Job Title: Weatherization Program Manager Reports To: Executive Director and/or Deputy Director Located At: 524 30 Road, Ste. 3 Grand Junction, CO 81504 Position Description: The Weatherization Program Manager is an exempt position that serves as overall Program Manager for Weatherization (WX) and Crisis Intervention Program (CIP) and responsible for Agency compliance with the policies and procedures set forth in the policies of the Colorado Energy Office (CEO). Major Areas of Responsibility: Supervises program delivery and is responsible for overall field quality and service provisions. Monitors proper maintenance of files and records including computer input of client records, inventory controls and associated reports. Review completed job files as necessary. Responsible for State program reporting requirements of the WX Program. Responsible for technical and program decisions. Responsible for the review of all bills submitted for payment. Reviews all monthly production reports and cost tracking procedures in conjunction with the Business Manager. Assists the Director in the preparation of program budgets. Performs other duties as assigned by the Executive Director and/or Deputy Director. Qualifications: Thorough knowledge of CEO standards, Federal Regulations and local guidelines as they pertain to weatherization and other related programs. Thorough knowledge of Agency procedures and policies. Ability to make decisions based on critical information analysis. Ability to establish and maintain effective working relationship with other agencies, coworkers, agency clients, outside companies and general public. Excellent verbal and written communication skills including the ability to explain the weatherization process to clients, consumer groups, the media and public officials. Relate well with lower income, disabled and elderly persons. Knowledge of PC operation and computer programs. Prefer to have had practical experience working on and supervising a weatherization crew. Have working knowledge of WAPTAC and NEAT/MHEA software. Other Conditions and Requirements: Standard office environment. Travel to satellite offices and outlying service area. Below are examples of conditions and requirements appropriate to field crew which the Program Manager should also be capable of: o Use standard hand and power tools (electric drill, hole hog, sawz-all) from ground level to 18” overhead. o Climb a 16’ ladder carrying common hand and power tools. o Work from a ladder reaching 18” to the right or left to use common hand and power tools. o Traverse and work on a roof with a pitch of 8” per 12” run using fall protection. o Pull self up 2’ by the arms from a 6’ step ladder to enter a 15”x 18” attic hatch. o Lift a 35 pound bag of insulation from ground level to full arm extension. o Crawl through a crawl space access hatch 15”x 18” in size. o Carry 48” perimeter insulation weighing 35 pounds and manipulate it in a 24” crawl space. o Crawl on ones back in a 24” high crawl space for a distance of up to 60’. o Work overhead in a 24” high crawl space using common tools. o Carry and manipulate a 4’ x 8’ sheet of plywood, dry wall or cellotex. o Work in damp, dirty quarters while exposed to extremes in temperature.
