z-GO Georgia PGA Championship
Collects His Fourth Georgia PGA Championship
James Mason, PGA Life Member from Dillard,
fired a final round two-under 70 to win the
rain shortened E-Z-GO Georgia PGA
Championship presented by Taylor-Made/
adidas golf/Ashworth/Adams and the PGA
Tour, conducted at Sea Island Golf Club’s
Plantation course on St. Simons Island. The
event was cut from 54 holes to 36 holes due
to weather caused by the remnants of
tropical storm Erika.
Mason’s round got off to a hot start with
birdies on four of his first six holes and never
surrendered his lead. This is the fourth win
for sixty-four year old Mason in this
championship. He also won in 1997, 1999
and 2000. For his efforts, Mason won
$5,000.
In second place at four-under par 140 was
2005 Georgia PGA champion Tim Weinhart
from The Standard Club in Johns
Creek. Weinhart carded a final round of
three-under par 69. Tommy Brannen of
Augusta Country Club finished in solo third
place at three-under par 141. Kyle Owen
from Dunwoody Country Club shot a round
of one-over par 73 to finish in fourth place at
two-under par 142.
The Plantation Course at Sea Island is a par
72 and will play at 6,891 yards for the
championship. The course was updated by
Rees Jones in 1998 and is an original Walter
Travis design, the Plantation Course unfolds
among a forest of ancient live oak and cedar,
with a hint of danger lurking in its tidal creeks
and lakes. Players appreciate the expansive
fairways and stunning Atlantic Ocean views
that make Plantation one of the best South
golf courses.
The E-Z-GO Georgia PGA Championship is
the only 54-hole event conducted by the
Georgia PGA. E-Z-GO, a division of
Textron, is the world’s leading manufacturer
of golf carts and based in Augusta, GA.

White Birdies Final Three to Win Georgia Open
Becomes First Amateur to Win Since 1989
Former Georgia State golfer Davin White
fired a closing round of three-under par 69
to capture the 62nd Tilted Kilt Georgia
Open presented by E-Z-GO, Ridge Valley
Exteriors, and Super Source, which was
contested at Pinetree Country Club in
Kennesaw for the second consecutive
year.
It is the second win in a Georgia Section
event for White in the past 32 days.
White won the The Championship at
Berkeley Hills in July, and he becomes the
first amateur to win the Georgia Open
since Franklin Langham won it in 1989.
The leaders started their rounds on the
back nine to have them finish on the
challenging risk/reward 530-yard par 5
ninth hole that has an amphitheater like
setting surrounding the green.
White started the day with a one-shot
lead, and played steady golf, but lost his
lead to mini tour professional Eddie Lee of
Duluth, on the par 4 third hole with
a bogey. White finished strong making
birdies on the 7th and 8th hole to tie Lee
at seven under par, and then proceeded to
get up and down on the par five finishing
hole for birdie and the win.
Lee, who fired a closing round of fiveunder par 67 to finish at seven under par,
was recognized as the Low Professional
and earned $8,000 for his efforts. Lee has
finished in the top five in the last four
Georgia Opens.
Former Kennesaw State golfer, Matt Nagy
of Acworth, carded a final round of oneunder par 71 to finish alone in third place
at five under par. Pinetree Country Club
serves as the home golf course for the
Kennesaw State Owls. Rounding out the
top five, were mini-tour professionals Trey
Rule of Eatonton and Jin Chung of Duluth
at four-under par tied for fourth place.

year’s Georgia PGA Senior Championship being contested on
September 14-15, 2015.
While registration for the national event qualifier is closed, you
can still register for the Georgia PGA Senior Championship
through Friday, September 11th. Keep in mind, the entry fee
for the Georgia PGA Senior PNC did NOT include entry into
the Georgia PGA Senior Championship.
Office located in Newnan, GA. Position Summary: Oversee
and manage CRM database to update fleet information and to
improve and maintain the accuracy of the database. Develop
new car fleet leads for both the Direct and Distributor
territory and monitor the progress of the leads throughout the

It’s time to invite your “club officials” to the 2015 National Car
Rental Pro-Am Series @ E-Z-GO Pro-PresidentSuperintendent-Club Official presented by Mobile Pro Shop
being held at Augusta Country Club on Thursday, November
5th with an 11:30 A.M. shotgun start. Georgia PGA Members
Class MP, A-1, A-2, and A-4 through A-24 or registered
apprentices in good standing and three (3) “Club Officials” are
eligible to play in this event. “Club Officials” include:
1. Course Owner
2. Club Manager
3. Club Officer
4. Board of Directors
5. Handicap/Tournament/Membership/Greens Committee Member
6. Men’s and/or Ladies Golf Committee Member
7. Golf Course Superintendent/Assistant Superintendent
It is preferred that at least one team member be the Golf
Course Superintendent and/or Assistant Superintendent. The
entry fee is $400 per team and includes tee gifts, lunch, 18holes of golf and the awards reception.
Teams that join National Car Rental’s Emerald Club loyalty
program will automatically be eligible to win an enhanced
purse/prizing and will be entered in a random drawing to
receive a VIP golf experience with Keegan Bradley and his
father, PGA Professional Mark Bradley. PGA members, click

Georgia PGA Golf Day

President’s Message Continued...
I want to inform you that the PGA of America is offering an
official PGA Centennial Commemorative Coffee Table Book.
It’s available for pre-order on our website and for a limited
time you can get two for the price of one. This special edition
coffee table book chronicles and celebrates the history of the
golf professional, past and present.
Former PGA TOUR Commissioner Deane Beman, the guiding
force in elevating the profile of the tour professional while
expanding golf's global charitable reach and interest in the
game, has been named the recipient of the 2015 PGA
Distinguished Service Award. Beman, 77, and a 40-year PGA
Life Member, will receive the PGA of America's highest annual
honor on Nov. 13, at a ceremony in conjunction with the 99th
PGA Annual Meeting in Palm Beach Gardens, Florida.
As I have shared with you before, not only is growing the game
in our state of Georgia important to every member of the
Georgia PGA, but doing it alongside our fellow organizations
will provide us with the best opportunity to fulfill our goals.
We are continuing to study the best way to meet this
objective. There is a host of ways, but there is little doubt
working with our fellow golf organizations in a more
collaborative approach will allow us to prosper in the years
ahead. We hope in the years ahead our statewide golf
associations and the Georgia PGA can work on shared
initiatives to grow the game and association. Sharing a similar
vision and some common objectives, especially in fund raising is
prudent. This does not mean we will alter our identity.
Frankly, I feel it will make our brand stronger and allow us to
demonstrate our leadership on a greater level in many areas.
The Georgia PGA and our members at Cherokee join the
golfing world in mourning the passing of the Louise Suggs on
August 7 in Sarasota, Florida. She was one of my club’s most
prominent members. Ms. Suggs, who joined Cherokee in 1957,
was arguably the world’s greatest woman golfer of all time.
The Golf Channel, LPGA and golfing community at large have
been honoring her passing with unprecedented heartfelt
tributes. Rest in Peace!
Before the better part of the golf season passes, remember
that we all benefit from the Georgia PGA Foundation. The
growth of the game is our mission, but the willingness to share
the values of the game with others is a business practice we as
golf professionals can all share and embrace. Let’s share our
time and talent in support of our beloved game! To learn

Rulings from the 2015 Oglethorpe
The Oglethorpe Invitational is a nationally-ranked amateur
event that is held at the Wilmington Island Club in Savannah,
Georgia. This year, the 54-hole tournament featured players
from 16 states and 10 countries, several of whom have qualified
for the U. S. Amateur Championship. Here are some of the
more interesting rulings from this year’s event:
On the putting green of the 4th hole, a player
noticed that his ball moved after he had
addressed the ball. The player, uncertain of the
correct procedure, invoked Rule 3-3 [Doubt As
To Procedure], played a second ball. He putted
the original ball from its new position, and then
putted a second ball from the original position of
the original ball. As there was no outside agency
or wind that might have caused the original ball
to move, the player was advised that he incurred
a one-stroke penalty under Rule 18-2b [Ball
Moving After Address]. Since that Rule requires
that the moved ball be replaced, the score with
the second ball counted. Decision 18-2b/1 [Ball
Moves After Address; Movement May Have
Been Due to the Effects of Gravity] advises, “The
effects of gravity do not satisfy the Exception to Rule
18-2b. The Exception only applies when it is known
or virtually certain that the player did not cause his
ball to move. In order to meet this standard, it must
be known or virtually certain that some other
observable factor (wind, water or an outside agency)
caused the ball to move.”
On the 5th hole, a player’s wayward drive came
to rest about five feet from a permanent oncourse restroom. The player sought relief from
the restroom because it intervened on his line of play. As
explained to the player, according to Rule 24-2a [Immovable
Obstruction – Interference], generally, intervention on the line
of play is not, of itself, interference under this Rule. Allowable
interference by an immovable obstruction that is not on a
putting green occurs only when a ball lies in or on the
obstruction, or when the obstruction interferes with the
player’s stance or the area of his intended swing.
On the 8th hole, a player sought relief for casual water.
However, no water was visible in the vicinity of the player’s ball
or around his feet before or after the player took his stance.
No relief was granted under Rule 25-1 [Abnormal Ground
Conditions] even though the player’s stance was on soft or
mushy earth. Decision 25/1 [Soft, Mushy Earth] points out
that soft or mushy earth is not casual water unless water is
visible on the surface before or after the player takes his
stance.
On the putting green of the 9th hole, a player sought relief
because his ball had come to rest on a slight depression. Upon
close examination, the Rules Official determined that the
depression was part of an old hole plug. Pursuant to Rule 161c [Repair of Hole Plugs, Ball Marks and Other Damage], the
player was permitted to repair the depression.
On the 13th hole, a player, proceeding under Rule 26-1c [Relief
for Ball in Water Hazard] and taking relief from a lateral water
hazard, dropped a ball within two club-lengths of the point
where the original ball last crossed the margin of the hazard.
The dropped ball rolled and came to rest outside of the hazard,
but closer to the hole than the point where the original ball last
crossed the margin of the lateral water hazard. Pursuant to
Rule 20-3c(vii)(c) [When to Re-Drop], the player was required
to re-drop the ball.
